If you are laid off in Finland, register as an unemployed jobseeker through Job Market Finland with your municipality’s employment services no later than your first day without work or pay. Then claim from the correct payer: your unemployment fund if you are a member and meet the earnings-related allowance conditions, or Kela for the general social security benefit (yleistuki) if you do not. Keep the registration active, file each required report and follow employment-service instructions while your claim is processed.
This guide reflects Kela’s published rules and amounts as of 13 October 2026. It explains the process, but only Kela, your fund and the employment authority can decide your individual entitlement.
What to do on the first day of unemployment
Register before making any other claim decision
Kela states that you can only get an unemployment benefit if you have registered as an unemployed jobseeker. Complete the registration in Job Market Finland with the employment services of your municipality of residence by the first day of unemployment or temporary layoff at the latest. The same deadline applies when an employer suspends your work temporarily, according to Kela’s temporary-layoff guidance.

Confirm what your employer has actually done
Ask whether the arrangement is a temporary layoff or a termination. In a temporary layoff, work and wages stop for a period while the employment relationship continues. The layoff can be for a fixed period or continue until further notice. A termination ends the employment relationship and may involve a different employment-services assessment. Keep the employer’s notice and the dates, hours and pay information: the method and extent of a layoff can change how a claim is calculated.
Choose the correct benefit payer
The route is determined by eligibility, not personal preference. The same person cannot receive earnings-related allowance from an unemployment fund and Kela’s general social security benefit for the same period.

When an unemployment fund pays
If you were a fund member while meeting the applicable work requirement, apply to that fund for earnings-related allowance. Fund membership alone is not a guarantee: the fund checks membership dates, the work requirement, employment history and other statutory conditions. Kela identifies published earnings thresholds relevant to the employee work requirement as EUR 15,481 in 2026 and EUR 15,128 in 2025; the exact assessment depends on the rules that apply to your work and the period being examined. The fund, rather than Kela, calculates the wage-related amount and pays it. Submit the fund’s application and status reports in the format and intervals it specifies, even though the municipal employment authority separately assesses your jobseeker obligations.

When Kela pays the general social security benefit
Apply to Kela when you do not qualify for earnings-related allowance. The current name is the general social security benefit, or yleistuki. From 1 May 2026 it replaced Kela’s basic unemployment allowance (peruspäiväraha) and labour market subsidy (työmarkkinatuki). Older web pages and forms may still use those abolished names, so check that you are using current instructions. Kela explains the change in its questions and answers about the general social security benefit.
Kela’s benefit is not the same as earnings-related allowance. A person can move to yleistuki after the fund allowance’s maximum payment period ends, provided the other conditions are met.
How much the Kela benefit is in 2026
Kela publishes a general social security benefit rate of EUR 37.21 per day in 2026, payable for five days a week. Kela describes the average monthly equivalent as approximately EUR 800. That monthly figure is only an average: the amount actually paid depends on the number of payable days, income adjustments, tax and the person’s circumstances.

Earned income reduces yleistuki under Kela’s income-adjustment rules, and tax is payable. Your partner’s income does not affect the amount. Report work, pay and other changes to Kela so the payment can be recalculated rather than recovered later.

Step-by-step application process
- Register in Job Market Finland. Open an unemployed-jobseeker registration with your municipality’s employment services no later than the first day without work or during a temporary layoff.
- Record the employment arrangement. Save the layoff or termination notice, the start date, whether it is fixed-term or until further notice, the hours affected and any continuing paid work.
- Check fund status and work history. If you belong to an unemployment fund, ask it whether your membership and work satisfy the earnings-related allowance conditions. Do not assume that joining after unemployment began creates entitlement.
- Apply to the right payer. Send the earnings-related application to your fund, or apply for yleistuki through OmaKela following Kela’s unemployed-person instructions. A fund claim and a Kela claim are alternative routes for the same period.
- Complete status reports. File the unemployment-status report at the interval requested by Kela or your fund. Give the dates and hours worked, income received and any other change that could affect entitlement.
- Answer requests promptly. The payer or employment authority may ask for employment, wage or layoff information. Keep copies of submissions and decisions, and record deadlines in a calendar.
- Continue the registration. Do not close the jobseeker registration merely because an application is pending. Follow every agreed appointment, job-search instruction and deadline until the authority confirms a change.
There is no universal document checklist established for every case. The required evidence depends on your employment pattern, fund membership, income and the authority’s assessment, so provide documents when the relevant office requests them.
Temporary layoff: what changes and what does not
A temporary layoff is a temporary end to work and wages while the employment relationship remains in force. Benefits may be available during the layoff, but registration and all other eligibility conditions still apply. Kela’s temporary-layoff page says to register by the first day of the layoff.
A full suspension of work is not the only pattern. If the employer reduces your hours and you continue working, the benefit calculation must account for that work and pay; do not expect the full published Kela rate or a full fund allowance automatically. Give the payer the exact schedule and gross pay for each reporting period.
Because the employment relationship continues, a temporary layoff is not the same event as dismissal. The distinction affects the dates and information the employment authority and payer examine, so use the wording in the employer’s notice and ask the authority if it is unclear.

Responsibilities while receiving a benefit
Keep jobseeker registration active
Stay registered and available for work as required by the employment services. Attend agreed meetings, complete assigned activities and meet any job-search or reporting deadline. The employment authority’s statement is part of the entitlement decision; Kela or the fund cannot simply ignore a failure recorded by that authority.
Report changes before they affect payment
Tell Kela or your fund when you start work, your hours change, you receive new income, the layoff ends, your family circumstances change or another fact relevant to the claim changes. Kela directs recipients to complete unemployment-status reporting through OmaKela at the required interval. Keep pay slips and work schedules so the report matches the employer’s records.
Understand sanctions for missed duties
Failing jobseeker obligations can lead to consequences separate from the ordinary benefit calculation. Kela’s summary of changes effective 1 March 2026 describes a seven-day waiting period for a first infraction and a six-week work obligation for a second infraction. These are consequences of failing the agreed obligations, not a statement that every new claimant automatically serves a seven-day initial wait. The authority determines whether an infraction occurred and communicates the applicable measure.

Moving from an unemployment fund to Kela
An unemployment fund pays earnings-related allowance only for its maximum payment period. If that period ends and you remain unemployed, yleistuki may become the applicable Kela route. Kela says that a person moving directly from earnings-related allowance to the general social security benefit does not complete a new seven-working-day waiting period. This transition does not remove the need to stay registered, satisfy employment-service requirements or submit a new Kela application.

Check the fund’s end date and apply to Kela in time if the fund tells you its maximum period is ending. Keep the fund decision, payment history and the employment authority’s current information available for Kela’s assessment.
Common mistakes and how to correct them
- Registering late: correct the problem by registering immediately and asking the employment services how the gap will be handled; do not assume a later application can backdate the jobseeker status.
- Applying to the wrong payer: check fund membership and the work requirement first. If you submit to Kela while a fund should decide the claim, follow the office’s redirection instructions and avoid duplicate claims for the same days.
- Using an obsolete benefit name: since 1 May 2026, ask for yleistuki, the general social security benefit, rather than basic unemployment allowance or labour market subsidy.
- Assuming the headline rate is your net payment: EUR 37.21 is a daily Kela rate before income adjustments and tax, not a guaranteed monthly award.
- Ignoring part-time work during a layoff: report every hour and euro. Continuing work can change payable days and the amount.
- Missing employment-service deadlines: contact the authority as soon as a deadline is at risk. A missed obligation can trigger the seven-day or six-week measures described for 2026 infractions.
- Assuming a partner’s income cuts yleistuki: Kela states that the applicant’s partner’s income does not affect the amount, although the applicant’s own earned income can reduce it.
Why an individual award cannot be calculated from the headline figures
The final decision depends on facts that differ from person to person: fund membership and dates, the employment and wage record, age, residence, whether the layoff is full or partial, other income, the timing of applications and the employment authority’s statement. The published EUR 15,481 and EUR 15,128 thresholds do not replace the work-history test, and the EUR 37.21 Kela rate does not account for every adjustment.
For a binding answer, use the employment services of your municipality for registration and jobseeker duties, your unemployment fund for an earnings-related claim, and Kela for yleistuki.
