AI data centers can absorb some surplus wind and solar generation by making computing a flexible electrical load. Operators schedule deferrable model training, batch inference and other non-urgent jobs for hours or locations with abundant renewable output, then reduce or pause that work when the grid needs capacity. Utility or system-operator signals, forecasting, storage and renewable contracts can coordinate the changes.
This approach does not make intermittent electricity a complete substitute for firm supply. Real-time services, safety systems and other latency-sensitive workloads still need dependable power through calm, cloudy or congested periods. The workable design combines flexible computation with suitable sites, transmission access, grid programs, storage, efficiency and reliable generation.
What “surplus” wind and solar power actually means
Grid operators curtail renewable generation when the system cannot use all of the electricity available at that moment. A transmission bottleneck may prevent power from reaching customers; local stability requirements may limit how much generation can run; or renewable output may exceed demand. Curtailment is therefore a grid condition, not simply electricity that has become free.

Low or negative wholesale prices can signal oversupply, but a low price alone does not prove that a particular data center is consuming energy that would otherwise have been curtailed. Prices also reflect contracts, market design, transmission constraints and other conditions. To claim that a workload absorbed curtailed generation, an operator needs a defensible method linking the load, location, time period and grid data.

California illustrates the possible scale without providing a worldwide estimate. The U.S. Energy Information Administration reported that 3.4 million megawatt-hours (MWh) of utility-scale wind and solar generation were curtailed in California in 2024, 29% more than the California Independent System Operator curtailed in 2023. EIA attributed the increase to congestion, when lines cannot deliver available energy, and oversupply, when generation exceeds demand. Those figures describe California’s utility-scale resources and should not be extrapolated to every country or to a global opportunity.
The International Energy Agency’s 2025 analysis concludes that reducing curtailment requires a combination of transmission, flexible demand and coordinated system planning. A data center is one potential source of flexibility, but it cannot solve a transmission problem if its computing load is on the wrong side of the constrained line.
Which AI workloads can move to renewable-rich hours?
The first engineering task is to separate work by deadline and service-level requirement. A flexible-load program should never treat all GPU or CPU activity as equally interruptible.
Highly shiftable work
- Model pre-training and fine-tuning: long-running jobs can often be checkpointed and resumed, provided the training pipeline tolerates interruptions and the final deadline is known.
- Batch inference: document classification, transcription, embedding generation and similar queues can wait for a scheduled execution window.
- Data processing: indexing, feature generation, deduplication and backup processing are usually easier to defer than interactive requests.
- Simulation and rendering: jobs with a completion deadline rather than a response-time promise can be distributed across favorable hours or regions.
Partly flexible work
- Scheduled service refreshes: a deployment or retraining task may move by minutes or hours, but its change window can be fixed.
- Asynchronous customer workloads: an API can accept a request immediately and return a result later, if the contract clearly states the expected delay.
- Replicated inference: traffic may be shifted between regions when capacity, data residency and latency rules permit.
Usually non-flexible work
- Interactive inference: conversational, financial, industrial or safety-related applications often require predictable response times.
- Control-plane and storage services: authentication, scheduling, monitoring, networking and data durability must remain available while compute is curtailed.
- Latency-bound training or serving: a job tied to a synchronous pipeline may fail if a pause breaks coordination or misses a deadline.
For every candidate workload, record its earliest start time, latest completion time, minimum run length, checkpoint behavior, allowable pause duration, geographic restrictions and quality-of-service penalty. The result is a dispatchable inventory rather than a vague promise that “AI can be shifted.”
Build a scheduling loop around renewable and grid signals
Workload shifting works when software can translate electrical conditions into safe compute decisions. Google has described reducing or shifting non-urgent machine-learning work during grid-stress periods and using utility-linked demand-response arrangements. Those descriptions are company-reported examples, not an independent measurement of performance across the industry.

- Forecast availability. Combine local wind and solar forecasts with weather uncertainty, transmission constraints, planned outages and the site’s load forecast. A forecast should express confidence, not just a single expected megawatt value.
- Ingest operational signals. Depending on the program, signals may include renewable output, wholesale prices, a utility event, a system-operator dispatch instruction, a carbon-intensity estimate or a site battery’s state of charge.
- Score eligible jobs. Rank queues by deadline slack, energy intensity, checkpoint cost, data locality and the consequence of missing the target completion time.
- Schedule or throttle compute. Start flexible jobs when the forecast shows available clean electricity; cap GPU power, reduce replicas or defer new work when the grid requests a reduction. Increasing consumption during a genuine surplus can be as useful as reducing it during a system event.
- Protect service guarantees. Reserve capacity for interactive traffic and emergency operations. A scheduler should stop accepting flexible jobs before reserves are exhausted, not after latency has already breached its objective.
- Verify the event. Compare the measured baseline, actual load, response time and delivered energy with the program’s measurement rules. Keep the interval data needed for settlement and emissions reporting.
- Learn from errors. Recalculate forecasts and job priorities after missed deadlines, unexpected cloud cover, transmission derates or failed checkpoints. Flexibility is an operating discipline, not a one-time software feature.
Controls should include a human override, an automatic safe state and a clear distinction between “consume more,” “hold,” and “shed.” A command to increase load is appropriate only when the contract and grid data establish that additional consumption is permitted and useful.
Choose a site for grid fit, not just renewable resources
A region with excellent wind or solar resources is not automatically a good data-center location. The electricity may be stranded behind a congested interface, the interconnection queue may be long, or the site may be too far from users who require low latency. Local planning rules, water availability, fiber, land, taxes and permitting also affect feasibility, but the electrical connection is decisive for a surplus-power strategy.

- Is curtailment occurring at the proposed node or only elsewhere in the balancing area?
- Can the transmission and distribution network deliver the site’s firm demand as well as its flexible demand?
- What interconnection capacity is available today, and what upgrades are required for the planned expansion?
- How often do wind and solar output, prices and grid events create usable windows?
- Can workload data and customer traffic legally move to that region?
- Does the utility or system operator offer a demand-response program that recognizes data-center loads?
- What backup and storage resources cover low-renewable periods and grid emergencies?
The U.S. Department of Energy describes data-center demand as regionally variable and emphasizes the need for firm, continuous operation. Its near-term options include solar, wind, batteries and efficiency, while clean firm resources can support demand that cannot be interrupted. A renewable-rich site still needs a plan for nights, seasonal lulls, extreme weather and transmission outages.
Coordinate with the utility or system operator
Flexible computing becomes a grid service only when the responsible utility, balancing authority or market operator can see and rely on it. Program terms are local; there is no universal response window, baseline formula or compensation rate.
Contract and integration items
- Telemetry: define the meters, sampling interval, data quality, time synchronization and communications path.
- Dispatch authority: specify whether the utility, system operator, an aggregator or the data-center operator sends the instruction.
- Notice and response: document advance notice, maximum response time, ramp rate, minimum duration and recovery behavior.
- Operating limits: establish a floor for critical load, limits on GPU power changes, battery reserve requirements and conditions that allow the site to decline an event.
- Baseline and verification: agree how the expected load is calculated and how delivered response is measured.
- Settlement: state compensation, penalties, event caps, performance tolerances and treatment of outages or communications failures.
- Cybersecurity: isolate dispatch controls, authenticate commands, log every action and test a manual fallback.
Google’s public descriptions mention utility-linked arrangements and demonstrations involving machine-learning workloads. Michael Terrell, Google’s Head of Advanced Energy, summarized the rationale this way: “That’s why we’ve been working to bring flexible demand capabilities into our data center fleet, which enables us to shift or reduce power demand during certain hours or times of the year.” The statement comes from Google’s August 4, 2025 article, so it should be read as a description of Google’s approach rather than a universal result.

Keep continuous services powered
Flexible load reduces or relocates demand; it does not remove the need for dependable electricity. Separate the site’s electrical load into at least three layers:
- Critical infrastructure: networking, storage, cooling controls, safety systems and the control plane require continuous service.
- Latency-sensitive compute: interactive inference and contractual real-time workloads need firm capacity and predictable thermal headroom.
- Deferrable compute: batch queues can be paused, moved or accelerated when power conditions allow.
Then assemble a portfolio for the site’s worst credible conditions. Grid supply can provide firm energy where the interconnection is strong; renewable power purchase agreements or on-site generation can cover part of consumption; batteries can bridge ramps and short events; efficiency lowers the firm requirement; and clean firm resources may support longer periods when wind and solar output is low. The appropriate combination depends on local rules, reliability criteria, duration requirements and cost.
Storage is especially useful when a renewable surplus lasts for only a few hours. It can charge during high output and discharge during a demand-response event, allowing the data center to reduce grid draw without abruptly stopping every flexible job. Storage does not create energy over a season, however, so it must be sized against the duration of the site’s reliability problem rather than only its peak megawatts.
Compare the main implementation choices
| Approach | What it changes | Best fit | Important constraint |
|---|---|---|---|
| Workload shifting | Moves eligible jobs across hours or regions | Batch training, asynchronous inference and data processing | Deadlines, checkpoint overhead, data locality and customer commitments |
| Demand-response agreement | Reduces or, where permitted, increases site load after a grid signal | Sites with controllable capacity and utility or market access | Local program rules, telemetry, baselines and event limits |
| Battery-assisted flexibility | Charges during surplus and supplies power during short events | Fast ramps, brief congestion or curtailment windows | Energy duration, degradation, reserve policy and interconnection limits |
| Renewable-rich siting | Places demand near strong wind or solar output | New campuses with flexible workloads and adequate fiber | Transmission congestion, latency, permitting and firm-power availability |
| Efficiency and power capping | Lowers the site’s draw or smooths peaks | Existing facilities with limited interconnection | Potential performance loss, thermal constraints and reduced headroom |
These choices are complementary. A site may shift batch jobs, enroll its remaining flexible capacity in a utility program and use a battery to handle the first minutes of an event. Comparing them only by nominal megawatts misses the different response speeds, durations and operational risks.
Account for economics and emissions without overstating the benefit
A business case should model more than the price of electricity during a negative-price interval. Include interconnection upgrades, transmission charges, demand charges, storage capital and degradation, backup capacity, software integration, staffing, market or aggregator fees, and the value of delayed or interrupted work. Compensation for demand response is program-specific and was not established as a universal figure.

Emissions accounting also needs a stated method. A time-matched, location-aware claim may use hourly generation and consumption data; an annual contractual claim may use renewable certificates or a power-purchase agreement. Those methods answer different questions. A data center should disclose whether it is reporting physical electricity, contractual procurement, avoided curtailment or a modeled marginal-emissions effect.
Do not equate a renewable contract with physical delivery to the same facility at every hour. Transmission constraints can prevent that outcome. Likewise, a low market price is evidence of a market condition, not proof that the site consumed energy that would otherwise have been curtailed.
Useful scale figures—and what they do not prove
| Figure | Scope and date | How to use it |
|---|---|---|
| 3.4 million MWh curtailed | California utility-scale wind and solar in 2024, reported by the U.S. Energy Information Administration in 2025; 29% above 2023 California ISO curtailment | Shows the scale of one regional case, not a global supply available to data centers |
| Around 100 GW of demand response | Global demand response utilized as of 2024, according to the International Energy Agency’s 2026 reporting | Indicates an established flexibility resource; it is not data-center capacity |
| 4.4% of U.S. electricity in 2023 | Lawrence Berkeley National Laboratory estimate summarized by DOE | Provides a baseline for data-center electricity use in the United States |
| 6.7%–12% projected by 2028 | DOE summary of the LBNL projection range | Use as a scenario range, not a settled forecast |
| 1 GW of demand-response capacity in long-term utility contracts | Google-reported milestone in 2026 | Describes contracted capacity, not independently verified energy delivered |
No single globally representative quantity of wind and solar energy that data centers could absorb has been established. Curtailment varies by region, season, transmission topology and operating conditions.

- Inventory the load. Break power use into critical, latency-sensitive and deferrable categories. Measure each category at an interval compatible with the intended grid program.
- Annotate every job. Add deadlines, pause limits, checkpoint state, data location, energy estimate and service impact to the scheduler’s job metadata.
- Collect local grid evidence. Obtain historical curtailment, nodal or zonal prices, renewable output, congestion, outage and interconnection data for candidate sites.
- Run a shadow scheduler. Simulate dispatch decisions against historical weather and grid events without changing production. Check missed deadlines, rebound peaks and battery reserves.
- Start with a bounded pilot. Enroll a limited queue, set conservative power and duration limits, and test communications, operator overrides and recovery.
- Sign the operating agreement. Finalize telemetry, dispatch rights, baselines, verification, compensation, cybersecurity and emergency exceptions with the utility or system operator.
- Integrate storage and procurement. Size batteries and firm supply for the residual non-flexible load and the longest credible event, not merely the average renewable surplus.
- Publish metrics. Report shifted MWh, curtailed-job completion, response speed, service-level impact, renewable matching method, emissions basis and event failures.
Common failure modes and fixes
The site is next to renewable generation but cannot use it
Cause: transmission congestion or an interconnection limit separates the generator from the load. Fix: analyze nodal constraints and upgrade schedules before treating local renewable output as available supply; consider a different site, transmission service or a workload location that is physically on the unconstrained side.
Jobs miss their deadlines after repeated curtailment events
Cause: the scheduler classified work as flexible without enough deadline slack or checkpoint resilience. Fix: reserve a completion buffer, cap the number of simultaneous pauses and keep a firm execution lane for jobs approaching their deadline.

Reducing GPU power creates a rebound peak
Cause: every paused job restarts at once when the event ends. Fix: stagger recovery, enforce a ramp limit and coordinate battery discharge or additional capacity for the rebound interval.
A negative price is used as proof of avoided curtailment
Cause: market price and physical congestion are treated as interchangeable. Fix: pair price data with curtailment, dispatch and location evidence, and describe the claim as price-responsive consumption unless avoided curtailment is demonstrated.
Interactive users experience higher latency
Cause: flexible and non-flexible queues share capacity without a protected reserve. Fix: isolate interactive resources, enforce admission control and make the flexible scheduler subordinate to service-level objectives.
The demand-response payment does not cover operating costs
Cause: the business case ignored integration, staffing, storage degradation or the value of delayed work. Fix: calculate net value per event and per year using the actual local contract, then renegotiate limits or withdraw from a program that is uneconomic.
What success should look like
A credible program can show that eligible workloads moved toward renewable-rich or grid-supported periods without compromising critical services. Its dashboard should distinguish increased consumption during a verified surplus from reduced consumption during a grid event, show the physical and contractual electricity basis, and identify the source and date of every company-reported milestone.
The central design principle is simple: make computation flexible where the customer and application can tolerate it, and make the electrical supply firm where they cannot. Transmission-aware siting, accurate forecasts, utility coordination, storage and transparent accounting turn that principle into an operational system.
