To check whether a cryptocurrency address is explicitly listed by the U.S. Treasury’s Office of Foreign Assets Control (OFAC), enter the complete address hash in the Sanctions List Search tool’s ID # field. OFAC’s address search uses exact matching, so a typo, different address format, or wrong network can produce no result. A matching result is important evidence that the identifier appears in OFAC data, but a blank result does not prove that the address has no sanctions connection.
OFAC says its digital-currency address listings are not likely to be exhaustive. The address string also identifies a wallet destination; it does not, by itself, establish who owns or controls that wallet. Individuals and companies subject to U.S. sanctions jurisdiction therefore need a risk-based process that combines list screening with transaction, customer, jurisdiction and ownership information.
What an address check can—and cannot—tell you
A cryptocurrency address is an alphanumeric identifier associated with a wallet and used as a potential destination for a transfer. The characters do not contain a verified owner name. A sanctions-list search can tell you whether the exact identifier you entered matches address data published by OFAC; it cannot independently prove that a particular person controls the wallet, that every transaction involving it is prohibited, or that a wallet is safe because no match was returned.

A manual lookup is therefore a screening step, not a legal-status certificate. Ownership, control, the parties to a transaction, the applicable country or program, available licenses and the handling of blocked property can change the analysis.

Three results that are easy to confuse
- Exact hit: The entered string matches an address identifier in OFAC’s searchable data. Preserve the result and investigate the associated listing and transaction before taking action.
- No hit: The exact string did not match the data searched at that moment. It does not rule out an indirect sanctions connection, a newly listed address, a related address, or an address omitted from the published data.
- Near match or similar address: A visually similar string is not a match. Do not treat a partial, fuzzy or manually edited comparison as an OFAC hit.
How to check an address in OFAC’s Sanctions List Search
Use this procedure for a one-off check. For a business, turn the same controls into a documented, repeatable workflow.
- Copy the address from the original record. Copy and paste the complete value from the wallet, exchange, invoice, withdrawal request or blockchain record. Do not retype it. Check for leading or trailing spaces, line breaks, punctuation and omitted characters.
- Identify the network and currency. Record whether the address is associated with Bitcoin, Ethereum, a token contract, a layer-2 network or another chain. Similar-looking strings can belong to different networks, and a network mismatch can send a search down the wrong investigative path. The address itself is not proof of ownership.
- Open OFAC’s Sanctions List Search tool. Use the field labeled ID # for the address hash. Do not place the value in a name field and do not rely on a general web search.
- Enter the exact address. Preserve capitalization and every character as displayed by the source system. The ID # field does not use fuzzy logic; OFAC states that only exact matches are returned for digital-currency address searches.
- Run the search and save the evidence. Record the date and time, the exact value searched, the network and currency, the search result, the relevant listing or program and the person who performed the check. A screenshot or exported result can help reproduce the decision, but it does not replace reviewing the underlying listing.
- Compare the result with the transaction context. Confirm that the searched address is the address actually involved, rather than a user-interface label, a deposit memo, a smart-contract address or an internal account identifier. Check the sending and receiving addresses and any intermediary addresses relevant to your risk assessment.
Why exact copying matters
Cryptocurrency addresses are long identifiers designed for machine comparison. Changing one character generally creates a different string. A copied value can also include a network prefix, checksum capitalization or formatting that differs from the value stored in a list. When a search returns no hit, first verify that the value was copied completely and that the relevant identifier—not a transaction hash, token contract, URL or account number—was searched.
Use the downloadable list data for repeat screening
OFAC provides downloadable files for the Specially Designated Nationals and Blocked Persons (SDN) List and other sanctions lists. Those files can be used to identify and screen listed digital-currency addresses without relying on a person to perform a browser search for every transaction.

When a file-based process is appropriate
- Screening a high volume of deposits, withdrawals or payments.
- Re-screening customer and counterparty addresses after list updates.
- Maintaining an auditable control with an import date, file version and match history.
- Applying the same normalization and exact-comparison rules across multiple systems.
Controls for a dependable import
- Obtain the current file directly from OFAC and record its publication or retrieval date.
- Store the original file unchanged so an auditor can see what data was used.
- Parse the address fields separately from names, aliases, dates of birth, program codes and remarks.
- Compare the complete address string. Do not silently shorten it, remove meaningful characters or substitute a similarity score for an exact comparison.
- Log the list version, software or rule version, search timestamp, input address, result and reviewer.
- Set a schedule for updates and re-screening. A process that checks only at customer onboarding can miss a later designation.
File screening does not solve the coverage problem. OFAC’s digital-currency address listings are not likely to be exhaustive, so current file data can still produce a false sense of clearance when an address is connected to a listed person through another address, a newly identified wallet or information not yet published.
Manual lookup versus an ongoing screening program

OFAC says companies should consider blockchain analytics tools as part of sanctions risk mitigation. The appropriate solution depends on the business’s customers, products, transaction flows, geographic exposure, technology and resources. OFAC also states that “There is no single compliance program or solution suitable for every circumstance.” A vendor’s output should therefore be treated as an investigative input, not as an OFAC approval or a definitive ownership finding.
How to interpret an exact match
An exact match means that the identifier you searched appears in OFAC’s listed data. It does not answer every question that follows. Review the complete entry, including the designated person or entity, sanctions program, listing date, remarks and any other identifiers. Confirm that the address, network and transaction are the same ones in your case.

Questions to resolve before a business decision
- Is the match an address, a contract, another identifier or a different type of record?
- Which sanctions program and jurisdictional rules apply?
- Is the address used by the listed person or entity, or is it merely referenced in a broader listing?
- Does the transaction involve property in which a blocked person has an interest?
- Are there other sending, receiving, custody or intermediary addresses that alter the risk?
- Is a general or specific OFAC license relevant to the activity?
Do not move, convert, return, spend or otherwise handle potentially blocked virtual currency merely to make the problem disappear. Stop the operational flow and escalate to the organization’s sanctions officer or qualified legal counsel. The required action depends on the facts and the party’s obligations.

A no-hit is a limited data point: the exact string did not match the list searched. OFAC FAQ 562 says, “OFAC’s digital currency address listings are not likely to be exhaustive.” That warning is why a no-hit cannot be used as a blanket clearance for a wallet or customer.
Checks that reduce avoidable misses
- Repeat the search using the address copied directly from the source record.
- Verify the chain, currency, network prefix and checksum capitalization.
- Make sure you did not search a transaction ID, token contract or internal account number in place of the wallet address.
- Review related addresses and transaction flows when the amount, customer, jurisdiction or behavior creates elevated risk.
- Check current list files and the date of the last update.
- Compare customer, counterparty and beneficial-ownership information against applicable sanctions requirements.
For low-risk, isolated activity, an organization may document the no-hit and its rationale under its written procedures. For higher-risk activity, a no-hit should trigger additional review rather than automatic release.

Business screening: build a risk-based process
Businesses should screen more than a single address at account opening. OFAC’s framework calls for a tailored, risk-based compliance program that considers customers, products, services, transaction volume, delivery channels and geographic exposure. Digital-currency controls should fit that assessment.
At onboarding
- Collect the customer’s legal name, location, beneficial-ownership information and expected use of digital currency.
- Identify deposit, withdrawal, custody and payment addresses that the business will actually handle.
- Screen relevant names and addresses against current OFAC data.
- Document the exact data searched, date, result and reviewer.
Before and during transactions
- Screen the sending and receiving addresses before releasing funds when the product and risk profile require it.
- Apply transaction limits, holds or manual review thresholds defined in written procedures.
- Use blockchain analytics, where appropriate, to examine exposure to listed addresses, mixers, sanctioned jurisdictions or other high-risk typologies. Treat the output as a risk signal, not a legal conclusion.
- Preserve the transaction hash, address, asset, network, amount, timestamps and decision rationale.
Ongoing monitoring
- Re-screen customers and relevant addresses when OFAC updates a list or when new information changes the risk.
- Monitor dormant accounts that become active and addresses that receive funds from new counterparties.
- Test that list updates, alerts, case assignments and escalation paths work as designed.
- Train staff to recognize that a clean search is not proof of an unconnected wallet.
Escalating a potential sanctions match
When a party identifies a digital-currency address or wallet it believes is owned by or otherwise associated with a person on the SDN List, and it is holding that property, OFAC guidance calls for necessary blocking steps and reporting of relevant ownership details. A business should immediately follow its sanctions incident procedure and involve qualified counsel.
Contain the activity
- Pause the pending transfer or withdrawal in a way that does not move the property to another address.
- Restrict access according to the organization’s blocking controls and preserve the relevant wallet and transaction records.
- Prevent staff from tipping off a customer or counterparty before the compliance and legal review is complete.
Document and report
OFAC FAQ 646 states that blocked virtual currency must be reported within 10 business days and annually while it remains blocked. That timing is stated in OFAC material from 2021; verify the current reporting rules, forms and instructions before relying on it. Record the facts supporting the match, the property blocked, the date of blocking, account or wallet identifiers, related transactions and the people who approved the action.

Do not assume that an alert from an automated service automatically requires blocking, or that a manual no-hit authorizes release. Resolve false positives and uncertain ownership through documented review, current OFAC guidance and legal advice.
Common failure modes and their fixes

Records to retain for an auditable decision
A defensible file should let another reviewer reproduce what happened without relying on memory. Retain:
- The complete address, asset and network.
- The source of the address and the transaction hash, if applicable.
- The OFAC search date, tool or list-file version and exact result.
- Relevant listing details, screenshots or immutable exports.
- Customer, counterparty, beneficial-ownership and jurisdiction information considered.
- Any blockchain-analytics output and the assumptions behind it.
- The decision, reviewer, escalation date and legal or compliance advice.
- Blocking, reporting and later-release records when property was blocked.
Protect these records as sensitive compliance information and apply the organization’s retention, access-control and privacy requirements.
Limits beyond OFAC
This method addresses U.S. OFAC sanctions. Other countries and regional authorities may maintain different lists, definitions, reporting rules and licensing systems. If a person, business, bank, exchange or transaction has a non-U.S. connection, identify the regimes that apply instead of assuming an OFAC result answers every jurisdictional question.
An address lookup also does not replace analysis of ownership and control, the 50 Percent Rule where relevant, blocked-property obligations, money-laundering controls, tax requirements or the legality of a particular transaction. When the consequences are material, obtain advice from a sanctions professional or qualified attorney before acting.
A practical decision framework
- Identify: Capture the exact address, network, asset, transaction and parties.
- Screen: Search the address in OFAC’s ID # field and, for repeat activity, screen the current downloadable list files.
- Validate: Confirm the result type, listing details, related addresses, customer information and jurisdiction.
- Classify: Treat an exact hit as an escalation; treat a no-hit as one factor in a risk-based decision, not a clearance.
- Control: Pause or block activity when required, preserve property and records, and follow reporting procedures.
- Re-screen: Update lists and revisit the decision when the customer, transaction or sanctions data changes.
The Bottom Line
Search the complete cryptocurrency address in OFAC’s Sanctions List Search ID # field, where matching is exact. Investigate any hit and escalate before handling the property. Treat a no-hit cautiously because OFAC’s digital-currency address listings are not exhaustive, and use a documented, risk-based process for business screening.
