To visit Carmel-by-the-Sea responsibly, use established access routes, stay out of sensitive habitat, and follow the rules for the specific place you are visiting. At Carmel Beach, reach the sand by a public stairway or the Ocean Avenue sand ramp—not by cutting down the bluffs. For a woodland walk, use the named trails in Mission Trail Nature Preserve. Keep dogs under the control required in each area, collect waste, and check the City’s beach information before you go because access conditions can change.

The main principle is simple: enjoy the coast and open spaces using the routes provided, without creating new paths or entering habitat areas. A beach visit, a walk along the Scenic Pathway and a preserve hike are not interchangeable: access, dog handling and facilities differ. A little planning—especially checking beach stairway information and packing a way to carry waste—helps avoid turning a convenient shortcut or an abandoned bag into a problem for the place you came to enjoy.

Choose the right place for your visit

Carmel Beach and Mission Trail Nature Preserve offer different experiences and have different access and dog rules. The Scenic Pathway is another distinct setting, with its own leash requirement. Decide where you are going before you set out so you can use the right route and follow the rules that apply there.

For a coastal outing, Carmel Beach is reached by public stairways or the Ocean Avenue sand ramp; the Scenic Pathway is a separate coastal route where dogs must be leashed. Mission Trail Nature Preserve is the option for a woodland and riparian walk. The City describes approximately five miles of trails there, with several named routes and multiple street entrances. It is not a beach-access alternative, and it does not have restrooms listed by the City. Choosing the setting first helps you bring the right supplies and avoid assuming that a rule from one place applies everywhere.

Place Setting and access Dog handling Facilities noted by the City
Carmel Beach Coastal beach reached by public stairways or the Ocean Avenue sand ramp. Do not descend the bluff face or cross planted dune areas. Dogs may be off leash on the beach under voice control. Leash them when leaving the sand. Restrooms at Ocean Avenue and Santa Lucia. Small-trash bins are at the tops of beach stairways.
Scenic Pathway Coastal path; use the established route. Dogs must be leashed. Not stated on the City beach page.
Mission Trail Nature Preserve Woodland and riparian setting, with approximately five miles of trails. The City names Flanders, Doolittle, Willow, Mesa and Serra trails, and lists access from Hatton Road, Rio Road and Mountain View Avenue. Dogs are allowed under voice command control. No restrooms.

The Mission Trail figure is the City’s approximate trail mileage; its parks page displays an April 16, 2018 post date. The City’s Carmel Beach page lists nine access stairways and notes that the 10th and 12th Avenue stairways are closed, with that closure information marked updated May 2024. Since that note is dated, do not rely on it as a guarantee of current access: check the City’s beach page before travelling.

Think of the table as a planning comparison, not a promise that every listed entrance or facility will be available on the day of your visit. The stairway information is particularly time-sensitive. The preserve’s mileage and trail names come from a City parks page that displays an older post date, while the beach closure note is explicitly marked as updated in May 2024. When an operational detail matters to your trip, verify it with the City rather than treating a dated page or an old summary as a live status report.

Reach Carmel Beach without damaging the bluffs or dunes

Use a public stairway or the Ocean Avenue sand ramp

Choose an established access route to get from the bluff to the beach. The City identifies the Ocean Avenue access as a sand ramp and lists public stairways. If the nearest route is closed or unsuitable, use another route shown by the City rather than making a new one across the bluff or dune vegetation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before leaving for the beach, decide which public access point you plan to use and check the City’s current beach information. The City page lists nine stairways and identifies the 10th and 12th Avenue stairways as closed in a note updated May 2024. Because the date is not current proof of their status today, do not build your plan around either a presumed closure or a presumed reopening. Look for the latest City information and be ready to use another open public route if necessary.

The Ocean Avenue sand ramp is another listed way to reach the beach. It is not an invitation to find an unmarked descent nearby if the ramp or a stairway is not convenient. Use the access routes the City identifies, and keep the approach itself on established public ground. That makes it easier to avoid trampling dune plants and prevents a series of informal footpaths from forming where visitors repeatedly choose their own line down the slope.

Do not shortcut down the bluff face

The City warns that using the bluffs as a shortcut causes erosion and damages plants. A direct descent may look convenient, but it can wear away the slope and harm vegetation. Stay on marked or established public access and avoid walking through planted dune areas.

This is a practical rule as well as a conservation one. A shortcut shifts foot traffic away from the route intended for access and onto the bluff face. The City links that behavior with erosion and plant damage; it does not describe it as harmless simply because one person is making one descent. If the route you expected to use is unavailable, do not improvise a path. Recheck the City’s beach information and choose another public access point.

Keep away from North Dunes habitat

The North Dunes are sensitive habitat, not an informal route to the beach. The City’s Local Coastal Plan policy P4-48, adopted June 3, 2003, says to discourage further recreational incursions into the North Dunes habitat and protect its sensitive resources. Follow public routes and keep recreation out of habitat and restoration areas rather than crossing them for a shorter walk or a better view.

The policy is useful context for understanding why the boundary matters: the City’s direction is to prevent additional recreational incursions and protect the resources there. It is not a reason to explore the habitat more closely. From a visitor’s perspective, the appropriate action is straightforward—stay on established public routes, do not treat planted or restored ground as a trail, and do not extend a walk into an area set aside for protection.

The Local Coastal Plan language was adopted in 2003 and expresses policy direction. It should not be confused with a current map of which paths are open on a particular day. Use the City’s visitor information for operational beach access, and respect any closure or habitat boundary you encounter rather than looking for a way around it.

Follow the rules for the place you are in

At Carmel Beach

  • Dogs may be off leash under voice control while on the beach. Pick up after them, and leash them when leaving the sand.
  • Smoking is prohibited in coastal recreational areas, including Carmel Beach.
  • Put small amounts of trash in the bins at the tops of beach stairways. Take larger amounts home.
  • Do not leave filled dog-waste bags on the beach; carry them to a trash can.

The beach’s off-leash allowance has a condition: the dog must remain under voice control. The City also says to leash dogs when leaving the beach. In practice, plan for the transition before you reach the exit: have the leash with you and put it on before continuing from the sand onto the access route. Do not carry the beach rule over to the Scenic Pathway, where dogs must be leashed.

Waste guidance distinguishes between small trash and larger amounts. The City provides bins at the tops of beach stairways for small trash and asks visitors with larger amounts to take them home. Dog-waste bags should not be left on the sand, even if tied or placed near an access point. Carry the bag until you reach a trash can; if you cannot find one, take it with you rather than leaving it behind.

On the Scenic Pathway

Keep dogs leashed on the Scenic Pathway. The beach’s voice-control allowance does not apply there; follow the leash rule for the path.

This distinction matters if your outing combines sand and walking along the coast. A dog that was permitted off leash under voice control on the beach must be leashed for the Scenic Pathway. Treat the two places as separate settings with separate rules, and leash the dog before entering the pathway rather than assuming beach rules continue along it. Smoking is prohibited in coastal recreational areas, including the Scenic Pathway.

In Mission Trail Nature Preserve

  • Walk on the named trails: Flanders, Doolittle, Willow, Mesa and Serra.
  • Bicycles are not allowed.
  • Dogs are allowed under voice command control. Put waste bags in trash cans rather than leaving them along the trail.
  • There are no restrooms in the preserve, according to the City.

The preserve is the better choice if you want a woodland and riparian walk rather than a coastal beach visit. The City lists access from Hatton Road, Rio Road or Mountain View Avenue and describes approximately five miles of trails. Use the named routes rather than creating a shortcut between them. Leave bicycles elsewhere: the City’s preserve information says bicycles are not allowed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Dogs are permitted under voice command control in the preserve, and the City directs visitors to put waste bags in trash cans. That is a different formulation from the Scenic Pathway’s leash requirement. Do not assume the preserve standard means dogs may roam without control; keep your dog responsive and under the control required there. The City lists no restrooms, so plan for that limitation before starting a walk rather than expecting to find facilities once inside.

Plan a low-impact visit

  1. Choose your setting. Use Carmel Beach for the coast or Mission Trail Nature Preserve for a woodland and riparian walk. Treat the Scenic Pathway as a separate route with a leash requirement for dogs.
  2. Check access before leaving. Consult the City’s Carmel Beach page for current stairway conditions. The closure note for the 10th and 12th Avenue stairways is marked updated May 2024, so confirm the live information instead of assuming those details have not changed.
  3. Use the established entrance and route. At the beach, use a public stairway or the Ocean Avenue sand ramp. At the preserve, enter from Hatton Road, Rio Road or Mountain View Avenue and stay on the named trails.
  4. Bring what you need to take waste with you. Pick up dog waste, use available trash cans, and do not leave waste bags on sand or trails. At the beach, use stairway-top bins for small trash and take larger loads home.
  5. Keep wildlife wild. Do not feed wildlife. The City’s Animal Services guidance warns that feeding can contribute to public-health problems, property damage, animal aggression and animal deaths.
  6. Respect closures and habitat boundaries. If a route is closed, choose an open public route. Do not make a detour through dunes, planted areas or sensitive habitat.

A few practical details make those steps easier. If you are bringing a dog, carry a leash even if you plan to spend time on the beach, because the dog must be leashed when leaving the sand and on the Scenic Pathway. Carry something to collect waste and be prepared to keep a filled bag with you until you reach a trash can. At Mission Trail, account for the absence of restrooms and leave a bicycle behind. These are not optional accessories that the City requires visitors to buy; they are simple ways to meet the rules and avoid leaving waste or relying on facilities the City does not list.

There is no need to feed wildlife to make a visit memorable or to bring animals closer for a photograph. The City’s Animal Services page warns that feeding wildlife can cause public-health problems, property damage, animal aggression and animal deaths. Leave animals unapproached and unfed, and observe the area without drawing wildlife toward people or changing its behavior.

Why access and protection go together here

Carmel-by-the-Sea lies wholly within California’s coastal zone and is subject to California Coastal Commission regulations. The City’s General Plan and Local Coastal Plan address both public coastal access and resource management, including environmentally sensitive habitat areas. The practical balance for a visitor is straightforward: use the public access provided, but do not extend it by creating shortcuts or entering protected habitat.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Public access and habitat protection are not opposing instructions. They point to a way of visiting that uses designated public routes while leaving sensitive places undisturbed. At the beach, access is provided by stairways and the Ocean Avenue sand ramp; in the preserve, the City identifies trail names and entrance streets. A visitor who follows those routes can enjoy the public setting without treating every patch of open ground as an invitation to walk through it.

The City’s Local Coastal Plan policy on the North Dunes dates to June 3, 2003, so it describes policy direction rather than day-to-day access conditions. For operational details such as beach access, consult the City’s visitor information. The City’s municipal code page says it reflects ordinances through Ordinance 2025-001, passed March 31, 2025, and advises contacting the City Clerk about later ordinances. That cutoff matters if you are checking for a newer rule; the City page, not an older summary, is the place to verify it.

The City’s source pages have different dates and purposes. Its Carmel Beach page is the practical source for beach access and waste guidance, but the closure note for two stairways is marked updated May 2024. Its Mission Trail parks page displays an April 16, 2018 post date and gives the approximate mileage, trail names, entrance streets and park rules. The coastal plan sets longer-term policy, while the municipal code page reports ordinances through March 31, 2025. Check current City information when an access status or rule will affect your plans.

No dated visitor-impact statistic or current population estimate for sensitive species is provided in the City materials summarized here, so there is no responsible basis for assigning a numerical wildlife or habitat impact to an individual visit. That absence does not change the visitor guidance: avoid bluff shortcuts, stay outside sensitive habitat, keep to established routes, and do not feed wildlife.

Before you set out

  • Confirm which beach stairways are open; the published closure note for two stairways is dated May 2024.
  • Use a public stairway or the Ocean Avenue sand ramp, not the bluff face.
  • Stay out of North Dunes and other sensitive or restoration areas.
  • Know the dog rule for your destination: voice control at the beach and preserve, leashes on the Scenic Pathway, and a leash when leaving the beach.
  • Bring a way to carry waste to a trash can, and take larger beach trash loads home.
  • If visiting Mission Trail, plan for a walk on its trails without bicycles and without restroom facilities.

There is no special purchase or paid add-on required to follow this guidance. If you would like to learn more about the plants you encounter on a preserve walk, the City notes native trees and plants among the things visitors can observe at Mission Trail; a California native-plant field guide is an optional learning aid, not a requirement or a City endorsement of a particular title. Keep the guide-reading stop secondary to the rules of the place: stay on the trail, do not enter habitat to inspect a plant, and do not remove anything.
