Use Foreman as Puppet’s management, classification, provisioning, and reporting layer—not as a replacement for Puppet Server. Foreman assigns environments, classes, and parameters to hosts; a Smart Proxy connects those assignments to Puppet services; Puppet Server compiles catalogs; and the Puppet agent applies them. A reliable deployment therefore combines four pieces: a Foreman installation with the Puppet plugin, a Smart Proxy, a configured Puppet Server and ENC, and agents with signed certificates.

Understand the division of responsibility

Foreman stores the inventory and policy that describe what each node should receive. Its Puppet integration provides environment and class management, host and hostgroup assignment, smart class parameters, External Node Classifier (ENC) behavior, and Puppet status integration through a Smart Proxy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Puppet Server remains the component that evaluates Puppet code and compiles a catalog for a node. The agent on that node requests the catalog, applies the resources, and sends facts and a report back. Foreman can display the facts and report, but it does not compile or apply the catalog itself.

  • Foreman: records hosts, hostgroups, environments, classes, parameters, and operational status.
  • Smart Proxy: provides the connection between Foreman and Puppet services, imports Puppet data, handles certificate operations when configured, and may trigger an agent run.
  • Puppet Server: parses manifests, evaluates classification, and compiles catalogs.
  • Puppet agent: runs on each managed node, obtains a catalog, applies it, and reports the result.
  • Puppet CA: issues and signs the node certificate used for authenticated communication.

This boundary is important when diagnosing failures: a host can be visible in Foreman while its agent is unable to obtain a catalog, or an agent can run successfully while Foreman has stale classification data.

Choose an architecture before installing anything

Integrated Puppet Server

In an integrated design, Foreman installs and manages Puppet Server on the Foreman server or on a Smart Proxy. The same platform can own the Puppet CA, import environments and classes, classify hosts through the ENC, collect reports, and perform certificate operations. This is the simpler choice when one team wants a single operational boundary and does not already run Puppet Server elsewhere.

Externally operated Puppet Server

With an external design, a separate team or platform operates Puppet Server. Foreman remains the inventory, classification, reporting, and provisioning interface. The Smart Proxy connects Foreman to that server for environment and class imports, certificates, facts, reports, and any enabled run trigger. This model preserves an existing Puppet control plane but requires explicit ownership for network access, TLS credentials, CA operations, and Puppet Server upgrades.

Decision area Integrated topology External topology
Puppet Server ownership Foreman or its Smart Proxy installs and operates it. A separate Puppet platform or team operates it.
Classification Foreman ENC is normally the central classifier. Foreman ENC can classify nodes while the external server remains the execution point; another classifier may also be retained if the design requires it.
Provisioning Foreman templates can install and configure the agent against the integrated services. Foreman can still provision the agent, but server, CA, repository, and credentials must point to the external services.
Certificate ownership The integrated CA path can be managed from Foreman and its Smart Proxy. CA ownership is split or retained externally; document which team signs and revokes certificates.
Operations One installation can provide imports, reports, certificates, and optional run triggering. Foreman supplies the management view while Puppet service health and upgrades remain external.
Change control Host assignments and Puppet code changes are coordinated in one platform. Foreman changes and the external Puppet code pipeline must be coordinated deliberately.

Prepare the required services and access

Before enabling the integration, establish these prerequisites:

  • A supported Foreman release and a Foreman Puppet plugin version that matches that release. Compatibility is version-sensitive; install the plugin documented for the deployed Foreman version.
  • A Smart Proxy that can reach Foreman and the Puppet services it will manage. Decide whether it will also provide Puppet CA access.
  • A Puppet Server with the environments and manifests that you intend to expose to Foreman.
  • A repository or activation key that allows newly provisioned hosts to install the Puppet agent.
  • DNS, time synchronization, and TLS trust for Foreman, the Smart Proxy, Puppet Server, and the CA. Certificate failures often look like classification or provisioning failures, so make these dependencies explicit.
  • An ownership decision for certificate signing, environment promotion, Puppet code review, and emergency runs.

Enable Foreman’s Puppet integration

Use the Foreman installer for an integrated deployment

The current Foreman installation procedure exposes installer options for enabling the Foreman Puppet plugin, Puppet services, a Puppet Smart Proxy, and a Puppet CA Smart Proxy. Select the options that match the topology you chose. Enabling every service on one machine is not automatically better: it increases the local operational boundary, while a split design may be required for an existing Puppet Server or a separately managed CA.

Connect an external deployment

For an external Puppet Server, install the Foreman Puppet integration on the Foreman side and activate the Puppet management capability on the Smart Proxy that will communicate with the server. Supply the Puppet Server endpoint, authentication and TLS material, and the CA details required by your organization. The proxy must be able to perform the operations you expect from it; importing classes does not by itself grant certificate-management or run-triggering privileges.

Confirm the plugin capabilities

After installation, verify that the Foreman interface exposes Puppet environments, classes, config groups, smart class parameters, host and hostgroup assignment, and Puppet status. The same integration supplies ENC behavior and Smart Proxy Puppet status support. If a menu or operation is absent, check plugin compatibility and Smart Proxy configuration before changing Puppet manifests.

Provision and configure a Puppet agent

Include Puppet setup in the provisioning template

Foreman provisioning templates normally include the puppet_setup snippet. Add it to the template used by the operating system and provisioning method in question. During host creation, set a host parameter such as enable-puppet7=true where that parameter is applicable to the deployed agent generation. Set the Puppet server explicitly, and set the CA server and environment when they differ from the defaults:

  • puppet_server identifies the Puppet Server that will compile the node’s catalog.
  • puppet_ca_server identifies the CA endpoint when certificate services are separate.
  • puppet_environment selects the initial Puppet environment.

Do not assume that the Foreman server is the Puppet Server. In an external topology, these values must point to the externally operated services.

Make the agent package available

The host must be able to reach the Puppet agent repository through the repository configuration or activation key used by provisioning. Confirm access before the installation script runs. A failed repository lookup prevents the agent from being installed and can leave a host partially registered in Foreman.

Install and start the agent on an existing host

If the host is not being provisioned by Foreman, perform the equivalent actions manually with the operating system’s package manager:

  1. Install the puppet-agent package from the repository approved for that operating system and Puppet release. For example, use the platform’s normal package command rather than copying a package from an unrelated distribution.
  2. Source the Puppet agent profile installed by the package so that the intended Puppet binaries are on the shell path. Package layouts differ by operating system and release.
  3. Set the Puppet server and, when needed, the CA server and environment in the agent configuration. Use the same values assigned by the Foreman host parameters.
  4. Start the agent service and enable it at boot using the operating system’s service manager.
  5. Run puppet ssl bootstrap on the host. This creates the node’s certificate request and waits for the CA decision.

On distributions that install Puppet under /opt/puppetlabs, the command may be available as /opt/puppetlabs/bin/puppet. Use the path supplied by the package rather than assuming every operating system uses that layout.

Sign the certificate in Foreman

When the bootstrap request is pending, open Infrastructure > Smart Proxies > Certificates in Foreman, locate the host, and sign the new certificate. Return to the host and run puppet ssl bootstrap again. The second run completes the trust exchange after the CA has signed the request. Certificate paths and package names vary by operating system and by Foreman or Puppet release, so use the paths shown by the installed agent when checking the result.

Configure Foreman as Puppet’s External Node Classifier

Puppet defines an ENC as an executable script or application that receives a node name and returns a YAML document describing that node’s classification. Foreman supplies that implementation through its Puppet integration.

Set the Puppet Server options

In Puppet Server’s puppet.conf, configure the server section with the ENC mode and the path to the Foreman ENC executable:

[server]
node_terminus = exec
external_nodes = /path/to/foreman-enc

The path must be the executable installed for the Foreman integration on the Puppet Server. Keep the setting in the server section, not the agent section, because Puppet Server invokes the classifier while compiling a node’s catalog.

Validate the ENC connection

Check all of the following before blaming host classification:

  • The executable path exists on the Puppet Server and has execute permission for the Puppet service account.
  • The ENC endpoint points to the correct Foreman API address.
  • The TLS certificate and trust chain used by the ENC are valid for that endpoint.
  • The configured service account has the minimum Foreman permissions needed to read host classification.
  • The ENC returns valid YAML for the node name supplied by Puppet.

The Foreman-maintained puppetserver_foreman module packages the ENC and report processor integration. It can also provide related Puppet Enterprise fact-watcher support where that platform is part of the deployment. Install and configure the module version appropriate to the Puppet Server and Foreman releases you operate.

Import Puppet data and classify hosts

Activate Puppet management on the Smart Proxy

Enable the Puppet management module on the Smart Proxy selected for the Puppet Server. This allows Foreman to scan the Puppet master and import the environments and classes that are available there. If the scan fails, resolve proxy connectivity and authentication first; Foreman cannot assign a class it has never imported.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Import environments and classes

Run the Smart Proxy import operation after adding or promoting Puppet code. Foreman parses the Puppet manifests during import, so syntax or dependency errors in the manifests can prevent classes from appearing. Treat an import as a synchronization point between the Puppet code repository and Foreman’s selectable data.

Assign policy at the right scope

Assign an environment and classes either to an individual host or to a hostgroup. Hostgroups are preferable for shared policy such as operating-system baselines, while host-level assignments are useful for deliberate exceptions. Use smart class parameters when one class needs host-specific values; this avoids cloning the class solely to change a setting.

Keep environment promotion and class assignment aligned with the Puppet code workflow. A host assigned to a promoted environment can still receive an older or incompatible class if the Smart Proxy has not imported the new code.

Operate Puppet runs from Foreman

Use a host’s Foreman page and reports to inspect its Puppet status, facts, and applied configuration. These views help distinguish three states: the host is classified correctly, the agent contacted Puppet Server, and the catalog completed without errors. A green inventory record alone does not prove that the latest catalog was applied.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Smart Proxy can optionally trigger an immediate Puppet run when the configured implementation supports it. This is an operational convenience, not a replacement for the agent’s normal scheduled service. If immediate execution is enabled, restrict who can invoke it and record the action in the same change-control process used for other configuration changes.

Compare classification and provisioning choices

Choice What changes When it fits
Foreman ENC Host and hostgroup assignments, environments, classes, and smart parameters are returned to Puppet Server by the Foreman classifier. Teams that want inventory and configuration policy managed together.
Puppet site manifest nodes Node definitions and class inclusion remain in Puppet code; Foreman may still provide inventory and reports. Teams whose code repository is the sole authority for classification.
Another ENC A separate classifier supplies the YAML response while Foreman handles selected management functions. Organizations that already operate a classification service and are not ready to move that authority.
Foreman provisioning Templates install the agent and set server, CA, environment, and repository values during host creation. New machines should become managed consistently from the first boot.
Preinstalled agents An existing automation system installs and configures the agent before Foreman receives the host. Hosts are already built by another platform or cannot use Foreman provisioning templates.

Choose one clear source of truth for each decision. Running a Foreman ENC, site-manifest node definitions, and another ENC simultaneously can produce classifications that are difficult to explain and audit.

Troubleshoot by symptom

Classes or environments do not appear

  • Run the Smart Proxy import again and inspect its error output.
  • Validate the Puppet manifests and dependencies; Foreman relies on Puppet parsing during import.
  • Confirm that the Smart Proxy’s Puppet management module is enabled and points to the intended Puppet Server.
  • Check network and TLS connectivity from the proxy, not only from the Foreman application host.

The certificate remains pending

  • Confirm that the agent is requesting a certificate from the CA configured for this host.
  • Open Infrastructure > Smart Proxies > Certificates and sign the exact node request.
  • Run puppet ssl bootstrap again after signing.
  • If the request belongs to an old hostname or was generated from the wrong CA, revoke or remove the stale request according to your certificate policy and bootstrap again with the corrected server settings.

Puppet reports an ENC error

  • Check that node_terminus = exec and external_nodes are in the Puppet Server section of puppet.conf.
  • Verify the ENC executable path and its permissions for the Puppet service account.
  • Test the Foreman API endpoint, TLS credentials, and service-account permissions used by the ENC.
  • Inspect the YAML response for syntax errors or a node name that Foreman does not know.

The agent runs but Foreman shows no report

  • Confirm that the agent is using the expected Puppet Server and environment.
  • Check certificate trust and the agent’s connection logs.
  • Verify the report processor integration and Smart Proxy Puppet status settings.
  • Remember that CA management and class or environment import are related but independently configured capabilities; one can work while the other is broken.

An immediate run cannot be triggered

  • Confirm that the Smart Proxy implementation supports run triggering and that the feature is enabled.
  • Check permissions for the Foreman user performing the action.
  • Validate connectivity from the proxy to the agent or execution service.
  • Use the agent’s normal scheduled service while the optional trigger path is being repaired.

Apply safer operational controls

Separate development, test, and production environments so that importing a class does not automatically expose unreviewed code to every host. Require review for hostgroup changes and smart class parameter edits, because these can alter many nodes at once. Keep certificate-signing authority distinct from routine host editing when your organization requires separation of duties.

Use service accounts with only the API and certificate permissions required for their role. Protect the ENC credentials and Smart Proxy TLS material as secrets, and rotate them through the same process used for other infrastructure credentials. Record which team owns Puppet Server, the CA, Foreman, and the Smart Proxy; unclear ownership is a common cause of unresolved certificate and connectivity incidents.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

End-to-end validation checklist

  1. Confirm the chosen integrated or external topology and document service ownership.
  2. Install a Foreman Puppet plugin version compatible with the Foreman release.
  3. Enable and configure the Smart Proxy Puppet management module.
  4. Verify that the Puppet Server can execute the Foreman ENC and reach its API endpoint.
  5. Import environments and classes through the Smart Proxy.
  6. Create a host or hostgroup with the intended environment, classes, and parameters.
  7. Provision an agent with the puppet_setup snippet or configure an existing agent with the matching server, CA, and environment.
  8. Run puppet ssl bootstrap, sign the request in Foreman, and run the bootstrap command again.
  9. Run the agent and confirm a successful catalog application.
  10. Check the host page, facts, and report in Foreman before expanding the policy to more hosts.

The practical operating model

A dependable Foreman-Puppet deployment treats Foreman as the policy and inventory control plane, the Smart Proxy as the service bridge, Puppet Server as the catalog compiler, and the agent as the enforcement point. Once those boundaries, certificate ownership, ENC settings, and import workflow are explicit, managing nodes becomes a repeatable cycle: provision or register the agent, sign its certificate, import and assign Puppet data, apply the catalog, and use Foreman reports to verify the result.
