UK spending cuts are not decided by a single vote or an itemised national list. HM Treasury sets the overall spending envelope through Budgets and fiscal forecasts, then leads a Spending Review that allocates multi-year budgets to departments. The Chancellor approves the final departmental totals. Departments, agencies and local authorities subsequently decide which programmes, contracts and services can be reduced, redesigned or protected.
That distinction explains why a headline announcement cannot by itself tell you whether a particular library, bus route, care package, police team, school or hospital clinic will change. The local result depends on the settlement received, legal duties, inflation, demand, locally raised income and the choices made during implementation.
Who actually decides UK spending cuts?
The formal chain starts with the government’s fiscal decisions and ends with individual departments and councils making operational choices. A Spending Review is the process used to set departments’ budgets for future years. It is led by the Chancellor of the Exchequer and the Chief Secretary to the Treasury.
1. The government sets the total envelope
Budgets and fiscal forecasts establish how much the state can plan to spend overall. The envelope covers both departmental budgets and demand-led items such as welfare, pensions and debt interest. The Office for Budget Responsibility (OBR) forecasts the demand-led part, while ministers decide the policy framework and departmental totals.

2. Departments submit bids
Each department proposes the money it says is needed for its services, workforce, projects and statutory responsibilities. Treasury officials test those bids against the government’s priorities, affordability and value for money. This stage can require departments to present savings options, efficiency plans or alternative delivery models.
3. Treasury ministers negotiate allocations
The Chief Secretary meets Secretaries of State to examine competing demands. A department may argue that a programme is essential, while the Treasury may ask it to defer investment, reduce administrative costs, slow recruitment or find savings elsewhere in its portfolio.
4. The Chancellor approves the settlement
The Chancellor signs off the final allocations. The published review normally gives departments multi-year resource and capital totals, but it does not specify every hospital ward, council service or local contract.

What a Spending Review covers
The key distinction is between the government-wide total and the budgets that departments control. Total Managed Expenditure has two principal components.
Departmental Expenditure Limits (DEL)
DEL is spending that departments can plan and negotiate in advance. It is divided into:

- Resource DEL: day-to-day costs such as staff, medicines, grants, maintenance and purchased services.
- Capital DEL: longer-term investment such as hospitals, schools, roads, buildings, vehicles, digital systems and equipment.
A department can receive a capital increase while facing pressure on its day-to-day workforce budget, or receive resource growth while delaying construction and equipment. Looking only at one total can therefore give a misleading impression of what a service can actually do.
Annually Managed Expenditure (AME)
AME covers items that are difficult to predict because they change with demand, economic conditions or interest rates. Welfare, pensions and debt interest are major examples. They are not managed like a fixed departmental programme budget, and the OBR forecasts their likely cost.

The 2025 Spending Review set day-to-day totals for 2026–27 to 2028–29 and investment plans to 2029–30. An earlier phase, published with the 2024 Autumn Budget, had already set 2024–25 and 2025–26. The figures are plans, not guaranteed outturns; later Budgets, economic conditions and annual settlements can change them.
| Area | Published figure | What it means |
|---|---|---|
| NHS England resource budgets | Average 3.0% real-terms annual growth across 2023–24 to 2028–29; about £29 billion more a year in real terms | Growth in day-to-day NHS England spending, after allowing for inflation, across the stated period |
| Department of Health and Social Care capital | £2.3 billion real-terms increase in annual capital budgets by 2029–30 | More planned investment capacity; it does not automatically fund every local project |
| Local-government grant funding | £3.4 billion more in 2028–29 than in 2024–25 | Additional central grant in the Treasury plan; figures from 2026–27 were estimates pending the Local Government Finance Settlement |
| Local-authority core spending power | Average 3.1% annual real-terms increase over the review period | A measure combining relevant core funding sources, not a promise for every council or service |
| Schools budget | £2 billion real-terms growth over the review; £4.7 billion cash increase per year by 2028–29 versus 2025–26 | One figure is inflation-adjusted growth and the other is a cash comparison, so they should not be treated as interchangeable |
| Resource DEL across government | £517.5 billion in 2025–26 rising to £583.9 billion in 2028–29; 1.2% average annual real growth | Aggregate day-to-day departmental spending; several departments still have decreases |
| Capital DEL across government | £131.3 billion in 2025–26 rising to £151.9 billion in 2029–30; 1.8% average annual real growth | Aggregate investment spending, not a list of approved local schemes |
“Real terms” removes the effect of inflation; “cash” is the amount actually recorded in pounds at the time. A cash increase can buy less if costs rise quickly. Conversely, an average increase across government can coexist with a cut to a particular department or programme.
Does Parliament vote on spending cuts?
Parliament does not hold a single vote that approves or rejects the entire Spending Review. The Commons Library describes the review as a process for dividing money between departments every few years. Parliament’s formal control comes mainly through the annual Estimates process, in which the Commons authorises departmental totals and the purposes for which money may be used.

What Parliament can scrutinise
- Departmental Estimates and supplementary Estimates.
- Budgets, fiscal forecasts and the government’s policy announcements.
- Departmental select-committee inquiries and evidence from ministers and officials.
- Audit and value-for-money work by the National Audit Office and the Public Accounts Committee.
Once a department has an authorised total, ministers and officials generally decide the internal distribution. Parliament can challenge, investigate and change the legal framework, but it does not normally vote on each library, clinic, road project or council grant.
Why a national announcement cannot identify every local cut
Central government normally allocates money to departments rather than assigning a fixed sum to each town or neighbourhood. A department then distributes funding to agencies, public bodies and grant programmes. Local authorities receive a settlement and decide how to meet statutory duties and local priorities.
Local government
A council’s spending power combines central grants with other sources, including locally raised income. The council must balance its budget and comply with duties such as adult and children’s social care, waste collection and homelessness support. Two councils with similar headline settlements can therefore make different choices because their tax bases, demographics, reserves, contractual commitments and service pressures differ.
NHS services
NHS England’s national resource growth does not guarantee that every trust or service expands. Integrated care systems, trusts and providers must manage workforce costs, waiting lists, medicines, estates and national priorities. Savings may appear as vacancy controls, procurement changes, service redesign, delayed maintenance or a decision to shift care from hospital to community settings.
Schools
A higher national schools budget does not mean every school receives the same per-pupil increase. Funding formulas, pupil numbers, special educational needs demand, staff pay and local authority arrangements affect the amount available to an individual school. A school can face a tighter budget even while the overall schools total rises.

Police, transport and other services
Departments may pass money through grants, contracts or formula funding. A reduction in a grant, a higher cost base or a change in eligibility can affect a local service without a line in the Spending Review naming that service. Transport frequency, library opening hours, policing teams and care packages are implementation decisions rather than direct entries in the national review.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Where pressure is most likely to appear
Health, education and defence have prominent increases in the 2025 plans. Housing, transport, energy security, science and innovation are also investment priorities. Protection of a mission does not protect every activity within it.
Efficiency and workforce controls
A department can meet a settlement by reducing vacancies, limiting overtime, combining teams, renegotiating contracts or requiring productivity gains. These measures may reduce visible spending without formally cancelling a service.
Capital delays
Investment budgets can be reshaped by postponing a building, phasing a technology rollout or changing specifications. A capital delay may not look like a day-to-day cut, but it can affect capacity and maintenance later.
Slower growth
If demand rises faster than the budget, a service can experience a practical squeeze despite nominal or real-terms growth. More patients, pupils, claims or applications can consume the increase before additional provision is created.

Trade-offs within a protected department
Ministers may protect a headline mission while reducing lower-priority programmes, administration or grants. The official figures do not provide one complete list of programme-level cuts, so claims about a named service require that department’s detailed plans or a council’s published budget.
Why 2024–25 pressures still matter
The 2024 Autumn Budget recorded £22 billion of in-year pressure against 2024–25 departmental budgets. It also described earlier plans that would have reduced day-to-day spending as a share of GDP from 16.7% in 2023–24 to 16.0% in 2028–29, and public-sector net investment from 2.5% to 1.7%.
Those figures help explain how both statements can be true: overall budgets may grow in real terms while individual services face savings. Inflation, pay awards, demand and inherited commitments determine how much of an increase remains available for new activity.
How to work out whether your service is at risk
- Identify the funding level. Determine whether the service is funded by a UK department, a devolved administration, a local authority, an NHS body, a school or a mixed arrangement.
- Check the financial year. Do not compare a 2028–29 plan with a 2025–26 cash figure without labelling the years.
- Separate resource from capital. A new building allocation does not pay for permanent staff, and a staffing budget does not automatically fund construction.
- Convert cash to purchasing power. Ask whether the cited increase is real-terms or cash and what inflation assumption underlies it.
- Read the implementing body’s documents. Look for the department’s estimates, a council’s budget papers and consultation reports, NHS planning documents, or a school’s published financial information.
- Check statutory duties and eligibility. A service may be redesigned rather than abolished because the provider must continue meeting a legal duty.
- Look for delivery evidence. A plan becomes a service change only when staffing, contracts, timetables, procurement or local decisions are published and implemented.
Common misunderstandings
- “The Spending Review cuts my local service.” It sets a departmental or broad local-government envelope; the named local decision usually comes later.
- “A real-terms increase guarantees better service.” Demand, pay, energy, medicines and other costs can absorb growth.
- “Capital funding pays for daily operations.” Capital and resource budgets have different purposes and controls.
- “Parliament voted for every cut.” Parliament authorises departmental Estimates and scrutinises policy; it does not normally approve each operational reduction.
- “A protected department cannot make cuts.” Protection is relative to other priorities and does not remove internal trade-offs.
- “The UK has one identical settlement everywhere.” Scotland, Wales and Northern Ireland have devolved spending responsibilities, while many figures in the 2025 review concern UK government departments or England-specific services. Always check the geography.
What to watch next
The next decisive documents are annual Estimates, departmental business plans, the Local Government Finance Settlement and local authority budget papers. These reveal how a national envelope is converted into grants, staffing limits, project schedules and eligibility rules. Until those documents are published, a headline Spending Review figure supports an assessment of direction and pressure, not a definitive list of local winners and losers.
