A cloud security finding is exploitable only when three conditions line up: the named asset, software, identity, or configuration actually exists; an attacker can reach and exercise the required path; and exploitation would produce a meaningful effect. Validate those conditions separately, using current inventory and configuration evidence before any active test. A severity score, a CVE’s reputation, or a provider alert can prioritize investigation, but none proves that a particular resource is exploitable.
Use a three-gate exploitability test
Every investigation should answer three different questions. Keeping them separate prevents a high-severity alert from being treated as a confirmed breach path, and prevents a low-context scanner result from being dismissed without checking.
| Gate | Question | Evidence to collect | Possible result |
|---|---|---|---|
| Existence | Does the affected resource, component, version, identity, or configuration exist now? | Current cloud inventory, workload inventory, package or image manifest, policy and trust configuration, deployment state | Present, absent, stale observation, or unknown |
| Reachability | Can the relevant attacker reach the service or exercise the permission through an actual network or identity path? | Routes, listeners, gateways, firewall and security-group rules, access controls, trust policies, role-assumption conditions | Reachable, blocked, conditionally reachable, or unknown |
| Impact | If the path were used, what could the attacker read, change, escalate, or disrupt? | Effective permissions, reachable data stores, workload criticality, secrets, destructive actions, segmentation | Material impact, limited impact, no material impact, or unknown |
Only after all three gates are supported by evidence should you label a finding confirmed exploitable. Use condition absent or not applicable when the material prerequisite was checked and does not hold. Use unresolved when evidence is incomplete, contradictory, or too old to support either conclusion. These dispositions are an operational decision framework, not a universal provider taxonomy.

- Finding identifier and source: include the provider service, scanner, rule, or detection that produced it.
- Account or subscription: note the owning tenant and any organization or project boundary.
- Region and availability zone, where applicable: a resource in one region may have different routes, policies, or versions from a similarly named resource elsewhere.
- Resource identifier and type: record the full instance, container image, function, storage resource, load balancer, role, user, or other identifier.
- Observation time and status: preserve when the finding was generated, when it was last updated, and whether it is open, suppressed, resolved, or stale.
- Traits and remediation context: retain the evidence fields and remediation link supplied by the finding service.
- Named condition: rewrite the alert as a testable statement, such as “package X version Y is installed,” “this storage policy grants external read access,” or “principal A can assume role B.”
AWS exposure review documentation describes region, status, traits, resource details, and remediation information as investigation context. Findings can be reviewed in the console and through the documented API. Treat that record as a snapshot: reconcile it with current inventory before deciding that a condition is live.
Separate stale observations from current state
Compare the finding timestamp with deployment, patching, scaling, and decommission events. A resource may have been replaced while retaining a similar name, or a scanner may have observed a temporary policy. Keep the original finding for auditability, but create a new evidence timestamp for every current-state check. If the resource no longer exists, document the deletion or replacement identity rather than simply closing the alert as a false positive.
2. Verify the underlying condition
Translate the finding into one or more observable facts and verify each against the control plane and the workload. Cloud metadata, scanner output, and in-guest state can disagree; record which source supports each conclusion.
For vulnerable software or images
- Confirm the product and component name, not just an operating-system family.
- Verify the exact installed or packaged version on the deployed instance, image digest, function artifact, or other affected asset.
- Check whether the vulnerable component is loaded or reachable by the service, rather than merely present as an unused file.
- Confirm the deployment location and current running revision; an image registry copy is not proof that the same image is running in production.
- Review vendor affected-version and remediation guidance, including fixed versions and any configuration-based mitigation.
For configuration findings
Obtain the current policy or setting in the service that enforces it. For example, an object-storage policy, database listener, secret policy, public endpoint, or encryption setting must be checked on the live resource, not only in infrastructure-as-code. Compare inherited organization controls and explicit deny rules with the permissive statement that triggered the finding.
For identity findings
Identify the exact principal, its attached and inherited policies, group membership, permission boundaries, session policies, resource policies, and trust relationships. A policy statement that looks permissive may be unusable because a trust condition, explicit deny, network restriction, or required external identifier is missing. Conversely, a narrowly scoped permission can still be consequential when it reaches a sensitive resource.
AWS Inspector continually scans supported EC2 instances, ECR container images, and Lambda functions for software vulnerabilities and unintended network exposure. Its findings are useful scanner context, but scan coverage and asset state must be verified for the specific account; no scanner inventory guarantees that every deployment path or runtime condition was tested.
3. Reconstruct the network reachability path
Reachability is a concrete path, not a label such as “public” or “private.” Define the possible source, destination, protocol, port, route, and controls at every hop.

- Define the source: consider an unauthenticated internet client, an authenticated user, a compromised workload, a partner network, or another cloud account. Test each source that matches the finding’s threat model.
- Identify the entry point: record public addresses, DNS names, load-balancer listeners, API gateways, service endpoints, private links, and administrative interfaces.
- Trace routing: follow virtual-network routes, peering or transit connections, gateways, proxies, and segmentation boundaries to the target.
- Evaluate controls in order: include security groups, network ACLs, firewalls, web application controls, gateway policies, service policies, and host-level controls.
- Check protocol and port: a route that permits TCP does not establish that the vulnerable protocol, listener, or application endpoint is available.
- Consider authentication and application gates: determine whether a reachable endpoint still requires credentials, a signed request, a tenant identifier, or a specific request sequence.
- Record alternate paths: internal routes, management networks, backup interfaces, and lateral movement from another workload may matter even when the public path is blocked.
AWS exposure findings correlate network reachability with other signals and can present a potential attack path. Microsoft Defender for Cloud recommendations likewise include risk factors such as internet exposure and lateral movement. These views are starting points: verify every hop against current routing and policy state.
Public and internal exposure are different tests
“Not internet-facing” does not mean unreachable. An attacker who first compromises a workload, obtains a VPN session, or gains access through a partner connection may still reach an internal service. Conversely, an internet-facing listener may be protected by authentication or a gateway policy that blocks the exploit condition. Document the source assumptions explicitly so a blocked public path is not mistaken for universal inaccessibility.
4. Trace identity, trust, and effective permissions
Identity findings require a permission chain from the starting principal to the target resource. Examine what the principal can do after all policy layers are evaluated, not merely the broadest statement in one attached policy.
Build the chain
- Start with the principal an attacker would control: user, service account, instance role, function identity, federated session, or compromised workload.
- List direct permissions and inherited permissions, including group, organization, permission-set, and boundary effects.
- Evaluate resource policies and cross-account grants on the target.
- Check trust policies and role-assumption conditions, including source identity, external identifiers, session tags, network conditions, and required authentication context.
- Follow any intermediate role or service that could create a new session or obtain credentials.
- Map the final actions to concrete resources and data, including read, write, delete, policy-change, key-management, and credential-creation actions.
AWS attack-path graphs depict resources and the permissions connecting them. Its impact assessment considers effective permissions and resources an attacker could reach through privilege escalation. Treat a graph edge as a hypothesis to verify against current policies and session conditions, especially when the graph is generated from periodic data.

Distinguish permission from usable privilege
An action may be listed as allowed but still fail because the resource ARN, condition key, region, or request context does not match. The opposite problem also occurs: a seemingly harmless permission can create escalation when combined with a role-passing action, a function update, a secret read, or a policy-edit capability. Capture the exact resource scope and conditions for every step in the proposed chain.
5. Validate CVE conditions and exploitation intelligence
A CVE match answers neither “is the component deployed?” nor “can an attacker reach it?” Validate the local condition first, then use external exploitation intelligence to set urgency.
Confirm the local component
- Match the product, component, package name, and exact version to the vendor’s affected-version statement.
- Check the running asset, not only a build artifact or registry image.
- Determine whether a backport or vendor patch changes the effective vulnerability status while retaining an older version string.
- Identify mitigations, disabled modules, and configuration requirements described by the vendor.
- Record whether the vulnerable code path is exposed through a reachable service or requires local access.
Use KEV as prioritization context
CISA’s Known Exploited Vulnerabilities Catalog identifies vulnerabilities known to have been exploited and is intended as an input to vulnerability-management prioritization. A catalog match raises urgency, but it does not prove that your specific component is present, reachable, or exploitable. Conversely, a CVE absent from the catalog is not proven safe; absence only means that this particular exploitation signal is not available.

AWS Prescriptive Guidance explains that an Amazon Inspector finding score correlates CVSS base information with network reachability and exploitability data. Treat that composite score as a prioritization input. Review the underlying version, route, and access conditions before assigning an environment-specific disposition.
6. Estimate impact from the reachable path
Impact is the consequence of the path you have confirmed, not the maximum consequence described in a generic CVE or rule. Map the attacker’s effective actions to business assets.
- Data: identify sensitive records, credentials, encryption keys, regulated information, and the volume or scope reachable.
- Control: determine whether the attacker can alter policies, create credentials, deploy code, modify networking, or disable monitoring.
- Availability: assess deletion, shutdown, resource exhaustion, ransomware-enabling actions, and disruption of critical workloads.
- Propagation: check whether the path crosses accounts, subscriptions, regions, clusters, or shared services.
- Business context: note workload criticality, recovery objectives, regulatory exposure, and dependency on the affected resource.
AWS describes exposure severity as combining likelihood and impact. Likelihood factors include awareness, ease of discovery, ease of exploit, and likelihood of exploitation; impact includes potential loss and effective permissions. Microsoft similarly describes recommendation risk in terms of exploitability and business impact with environmental context. Use those dimensions to explain your decision, but do not convert them into an invented universal numeric threshold.
7. Record a defensible disposition
Write the conclusion so a reviewer can see exactly what was proven, what was checked, and what remains uncertain.
| Disposition | When to use it | Required record |
|---|---|---|
| Confirmed exploitable | The affected condition exists, an attacker path is demonstrated or strongly evidenced, and the resulting impact is material. | Resource and timestamp, condition evidence, path and controls, effective permissions, impact, authorization and test limits |
| Condition absent or not applicable | A material prerequisite was checked and does not hold, such as a fixed version, deleted asset, denied route, or unusable trust condition. | Evidence showing the absent prerequisite and the date it was verified |
| Unresolved | Inventory, route, policy, runtime, or impact evidence is missing, stale, contradictory, or outside the analyst’s access. | Specific unknowns, owner, next evidence request, and reassessment trigger |
Reserve “not exploitable” for cases where the relevant preconditions were actually checked. “No evidence of exploitability” is more accurate when a necessary data source was unavailable.

Safe validation: passive first, active only with authorization
Begin with low-risk evidence: cloud inventory, configuration history, access policies, vulnerability inventory, deployment manifests, provider risk graphs, and logs. These sources often answer the existence, route, and permission questions without touching a production service.
If passive evidence cannot resolve the question, obtain explicit authorization from the service owner and security authority. Define the accounts, resources, time window, source addresses, request limits, success criteria, rollback plan, monitoring, and stop conditions. Prefer a controlled test or staging environment that reproduces the relevant configuration.

- Do not run exploit code against a production workload merely to settle a scanner finding.
- Do not bypass authentication, rate limits, segmentation, or monitoring outside the approved test plan.
- Use non-destructive verification whenever possible, such as a harmless read of a designated test object or a permission simulation.
- Coordinate with owners of dependent services; an apparently isolated test can trigger autoscaling, incident response, or data-protection controls.
- Preserve test logs and clean up temporary identities, rules, objects, and credentials immediately afterward.
There is no single cross-cloud active-testing procedure that fits every finding. The safe method depends on the service, threat model, authorization, and reversibility of the test.

Tool names are less important than the evidence each tool can supply for your three gates. Compare capabilities for the specific plan, resource types, and integrations you operate.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors| Evidence area | Questions to ask | Why it matters |
|---|---|---|
| Resource coverage | Which instances, images, functions, identities, databases, and storage types are inventoried? | An uncovered asset cannot be confirmed or cleared by that tool. |
| Freshness and lifecycle | How often are resources scanned, and can findings be reopened, suppressed, or retrieved through an API? | Old evidence can misclassify a replaced or patched resource. |
| Network detail | Does the tool show listeners, routes, gateways, internal paths, and controlling policies? | “Public” labels rarely prove a complete attack path. |
| Identity analysis | Does it evaluate effective permissions, trust policies, and cross-account or cross-subscription chains? | Potential privilege escalation depends on the full chain. |
| Attack-path context | Can analysts inspect connected resources and downstream impact? | Path visualization helps prioritize verification of the most consequential links. |
| Remediation detail | Does the finding identify the exact resource, configuration change, owner, and rollback considerations? | A precise fix reduces the chance of closing the wrong condition. |
AWS Security Hub exposure findings correlate signals from Security Hub CSPM, Inspector, GuardDuty, Macie, and other services, while AWS documentation describes correlated traits, attack paths, and integrations. AWS notes that exposure-graph details are available in the console. Microsoft Defender for Cloud recommendations report affected resources and contextual factors such as internet exposure, sensitive data, lateral movement, and attack paths; Microsoft also notes that risk levels may be unevaluated when prerequisite coverage is absent. Verify these capabilities for your plan, enabled services, resource type, and account configuration rather than assuming every tenant has the same view.
Common validation failures and how to correct them
“The CVE is critical, so the resource is exploitable.”
Why it fails: severity describes a vulnerability or finding in general terms, not your deployed version and route.
Correction: prove the exact component and version, then reconstruct the attacker path and impact.
“The scanner says public, so exploitation is confirmed.”
Why it fails: a public address may terminate at a gateway, require authentication, expose a different listener, or be blocked by a policy condition.
Correction: trace protocol, port, route, gateway, firewall, service policy, and application-level requirements.

“The policy allows the action, so the privilege chain works.”
Why it fails: trust conditions, explicit denies, boundaries, resource scope, or session context may prevent use; alternatively, a combination of permissions may enable escalation that one policy review misses.
Correction: evaluate effective permissions and every assumption step from the starting principal to the target.
“The finding is old, so it is harmless.”
Why it fails: age makes evidence uncertain, not benign. A persistent misconfiguration may still be present.
Correction: compare the observation with current inventory, configuration, deployment, and route state; close it only with current evidence.
“No KEV entry means no urgent action.”
Why it fails: the catalog is an exploitation signal, not a complete safety list.
Correction: combine local reachability and impact with vendor guidance and available threat intelligence.
“Run the exploit to be sure.”
Why it fails: exploitation can alter data, trigger outages, create persistence, or violate authorization.
Correction: exhaust passive evidence, then use an approved, bounded, non-destructive test or controlled reproduction.
A reusable validation worksheet
Keep one record per finding and update it when any material condition changes.
- Identity: finding ID, provider, account or subscription, region, resource ID, source, status, and observation time.
- Condition: the precise statement being tested and the current evidence that supports or refutes it.
- Existence result: present, absent, stale, or unknown, with asset and version details.
- Reachability result: source, destination, protocol, port, route, controls, authentication gates, and alternate internal paths.
- Identity result: principal, trust relationships, effective permissions, resource scope, and escalation steps.
- Impact result: reachable data, actions, critical workloads, propagation boundaries, and business consequences.
- Safety record: passive evidence used, authorization for any active validation, scope, test limits, and cleanup.
- Disposition: confirmed exploitable, condition absent/not applicable, or unresolved; include owner and reassessment trigger.
Reassess after patching, image promotion, policy changes, route changes, identity changes, resource replacement, or new exploitation intelligence. A conclusion is defensible only for the state and time it describes.
