Use a lifecycle risk-management process, not a one-time background check. First map every contractor, supplier and subcontractor that supports an essential function; then classify the access and consequences, screen people proportionately, impose measurable duties in the contract, provide only the access they need, monitor physical and digital activity, and remove access when the work or role ends.

The operator remains accountable for the essential function even when a supplier runs part of it. The controls below combine U.S. and UK government guidance; confirm the privacy, employment, safety, sector and national-security rules that apply in your jurisdiction before implementing screening or monitoring.

What contractor oversight must achieve

Critical-infrastructure contractor risk is the combination of dependency and access. A maintenance company may be able to enter a substation, connect to an industrial-control network, handle operational data, change a safety setting or subcontract the work to someone the operator has never met. Treating the supplier as outside the security boundary leaves the operator with a blind spot, even though the essential function remains its responsibility.

The UK National Cyber Security Centre (NCSC) states that an organization relying on outsourced or cloud services “remains accountable for the protection of any essential function.” Its Cyber Assessment Framework Principle A4 expects visibility of suppliers and subcontractors, appropriate contractual obligations, and managed third-party connections and data sharing. Read NCSC CAF Principle A4.

NIST Special Publication 800-161 Revision 1 (2022) treats contractors and other supply-chain personnel as part of the people whose physical access and activities should be monitored, either directly or through agreement requirements. NIST SP 800-137 defines continuous monitoring as visibility into assets, threats, vulnerabilities and control effectiveness so an organization can respond to risk in time. “Continuous” is a risk-based operating capability, not a promise that a human watches every contractor every second. NIST SP 800-161 Rev. 1 and NIST SP 800-137.

1. Build a complete supplier and dependency map

Start with an inventory owned by a named person, not a spreadsheet that no one updates. Include direct contractors, technology and facilities suppliers, managed-service providers, consultants, temporary labor, software or cloud services, and every subcontractor supporting them. For each relationship, record:

  • the essential function and business owner supported;
  • the contract, statement of work, renewal date and service-level commitments;
  • the supplier’s legal entity, responsible contact and approved subcontractors;
  • facilities, sites, data centers, devices, networks, applications and operational technology (OT) reachable by the supplier;
  • data received, created, stored or transferred, including backups;
  • physical locations and countries from which work is performed;
  • account types, privileges, connection methods and whether access is standing or time-limited;
  • the operational, safety, financial and public consequences of compromise, outage or supplier failure; and
  • the owner responsible for approving changes and verifying that the inventory is current.

Require suppliers to notify the owner before adding a subcontractor, changing a hosting location, introducing a new remote-support path or moving a worker into a more sensitive role. NCSC CAF A4 identifies lack of supplier or subcontractor visibility, and unrestricted or unmonitored access, as signs of immature supply-chain management. NCSC CAF A4 guidance.

Classify by access and consequence

Do not assign a single “critical contractor” label to an entire company. Tier the individual service, role and connection. A cleaner-room technician with no system access, a control-system engineer with emergency privileges and a payroll processor handling employee data require different checks and controls.

Risk dimension Questions to answer Typical control implication
Essential-function dependency Would loss, manipulation or delay affect safe, reliable operation? Executive ownership, continuity planning and more frequent reassessment.
Physical access Can the person enter a plant, data center, communications room or restricted area? Identity proofing, badge authorization, escorts or monitored entry.
Information access Can the person view personal, operational, classified, proprietary or safety data? Role-specific screening, data minimization and logging of use.
System or OT privilege Can the account alter configurations, firmware, safety logic, set points or identities? Least privilege, approval for elevated actions, strong authentication and session audit.
Remote reach Is access reachable from outside the site, and is it persistent? Brokered, time-bound connections; device and user verification; anomaly monitoring.
Subcontracting and concentration Can the supplier delegate work or is the function dependent on one provider? Disclosure and approval rules, evidence rights and exit or continuity arrangements.

2. Set lawful, proportionate vetting before onboarding

Define screening criteria from the role’s actual access and consequences before a person is nominated. The Office of the Director of National Intelligence and the National Counterintelligence and Security Center recommend background checks and vetting, including pre-employment screening and continuous monitoring where possible, with particular attention to sensitive positions and sensitive access. Their guidance does not prescribe one universal package: privacy and employment law, sector regulation, contract terms, nationality or residency rules and the operator’s risk assessment determine what may be checked. Define the screening decision

  1. Describe the role. State the sites, data, systems, privileges, work hours, geographic location and emergency duties.
  2. Set the minimum checks. Decide which identity, employment, qualification, sanctions, right-to-work, professional-license, criminal-record or financial checks are legally available and relevant. Do not order checks merely because a template contains them.
  3. Verify the person and employer. Match government or employer identity evidence to the approved individual, confirm references and validate required technical certifications.
  4. Resolve exceptions. Give the supplier a documented process for incomplete records, name changes, overseas history, adverse findings or a screening delay. Specify who can approve a temporary assignment and what compensating controls apply.
  5. Repeat when justified. Re-screen or review status when a person moves into a more sensitive role, when the threat context changes or when law and contract permit ongoing monitoring.
  6. Train and acknowledge. Before access, require security, safety, incident-reporting and acceptable-use training, plus acknowledgement of monitoring and confidentiality terms that are lawful in the applicable jurisdiction.

Keep screening results limited to authorized personnel, retain only what policy and law allow, and record the decision and expiry or review date rather than distributing sensitive reports throughout the business.

3. Make the security agreement enforceable

A purchase order that says “follow our security policy” is rarely enough. Attach a security schedule or incorporate precise requirements into the master service agreement and statement of work. The agreement should identify:

  • the systems, facilities, data, services and jurisdictions in scope;
  • which party owns each control and which evidence the supplier must provide;
  • authorized personnel, named subcontractors, approval and advance-notice rules for changes;
  • identity, authentication, least-privilege, device-security and remote-access conditions;
  • logging, session recording, retention, review and evidence-preservation requirements;
  • incident notification timeframes, contacts, cooperation, forensics access and regulatory coordination;
  • vulnerability disclosure, patching, secure configuration and change-control duties where relevant;
  • continuity, recovery, backup, safety and availability obligations for essential services;
  • audit, assessment and right-to-request evidence, with protection for confidential information; and
  • return or destruction of data, equipment, badges, credentials and connections when work or access ends.

A recent CISA/FBI announcement about third-party industrial-control-system integrators highlights contract and service-agreement subjects such as data storage, remote access, patch policies, authorized-personnel lists and engineering controls intended to limit integrator lock-in. Check the current fact sheet and its date before treating any example wording as a final requirement. CISA/FBI announcement.

Use measurable acceptance criteria

Write requirements that can be tested: “remote sessions require approval and are logged” is verifiable; “maintain strong security” is not. Define the log source, minimum fields, retention period, reporting cadence, severity levels and evidence format. State what happens after a missed report, failed assessment, unauthorized subcontractor or unresolved vulnerability: remediation deadline, compensating control, suspension, termination or escalation to the accountable executive.

4. Restrict contractor access by design

Grant the smallest set of data, facilities and functions needed for the approved task. Separate vendor identities from employee identities, use named accounts rather than shared credentials, and require stronger authentication for privileged or remote access. Make approvals expire. A support contract is not a reason to leave a permanent tunnel or administrator account enabled.

Manage every third-party connection and data-sharing arrangement proportionately. Where practicable, place supplier access behind a controlled access gateway or jump host, isolate it from unrelated internal systems, restrict source devices and locations, and require a ticket or work order that identifies the person, purpose, target asset and approved time window. Alert on attempts outside that scope.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Additional safeguards for OT

Vendor remote access is common for maintenance and support, but a fixed site-to-site VPN can create persistent reach that is difficult to monitor for anomalies. The NCSC’s OT guidance states: “Any third-party accesses, locally or remotely, must apply technical controls equal to those used by your own organisation.” Use a controlled route, verify both user and device, limit reachable assets and commands, require an operator or engineering approval for sensitive changes, log actions and consider recording the session. NCSC Operational Technology: Using PAWs in OT environments.

For planned work, open access only for the maintenance window and close it automatically. For emergency work, use a separately approved break-glass process with immediate notification, heightened logging and post-work review. Keep safety and process-authority decisions with the operator; a supplier’s technical ability does not transfer operational accountability.

5. Monitor people, connections and supplier performance

Monitoring should answer three questions: who entered or connected, what did they do, and is the supplier still meeting its obligations? Combine physical controls, identity and access logs, network and OT telemetry, change records, ticketing, vulnerability status and supplier evidence. NIST SP 800-161 Rev. 1 specifically includes monitoring individuals who physically access facilities, data centers, information or assets, or requiring equivalent monitoring through agreements.

What to monitor Useful evidence Escalate when
Physical presence Badge events, visitor register, escort record, camera or gate-system event where lawful Entry outside an approved window, badge sharing, access to an unassigned area or a departure with equipment.
Identity and authentication Named account, multifactor result, source device, location, privilege elevation Repeated failures, impossible travel, disabled controls, dormant-account use or unexpected privilege.
Remote sessions Approver, ticket, start and end time, target asset, commands or screen recording where appropriate Connection outside the work order, unexplained duration, unapproved target or failed recording.
System and OT changes Configuration diff, firmware or logic change, change approval and rollback record Unapproved change, safety-impacting setting, unusual sequence or failed validation.
Supplier controls Personnel and subcontractor list, patch status, incident reports, assessment results and service metrics Late evidence, repeated exceptions, undisclosed subcontracting or a material control failure.

Make “continuous” operational

Set review frequency by risk. High-consequence OT privileged sessions may warrant automated alerts and same-day human review; lower-risk facilities work may use daily or weekly reconciliation. Document the owner of each review, the alert threshold, the escalation route, evidence protection and the handoff to incident response. Correlate an access event with the approved work order and physical presence; either signal alone can be misleading.

6. Reassess as the relationship changes

Trigger a new risk review when a supplier changes ownership, adds a subcontractor, moves data or work to another country, requests a new privilege, introduces a new remote-support tool, suffers an incident, misses a control objective or takes on a function with greater safety or availability consequences. Review the relationship at contract renewal and at intervals appropriate to its tier, rather than waiting for an annual calendar date.

Compare oversight options using the same dimensions: supplier and subcontractor visibility; sensitivity and consequence; lawful screening fit; least privilege and separation from internal access; remote-access duration and control; activity visibility and auditability; incident coordination and evidence; and speed and completeness of access removal. Official guidance supports these dimensions but does not provide a universal numeric scoring formula, so document the rationale for your own weighting.

7. Offboard completely

Make personnel changes visible to the access owner. When a worker leaves, changes role or no longer needs access, revoke accounts, tokens, certificates, VPN paths and API keys; recover badges, keys, devices and removable media; remove approved-source exceptions; and confirm that the supplier deleted or returned data according to the agreement. Preserve logs and work records under the operator’s retention policy and any legal hold.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no universal government-prescribed offboarding deadline in the cited guidance. Set a time limit that fits the risk—especially for privileged OT and emergency accounts—and put it in the contract. Require the supplier to attest completion and provide an exception record when a technical or legal dependency prevents immediate removal.

Evidence package for an accountable owner

A defensible program can show, for each contractor and subcontractor, the current scope and owner; the access and consequence tier; the lawful screening decision; signed security obligations; approved personnel and connections; training acknowledgement; access reviews; physical and digital monitoring results; incidents and corrective actions; reassessment triggers; and the final revocation and data-return record. Keep evidence usable for an incident investigation and proportionate to the sensitivity of the service.

NIST SP 800-137, published September 30, 2011, describes the purpose of an information-security continuous-monitoring program as providing visibility into assets, awareness of threats and vulnerabilities, and visibility into the effectiveness of deployed controls so the organization can respond to risk in a timely manner. Its age is publication metadata, not a measure of contractor breach rates or program effectiveness.
