The most reliable way to value a cement stock is to triangulate three views rather than rely on one multiple: EV/EBITDA for operating earnings, price-to-book (P/B) for the value and returns of the asset base, and replacement cost per tonne for what comparable capacity would cost to build today. Normalize the company’s debt, cash, leases, minority interests, EBITDA period, equity and installed capacity first. Then compare the resulting figures with peers at a similar point in the cement cycle, utilization level and geographic market.

A low multiple is not automatically cheap. An old, inefficient kiln can trade below replacement cost and book value because its future cash generation is poor; a modern plant with strong pricing power can deserve a premium. The objective is a range of values supported by operating earnings, balance-sheet risk and the economic usefulness of the capacity.

What each valuation method tells you

Method Core calculation Question it answers Main limitation
EV/EBITDA Enterprise value ÷ trailing or forward EBITDA How much investors pay for operating cash earnings before financing, tax and non-cash charges EBITDA can be distorted by the cycle, one-off items, fuel costs and differing issuer definitions
Price-to-book Share price ÷ book value per share How much the market pays for each unit of accounting equity Book assets may be old, impaired, revalued or unable to earn an adequate return
Replacement cost Enterprise value ÷ installed tonnes of annual capacity, compared with the cost to build equivalent capacity Whether the market value of the installed network is below or above the cost of recreating it It does not by itself measure utilization, margins, location, permitting risk or earnings potential

Use all three because they measure different economic objects. EV/EBITDA is an earnings and expectations test; P/B is an asset-and-return test; replacement cost is a capacity anchor. A conclusion is stronger when the methods point in the same direction and the differences can be explained.

  • Market capitalization, preferably based on the same share count and date as the financial statements.
  • Interest-bearing borrowings, split between current and non-current debt where possible.
  • Cash and cash equivalents, with restricted cash identified separately.
  • Lease liabilities, if you include them in enterprise value and in peer comparisons.
  • Non-controlling (minority) interests.
  • Trailing twelve-month EBITDA or a clearly identified forward EBITDA estimate.
  • Total shareholders’ equity and issued shares.
  • Installed cement capacity in tonnes per year, distinguishing clinker capacity, grinding capacity and the company’s stated cement capacity.

Build the enterprise-value bridge

A practical bridge is:

Enterprise value = market capitalization + interest-bearing debt + lease liabilities + minority interests − cash

Holcim Philippines’ tender-offer report defines enterprise value as the market value of common shares plus interest-bearing debt, cash and minority interests; in a conventional bridge, cash is deducted. The important point is not a particular notation but consistency: use the same treatment for every company and disclose whether leases are included. If a source definition differs, reconcile it before calculating a multiple.

Match dates and currencies

Use a single valuation date for the share price, market capitalization and balance-sheet items. Convert currencies at a stated spot or reporting-date rate, and do not mix a quarter-end balance sheet with a share price from a materially different date without explaining the mismatch. Capacity should be the operational annual capacity applicable to the valuation date, not a project announcement that has not been commissioned.

Calculate EV/EBITDA correctly

  1. Choose the earnings period. Label the result explicitly as trailing twelve months (TTM), last fiscal year or forward year. A trailing multiple and a forward multiple are not interchangeable.
  2. Reconcile EBITDA. Start with the company’s reported EBITDA, then identify exceptional gains, shutdown costs, impairments, acquisition effects and unusually high or low fuel expenses. State every adjustment and show reported and adjusted figures separately.
  3. Divide enterprise value by the selected EBITDA. EV/EBITDA = enterprise value ÷ EBITDA.
  4. Check peer definitions. Some issuers exclude different costs or use adjusted measures. Cementos Pacasmayo warns in its Form 20-F that “EBITDA and Adjusted EBITDA, as calculated by us, may not be comparable to similarly titled measures reported by other companies, including those in the cement industry.” Do not rank companies on headline multiples until the definitions are reconciled.

How to read the result through the cement cycle

Cement demand, realizations and fuel costs can move EBITDA sharply. A low TTM multiple after an unusually strong pricing period may be a cyclical peak, while a high multiple during a temporary downturn may understate normalized earnings. Compare the current multiple with the company’s own historical highs, lows and average at similar cycle stages, not only with today’s peer median.

Utilization matters because fixed kiln and quarry costs are spread over fewer tonnes when plants run below potential. A company with high utilization, reliable fuel supply and local pricing power can justify a higher multiple than a nominally similar producer operating at low utilization.

Calculate price-to-book and test whether the assets earn their value

  1. Calculate book value per share: book value per share = total equity ÷ issued shares.
  2. Divide the current share price by book value per share: P/B = share price ÷ book value per share.
  3. Compare the result with return on equity (ROE), asset age, impairment history and the company’s accounting revaluation policy.

A P/B below 1.0 means the market price is below the reported accounting equity per share; it does not prove that the shares are undervalued. Investors may be discounting weak ROE, obsolete equipment, environmental retrofit requirements, excess capacity, poor logistics or debt that leaves little value for common shareholders. Conversely, a premium P/B can be rational when a modern asset base consistently earns returns above its cost of equity.

Book value traps specific to cement

  • Old historical cost: Land, quarries and plants recorded years ago may not reflect either current replacement cost or their present earning power.
  • Impairment risk: A write-down can reduce equity after the market has already anticipated weak operations.
  • Revaluation differences: Companies that revalue property or use different depreciation assumptions may show different book values for economically similar plants.
  • Minority interests: If consolidated equity includes non-controlling shareholders, make sure the numerator and share count in your P/B calculation refer to the same ownership base.

Estimate replacement cost per tonne

Replacement cost asks what it would cost to build equivalent modern capacity, not what the company originally paid. A complete estimate includes:

  • land, quarry development and plant construction;
  • kilns, mills, power systems and material-handling equipment;
  • roads, rail, ports, terminals and other logistics infrastructure;
  • permits, environmental controls and compliance equipment;
  • engineering, owner’s costs, financing during construction and commissioning;
  • working-capital and start-up requirements where they are material.

Separate greenfield and brownfield assumptions

Prepare at least two cases. A greenfield project normally requires a new site, quarry, utilities, transport links, permits and a full commissioning program. A brownfield expansion may reuse land, utilities, logistics and some infrastructure, producing a different cost per tonne and a different execution risk. Do not apply one blended cost to every tonne if the company owns a mixture of modern, recently expanded and very old lines.

Compute the implied value per tonne

Use:

Implied EV per tonne = enterprise value ÷ installed annual cement capacity

Compare that figure with your replacement-cost estimate per tonne. Keep the capacity denominator consistent: if the replacement estimate is for cement capacity, do not divide by clinker capacity; if a plant’s grinding capacity depends on purchased clinker, explain the distinction.

Replacement cost is a range, not a precise target. Show the assumptions that drive the range: greenfield versus brownfield, inflation and currency, environmental standards, local infrastructure and the percentage of capacity that is actually usable. A plant with nominal capacity but poor quarry access, high heat consumption or weak distribution can be worth less than its engineering cost.

Use dated regional references carefully

Baroda E-Trade’s 2023 discussion of ACC cited a replacement-cost target of Rs 7.8bn/mt versus an industry average of Rs 7bn/mt. Those figures are India-specific, dated and dependent on the report’s unit convention and assumptions. Treat them as a historical reference point, verify the units and refresh construction costs before applying them to another company or country.

Choose peer benchmarks without treating them as universal fair value

A cement-industry valuation presentation gave illustrative trailing EV/EBITDA bands by scale:

Illustrative company group Capacity description Trailing EV/EBITDA band How to use it
Large companies Above 20 MTPA 10–15x Starting reference only; test whether scale produces superior utilization, pricing and logistics
Medium regional players Above 10 MT 7–10x Adjust for regional concentration, balance-sheet risk and asset age
Small regional players Below 10 MT 4–6x Check liquidity, customer concentration and whether low scale is permanent

These are presentation-era examples, not a current universal benchmark. MTPA means million tonnes per annum; confirm whether a source is discussing cement, clinker or combined capacity.

Adjust the peer multiple for operating differences

  • Scale and footprint: A broad regional network can lower freight exposure and diversify demand, but a large footprint does not guarantee high returns.
  • Utilization and pricing power: High utilization and durable local price premiums support a higher multiple; chronic under-utilization supports a discount.
  • Asset age and efficiency: Older kilns, high fuel consumption and required environmental retrofits reduce the economic value of nominal tonnes. The ACC discussion by Baroda linked operating efficiency and regional footprint to valuation.
  • Balance sheet: Compare net debt/EBITDA, interest coverage and refinancing needs before applying a peer multiple. Two companies with identical EV/EBITDA can leave very different values for equity holders.
  • Geography and logistics: Quarry quality, fuel availability, transport distance, import exposure and local permitting affect margins and replacement economics.
  • Cycle position: Compare multiples with historical levels at a similar point in demand, pricing and fuel-cost conditions.

Run sensitivity tables instead of relying on one point estimate

Reconcile the three methods into a valuation range

  1. Set an earnings range. Use normalized EBITDA rather than the single strongest or weakest quarter, and show a bear, base and bull case tied to utilization, price, volume and fuel assumptions.
  2. Select a peer-multiple range. Start with companies of comparable scale and geography, then adjust for asset efficiency, pricing power, leverage and cycle position. Explain why the subject company belongs near the high or low end.
  3. Calculate an EV range and bridge to equity. Apply each selected EV/EBITDA case, subtract debt, leases and minority interests, and add cash.
  4. Calculate P/B and ROE implications. Ask what return on equity is required to justify a discount or premium to book, and whether that return is sustainable.
  5. Calculate replacement-cost value. Apply greenfield and brownfield cost cases to usable capacity, then compare EV per tonne with the resulting range.
  6. Weight only after diagnosing differences. A business with young, efficient assets but temporarily depressed EBITDA may merit more weight on replacement cost and normalized earnings. A mature, low-return operator with obsolete assets should receive less weight on nominal replacement value and more scrutiny of P/B and cash generation.
  7. Compare with historical cycle levels. The final range should make sense against the company’s own past multiples at similar demand, pricing and fuel conditions.

Do not average the three outputs mechanically. Replacement cost can indicate that capacity is scarce while EV/EBITDA reveals that the specific company cannot earn an adequate return on it. P/B can show that accounting equity is large but economically impaired. The reconciliation should explain those conflicts rather than conceal them.

A repeatable spreadsheet workflow

  1. Create an input sheet with valuation date, share price, issued shares, debt, lease liabilities, cash, minority interests, EBITDA, equity and capacity.
  2. Add a definition column for every input: reported or adjusted, trailing or forward, consolidated or attributable, and the source period.
  3. Calculate market capitalization, EV, EV/EBITDA, book value per share, P/B and EV per installed tonne.
  4. Create bear, base and bull columns for EBITDA, selected multiple, net debt and replacement cost per tonne.
  5. Reconcile reported and adjusted EBITDA line by line so a one-off item cannot be counted twice.
  6. Document whether capacity is clinker, grinding or cement capacity and whether new projects are commissioned.
  7. Record the date and geography of every peer multiple and construction-cost reference; refresh market prices, peer multiples and replacement-cost estimates before publication or an investment decision.

Common errors and how to fix them

Mixing trailing and forward figures

Label every multiple with its fiscal period. If the numerator uses today’s EV and the denominator uses a forecast, state the forecast year and assumptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring leases or minority interests

Either include these items consistently in EV and the peer set or explain why they are immaterial. Omitting them from one company can create a false discount or premium.

Using management-adjusted EBITDA without reconciliation

Show reported EBITDA, each adjustment and the resulting normalized figure. Remove shutdowns and impairments only when they are genuinely non-recurring; recurring maintenance or fuel costs belong in normalized earnings.

Treating nameplate capacity as economic capacity

Adjust for utilization, quarry constraints, kiln outages, environmental limits and logistics. Replacement cost for unusable tonnes overstates value.

Calling a low P/B a bargain

Test ROE, asset age, impairment risk and revaluation policy first. A discount to book can be the market’s estimate of permanently low returns.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Applying an old construction-cost benchmark

Replacement costs change with energy, steel, labor, currency, permitting and environmental requirements. Date the estimate, state its region and refresh it before relying on the comparison.

What a defensible conclusion looks like

A defensible cement-stock valuation states the EV bridge, EBITDA period and adjustments, P/B denominator, capacity definition and replacement-cost assumptions. It then explains why the company deserves a premium or discount based on utilization, pricing power, asset efficiency, location, leverage and cycle position. Presenting a range with explicit sensitivities is more informative than claiming that one EV/EBITDA or P/B figure is “fair.”
