For a standard UPI payment from a linked bank account, the transaction is free to both the customer and the merchant under the official policy cited here. That does not mean every payment made through UPI has identical pricing: PPI wallet payments and RuPay credit-card-on-UPI payments have separate rules, while any extra service fee depends on the merchant’s own agreement.
Who pays UPI merchant fees?
It depends on what “fee” means and where the money comes from. A payer fee is charged to the person making the payment. A merchant discount rate (MDR) is a processing charge on the merchant. Interchange is a charge between payment-system participants, not automatically a fee to the customer. A merchant may also pay separately contracted charges for services or equipment.
For ordinary bank-account-to-bank-account UPI, the National Payments Corporation of India (NPCI) said on 29 March 2023 that transactions continued to be free for customers and merchants. The Reserve Bank of India (RBI) says the no-charge framework for prescribed electronic modes, including UPI, took effect on 1 January 2020 under Section 10A of the Payment and Settlement Systems Act. NPCI’s UPI overview and FAQ and RBI’s historical data and official responses provide the relevant policy context.

The rule is not a blanket statement that no business ever incurs a cost while accepting UPI. It concerns charges for the UPI transaction itself in the covered case. Optional or separately contracted merchant services need to be evaluated from their own terms rather than assumed to be UPI MDR.

RBI describes MDR as a merchant-side processing charge. Its policy summary notes the direction that no MDR be collected for UPI and RuPay debit-card transactions from 1 January 2020. This is useful context when a merchant sees a processing-related line item, but it does not mean every item a provider bills must be MDR. Check the description, who is being charged, the service supplied, and the contract that authorizes it.
Is UPI free for merchants in every case?
No. The payment source matters. A linked bank account, a prepaid payment instrument (PPI) wallet, and a RuPay credit card linked to UPI are distinct cases. Merchant category and transaction amount can also matter, particularly for the specified small offline merchant condition for RuPay credit-card-on-UPI.
| Payment source or charge | What the official material establishes | What to check |
|---|---|---|
| Linked bank account to bank account | NPCI’s 29 March 2023 statement says the transaction remains free for both customer and merchant. RBI describes the prescribed-mode no-charge framework effective 1 January 2020. | Whether an apparent fee is actually for a separately contracted merchant service rather than the UPI transaction. |
| PPI wallet on UPI | NPCI says interchange applies to PPI merchant transactions under the announced arrangement, while the customer/PPI holder pays no charge for the UPI transaction. | Identify the charge’s recipient and whether it is an ecosystem interchange or a separate merchant service fee. |
| RuPay credit card linked to UPI | NPCI’s operating circular sets out interchange and related ecosystem charges. It specifies nil MDR for small offline merchants on transactions up to ₹2,000 under the stated classification. | The merchant’s category, transaction amount, current acquiring terms, and the MCC assigned by the acquiring bank. |
| Separately contracted merchant service | No universal current rate for all providers is established in the cited official material. | The merchant’s agreement, fee schedule, and the exact service or line item being charged. |
Use the table as a way to narrow down the question, not as a complete tariff sheet. The sources distinguish the policy treatment by payment source, but do not provide one current rate for every acquirer or payment aggregator. A rate quoted for one provider, business type, or service should not be presented as a universal UPI fee.

A PPI is a prepaid payment instrument, such as a wallet. NPCI’s policy statement distinguishes these payments from ordinary bank-account UPI: interchange may apply to PPI merchant transactions under the announced arrangement, but NPCI says there is no charge to the customer or PPI holder for those transactions. The interchange is an arrangement among ecosystem participants; it should not be described as a fee automatically paid by the person using the wallet.

That distinction matters if a receipt, app screen, or merchant statement uses the broad label “UPI fee.” Ask who is charged and who receives the amount. A charge between participants is not the same as a payer fee or a merchant’s separately contracted service charge. NPCI’s UPI FAQ and 29 March 2023 statement describe these distinctions.
How are RuPay credit-card-on-UPI fees different?
Linking a RuPay credit card to UPI changes the source of funds, so the bank-account-to-bank-account no-charge statement should not be carried over automatically. NPCI’s operating circular for RuPay credit cards linked to UPI describes interchange and related ecosystem charges. It also specifies a nil-MDR case for small offline merchants on transactions up to ₹2,000 under the circular’s stated merchant classification.
This is a limited exception, not a universal cap or promise that every merchant’s card-on-UPI transaction is free of merchant-side charges. The classification and amount conditions both matter. A merchant checking a specific transaction should use the MCC (merchant category code) assigned by its acquiring bank and consult its current acquiring terms. See NPCI’s operating circular for RuPay credit cards linked to UPI.
In practice, do not decide eligibility from the word “small” alone or from the payment amount alone. The exception in the circular combines an offline-merchant classification with a transaction amount of up to ₹2,000. A merchant should verify both the classification recorded by its acquirer and the transaction’s funding source; the cited condition is not for ordinary bank-account UPI payments or for all RuPay credit-card-on-UPI transactions.

Can a shopkeeper add a UPI surcharge?
For a standard linked bank-account UPI transaction, NPCI’s stated position is that the transaction remains free for both customer and merchant; RBI’s prescribed-mode framework likewise addresses no-charge treatment. Do not confuse that transaction rule with a separate charge a merchant may have agreed to pay for a service. If a customer is asked for an extra amount, the available sources do not establish a universal current surcharge rule for every contract or payment source. The practical first step is to identify the payment source and ask what the amount covers.
For a merchant, a fee line should be traceable to a specific contractual basis. NPCI directs merchants to their acquiring bank for onboarding and transaction grievances. Ask the bank or provider to identify whether the amount is MDR, interchange, or a fee for a separate service, and request the applicable agreement or fee schedule. The official material does not establish one current rate that applies to every acquiring bank or payment aggregator.
For a customer who is unsure whether an amount is a surcharge, ask whether it is being added to the payment or is a cost the merchant pays under its provider contract. The distinction matters: NPCI’s no-charge statement concerns the covered bank-account UPI transaction, while the cited sources do not supply a universal rule resolving every separately contracted service charge or every payment source. Avoid assuming that the label “UPI charge” settles the question.

How merchants get UPI acceptance and receive funds
NPCI says a merchant seeking UPI acceptance partners with an acquiring bank. The bank handles compliance and risk assessment, generates merchant identifiers, and configures merchant information, including the MCC. NPCI lists QR, intent, application-based, and collect modes of integration. Funds are received after the customer confirms payment, into the merchant pool or bank account according to the merchant’s agreement.

- Approach an acquiring bank. Confirm its onboarding requirements and the merchant agreement that will govern acceptance and settlement.
- Complete checks and merchant setup. The acquiring bank handles compliance and risk assessment, creates merchant identifiers, and configures merchant details such as the MCC.
- Choose an integration mode. NPCI lists QR, intent, application-based, and collect options. Ask which mode fits the business’s checkout and payment flow.
- Confirm settlement terms. Check where funds are credited and when, as the settlement arrangement follows the merchant’s agreement.
- Keep the agreement and fee schedule. If a charge appears, compare its description and amount with the contract, then raise a transaction grievance with the acquiring bank if needed.
A printed or countertop QR display can show a merchant’s code, but the display itself does not onboard the merchant or process payments. The QR must be provided through the merchant’s acceptance arrangement. NPCI’s UPI FAQ explains merchant onboarding, payment modes, settlement, and MCC assignment.
When comparing acceptance options, ask the acquirer to explain the actual agreement rather than relying on a QR accessory or a headline claim that acceptance is “free.” The accessory only displays the merchant’s code; it does not open an acceptance arrangement, assign an MCC, or specify settlement. Those details come from the merchant’s bank or provider relationship.
How to identify a fee on a receipt or merchant statement
- Identify the funding source. Check whether the customer paid from a linked bank account, a PPI wallet, or a RuPay credit card linked to UPI.
- Read the label and recipient. Determine whether the item is described as a payer fee, MDR, interchange, or a separately contracted service. A label alone may not explain who ultimately pays it.
- Check merchant classification and amount. For RuPay credit-card-on-UPI, verify the merchant’s assigned MCC and whether the transaction falls within the circular’s small offline merchant condition up to ₹2,000.
- Match the amount to the contract. Ask the acquiring bank or provider for the exact agreement clause and fee schedule. Do not assume a general UPI rate from a charge seen at one business.
- Escalate a disputed transaction through the acquirer. NPCI directs merchants to their acquiring bank for UPI onboarding and transaction grievances.
Keep the transaction record and the relevant statement or receipt when asking for clarification. That lets the merchant and acquirer check the payment source, amount, merchant classification, and contract line item together. If the provider describes a cost as interchange, ask which arrangement it relates to; if it is a service charge, ask which service and contract term apply. The cited sources do not support guessing a rate from the amount alone.
Why UPI fee distinctions matter at scale
NPCI’s ecosystem statistics report 12,705.16 million person-to-merchant (P2M) transactions for August 2025. That monthly volume illustrates the scale of merchant payments, but it does not show what share incurred a fee or establish a 2026 transaction volume. The number is a volume measure, not a fee-incidence statistic. See NPCI’s UPI ecosystem statistics.

What to remember when a UPI charge appears
- For linked bank-account UPI, the cited NPCI and RBI material supports a no-charge rule for the transaction itself for both customer and merchant.
- PPI-on-UPI interchange is not the same as a customer fee; NPCI says the PPI holder/customer pays no charge.
- RuPay credit-card-on-UPI has separate ecosystem pricing, with a limited nil-MDR condition for qualifying small offline merchants on transactions up to ₹2,000.
- For a particular merchant, the source of funds, amount, MCC, and acquiring agreement determine which fee explanation applies.
Frequently Asked Questions
Does a shopkeeper pay a charge when I pay by UPI?
For a standard UPI payment from a linked bank account, NPCI says the transaction remains free for both the customer and merchant. A merchant can still have costs for separately contracted services, so an item on its statement should be checked against the merchant’s agreement rather than assumed to be a UPI transaction fee.
Is UPI free for merchants when the customer uses a wallet?
PPI wallet payments have a separate interchange arrangement. NPCI says interchange applies to PPI merchant transactions under the announced arrangement, but the customer or PPI holder pays no charge for the UPI transaction. Interchange between ecosystem participants is not automatically a customer fee.
Can a merchant add a UPI surcharge?
The cited sources establish the no-charge treatment for covered bank-account UPI transactions, but do not establish a universal current surcharge rule for every payment source or separate service contract. Ask what the added amount covers and, for a merchant-side fee, request the relevant agreement or fee schedule.
When does the RuPay credit-card-on-UPI nil-MDR condition apply?
NPCI’s operating circular specifies nil MDR for small offline merchants on transactions up to ₹2,000 under its stated merchant classification. It is not a rule for every merchant or every UPI payment. Check the funding source, transaction amount, the MCC assigned by the acquirer, and current acquiring terms.
Who should a merchant contact about a UPI fee or settlement issue?
NPCI directs merchants to their acquiring bank for onboarding and transaction grievances. Ask the acquirer to identify the charge type, the agreement clause or fee schedule, the assigned MCC, and where and when funds are settled under the merchant’s arrangement.
The Bottom Line
For ordinary linked bank-account UPI, the transaction is free to both customer and merchant under the cited NPCI and RBI policy. But “UPI fee” can mean different things. PPI wallet interchange is not a customer charge; RuPay credit-card-on-UPI has separate pricing, including a narrow nil-MDR condition for qualifying small offline merchants on transactions up to ₹2,000. To explain a specific fee, check the payment source, merchant category, amount, and the merchant’s acquiring agreement.
