Do not rely on a “confidential AI” label or a green dashboard badge. Ask the provider for a fresh, hardware-signed remote-attestation report (or token) tied to your session, verify its signature and certificate chain yourself, and compare its measured platform, firmware, security-version, configuration, and workload claims with an allowlist. For GPU inference, require evidence for the GPU device and its driver when both are in the trust boundary. Preserve the evidence, policy version, and verification time. Attestation can show that a particular hardware-backed environment was running an approved measured state; it does not by itself prove the provider’s model provenance, application behavior, logging, retention, or deletion practices.

What confidential-computing verification actually proves

Confidential computing uses hardware-enforced isolation—usually a trusted execution environment (TEE)—to protect code and data while they are being processed. A remote-attestation protocol lets a relying party ask an environment to prove what hardware and software state it is running.

Google Cloud describes the practical role plainly: “Attestation reports are the evidence that your VM is running in a TEE.” Oracle similarly explains that remote attestation provides mechanisms to verify the confidentiality and integrity of a TEE. A valid report therefore supports a time-specific claim about genuine hardware-backed isolation and measured software state.

That proof has a boundary. It does not automatically establish that the provider loaded the model you expect, that the application handling prompts is the code you reviewed, that logs are disabled, or that data is deleted on a particular schedule. Those questions require workload measurements, signed build provenance, contracts, configuration evidence, and operational audits.

The evidence you should demand from the provider

Before sending confidential prompts, request a machine-verifiable evidence package rather than a marketing statement. Ask for all of the following:

  • A remote-attestation quote, report, or signed token generated for your verification request.
  • The exact attestation format and its verification procedure.
  • A verifier endpoint, SDK, or documented offline-verification method.
  • The certificate chain or published signing-key set, including the trust anchor.
  • Reference measurements and the policy version used to accept or reject them.
  • The nonce, challenge, or equivalent mechanism used to bind evidence to your session.
  • The identity of the service instance or public key that will receive your protected request.
  • Key-rotation, revocation, and security-version procedures.
  • A description of which VM, container, enclave, model-serving process, and dependencies are inside the measured boundary.
  • For GPU workloads, separate evidence for the GPU device and the driver where applicable.

If the provider cannot export a signed object or explain independent verification, you have a provider assertion, not independently checkable proof.

A repeatable verification workflow

1. Define your acceptance policy before seeing the report

Write down the conditions that must be true before a request is released. Include the permitted TEE technology, minimum security version, acceptable firmware and boot measurements, required secure-boot state, allowed vCPU and memory configuration, approved image or build digest, certificate roots, and maximum evidence age. Decide whether your policy requires CPU-only protection or a confidential GPU as well.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Version this policy. A verifier should be able to say which policy revision produced the decision, not merely that a dashboard was green.

2. Obtain fresh evidence with a challenge

Generate a cryptographically random nonce or use the provider’s challenge mechanism. Require the returned report or token to contain that nonce, a digest derived from it, or an equivalent session-binding value. The evidence should also identify the public key, service instance, or key-encryption recipient that will handle the protected request.

Do not accept an old, static PDF or a token that can be replayed for another session. Freshness and binding are what connect an attestation result to the environment you are about to trust.

3. Validate the signature and certificate chain

Parse the evidence with a standards-compliant verifier. Check the token signature, algorithm, issuer, validity period, and certificate chain up to a trust anchor you control. Reject unknown algorithms, expired certificates, invalid key usage, and chains that cannot be built to the expected root.

Google Cloud Attestation documents both public-key and root-certificate verification paths, including offline validation. Microsoft Azure Attestation uses signed JWT claims and documents signing-key validation. Whether you use a provider SDK or your own verifier, keep the exact key set and verification result with the report.

4. Check freshness, replay resistance, and identity

Verify that the nonce in the report equals the nonce you issued and that timestamps fall within your allowed window. Confirm that the attested public key or instance identity is the one authorized to receive your encrypted request. If the service uses a key-release workflow, release a data-encryption key only after attestation passes.

A valid signature on a report for yesterday’s instance, a different endpoint, or a different key is not sufficient, even when every measurement looks correct.

5. Evaluate platform and boot claims

Map every claim to a policy rule instead of treating the report as a single yes/no result. At minimum, inspect:

  • TEE technology: Confirm the technology and version match your threat model and deployment requirements.
  • Secure boot: Require the expected secure-boot state where your policy depends on it.
  • Firmware and boot measurements: Compare measured components with approved reference values.
  • Security version: Enforce a minimum security version so revoked or vulnerable platform states cannot pass.
  • Configuration: Check relevant values such as vCPU count, memory, confidential-computing mode, and any debug or migration settings.
  • Evidence age: Enforce a maximum age appropriate to the risk and re-attest after material changes.

Google identifies TEE type, secure boot, firmware and boot measurements, minimum security version, and configuration values as policy inputs. Your verifier should record the actual values and the rule that accepted each one.

6. Prove what workload is inside the boundary

Platform evidence is useful only if the measured environment contains the code that handles prompts and model data. Request a signed image digest, enclave or container measurement, build provenance, and a diagram showing the boundary. Ask whether the model-serving process, tokenizer, orchestration sidecars, telemetry agents, and storage helpers are measured or run outside it.

Match the digest in the attestation claim to the artifact deployed for your session. A provider may attest a genuine confidential VM while running unreviewed application code inside that VM. If the model is downloaded after boot, determine how its integrity and provenance are verified and whether that step is itself measured or signed.

7. Verify the GPU trust boundary separately

GPU inference can introduce a second hardware and software boundary. Determine whether your threat model requires protection of data in GPU memory, transfers between host and device, and the GPU driver.

NVIDIA’s attestation architecture includes the NVIDIA Remote Attestation Service (NRAS), Reference Integrity Manifests (RIM), and Online Certificate Status Protocol (OCSP) checks. Google Cloud documentation indicates that GPU attestation can cover the driver, the device, or both, and recommends Secure Boot for robust driver attestation.

Require claims that identify the GPU model or device identity, firmware, driver version and measurement, security status, and revocation state. A CPU TEE report alone does not prove that a discrete GPU is confidentially processing your prompts.

8. Apply revocation and change checks

Check certificate revocation, platform security-version revocation, and any provider denylist before accepting evidence. Record key identifiers so a later rotation can be distinguished from an unexpected signer. Re-run attestation after image, driver, firmware, model, or provider configuration changes.

Set an expiry for an approval. A one-time green result should not authorize an environment indefinitely, especially when the service can roll new images or drivers without your involvement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

9. Store an auditable verification record

Keep the complete signed report or token, nonce, certificate chain, key set or root, parsed claims, verifier version, policy version, decision, and UTC timestamp. Store the workload and GPU measurements alongside the platform measurements. Protect this record from alteration and make it searchable by request or service instance.

For regulated workloads, retain enough information to reproduce why a request was released. Do not store only a screenshot or a boolean result; those discard the evidence needed for an independent review.

How to verify common evidence formats

Attestation quotes and binary reports

A quote or binary report normally contains a hardware-generated signature, platform identifiers, measurements, security-version data, and user data such as your nonce. Use the vendor’s parser to decode fields, then perform signature and policy checks in a controlled verifier. Validate the raw bytes, not a copied human-readable rendering.

Signed JWT claims

For a JWT, validate the header algorithm, issuer, audience, expiration, not-before time, key identifier, and signature. Fetch signing keys through the documented trust path, cache them safely, and handle rotation. Treat decoded claims as untrusted until the signature and chain have passed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Verifier APIs and dashboards

An API that returns “valid” can be useful, but ask what raw evidence it consumed and whether you can run verification offline. Confirm that the API exposes policy failures, measurement values, revocation results, and evidence age. A dashboard that cannot export the signed object does not give you an independently reproducible record.

What major cloud attestation examples demonstrate

Provider or technology Documented capability What to verify in your deployment
Google Cloud Attestation Evaluates confidential environments, converts checks to verifiable claims, and supports public-key or root-certificate validation, including offline workflows. TEE and boot claims, reference measurements, policy version, workload digest, and whether GPU driver and device claims are included.
Microsoft Azure Attestation Verifies platform and binary integrity for TEEs; guest-attestation examples return signed JWT claims including attestation type and secure-boot state. JWT issuer and audience, signing-key chain, nonce binding, binary measurements, security version, and claim freshness.
NVIDIA attestation suite Provides NRAS, RIM, and OCSP components for cryptographic verification of GPU hardware and software claims. GPU identity, firmware, driver measurement, certificate status, and the relationship between GPU evidence and the serving process.
Oracle Cloud Infrastructure Documents a relying-party workflow for independently verifying confidential VM shapes and TEE confidentiality and integrity. Shape and TEE claims, signed evidence, reference values, policy decisions, and whether the measured workload matches the AI service.

These examples illustrate mechanisms, not an automatic approval of every AI service deployed on those platforms. The service still has to expose evidence for the actual instance, image, model-serving stack, and GPU path handling your data.

Use an allowlist rather than a “looks good” review

An allowlist turns attestation into an enforceable control. A practical policy record can contain:

Field Example decision rule Reason
TEE type Must equal an approved technology and version. Different TEEs provide different threat models and capabilities.
Boot state Secure boot must be enabled; measured boot values must match approved references. Protects the chain leading into the confidential workload.
Security version Reject values below the current minimum or on a revocation list. Blocks known-vulnerable platform states.
Workload identity Image, enclave, or build digest must match a signed release manifest. Connects platform proof to the code processing prompts.
GPU state Device and driver claims required for GPU-protected workloads. Extends trust beyond the CPU TEE.
Freshness Nonce must match; evidence age must be within the policy window. Prevents replay and stale approvals.
Signer Certificate chain must terminate at an approved root and pass revocation checks. Prevents unknown or revoked signers from passing.

Common failure modes and how to respond

A badge or contract says “confidential,” but no signed evidence is available

Classify the claim as unverified. Ask for the raw report, verification keys, measurement references, and a challenge flow. If the provider cannot supply them, do not represent the service as independently verified.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The report is authentic but the measurements are unfamiliar

Pause approval and obtain reference measurements, component versions, and an explanation of expected changes. Never accept an unknown measurement merely because the signature is valid.

The report is valid but not bound to your request

Reject it as replayable or misdirected. Require a nonce and an attested key or instance identity tied to the endpoint that receives your encrypted data.

The VM is attested, but the application image is not

Treat the platform as proven and the workload as unresolved. Require signed image or build provenance and a clear measured-boundary diagram before sending sensitive prompts.

GPU evidence is missing

Do not infer GPU confidentiality from CPU evidence. Ask whether the workload uses a confidential GPU, then require device and driver claims—or limit the service to data that does not need GPU confidentiality.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evidence passes once, then the provider updates software

Use event-driven or scheduled re-attestation. Recheck image, model, firmware, driver, certificate, and security-version changes, and expire approvals when their evidence window closes.

Certificates or keys rotate

Implement documented key discovery and rotation handling, but keep an approved-root policy. Record old and new key identifiers and verify revocation rather than silently trusting every newly published key.

Attestation is only one part of an AI confidentiality review

After the hardware and workload checks pass, review controls that attestation cannot establish:

  • Model provenance: Identify the model artifact, version, source, and integrity verification.
  • Application behavior: Determine whether prompts are transformed, cached, routed to other services, or exposed to operators.
  • Retention and deletion: Obtain a specific retention period, deletion trigger, backup treatment, and evidence of deletion where required.
  • Logging and telemetry: Establish which fields are logged, who can access them, and whether debugging systems sit outside the TEE.
  • Key management: Confirm who controls encryption keys, when keys are released, and how access is withdrawn after failed attestation.
  • Dependencies: Review tokenizers, plugins, monitoring agents, storage, networking, and support tooling that may process data outside the measured boundary.
  • Operations: Require notification and re-verification for image, firmware, driver, model, or policy changes.

Use contractual commitments and independent operational evidence for these controls. A hardware quote cannot answer them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical release decision

Release confidential data only when every required control returns an explicit pass:

  1. The evidence is fresh and contains your nonce.
  2. The signature and certificate chain validate to an approved root.
  3. The TEE, boot, firmware, security-version, and configuration claims satisfy the current policy.
  4. The measured workload or signed build digest matches the code approved to handle prompts.
  5. GPU device and driver evidence satisfies policy when GPU processing is in scope.
  6. Revocation checks pass and the evidence has not expired.
  7. Retention, deletion, logging, model provenance, and dependency controls are separately documented and acceptable.
  8. The complete evidence and decision record is stored for audit.

If any item is unknown, narrow the data sent, require remediation, or choose a service that can provide the missing evidence. Confidential computing is strongest when attestation is an automated admission control, not a one-time marketing check.
