Tor Browser, a VPN, and private browsing solve different privacy problems. Tor sends browser traffic through the Tor network and hardens the browser against tracking and fingerprinting. A VPN sends covered traffic through a VPN provider, changing which network intermediary you trust. Private or incognito mode mainly limits data saved on your device after a session; it does not hide your IP address from websites or your activity from your internet service provider (ISP).

Choose by the observer you want to affect: your local network, a VPN provider, a destination website, or someone with access to your device. None of these tools makes you universally anonymous.

What each privacy tool actually does

Tor Browser: a hardened browser using the Tor network

Tor Browser is based on Firefox ESR but is extensively modified. It sends browser traffic through multiple Tor relays instead of directly from your connection to a website. The design separates knowledge of your origin and destination across relays, while browser settings and anti-fingerprinting defenses make users harder to distinguish from one another. The Tor Project explains the browser’s purpose and protections in its About Tor Browser documentation.

For ordinary websites, the site normally sees a connection from a Tor exit relay rather than your home or mobile IP address. Your ISP or local network can usually see that your device is connecting to Tor, but not the final website in the same way it would see a direct connection. Tor also provides access to onion services, whose addresses end in .onion.

Use the Tor Browser itself. The Tor Project warns that ordinary browsers can leak identifying details through browser features, extensions, or configuration. Its guidance is explicit: “For this reason, we strongly discourage using Tor with any browser other than Tor Browser.” Read the full explanation at support.torproject.org/tor-browser/getting-started/about-tor-browser/.

VPN: encrypted routing to one provider

A VPN creates an encrypted connection from your device or a configured application to a VPN endpoint. Traffic covered by that connection then reaches websites from the VPN endpoint’s IP address. Your ISP can see that you are connected to a VPN service, but it generally cannot read the contents of the protected traffic. The VPN provider becomes the intermediary that can potentially observe or log traffic according to its technology and policies.

Mozilla describes the routing change in What Does a VPN Do?. The Electronic Frontier Foundation summarizes the trust trade-off this way: “Using a VPN essentially shifts your trust from your ISP to the VPN, so it’s important to make sure you trust your VPN provider to protect your data.” Its guidance is at ssd.eff.org/module/vpn.html.

A VPN does not remove browser history, make an account-based profile disappear, or stop every form of tracking. Cookies, logged-in sessions, advertising identifiers, fingerprinting, and information you voluntarily submit can still connect activity to you.

Private or incognito mode: fewer local session traces

Private browsing is primarily a local-data feature. When a private window closes, the browser may discard the session’s ordinary history, cookies, and temporary site data instead of retaining them in the standard profile. Exact retention rules vary by browser; bookmarks, downloaded files, and deliberate account actions can remain.

Private mode does not change the network route. Websites can still receive your normal IP address, and your ISP or network administrator may still observe network activity. Tor’s explanation of this distinction appears in Tor Browser and Incognito mode. Mozilla documents Firefox’s implementation at Firefox private browsing mode.

“Privacy browser” is a feature label, not one method

A browser marketed as privacy-oriented might block trackers, reduce fingerprinting, isolate cookies, offer private-session controls, or include a browser-scoped proxy or VPN. Those functions address different observers and may cover only that browser, not other applications on your device. Check the actual feature list and its scope instead of assuming that the label means Tor-like anonymity. Mozilla distinguishes browser privacy features from a full-device VPN in its documentation at mozilla.org/en-CA/firefox/features/private-browsing/.

Approach Network path and intermediary What the destination site normally sees Local data and tracking defenses Main limitation
Tor Browser Browser traffic travels through multiple Tor relays; a local observer can usually see a Tor connection. A Tor exit relay’s address for ordinary sites, rather than your direct IP. Browser modifications target tracking and fingerprinting; private-session data handling is also available. Logging in, identifying yourself, malware, device access, or other compromises can still connect activity to you. Tor is not a guarantee against every attack.
VPN Covered traffic is encrypted to a VPN endpoint; the VPN provider is the intermediary. The VPN endpoint’s IP address. Does not automatically erase local history or defeat account-based tracking. Trust shifts from the ISP or local network to the VPN provider.
Private mode Normal network path through the ISP or local network. Your ordinary public IP address and normal browser-level signals. Reduces ordinary session history and cookies retained locally after closing. It does not provide Tor routing or network anonymity.
Privacy-oriented browser features Depends on the feature; a proxy may cover only browser traffic. Depends on whether routing changes; blocking alone does not change the source IP. May block trackers or resist fingerprinting, with behavior varying by browser. The label does not specify which threats or applications are covered.

What your ISP or local network can infer

With private mode alone, the connection remains ordinary, so the ISP can still observe network activity and the sites can see your direct IP. With a VPN, the ISP sees a connection to the VPN service, while the VPN carries covered traffic onward. With Tor Browser, the local observer can generally identify a connection to the Tor network; Tor’s relay design is intended to prevent one relay from learning both your origin and final destination under normal operation. These are visibility changes, not promises against a specific adversary.

What the VPN provider can see

A VPN provider sits between your device and destinations for traffic sent through its tunnel. It can know that your device connected to the service and may be technically positioned to observe connection metadata or unencrypted destination traffic. HTTPS still protects the browser-to-site content for HTTPS websites, but the provider remains a trusted network intermediary. Logging, jurisdiction, infrastructure, and provider practices are product-specific and can change, so this comparison does not establish that any particular service is trustworthy.

What websites can see

Private mode leaves the normal source IP visible. A VPN replaces it with the VPN endpoint’s IP. Tor generally presents an exit relay’s IP. In all three cases, a site can still recognize you through a login, email address, payment details, a self-identifying message, or behavioral and browser signals. A new IP address is not the same thing as an anonymous identity.

Tor routing, HTTPS, and onion services are different layers

Tor changes the route

Tor distributes a connection across relays. The route is the privacy mechanism: it changes which network observer can associate your connection with the destination. Tor’s stated protections and limits are documented at The privacy and anonymity protections Tor offers.

HTTPS protects the browser-to-site connection

For a normal internet website, traffic leaving a Tor exit relay still needs HTTPS to protect the connection between the browser and the website. Tor changes the path; HTTPS encrypts the application connection where the site supports it. Tor Browser’s HTTPS-Only guidance is available at Enforcing encrypted browsing with HTTPS-Only Mode.

Onion services are a special Tor case

An onion service is reached through Tor and is designed so the service and visitor communicate within the Tor system rather than through a conventional public exit. The Tor Project describes onion-service encryption and addressing at Understanding .onion addresses and how onion services work and Understanding and using onion services in Tor Browser. Onion routing does not make you safe if you reveal your identity or the device is compromised.

Choose the tool by your goal

Your main goal Most relevant approach What to expect
Keep browsing history and session cookies out of a shared computer’s normal profile Private mode Local session data is reduced after the window closes; network observers are unchanged.
Stop the ISP from seeing the contents of covered traffic and show sites a VPN address VPN The ISP sees the VPN connection; the VPN provider becomes the intermediary.
Reduce exposure of your source IP to ordinary destination sites and use onion services Tor Browser Sites generally see a Tor exit address; the local network can still see a Tor connection.
Reduce browser-based advertising or fingerprinting without changing the whole device’s route Privacy-oriented browser features Protection depends on the specific implementation and may apply only to one browser.
Protect every application on a device with one network tunnel Device-level VPN configuration Coverage depends on the operating system and configuration; browser privacy controls are separate.

If your goal is censorship circumvention, availability and blocking conditions matter in addition to privacy. Tor and VPN connections can be detectable or restricted by a local network. No universal success rate, speed ranking, country availability, price, or provider quality is established here, so those should be evaluated for the specific product and location rather than generalized.

Common mistakes that undermine the intended protection

Putting an ordinary browser over Tor

Routing a familiar browser through Tor does not reproduce Tor Browser’s hardening. Extensions, fonts, APIs, cached identifiers, and unusual settings can create information leaks or make the browser distinctive. Use Tor Browser for Tor browsing instead of treating Tor as a simple proxy.

Assuming private mode hides you from the ISP

Private mode changes what the browser stores locally. It does not encrypt the connection to the ISP, replace your IP address, or stop a network administrator from monitoring traffic. Use a VPN or Tor only when its specific routing trade-off matches your goal.

Assuming a VPN makes you anonymous

A VPN changes the intermediary and the apparent source IP. It does not prevent a website from associating activity with an account, browser behavior, or information you provide. Review the provider’s claims and policies critically; no generic VPN promise can erase those application-level identifiers.

Combining Tor and a VPN automatically

Tor Project guidance cautions against treating a VPN-plus-Tor setup as a universal upgrade: “Generally speaking, we don’t recommend using a VPN with Tor unless you’re an advanced user who knows how to configure both in a way that doesn’t compromise your privacy.” The complete guidance is at Using Tor Browser with a VPN. Depending on the order and configuration, the combination can reduce anonymity, expose identifying information, or break Tor protections.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confusing a browser proxy with whole-device coverage

A proxy or VPN built into a browser may cover only that browser’s requests. Other browsers, messaging applications, update services, and background processes can continue using the ordinary connection. Confirm the scope before assuming that every application is protected.

Practical checklists

Before using Tor Browser

  • Use the official Tor Browser rather than modifying another browser to use Tor.
  • Keep the browser and operating system updated.
  • Do not install extensions or customize settings in ways that make the browser distinctive unless you understand the privacy impact.
  • Use HTTPS for ordinary websites and pay attention to the browser’s connection indicators.
  • Do not log in or disclose identifying details when your goal requires separating activity from your identity.
  • Remember that malware, a compromised device, or someone with device access can defeat network privacy.

Before relying on a VPN

  • Determine whether you need browser-only or whole-device coverage.
  • Check which applications and protocols the configuration actually routes.
  • Understand that the ISP sees the VPN connection and the provider becomes the trusted intermediary.
  • Keep HTTPS enabled; VPN encryption does not replace end-to-end website encryption.
  • Do not expect the VPN to delete browser history or stop tracking tied to accounts and cookies.

Before opening a private window

  • Use it when the main requirement is reducing ordinary local history and session data.
  • Close all private windows when finished; retention behavior is tied to the browser’s implementation.
  • Remember that downloads, bookmarks, screenshots, and information you deliberately save may persist.
  • Do not describe the session as invisible to websites, ISPs, employers, schools, or network operators.

The bottom line for privacy decisions

Tor Browser is the choice when you need Tor’s multi-relay routing, browser anti-fingerprinting design, or onion-service access and can accept that a local observer may see Tor use. A VPN is the choice when you want to change the network intermediary and the IP address presented to sites, while accepting trust in the VPN provider. Private mode is the choice when you mainly need fewer browsing traces left on the device. A privacy-oriented browser may add useful tracker or fingerprinting defenses, but its protection depends on the exact features and coverage.

Start by naming the observer and the traffic you need to protect. Then verify whether the tool changes the route, reduces local storage, blocks tracking, or does some combination. That method avoids the most damaging mistake: treating three different privacy mechanisms as interchangeable anonymity buttons.
