In a September 2026 blog post, the author reports that Windows 11 Notepad’s menu bar fails several familiar mouse and keyboard interactions: holding the mouse button while dragging to a command does not activate it, arrow-key navigation can get stuck around submenus, and F10 reportedly does not focus the bar. These are the author’s observations, not a measured account of how often Notepad users encounter the problems or an official explanation from Microsoft.
What makes Notepad’s menu bar frustrating?
The clearest complaint is about the difference between a continuous mouse gesture and a sequence of separate clicks. The author says a user cannot press and hold a top-level menu, drag to a command, and release to activate it. The same held-button gesture reportedly does not move between top-level menus. That makes a familiar menu interaction feel unresponsive: the user expects to keep the button down while moving, but the author says Notepad does not perform the useful action.
The author also reports several keyboard and pointer problems. These observations describe the author’s experience; the available material does not establish that every Notepad version or Windows 11 device behaves the same way.
- Arrow keys: Left and right arrow navigation reportedly gets stuck when moving into or out of submenu items.
- F10: The author says pressing F10 does not focus Notepad’s menu bar.
- Access-key cues: The author says Alt displays access-key hints, but those hints disappear after arrow-key navigation. They also criticize how the cues look.
- Right-click: The author reports odd pointer behavior and says disabled items can appear enabled after repeated right-clicks. The reviewed official sources do not independently verify this effect.
The author of Reupen’s blog post calls the behavior “basic stuff” and says of the disappearing access-key hints: “I struggle to see how that’s the expected behaviour, as you’re still using the keyboard to navigate.” The post’s criticism is an individual assessment, not a Microsoft statement.

What should F10 and access keys do?
Microsoft’s Windows keyboard-shortcut guidance lists F10 as “Activate the menu bar in the active window.” That is a useful general baseline, but Microsoft also cautions that shortcuts may vary among applications. It does not establish how every Notepad release should behave or confirm the author’s report for a particular build.
Microsoft’s general guidance also describes using Alt with an underlined letter when an app provides underlined access keys. That guidance does not document Notepad’s specific cue rendering or whether its hints should persist during arrow-key navigation.

Could this be related to WinUI menu controls?
The author says the WinUI 3 Gallery MenuBar shows many of the same problems. Microsoft-owned WinUI issue reports provide related context: one opened on 6 June 2019 describes being unable to click, hold, drag through a menu, and release to activate an item; another, opened on 7 October 2023, names both WinUI 2 Gallery and WinUI 3 Gallery and lists a similar press-hold-move-release reproduction attempt. A separate issue opened on 31 July 2021 proposes press-to-open and drag-release activation, contrasting it with a click to open followed by another click to select.
Together, these reports make a shared menu-control interaction gap plausible, but they do not prove that Notepad uses the same control version or that WinUI causes every reported behavior. They are issue reports, not an official confirmation that the current Notepad menu is defective or an explanation of Microsoft’s design choices. The author’s remark that “in 2026, that seems to be too difficult for Microsoft” is criticism, not a statement from Microsoft.

What older user reports do—and do not—show
In an April 2022 Microsoft Tech Community thread, one user described Windows 11 Pro build 22000.556 at 175% display scaling. They said the Edit menu sometimes opened upward beyond the visible screen and that German menu shortcut keys did not match those in prior versions. A later reply said the user had installed Notepad++ after submitting feedback.
That post is one person’s account from 2022, not a current or representative survey, and its menu-position and language complaints are not direct confirmation of the behaviors reported in September 2026. It cannot show how common any of these problems are.

Is there a confirmed fix?
The reviewed sources provide no verified workaround, affected-build list, fix timeline, or official Microsoft acknowledgment for the reported Notepad behavior. They also provide no named statistic, controlled usability study, or quantified productivity impact. Without stronger evidence, it would be misleading to promise that changing a setting or editing the registry will solve the problem; no such fix is established here.

That gives Microsoft actionable details without assuming a particular cause. The Tech Community user’s choice to install Notepad++ was personal, not evidence that it remedies these menu-bar issues.
