Weather forecasts become useful electricity-demand signals only when they are combined with historical load, interpreted for the correct country or bidding zone, and adjusted for the season and the technologies consuming electricity. Temperature can raise demand for heating or cooling, while the same weather system can alter wind generation, drought conditions, and the amount of supply available.
The practical method is therefore scenario-based: define the place and horizon, align hourly weather and load data, estimate the local temperature–load relationship, add changing technologies such as heat pumps and electric vehicles, and publish a range of plausible outcomes rather than one supposedly universal European temperature coefficient.
What weather forecasts can—and cannot—tell you
Weather is an important explanatory variable in electricity demand, but it is not a complete forecast. Temperature affects how much electricity households and businesses use for space heating, air conditioning, refrigeration, and some industrial processes. The direction and size of the response depend on the country, building stock, climate, season, time of day, and prevalence of electric heating or cooling.

Weather also affects the supply side. Wind, solar conditions, precipitation, drought, and temperature can change renewable output, river flows, thermal-plant efficiency, and transmission conditions. A demand estimate should keep those effects visible without confusing them with consumption itself.

Heating and cooling are different responses
In a predominantly heating-driven system, colder-than-normal weather tends to increase electricity use when homes and businesses rely on electric resistance heating or heat pumps. In a system where cooling is the dominant seasonal driver, hot weather can produce a sharp increase in air-conditioning demand. Many countries have both effects, producing a U-shaped relationship in which demand is lowest near a comfortable temperature and rises toward either cold or hot extremes.
That shape must be established locally. An average temperature for Europe cannot stand in for the weather experienced by every national system. A cool spell in one region may coincide with a heatwave elsewhere, and national load patterns can respond differently because of housing, industrial activity, fuel choices, and appliance ownership.
Weather is not a universal European coefficient
ENTSO-E’s Demand forecasting methodology describes creating hourly load profiles for European countries with temperature regression, load projection, and uncertainty analysis under different climate conditions. The methodology confirms the value of a weather relationship, but it does not publish one coefficient that can safely be applied to every country or zone. Country-level data or a specific study is needed to quantify sensitivity.
Start by defining the forecast
Before downloading a forecast, specify exactly what you are trying to anticipate. The same weather information can support a next-day operational estimate, a weekly planning range, or a seasonal adequacy assessment, but those products have different inputs and levels of uncertainty.
| Decision | What to specify | Why it changes the result |
|---|---|---|
| Geography | Country, bidding zone, control area, or another grid boundary | Load, climate, electrification, and reporting conventions differ between areas. |
| Time horizon | Intraday, day-ahead, several days, seasonal, or multi-year | Short horizons rely on a particular weather forecast; longer horizons require scenarios and climate-year sampling. |
| Time resolution | Hourly, half-hourly, daily, or another interval | Heating and cooling peaks, work schedules, and evening ramps can disappear in daily averages. |
| Purpose | Consumption planning, market analysis, or supply-demand adequacy | A demand forecast estimates use; adequacy analysis also models generation, imports, outages, and network conditions. |
Use the smallest geographic unit that matches the decision. A continental average may be useful for a high-level narrative, but it should not be presented as a forecast for every European system.
Assemble compatible historical data
The foundation is a time-aligned history of electricity load and weather. ENTSO-E’s methodology starts with historical electricity load, temperature, and other climate-variable time series. Its ERAA 2026 modelling-data inventory also identifies weather and demand data as assessment inputs.
Align the clocks
Put load and weather observations on the same time basis, including daylight-saving changes and the local time zone used by the grid operator. A one-hour shift can make a morning heating response look like an evening response. Record whether each series is measured in local time or coordinated universal time and preserve the original timestamps.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesMatch the spatial scale
Use weather observations or forecasts representative of the load area. A single coastal station may not describe an inland country, and a national-average temperature may hide conditions in the population centers that drive the peak. For a zone made up of several regions, use a documented aggregation rather than silently substituting a nearby country’s weather.

Keep recurring demand patterns
Historical load contains more than weather. Weekdays, weekends, public holidays, school breaks, daylight, industrial schedules, and major events can all change consumption. Preserve those patterns in the model or explicitly control for them. The official methodology establishes the use of historical load, but it does not prescribe one complete list of operational covariates; the analyst must document the choices.
Check data quality before fitting a relationship
- Identify missing or duplicated load intervals and weather records.
- Flag time periods affected by outages, curtailment, strikes, or abnormal reporting.
- Check whether the load series is gross demand, net demand, or another operator-defined measure.
- Record changes in market boundaries, metering, or daylight-saving treatment.
- Keep a versioned data dictionary so a later forecast can be reproduced.
Estimate the local temperature–load relationship
Use the historical record to estimate how demand changes as temperature changes, while controlling for calendar effects. A useful starting point is a regression or another supervised model with temperature terms, hour-of-day, day-of-week, holidays, and seasonal structure. The model should be able to represent different behavior in cold and hot conditions rather than forcing a straight line across the entire temperature range.
Test for heating and cooling thresholds
Plot load against temperature for each season and inspect whether demand rises below a cold threshold, above a warm threshold, or both. The threshold is a local empirical result, not a value to import from another country. Heat-pump adoption can also make cold-weather demand more responsive than it was in older data.
Validate by weather regime
Do not rely only on an overall average error. Test the model separately on cold spells, hot spells, mild days, weekends, holidays, and transition seasons. A model that performs well on ordinary days can still miss the peak that matters for system planning.
Separate explanation from causation
Temperature may coincide with other changes, such as school closures, tourism, industrial shutdowns, or a public request to reduce consumption. Treat the weather relationship as an estimate conditional on the observed data and assumptions, not proof that every future temperature event will produce the same response.
Account for technologies that are changing the load profile
Historical relationships can become stale as electricity replaces other fuels and as flexible devices respond to prices or control signals. ENTSO-E’s methodology explicitly places technology assumptions alongside historical load and weather variables when constructing future demand profiles.
Heat pumps
Heat pumps can increase electricity demand during cold conditions and may create sharper morning or evening ramps depending on building controls and thermal storage. Their efficiency also varies with outdoor temperature. A forecast should state whether heat-pump uptake is held at historical levels or represented through a future technology scenario.

Electric-vehicle charging can add demand after people return home, during workplace hours, or at managed charging times. Weather may influence travel and charging behavior, but the main forecasting issue is the charging schedule assumed for the zone. Unmanaged and managed charging produce different hourly peaks even when total daily energy is identical.

Batteries and other flexible loads
Batteries can move electricity consumption between hours rather than simply increasing it. Their behavior depends on market prices, reserve requirements, network constraints, and control policies. Represent whether the forecast is gross demand or demand after storage charging and discharging.
When technology data are uncertain, publish separate technology cases rather than blending incompatible assumptions into one unexplained number.
Build multiple weather scenarios
A single forecast path should not be treated as certainty. Weather forecasts become less precise with lead time, and unusual events may fall outside the conditions used to fit a historical model. ENTSO-E’s seasonal work uses multiple climate years and weather possibilities, while its adequacy methodology is probabilistic.

A practical workflow from forecast file to demand range
- Choose the place and horizon. Select the country, bidding zone, or grid area and state whether the output is hourly, daily, seasonal, or longer term.
- Collect historical load. Obtain an operator-defined load series at the resolution needed for the decision. Record the period, units, gross-versus-net definition, and any boundary changes.
- Collect weather variables. Gather temperature and relevant climate variables at matching timestamps and locations. For system adequacy work, retain weather variables that can also influence generation.
- Clean and align the series. Resolve missing values, duplicate intervals, time-zone differences, daylight-saving transitions, and known abnormal events. Keep an audit trail of every correction.
- Construct calendar features. Mark hour, weekday, holiday, school-break, and seasonal effects where they are relevant and supported by the available data.
- Fit a local relationship. Estimate temperature sensitivity with a model that can represent heating and cooling behavior. Use the historical observations for the selected zone rather than a Europe-wide rule.
- Back-test by regime. Evaluate ordinary, cold, hot, holiday, and peak periods separately. Examine bias as well as average error, because consistent underprediction during extremes is operationally important.
- Add technology assumptions. Adjust the future profile for heat pumps, electric vehicles, batteries, and other electrified demand. State which technologies are included and how their hourly behavior is represented.
- Run weather cases. Apply the central forecast and plausible alternative paths, including relevant hot, cold, dry, or otherwise extreme conditions.
- Produce the output. Show the hourly or daily demand path together with scenario labels, assumptions, and an uncertainty range. Preserve the input forecast version and model version.
- Review against system conditions. If the question concerns adequacy, combine demand results with generation, outages, imports, interconnection, and network constraints. Keep the consumption forecast distinguishable from the adequacy result.
How to compare two electricity-demand forecasts
Two forecasts can disagree without either being technically wrong if they answer different questions. Compare their construction before comparing their headline values.
| Comparison point | What to inspect | Warning sign |
|---|---|---|
| Geography | Country, bidding zone, control area, and whether a result is generalized beyond that area | A national result is described as a Europe-wide relationship. |
| Weather input | Forecast provider or dataset, temperature variables, update time, spatial aggregation, and extreme-event cases | Only one weather path is shown with no lead-time or scenario information. |
| Demand history | Historical period, time resolution, load definition, and treatment of holidays or abnormal days | The baseline period is unspecified or mixes incompatible load definitions. |
| Technology assumptions | Heat pumps, electric vehicles, batteries, and charging or dispatch behavior | Future electrification is mentioned without an hourly profile. |
| Uncertainty | Point estimate, confidence interval, percentile range, or explicit scenarios | Precision is implied without a quantified or described uncertainty method. |
| Purpose and horizon | Operational demand, seasonal adequacy, or multi-year resource assessment | An adequacy outlook is treated as a point forecast of consumption. |
Keep demand forecasting separate from adequacy analysis
Electricity demand is one side of the supply-demand balance. An adequacy assessment asks whether available generation, storage, imports, and network capability can meet demand under possible conditions. Weather can change both sides at once: a heatwave may increase cooling load while drought reduces hydropower or low wind reduces renewable output.
ENTSO-E’s Summer Outlook 2026 discusses weather and temperature effects on consumption and generation and uses multiple climate years. It presents possible adequacy vulnerabilities, not a precise prediction of future conditions. ENTSO-E’s European Resource Adequacy Assessment likewise uses a probabilistic framing across a longer assessment horizon. Label the output accordingly: “weather-driven demand scenario” is not interchangeable with “adequacy forecast.”
What the 2026 context illustrates
On 11 August 2026, the European Commission reported that electricity-system authorities had discussed heatwaves and drought affecting parts of Europe, along with voluntary demand-side measures in some countries during tight generation-demand conditions. That event demonstrates why weather must be considered on both consumption and supply sides. It does not establish that every heatwave produces the same demand increase or the same system outcome.

An illustrative decision example
Suppose an analyst must estimate next week’s demand for a bidding zone that has substantial electric heating and growing evening vehicle charging. The correct sequence is not to multiply a European temperature average by a generic coefficient.
- Select the zone and hourly horizon used by the operator.
- Merge the zone’s historical hourly load with representative temperature observations and calendar indicators.
- Estimate separate cold-weather and mild-weather behavior, then check the model on previous cold events.
- Apply the current week’s weather forecast and create at least one colder path.
- Overlay the assumed heat-pump and charging profiles, stating whether charging is managed.
- Return an hourly range and identify the hours in which the scenarios diverge most.
- If the result will support adequacy planning, add weather-sensitive generation and other system conditions in a separate analysis.
The example is deliberately expressed without a universal coefficient or invented demand figure: the official material does not provide comparable country sensitivities or forecast-accuracy statistics.

How to communicate results responsibly
- Name the geographic area, forecast issue time, horizon, and time zone.
- State whether the output represents gross demand, net demand, or demand after storage behavior.
- Describe the historical load period and weather variables used.
- Identify heating, cooling, holiday, and technology assumptions.
- Show the central case and the alternatives that matter for the decision.
- Explain which uncertainties arise from weather, model structure, technology uptake, and system conditions.
- Use “scenario,” “range,” or “assessment” when that is what the method produces; reserve “forecast” for a defined predictive product.
Bottom line for practitioners
Use weather forecasts as structured inputs to a local, historical, and scenario-based demand model. Temperature can increase electricity use through heating or cooling, but the response differs by country, season, and technology mix. Historical load supplies the behavioral baseline; heat pumps, electric vehicles, and batteries determine how that baseline evolves; and multiple weather paths expose uncertainty. When the question is whether the system can keep the lights on, add generation and network conditions in a separate probabilistic adequacy analysis rather than treating demand alone as the answer.
