Tokenized deposits, stablecoins and central bank digital currencies (CBDCs) can all appear as digital tokens and may all support payments, but they represent different claims. The fastest way to tell them apart is to ask: who owes the holder? A tokenized deposit is a commercial bank’s deposit liability recorded on a digital ledger. A stablecoin is a private issuer’s promise to redeem a token under its reserve and contractual arrangements. A CBDC is a direct liability of a central bank.
That distinction determines what supports the token’s value, how redemption works, which protections may apply and how a payment settles between financial institutions. Tokenization changes the representation and transfer channel of a deposit; it does not turn a commercial-bank liability into central-bank money.
The three instruments at a glance
The categories below are conceptual. Actual legal rights, access rules, reserve requirements and insolvency treatment depend on the jurisdiction, product terms and technical design.
| Axis | Tokenized deposit | Stablecoin | CBDC |
|---|---|---|---|
| Issuer or debtor | Commercial bank | Private issuer | Central bank |
| Holder’s basic claim | Deposit claim on the issuing bank | Claim governed by the issuer’s structure and redemption terms | Direct liability of the central bank |
| What supports value | The bank-deposit relationship and the applicable banking framework | Reserves or other backing, liquidity and the issuer’s ability to redeem at the target value | A central-bank liability denominated in the national unit of account |
| How transfers occur | The deposit may be represented on a distributed or other digital ledger; interbank payment can settle in central-bank money | The token may transfer in a bearer-like way, depending on its design | Design varies by system; the defining feature is the direct central-bank liability |
| Main caution | Tokenization does not remove the bank’s credit-intermediation role | Backing, liquidity, redemption rights and protections are not necessarily identical across issuers | Retail and wholesale CBDCs are different policy and design contexts; exploration is not issuance |
The Bank for International Settlements (BIS) describes tokenized deposits and asset-backed stablecoins in the same broad redemption context: “Both represent liabilities of the issuer, who promises customers that they can redeem their claims at par value in the sovereign unit of account.” In that passage, “both” refers to those two instruments, not to CBDCs. A CBDC is itself a liability of the central bank.

Start with the question: who owes the holder?
Tokenized deposits: a claim on a commercial bank
A tokenized deposit starts as a bank deposit. The customer still has a claim against the commercial bank that accepted the funds. The bank represents that deposit as a token on a digital ledger so it can be transferred under the rules of that ledger and the bank’s system.
The International Monetary Fund describes deposit tokenization as a move from an account-based deposit system to a tokenized blockchain system without changing banks’ maturity-transformation or credit-transformation functions. In practical terms, the bank still takes in liabilities that customers expect to be redeemable and uses its balance sheet for lending and other activities. Recording the claim as a token does not make the underlying bank credit risk disappear.
When the holder wants ordinary national-currency funds, redemption normally means reducing or cancelling the tokenized claim and receiving a deposit balance or payment through the issuing bank, subject to that product’s terms. Whether a particular tokenized deposit is covered by deposit insurance, how it ranks in an insolvency and whether it can be held by non-customers must be checked in the relevant jurisdiction. A general description of tokenized deposits cannot answer those product-specific legal questions.

A stablecoin is issued by a private entity rather than by a central bank. Its target may be a fixed value in a sovereign currency, but the holder’s rights come from the issuer’s legal structure, reserve or backing arrangements and redemption terms.
The word “stable” describes an objective, not a guarantee. The BIS has emphasized that stablecoins can differ in backing quality, liquidity and issuer creditworthiness. Those differences can cause a token to trade away from its target and can undermine the “singleness” of money—the idea that one unit of a currency should exchange at the same value regardless of who issued the claim.

Some stablecoin designs allow token-to-token transfers without an account relationship at the issuer, which can make the token behave like a bearer-like instrument. That transfer feature does not by itself establish a bank deposit, central-bank money or a particular level of legal protection. The decisive questions remain who must redeem it, what assets or credit support stand behind the promise, and what happens if redemptions accelerate or the issuer fails.
CBDCs: a direct claim on the central bank
A CBDC is digital money that is a direct liability of a central bank and is denominated in the national unit of account. That issuer relationship is what separates it from both a tokenized commercial-bank deposit and a privately issued stablecoin.

A retail CBDC is intended for use by households and businesses in everyday payments. A wholesale CBDC is designed for financial institutions or other eligible market participants, often for interbank settlement. The legal and technical questions differ between the two, so an article or product description should not treat “CBDC” as one uniform implementation.
CBDC exploration is widespread but does not mean launch or public availability. An IMF departmental paper published in December 2025 reported that a 2024 BIS survey found 85 of 93 central banks were exploring retail CBDCs, wholesale CBDCs or both. The figure measures exploration in that survey; it does not mean those 85 institutions had issued a CBDC.
What tokenization changes—and what it does not
In a conventional account system, a bank maintains an account record and updates balances when the customer pays. In a tokenized arrangement, the claim can be represented as a transferable digital object on a ledger. This may support programmable transactions, shared records or automated reconciliation, depending on the design.

The representation is new, but the debtor is still the commercial bank. The bank’s obligations, balance-sheet risks and role in credit intermediation remain central. Tokenization therefore should not be described as “a stablecoin issued by a bank.” A stablecoin’s holder relies on a private issuer’s reserve and redemption structure; a tokenized-deposit holder relies on a deposit claim against the bank, subject to the banking framework and the product’s legal terms.
Tokenization can also change how institutions connect. A tokenized deposit may move on a ledger while the banks use a separate central-bank payment rail or wholesale central-bank asset to settle with one another. The customer-facing token and the asset that settles obligations between banks are related but not necessarily the same thing.
How a payment settles: customer claim versus settlement asset
A useful BIS example separates the customer’s claim from the banks’ settlement asset. Imagine a customer at Bank A paying a recipient at Bank B with tokenized deposits.
- The payer’s tokenized-deposit balance at Bank A is reduced, burned or otherwise marked as transferred under the system’s rules.
- The recipient’s deposit claim at Bank B is increased, either through a corresponding token transfer or through coordinated ledger updates.
- Bank A and Bank B settle the resulting interbank obligation using central-bank money, which could include reserves or a wholesale CBDC depending on the infrastructure.
The customer may see a single digital-token payment, while the financial institutions perform a separate settlement process. A tokenized deposit is therefore not automatically a settlement asset for the banking system. Likewise, a wholesale CBDC can be used for interbank settlement even when end customers hold ordinary deposits or tokenized deposits rather than CBDCs.
Stablecoin transfers can work differently. A token may move directly between wallets under its protocol, with the issuer’s redemption promise sitting behind the token. Whether banks, payment firms or a central bank are involved in final settlement depends on the arrangement. CBDC designs also vary: a retail system may use intermediaries, while a wholesale system may give eligible institutions direct access to a central-bank liability.

Redemption at par is not the same as identical risk
“At par” means redeeming a claim for one unit of the sovereign currency’s unit of account, such as one dollar for one dollar, under the applicable rules. It does not mean every digital claim has the same liquidity, legal priority or protection.
| Question | Tokenized deposit | Stablecoin | CBDC |
|---|---|---|---|
| Who must honor the claim? | The issuing commercial bank | The private issuer under its terms and applicable law | The central bank |
| What can support par redemption? | The bank’s deposit relationship, regulation and available liquidity arrangements | Reserves or other backing, liquidity management and the issuer’s ability to meet redemptions | The central bank’s own liability and operating framework |
| Is deposit insurance automatic? | Not necessarily; coverage depends on jurisdiction, account structure and product terms | Do not assume bank-deposit insurance applies | CBDC access and safeguards depend on the issuing central bank’s design and law |
| What if the issuer fails? | Resolution, insolvency priority and any applicable deposit-protection scheme matter | Recovery depends on the issuer’s legal structure, reserve custody and creditor arrangements | The central bank’s statutory and operational framework governs |
The IMF contrasts stablecoins with bank deposits, which may benefit from banking regulation, resolution regimes, deposit insurance where available and access to central-bank liquidity. Those stabilizing features should not be assumed for every stablecoin, and they are not identical across countries or products. Conversely, calling something a tokenized deposit does not establish that it is insured or bankruptcy-remote; those facts require the product’s jurisdiction and documentation.
Why a stable value target can still break down
A token can be designed to track a currency and still trade below or above that target. The mechanism depends on the issuer’s reserves, the liquidity of those reserves, the speed and conditions of redemption, market confidence and the creditworthiness of the issuer or relevant counterparties.
- Backing quality: Assets that are difficult to sell quickly can be less useful during a rush of redemptions.
- Liquidity mismatch: A promise of rapid redemption is harder to honor when reserves cannot be converted into cash on the same timetable.
- Issuer credit risk: Even valuable reserve assets may not fully protect holders if legal ownership, custody or access is unclear.
- Redemption rules: Minimum sizes, fees, eligible customers, business-hour limits or suspension rights can affect the practical value of a one-to-one promise.
These issues explain why “stablecoin” is not a synonym for “risk-free digital dollar,” and why two stablecoins with the same reference currency can have materially different risk profiles.

Common mistakes to avoid
“A tokenized deposit is just a bank stablecoin.”
This collapses two different claims. A tokenized deposit remains a deposit liability and retains the commercial bank’s credit and maturity-transformation role. A stablecoin is a private issuer’s claim governed by its own backing and redemption structure.

“Every stablecoin is fully backed and instantly redeemable.”
Backing arrangements, liquidity and redemption rights vary. Unless the issuer’s current legal terms and reserve disclosures establish those features, they should not be inferred from the name.
“A CBDC exists because a central bank is studying one.”
The 85-of-93 figure is an exploration statistic from a 2024 BIS survey reported by the IMF in 2025. It is not a count of launches, circulating currencies or countries where consumers can open a CBDC wallet.
“The token is the settlement money.”
A customer-facing token can represent a claim while banks settle their net obligations in central-bank money. Always identify which asset the customer holds and which asset financial institutions use for final settlement.
A practical checklist for evaluating a digital-money product
- Identify the debtor. Is it a commercial bank, a private company or a central bank?
- Read the legal claim. Determine whether holders have a deposit claim, a contractual redemption claim, or a direct central-bank claim.
- Check redemption mechanics. Look for eligibility, timing, fees, minimum amounts, suspension clauses and the currency of payment.
- Examine backing and liquidity. For a stablecoin, identify what supports the target value and who controls those assets. For a tokenized deposit, understand the bank relationship and applicable banking framework.
- Separate customer transfer from interbank settlement. Ask which ledger records the customer transaction and which asset settles obligations between institutions.
- Verify protections locally. Deposit insurance, resolution rules, insolvency priority and access rights differ by jurisdiction and product.
- Confirm availability. A pilot, consultation or exploration program is not the same as a generally available CBDC or payment instrument.
The bottom line
Tokenized deposits, stablecoins and CBDCs may share token technology and payment use cases, but their economic meaning comes from the issuer. A tokenized deposit is a commercial-bank deposit represented in a new digital form. A stablecoin is a private issuer’s redeemable token whose reliability depends on backing, liquidity and legal arrangements. A CBDC is a direct central-bank liability. Comparing them by appearance alone misses the questions that matter most: who owes the holder, what supports redemption at par, what protections apply and which asset actually settles the payment.
