Verify an Indian homestay in layers before you pay: identify the state or Union Territory, check the property in the Ministry of Tourism’s NIDHI+ directory, confirm any state registration or classification directly with the tourism department, match the host and address to a current certificate, inspect the property remotely, and keep payment inside a protected booking or card process. An online travel-agency (OTA) listing helps with reservations but is not proof of government registration.
That approach matters because India has common national homestay standards, while states can adapt them and add their own documents, inspections, certificates and validity periods. A missing directory result is therefore a reason to investigate, not automatic proof that a property is illegal.
What “verified” means for an Indian homestay
There is no single nationwide consumer badge that settles every question. The Ministry of Tourism publishes common homestay guidelines through its NIDHI+ system, but classification under the national scheme is voluntary. The Ministry says NIDHI collects data on registered and classified or approved accommodation units under that voluntary scheme and is not a booking platform.
State and Union Territory authorities may operate their own registration or classification processes. They can request ownership or occupancy documents, identity records, tax information, no-objection certificates (NOCs), inspections and local declarations. Certificate layouts, categories, fees, inspection schedules and renewal periods can differ by jurisdiction and can change. Treat a stay as verified only when the listing, official record, host identity and physical property all agree.

Start with the property’s jurisdiction
Before asking for documents, write down the exact listing name, complete address, village or city, district and state or Union Territory. A homestay near a state boundary can be subject to a different authority from the one a listing implies. Preserve the address exactly as shown in the listing, including apartment, house or building details.
Use that location to find the relevant tourism department’s official website or contact channel. Search for a current homestay registration, classification or accommodation lookup, not an old blog post or a directory copied by a private website. If the authority does not publish a searchable database, ask it to confirm whether it can verify a certificate number, category, address and validity period.
Step-by-step verification before paying
1. Search NIDHI+ and save the result
Search the establishment name, city and state in the Ministry of Tourism’s NIDHI+ accommodation directory. Save a dated screenshot or PDF of the result and compare the displayed name and address with the listing. Check spelling, locality, room count where shown and the operator name.
NIDHI is useful evidence, but not a conclusive pass or fail. Classification under the national scheme is voluntary, and a state may maintain a separate register. A property that does not appear in NIDHI should prompt a state-level check and a direct question to the host; it does not by itself establish fraud or illegality.
2. Confirm the state record
Use the state tourism portal or an official department phone number or email. Ask whether the property is registered or classified, whether the certificate number is genuine, which category was granted, what address and room count are recorded, and when the approval expires. Keep the question specific enough that an official can distinguish the property from one with a similar name.

The Ministry’s descriptions of state processes point to document checks, NOCs and inspections as relevant controls. Do not treat a search-result snippet, social-media post or unofficial “verified” label as an official confirmation. Record the date and the name or reference number of the department contact in your booking notes.
3. Request a current certificate and host identity
Ask the host for a legible, current registration or classification certificate, the host’s legal name, a reachable telephone number and evidence that the host controls the premises. Depending on the state, control may be shown through ownership or occupancy documentation; you do not need to collect sensitive personal data that the authority does not require.

- operator or applicant name;
- property name and complete address;
- approved category or classification;
- number of rooms or beds, if listed;
- certificate number and issue or expiry date; and
- any restrictions or conditions printed on the certificate.
A screenshot alone is weak evidence. Ask for the original PDF or a photograph that shows the complete page, then verify the number with the issuing department. A certificate for another address, an expired document or a name that cannot be connected to the payee is a stop signal.
4. Check the physical property remotely
Request a live video walkthrough or recent photographs with a visible date or another reasonable sign that they were taken for your enquiry. Ask to see the entrance, street-facing identifier, bedroom, bathroom, locks, electrical fittings and any shared areas promised in the listing. A live call is harder to reconcile with copied photographs than a polished image gallery.

- the exact check-in and check-out times;
- who will meet you and who lives or works on the premises;
- an emergency telephone number;
- sanitation and water arrangements;
- accessibility features, stairs and bathroom access;
- parking, transport access and the nearest recognizable landmark; and
- house rules, visitor limits and quiet hours.
Goa’s operating rules provide a useful benchmark: a registered unit must display its name, classification certificate, check-in and check-out times and guest rules, and maintain registration, complaint and billing records. You can ask whether those items will be visible on arrival even when Goa is not your destination.

Place the complete address in an independent map service and compare the satellite view, road name, entrance photographs and nearby landmarks with what the host supplied. Call the property using a number obtained independently where possible, rather than relying only on a number embedded in a forwarded message.
Read recent reviews on more than one source. Look for repeated wording, abrupt bursts of reviews, contradictory descriptions of the same room, or photographs that appear under different property names. A review cannot prove registration, but consistent recent accounts can reveal that the address, host and room actually exist. If you contact a former guest, use only a platform’s permitted process and never request private contact details or identity documents.
6. Treat the OTA listing as booking evidence, not government proof
An OTA can provide a payment record, cancellation workflow, messaging history and a channel for complaints. Those protections are valuable, but an OTA listing does not certify that a government authority registered the homestay. The Ministry expressly distinguishes NIDHI’s data function from a booking platform, and state approval remains a separate question.
Keep all material promises in the platform’s written messages: room type, number of guests, meals, transport, accessibility, check-in time and cancellation terms. If a host asks you to move the conversation or payment to a private channel, ask why and assess whether you would lose the platform’s dispute and refund process.

7. Control payment and cancellation risk
Prefer an OTA checkout or a card payment that produces a written receipt and a clear cancellation policy. Ensure the payee name matches the operator or the platform shown in the booking confirmation. Obtain an invoice or confirmation containing the property address, stay dates, taxes and fees, amount paid and refund conditions.
Do not send cash, cryptocurrency or an urgent bank transfer merely because a host claims that the platform price will disappear. A legitimate discount does not remove the need for an invoice and identity match. Before paying a deposit, read the exact cancellation and refund wording, including deadlines, no-show treatment and any separate cleaning or service charges.
8. Stop when evidence conflicts
Walk away, or ask the platform to cancel without penalty, when any of these conditions remains unresolved:
- the certificate is expired, altered or issued for another address;
- the host will not provide reasonable identity or registration details;
- the property cannot be located at the supplied address;
- photos appear copied or describe different rooms;
- the payee name does not match the operator and no documented explanation exists;
- the host pressures you to bypass platform protections; or
- official records, the certificate and the listing contradict one another.
Do not let a low price, a last-minute travel date or a large number of reviews override a direct conflict in identity, address or payment instructions.
How state rules can change what you should check
National guidance is a baseline, not a promise that every state uses identical forms or checks. The following examples show why the jurisdiction step matters.

The Ministry’s 2025 roadmap recommendations also proposed a 30-day cap for disposing of applications. That is a proposal, not a universal current deadline. Do not infer that an application is approved merely because a host says the authority has not replied within 30 days.
Questions to send the host
A short, written request helps you compare answers and creates a record:
- What is the legal name of the operator and the complete property address?
- Which state or local homestay registration or classification applies, and what is the certificate number and expiry date?
- Can you send the complete current certificate and identify the issuing department?
- Who will be present at check-in, and what emergency number should guests use?
- Can we do a live video view of the entrance, bedroom and bathroom?
- What are the check-in, check-out, visitor, quiet-hour and cancellation rules?
- Who will appear as the payee, and will you issue an invoice showing taxes and fees?
Compare the reply with the NIDHI+ entry, state confirmation and map location. Evasive answers, changing names or a refusal to put basic terms in writing are more informative than a decorative certificate image.

Once both properties have credible evidence, compare the factors that affect your actual risk and comfort rather than choosing solely by review count or nightly price.

Do not label a stay “official” simply because it appears on an OTA. Rank it higher only when its official status, identity, location, operating details and payment protection are all clearer.
A compact pre-payment checklist
- State or Union Territory and complete address recorded.
- NIDHI+ search saved, with name and address compared.
- State tourism lookup or department confirmation completed.
- Current certificate, category, validity and room details matched.
- Host legal name and payee identity matched.
- Live walkthrough or credible recent property evidence reviewed.
- Recent reviews checked across more than one source.
- Check-in, emergency, sanitation, accessibility and house rules written down.
- Cancellation terms, invoice and refund route understood.
- No unresolved conflict or pressure to pay outside protections.

These statements explain the practical rule for travelers: use NIDHI+ and state systems to check records, use the host and property checks to test whether the listing is genuine, and use a protected payment path to limit the damage if something still goes wrong. Certificate fields, fees, inspection schedules, directory contents and OTA terms can change, so confirm the relevant authority’s current information immediately before payment.
