Use Local Group Policy to configure Windows settings on a single device: open the Local Group Policy Editor by searching for gpedit.msc or entering it at a command prompt. Choose Computer Configuration for device-wide settings or User Configuration for settings aimed at users. On a domain-managed PC, an organization’s site, domain, or organizational-unit policy can take precedence over a local setting.
What Local Group Policy controls
A Group Policy Object (GPO) is a container of policy settings. On an individual Windows device, an administrator can configure local policy through the Local Group Policy Editor. In an Active Directory environment, administrators can also manage GPOs centrally and apply them to computers through the directory hierarchy. Policy can govern security and administration, including authentication, access to resources, event recording, and group membership. There is no universally correct set of switches to enable: the appropriate configuration depends on the device’s purpose and any organization requirements.
Open the editor and select the right target
- Open Windows Search or a command prompt.
- Enter
gpedit.mscand open the Local Group Policy Editor. Microsoft documents both Search and command-line entry: Local Group Policy Editor. - In the tree, decide whether the setting belongs under Computer Configuration or User Configuration before editing it.
Computer Configuration targets the computer. User policy can target administrators, non-administrators, or a specific user through multiple local GPOs. To target a particular user or group, Microsoft documents using the Group Policy Object Editor snap-in in Microsoft Management Console (MMC) and selecting the intended user or group. Multiple local GPOs are not available on domain controllers. See Microsoft’s Local Group Policy guidance.

- User-facing behavior: Look under User Configuration, then determine whether the intended target is an administrator, a non-administrator, or a particular user or group.
Permissions, timing, and settings you cannot change
Changing a security policy requires appropriate administrator rights on the device. The security policy editor includes areas such as Account Policies and Local Policies, with Audit Policy, User Rights Assignment, and Security Options among the latter. Some security-policy changes require a restart; a change to User Rights Assignment takes effect when the affected account signs in next. Microsoft describes these requirements in its Local Policies Security Options guidance.
If a setting is unavailable or greyed out, a controlling GPO may be preventing local editing. Check which policy governs the setting rather than repeatedly changing it locally. Microsoft’s security-policy guidance notes that an inaccessible local setting can indicate that a GPO controls it.

How local policy interacts with organization policy
On a standalone PC, local policy is the configuration layer described by the Local Group Policy Editor. On a domain-managed PC, policy can also arrive from a site, domain, or organizational unit (OU). Microsoft describes the processing order as local, site, domain, then OU. A later policy in that order can overwrite a local value during the next Group Policy update. See Microsoft’s policy processing guidance.
That means gpedit.msc is suitable for local configuration, but it is not a substitute for an organization’s domain policy process. If a managed computer’s local value does not stick, contact the administrator responsible for its central policy rather than trying to work around the controlling GPO.

Backups: distinguish local policy from managed GPOs
Microsoft’s Group Policy Management Console (GPMC) documentation covers backup, restore, migration, and copying for GPOs managed through GPMC. It recommends regular backups as part of Group Policy operations and says those backups are handled through GPMC. Its warning is explicit: “Don’t interact with archived GPOs directly through the file system.” The warning applies to archived GPO backups managed through GPMC; that article does not establish a backup procedure for standalone Local Group Policy. Microsoft’s cited material does not establish a current, edition-by-edition availability matrix for the Local Group Policy Editor itself. Avoid treating an applicability list for one policy as proof that every local policy feature is available in those editions.

For example, Microsoft’s LocalUsersAndGroups Policy CSP lists Pro, Enterprise, Education, and IoT Enterprise for the particular device setting it documents, on Windows 10 version 20H2 and later. For that setting, the update action preserves existing members not specified in the policy; the replace action replaces membership and removes unspecified members. Those details apply to that CSP setting, not to Local Group Policy as a whole.
