The roughly $38 trillion figure refers to U.S. debt subject to the statutory debt limit on September 30, 2025—not to debt held by the public, and not to a live October 2026 total. A president can propose a fiscal plan and influence policy, but lasting changes to taxes and spending generally require Congress. The latest completed-year estimate in the cited figures is a $2.0 trillion federal deficit for fiscal year 2026, reported by the Congressional Budget Office (CBO) on October 8, 2026.
What does “$38 trillion of debt” mean?
Federal debt is a stock—the amount accumulated over time. The federal deficit is a flow: the amount by which spending exceeds revenue in a particular period. When the government runs a deficit, it generally needs to borrow to cover the gap. Persistent deficits therefore add to borrowing needs, while interest on existing borrowing can add to future deficits.
Several debt measures describe different things. Treasury’s September 30, 2025 snapshot reported $30.2 trillion in debt held by the public, excluding accrued interest, and $7.3 trillion in intragovernmental debt. The latter is debt the federal government owes to federal accounts. Treasury also reported $37.5 trillion in debt subject to the statutory debt limit on that date. These are related but not interchangeable measures; rounded figures may not add precisely.
- Debt held by the public: Treasury securities held outside federal government accounts. CBO commonly uses this measure in its long-term debt projections.
- Gross federal debt: debt held by the public plus intragovernmental debt.
- Debt subject to the limit: debt covered by the statutory borrowing limit. It is a legal measure, not another name for debt held by the public.
Congress set the statutory debt limit at $41.104 trillion in Public Law 119-21, enacted July 4, 2025. That limit is a legal ceiling, not the amount the government had borrowed on September 30. The $37.5 trillion snapshot is dated; it should not be presented as the precise debt total on October 13, 2026.

How large is the deficit, and what is driving concern?
In its October 8, 2026 Monthly Budget Review, CBO estimated that the federal deficit totaled $2.0 trillion in FY2026, $218 billion more than in FY2025. Revenues rose by $169 billion, but outlays rose by $386 billion. CBO identified net interest, major benefit programs, defense, and education among the areas where outlays increased.
The distinction between the deficit and debt matters for policy. A plan that reduces a yearly deficit slows the addition of debt relative to what would otherwise occur; it does not automatically erase the existing debt. To bring the debt down in nominal dollars, the government would need sustained surpluses or other changes that reduce outstanding borrowing.
What is the outlook if current laws remain in place?
CBO’s February 11, 2026 baseline projected debt held by the public rising from 101 percent of gross domestic product (GDP) in 2026 to 120 percent in 2036. This is a projection under laws in place on January 14, 2026, not a guaranteed result. It is also distinct from the later estimate of the completed FY2026 deficit: the February baseline had projected a $1.9 trillion deficit for that year, while CBO’s October review estimated $2.0 trillion.

A debt-to-GDP ratio compares debt with the size of the economy. It helps show the scale of borrowing relative to the country’s capacity to produce and generate revenue; it is not a forecast that debt will equal a particular share of annual government spending.
Why do interest rates affect the debt path?
Borrowing costs can compound fiscal pressure. When rates are higher, the government may pay more interest as existing securities mature and borrowing is refinanced, and as it issues debt to cover new deficits. More net interest spending can widen future deficits, which can in turn require further borrowing.
In an October 8, 2026 analysis, CBO estimated that a scenario with interest rates 150 basis points above its baseline would add $6.0 trillion to cumulative deficits over 2026–2036: $4.9 trillion in direct interest costs and $1.1 trillion in additional debt-service costs. CBO held other economic variables constant in that scenario, so it illustrates rate sensitivity rather than predicting that rates will rise by that amount or that all other conditions would stay unchanged.

What could Trump and Congress do?
The relevant choices are not solely presidential. A president can submit a budget, set priorities, negotiate with lawmakers, and sign or veto legislation. Congress writes and passes tax and spending laws; a presidential budget proposal does not itself change those laws. Executive actions may affect fiscal outcomes in particular areas, but their scope depends on the statute involved and can be legally contested. A durable plan would need to specify which policies change, who is affected, when effects begin, and how the changes alter borrowing over time.
Change spending or program design
Potential savings depend on the specific programs and rules changed—such as eligibility, benefit formulas, or discretionary funding—and on when changes take effect. A proposal should identify who would receive lower benefits or services, who would be protected, and when budget savings would appear. A headline savings estimate without those details can obscure both distributional effects and implementation limits.
Change revenue policy
Tax changes can increase or reduce federal receipts, depending on their design and on the assumptions used to estimate behavioral and economic responses. Proposals should be evaluated using explicit budget estimates over a stated period, rather than by the label attached to a tax or a broad claim about its effects.

Tariffs are not an automatic solution to the debt problem. CBO’s February 2026 baseline incorporated higher tariffs as reducing projected deficits relative to its previous projections, yet still projected a large deficit and rising debt held by the public relative to GDP. That baseline result is not a guarantee of future tariff revenue or evidence that tariffs alone would stabilize the debt path.
Support growth without treating it as a substitute for a budget plan
Faster economic growth can improve the debt-to-GDP ratio by increasing GDP and may raise receipts, depending on how the growth occurs and how tax rules apply. But a growth claim is not a scored spending or revenue change. A serious comparison should identify the forecast being used and its assumptions, then show how the proposal affects both the economy and the budget.

Account for interest costs and uncertainty
Lower borrowing costs would ease interest pressure; higher costs can do the reverse. The CBO scenario above quantifies one way rates could affect deficits, but does not establish that a president can directly set the rates the Treasury pays. A fiscal plan should show its results under more than one economic scenario and distinguish direct policy effects from interest and debt-service consequences.

How to judge whether a proposal would help
Compare proposals over the same time horizon and against the same baseline. CBO’s policy-options resource provides estimated budget effects for selected options; CBO states, “For each option, CBO presents an estimate of its effects on the budget but makes no recommendations.” An estimate can inform a decision without settling questions about fairness, feasibility, or priorities.
- Primary deficit: What happens to the gap between revenue and spending before net interest?
- Total deficit: What happens after net interest is included?
- Debt relative to GDP: Does the projected path of debt held by the public improve over the stated period?
- Interest and debt service: How do borrowing costs and the added cost of servicing new debt change the result?
- Distribution: Which households, businesses, beneficiaries, or public services bear costs or receive benefits?
- Timing and authority: When would the policy take effect, and what legislation or executive authority would be needed?
- Uncertainty: How sensitive is the estimate to growth, rates, behavioral responses, and other assumptions?
Looking only at a first-year savings figure can miss the effects that matter over a decade. Conversely, a long-term projection can be sensitive to assumptions and should not be mistaken for a certain outcome.
What does the older Trump campaign estimate show?
In October 2024, the Committee for a Responsible Federal Budget (CRFB) estimated that the publicly described proposals it assessed for then-candidate Trump would add $7.50 trillion to projected debt through FY2035 under its central estimate. CRFB’s low-to-high range was $1.45 trillion to $15.15 trillion. The organization used assumptions where policy details were unclear.
That estimate is a dated analysis of campaign proposals, not an official government score and not a comprehensive estimate of current administration policy. The cited sources do not provide a current comprehensive score of all Trump administration proposals, so the 2024 figure cannot fill that gap.
