Use an AI alert as a lead, not as proof. Verify the spot from a safe, lawful position, take original GPS-enabled photographs that show both context and waste details, preserve the files and notes, then submit them to the council or environmental authority responsible for that land. A geotag can support where a phone recorded an image; it does not by itself prove that the material is illegally dumped, that the AI classification is correct, or who left it.
The workflow below is designed to make a report useful to an investigator without putting you in danger or compromising evidence.
What an AI garbage-location flag actually tells you
Computer-vision, remote-sensing, GIS and machine-learning systems can scan imagery and prioritize places that resemble waste accumulations. The OECD’s 2024 discussion of digital enforcement tools describes AI as a way to analyse data and predict, while the UN-Habitat 2025 GeoAI toolkit describes a project combining GIS, computer vision and machine learning to identify candidate illegal dumpsites.
Those systems are designed for triage. A candidate may be an old pile, construction material stored lawfully, agricultural debris, a shadow, or an image artifact. Conversely, a genuine dump may be missed because of vegetation, cloud, image angle or a change at the site. Neither cited source establishes a general accuracy percentage for AI garbage detection, so do not assign a confidence number that the system or its operator has not published.

| Signal | What it supports | What it does not establish |
|---|---|---|
| AI or remote-sensing alert | A place deserves human checking or prioritization. | That waste is present now, unlawful, hazardous or attributable to a person. |
| Phone GPS/EXIF location | The device recorded coordinates associated with the image at capture time. | That the coordinates are survey-grade, that the image was not later moved, or that the dump is illegal. |
| Wide and close photographs | Visual context, material characteristics and nearby landmarks for an investigator. | A complete legal finding without an authority’s site investigation. |
| Vehicle or witness information | Potential leads for an authority to investigate. | Identity or liability unless independently verified. |
Your objective is therefore to turn a machine-generated candidate into a safe, location-linked, human-observable report.
Decide whether a visit is safe and lawful
Do not treat verification as permission to trespass, confront anyone or handle the material. Check the land status and any access rules before leaving. A public roadside viewpoint, public footpath or other authorized location is preferable to entering a closed site.
- Never approach, follow or challenge a suspected dumper.
- Do not use a phone while driving. Park legally before taking a photograph or entering notes.
- Do not touch, open, move or sample waste. Unknown containers, sharps, asbestos, chemicals, biological material and unstable piles can injure you and can contaminate evidence.
- Leave if you see fire, smoke, leaking liquids, strong chemical odors, pressurized cylinders, exposed wiring, aggressive people or an unsafe road position. Use the emergency channel required in your jurisdiction when there is an immediate threat.
- Keep children, pets and bystanders away from the pile.
Queensland Government guidance, updated 26 June 2025, states: “For illegal dumping reports, please do not disturb the site where the incident occurred as the site may contain hazardous materials and disturbance of the site can hinder evidence collection.”

A GPS-enabled smartphone is usually the simplest option because the Queensland and New South Wales reporting workflows explicitly support photo upload together with device GPS or a map-selected location. Use a separate camera or logger only when it solves a real problem, such as difficult weather or a need to keep your phone available for safety.
| Method | Location and metadata | Image and upload considerations | Best fit |
|---|---|---|---|
| GPS-enabled smartphone | Can embed location in photo metadata when Location Services and camera permissions are enabled; the portal can also accept a map pin. | Captures wide and close views and normally uploads directly. Battery, signal and weather protection vary by device. | Most people verifying one or several candidate sites. |
| Action camera with GPS support | Some models record coordinates only when GPS is enabled or through a companion device; verify how metadata is stored before relying on it. | Useful for hands-free or wet conditions, but a separate phone may still be needed for the authority’s form. | Repeated field work where ruggedness matters more than immediate upload. |
| Dedicated GPS logger plus camera | Creates a track or waypoint that must be correlated with image time; the camera may not contain its own coordinates. | Requires disciplined clock synchronization and file management. It does not replace the portal’s address or map-pin field. | Teams already using documented survey procedures. |
There is no universal accuracy figure for phone geotags in the available official material. Treat coordinates as corroboration and provide the street address, map pin, intersection or landmark as a second location reference.

Prepare the phone before going out
- Enable location. Turn on the phone’s Location Services and grant the camera permission to use location. On many phones this is under Settings → Privacy or Location → Camera; labels differ by operating system.
- Set the clock automatically. Enable network-provided date and time so the image timestamp and your notes use a consistent time base.
- Charge and protect the device. Carry enough battery for navigation, several images and the report form. Use a weather-resistant case when conditions require it.
- Check storage and file behavior. Confirm that the camera saves original files and that automatic cloud backup, if used, does not delete local originals.
- Plan the reporting route. Identify the council, environmental regulator or official portal for the land before you arrive. Save the portal address in a bookmark rather than relying on a third-party form.
- Prepare a note format. A simple timestamped note with location, observations and safety conditions is easier to preserve than relying on memory.
Verify the site in the field: an exact procedure
- Navigate without interacting with the suspect. Stop at an authorized public vantage point. If the AI pin appears to be on private land, behind a barrier or in a dangerous area, record that access limitation instead of entering.
- Confirm the place. Let the map settle, then record the address or coordinates shown by the device. Add the nearest intersection, road, landmark or business name. If the portal later asks for a map pin, select the visible pile’s location rather than the point where you parked.
- Make a wide establishing photograph. Include the access road, boundary, distinctive structures or natural features and the whole area around the suspected waste. This lets an investigator match the image to the map.
- Take close views from a safe distance. Photograph separate portions of the pile and any visible labels, containers, tires, appliances, building material or other identifying features. Do not move an item to make it more visible.
- Record time and conditions. Note the observation date and time, weather or lighting that affects visibility, and whether the scene appears active, recently disturbed or old. The camera timestamp is useful, but a contemporaneous note adds context.
- Describe the waste without guessing its composition. Record observable categories such as household bags, furniture, rubble, tires, vegetation or drums. Estimate the amount using a plainly described scale, such as “one pickup-truck load” or “a pile about two metres wide,” and mark hazardous-looking items as apparent hazards rather than confirmed substances.
- Record people or vehicles only when safely visible. If you happen to observe a vehicle from a lawful distance, note its registration, make, model, colour and direction of travel. Do not follow it, block it or provoke the occupants. A person description is a lead, not proof of responsibility.
- Stop when the record is sufficient. More photographs are not automatically better. Leave before conditions become unsafe, and do not return to obtain a closer angle if doing so requires trespass or contact.
Preserve the originals and your notes
Keep the untouched image files exactly as captured. Do not crop, filter, annotate, rename in a way that removes the original identifier, or strip EXIF metadata before submission. If an authority portal resizes or recompresses an upload, retain the full-resolution originals separately and note which files were uploaded.
Make a second copy in a secure location and preserve the associated notes. A practical record contains the original filename, capture time, displayed coordinates, address or map pin, what you observed, and the portal or authority to which you submitted it. Avoid opening and resaving files in an editor merely to inspect them.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsMetadata can be missing or altered by messaging apps, screenshots, social networks and some cloud workflows. A missing geotag does not make a report unusable: provide the map pin, address, time and wide context image. Conversely, a present geotag does not prove the photo was taken at the dump, that the waste is unlawful or that a named person deposited it. An authority may still request a witness statement, additional images, CCTV or an in-person clarification.
Submit the report to the authority responsible for the land
Use the official channel for the jurisdiction where the waste is located, not necessarily the jurisdiction where you live. Local councils commonly handle roadside and municipal dumping; an environmental regulator may handle pollution, hazardous material or incidents on certain public land. The responsible route changes with land ownership and the type of environmental risk.
| Example authority or service | What the published workflow asks for | Practical implication |
|---|---|---|
| Queensland Government illegal-dumping reporting | Place and address or GPS coordinates, photographs and incident details; officials may contact the reporter for clarification or a witness statement. | Keep your originals and contact details available after submission. |
| NSW EPA RIDonline | A picture upload and an address supplied through device GPS or a map. | Check the pin before sending, especially when the pile is away from the road where you stopped. |
| Bristol reporting service | Exact location, date and time, waste details, vehicle information and available photos or CCTV. | Include the structured observations and any safely obtained vehicle information in the relevant fields. |
| Alberta reporting guidance | Different channels according to the environmental concern and land ownership. | Determine who controls the site before choosing a form or phone line. |
Forms change, so read the current instructions on the authority’s own website immediately before submission. If no dedicated dumping portal exists, start with the local council or environmental regulator and explain that an AI system identified the location but that you personally inspected it.

Protect privacy while documenting the scene
Photograph only what is needed to establish the dump and its location. Avoid publishing faces, licence plates, house numbers, children or unrelated private-property details. If a plate or face is essential to an official investigation, submit it privately through the authority’s secure channel rather than posting it publicly.

The AI pin is empty or the waste is gone
Photograph the location as it appears, including the wide context, and state that the suspected waste was not observed. Do not infer that the AI was wrong; the image and the ground scene may have been captured at different times. Submit the date and time of your check so the authority can compare imagery.
The phone has no location metadata
Do not fabricate coordinates. Record the displayed map position, address, nearest landmark and capture time, then explain that the file lacks embedded GPS data. If safe, take a second image after enabling camera location, but do not revisit a hazardous or restricted site solely to repair metadata.

The portal rejects large files or removes metadata
Follow the portal’s permitted format and size, upload a copy, and retain the originals unchanged. In the description, state that the submitted files are compressed copies of original photographs and provide the original filenames if the form allows it.
There is no signal at the site
Complete the field notes offline and preserve the images. Submit when connected from a safe location. Do not stand in a road or return to the pile merely to obtain cellular service.
The site is on private or restricted land
Do not enter without authorization. Report the location using the public viewpoint, map pin and visible evidence, and tell the authority that access was restricted. The authority can arrange lawful inspection.
You see an active dumper
Move away and call the appropriate non-emergency or emergency service from a safe place, according to the immediate danger. Do not film from a position that exposes you, follow the vehicle or attempt a citizen’s arrest. If you already captured an image lawfully, preserve it and provide it privately.

What makes a report actionable
An investigator should be able to answer four questions without guessing: where is the site, when was it observed, what is visible, and how can the authority contact the reporter if clarification is needed. A report is stronger when its wide image, close images, map pin and written description all point to the same place and time.
- Use neutral wording such as “appears to be household waste” or “container with an unknown liquid,” not an unsupported claim about chemical identity.
- Separate what you saw from what the AI system predicted.
- State uncertainty plainly, including poor visibility, blocked access or an estimate based on limited viewing.
- Save the confirmation number, submission time and any follow-up correspondence.
A reusable report structure
You can adapt the following text to the fields of an official form. Keep variable text inside the form itself rather than publishing personal information:
Observed: suspected dumped waste at <address or map pin>.
Date/time observed: <local date and time, including time zone if known>.
Images: <number> original photographs; wide context and close views attached.
Location evidence: device GPS recorded <coordinates or “not available”>; nearest landmark <landmark>.
Waste description: <visible categories and approximate extent>.
Apparent hazards: <visible warning signs, or “none observed”>.
People/vehicles: <only information safely observed from a lawful position>.
Access and safety: <public viewpoint, restricted access, or other limitation>.
AI context: location was flagged for human verification; the statement above records my own observation.
Contact: <preferred contact method>.
Replace every field with your own observation or state that it was unavailable. Do not copy an AI-generated description into the factual observation section without checking it on site.
How to decide whether to report after checking
Report when you can identify a specific location and have a reasonable, first-hand description of visible material, even if the AI alert turns out to be stale. Report a false or empty result as well when the authority’s workflow accepts it, because that helps distinguish changed conditions from an unverified model alert. The authority, not the AI system or the photographer, decides whether the material violates local law and what investigation or cleanup follows.
