Underwater archaeologists usually leave a wreck on the seabed and document it in place. Divers, remotely operated vehicles (ROVs), autonomous vehicles and cameras collect overlapping images, measurements and notes; software then turns those observations into a scaled site plan, photomosaic, point cloud or textured 3D model. Researchers can measure and monitor the wreck digitally instead of repeatedly touching it. “Without damaging” means minimizing disturbance, not promising that excavation or recovery is never justified.

Why archaeologists record a wreck in place

A shipwreck is more than a collection of objects. Its scientific value comes from context: the position of a hull section, cargo, fittings, human remains and sediment in relation to one another. Removing an object can destroy evidence about how the vessel sank, how it was used and how the site changed afterward. For that reason, NOAA Ocean Exploration says, “Maritime archaeologists now prefer to document underwater sites in situ, or in place, right where they are found on the seabed.” (NOAA Ocean Exploration, “Ocean Exploration Technology: Maritime Archaeology”)

In-place work also creates a baseline. A detailed record can be revisited when currents, erosion, storms, biological growth or human activity alter the site. A later survey can be compared with the baseline to identify movement or deterioration without sending divers to handle every feature.

Documentation is not automatically harmless. Divers can stir sediment, snag equipment or touch fragile timbers; a vehicle can collide with a structure; anchors and poorly planned operations can damage the seabed. The objective is therefore controlled, justified contact and careful planning, not a claim that technology eliminates all risk.

The documentation workflow, from research question to archive

1. Define the question and design the project

Teams begin by deciding what they need to know. A broad inventory, a precise measurement of a hull feature, a condition assessment and a search for a submerged site require different coverage and resolution. Depth, visibility, current, seabed type, weather and available access determine whether divers, an ROV, an autonomous vehicle, sonar or a combination is practical.

The UNESCO Convention on the Protection of the Underwater Cultural Heritage calls for project design and documentation. A plan should specify the archaeological objectives, equipment, survey grid or vehicle route, safety controls, recording standards, conservation arrangements and the way data will be archived. It should also address environmental safeguards so the seabed and marine life are not disturbed more than necessary.

2. Choose a platform and establish control

Professional teams select the least intrusive platform that can answer the question reliably:

  • Divers: useful for close photography, tapes, scale bars, written observations and tasks that require a human to interpret a feature in real time. Their bottom time, depth, current and visibility are limiting factors.
  • ROVs: tethered vehicles carry lights and cameras while operators remain on the surface. They can work deeper or longer than a diver, but the tether and vehicle must be managed around the wreck.
  • Autonomous underwater vehicles (AUVs): pre-programmed vehicles can map larger areas or difficult sites with sonar. They reduce diver exposure but cannot automatically replace close visual recording.
  • Sonar systems: acoustic imaging can reveal geometry when water is dark or turbid. It generally supplies different information from a close, color-textured photographic model.

Researchers establish scale and position with measured baselines, scale bars, control points, depth and navigation information. NOAA lists measuring tapes and underwater cameras among standard archaeological tools (NOAA, “What tools does a marine archaeologist use?”). Without a scale or coordinate framework, a visually impressive model may not support dependable measurements.

3. Capture overlapping imagery systematically

Photogrammetry works when the same physical features appear in multiple photographs from different positions. A diver or vehicle follows planned passes around, over or along the wreck, keeping distance and camera settings as consistent as conditions allow. The team takes hundreds or thousands of still images when the site and project require that coverage. Overlap gives software common visual points to match; changing angles helps reconstruct three-dimensional shape.

Good field records include the route, camera, lens, lighting, depth, time, visibility and any gaps or obstructions. Photographers avoid kicking up sediment, keep a controlled distance from fragile surfaces and use scale references in the frame. NOAA describes panoramic photography as a complementary technique for maritime-heritage documentation (NOAA, “Archaeological Documentation Through Photography”). A panorama can communicate the appearance of a space, while overlapping photographs made for photogrammetry provide the geometry needed for measurement.

4. Record context beyond the camera

Images cannot capture every archaeological observation. Field teams add written notes, sketches, measured drawings, sections, video, object numbers and descriptions of sediment or biological coverage. They record where each object lies, what is attached to what, and which areas were obscured. These records preserve provenance: the chain of evidence connecting an observation to a precise place and time.

UNESCO’s minimum documentation requirements include notes, plans, drawings, sections, photographs and other media. NOAA’s documentation guidance likewise treats site plans and field records as essential parts of interpretation (NOAA, “Documenting a Maritime Heritage Site”). A model should therefore supplement, not replace, the original logs and measurements.

5. Convert photographs into a measurable digital record

Photogrammetry software first identifies matching features in overlapping photographs and estimates each camera’s position. It then generates a sparse and dense point cloud, builds a polygonal mesh and can project the original pixels onto that mesh as a texture. The same imagery may be assembled into a plan-view photomosaic or orthophoto, in which perspective is corrected so distances can be measured across the mapped surface.

Processing is iterative. The team checks for blurred frames, moving subjects, backscatter, repeated patterns and holes where the camera did not capture enough overlap. It scales and georeferences the result using measured control points, then records processing settings and known uncertainties. A textured mesh looks realistic, but realism is not proof of accuracy: missing surfaces may be interpolated, and an apparent edge can be a shadow or a software artifact.

NOAA’s photogrammetry overview explains the relationship among aligned images, point clouds, meshes and textured models (NOAA, “Photogrammetry,” published June 22, 2020; updated October 29, 2024). The resulting model is an interpretation and measurement resource built from observations; it does not replace field notes, conservation records or the physical evidence.

6. Archive, publish and revisit

Teams preserve the original photographs, navigation and scale data, notes, drawings, processing files and final derivatives. Keeping the raw material allows another researcher to check a measurement or reprocess the site when software improves. A public-facing viewer can expose a 3D model without inviting visitors to dive to a fragile wreck, while sensitive locations or human remains may require restricted access.

Repeat surveys use the same control framework where possible. Comparing models or orthophotos can reveal a displaced object, a collapsed structure, scour around the wreck or new damage. NOAA’s photogrammetry collection illustrates how site models can support this kind of long-term record (NOAA Ocean Exploration, “Photogrammetry Collection”).

What each output tells you

Output What it is Best use Important limitation
Photomosaic or orthophoto A plan-view image assembled from many photographs, with perspective corrected in an orthophoto Mapping positions, labeling features and comparing surface change Shows mainly the surfaces that were visible and photographed
Point cloud A set of calculated three-dimensional points derived from aligned images Inspecting geometry and taking spatial measurements Density and accuracy depend on overlap, texture, lighting and control
3D mesh A connected digital surface built from the point cloud Viewing shape, sections and a navigable site model Software may fill gaps or smooth details that were not observed
Textured mesh A mesh whose surfaces use the original image pixels for color and appearance Communicating condition and visual detail remotely Color and texture can be affected by water, lighting, white balance and sediment
Measured site plan and field record Notes, plans, drawings, sections, photographs, video and provenience information Archaeological interpretation, auditability and conservation decisions Requires disciplined recording; no single image can substitute for it
Sonar imagery and representation Acoustic measurements converted into images or three-dimensional geometry Remote coverage where visibility or access limits photography It does not provide the same close visual texture as photographic recording

Photogrammetry, panoramas and sonar: choosing among methods

No official source establishes a universal depth, visibility or size threshold at which one method always wins. The choice follows the question and the conditions.

Survey need Photogrammetry Panoramic photography Sonar
Close visual detail and color Strong when water is clear enough and overlap is controlled Strong for an immersive visual overview Not its primary strength
Precise three-dimensional measurements Designed for this when scaled and checked Limited unless combined with measured control Can provide geometry, with resolution dependent on the system and range
Large or difficult-to-access area Possible, but requires extensive image coverage Useful for visual context, not a complete metric record by itself Often efficient for remote coverage
Turbid, dark or low-visibility water Image quality and feature matching may suffer Lighting and visibility can restrict results Acoustic imaging can remain useful
Physical interaction Can be low-contact if the route and lighting are carefully managed Usually low-contact but still requires a platform near the site Can survey from a standoff distance, while vehicle safety remains essential

In practice, teams often combine methods: sonar for an overview, photographs for texture and close interpretation, and measured drawings for features hidden from either sensor.

USS Monitor: two approaches at a challenging site

NOAA reports that divers used photogrammetry to create a detailed, accurate site plan of USS Monitor that could be manipulated for precise measurements. The wreck lies at roughly 230 feet, and NOAA identifies strong currents and difficult weather as practical challenges (NOAA Office of National Marine Sanctuaries, “Getting a Clear View of the USS Monitor,” November 2015).

Separately, the Monitor National Marine Sanctuary describes a collaboration using an AUV equipped with synthetic-aperture sonar. That system produced high-resolution imagery and a three-dimensional representation (NOAA Monitor National Marine Sanctuary, “USS Monitor Technology for Conservation”). These examples demonstrate complementary options, not a ranking that applies to every wreck: divers can collect close photographic detail, while an autonomous sonar platform can map remotely where conditions make repeated diver work difficult.

How the approach minimizes damage

Prevent contact and sediment disturbance

Survey routes are planned around fragile structures, exposed artifacts and entanglement hazards. Divers maintain neutral buoyancy, avoid using the wreck as a handhold and keep fins from resuspending sediment. Vehicles use standoff distances and cautious navigation. Equipment is secured so a light, tether or scale bar cannot drag across a surface.

Limit work to the archaeological objective

A team does not clear a site simply to make a model look better. Moving sediment or objects changes the evidence. If an obstruction prevents a necessary observation, the project records the obstruction and justifies any intervention. Human remains and venerated places receive particular care; UNESCO calls for avoiding unnecessary disturbance and for documenting work properly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect the surrounding environment

Project plans account for anchoring, thruster wash, waste, lighting and interactions with marine life. The UNESCO Convention requires environmental safeguards so the seabed and marine life are not unduly disturbed. National permits, sanctuary rules and local heritage laws still apply; the convention does not replace them or create one universal permit for every country.

When excavation or recovery is justified

In-situ documentation is the preferred starting point, not an absolute ban on recovery. The UNESCO Convention says non-destructive survey methods should be preferred to object recovery and that activity should not adversely affect underwater cultural heritage more than necessary. It allows excavation or recovery when needed for scientific study or the ultimate protection of the heritage, provided the work is as non-destructive as possible and contributes to preservation.

Recovery brings obligations that a quick lift-and-display operation does not. Objects need a conservation plan, secure storage, detailed provenience records and funding for treatment. Excavation must be documented as carefully as the undisturbed site, because removing a layer or artifact permanently changes the context that later researchers can study.

A practical quality checklist

  • State the archaeological question and the minimum area and resolution required.
  • Choose diver, ROV, AUV, sonar or a combined approach based on depth, current, visibility, weather and access.
  • Set a scale and coordinate framework before collecting the main imagery.
  • Plan overlapping passes, camera distance, lighting and safe standoff from fragile surfaces.
  • Log depth, time, route, equipment, visibility, gaps and unusual conditions.
  • Record notes, drawings, sections, object identifiers and relationships that images cannot show.
  • Process images into a point cloud, mesh, texture and plan-view product while retaining raw files.
  • Check scale, alignment, holes, blurred frames and areas where software has interpolated surfaces.
  • Archive photographs, control data, notes, processing settings and final models together.
  • Set access controls for sensitive locations, human remains or culturally restricted information.
  • Repeat the survey from comparable control points when monitoring change.

What a digital model can—and cannot—prove

A model can show the measured relationship of visible features at the time of the survey and support repeatable calculations. It cannot reveal a buried object that no sensor detected, establish an artifact’s history without contextual and documentary analysis, or guarantee that a smooth surface is original rather than reconstructed by software. Water absorbs and scatters light, moving vegetation can confuse image matching, and poor overlap can create gaps or distortions.

For defensible archaeology, every important measurement should be traceable to photographs, control points and field notes. Publishing the uncertainty and the areas not covered is more useful than presenting a seamless rendering as if it were complete.
