Use only the official DigiLocker website or mobile app, sign in with the documented OTP and security-PIN flow, retrieve records from participating issuing departments, and share them only after checking the recipient and requested documents. For an official transaction, prefer a record shown under Issued Documents. A scan or PDF that you upload to DigiLocker Drive is a user-provided file, not proof that an issuer retrieved the record.
This guide covers the current India-focused workflow, the difference between issued and uploaded files, consent-based sharing, verification, security controls and common account problems. Labels and participating issuers can change, so compare the live screen with the paths described here.
What DigiLocker does—and what it does not prove
DigiLocker is an Indian digital-document service that connects citizens with participating government departments and other integrated issuers. When an issuer has a document for you, DigiLocker can fetch the electronic record and place it in Issued Documents. The record includes a URI (Uniform Resource Identifier) that points to the document in the issuer’s repository. DigiLocker’s FAQ defines the URI this way: “A URI is a Uniform Resource Identifier generated by the issuer department, which is mandatory for every e-document of the DigiLocker system.”

That space is useful for keeping a scan or other file available, but an upload does not demonstrate that the issuing department supplied it. An authority that requires an official electronic record may reject an uploaded scan even when the scan is a clear copy.

DigiLocker’s homepage reported more than 70 crore registered users and more than 900 crore issued documents on a page last updated October 5, 2026. Those are platform-reported totals, not an independent audit or a guarantee that a particular department has your record.
Before you start
Have the following ready:
- A phone number that can receive one-time passwords (OTPs).
- Your Aadhaar details if you want access to Aadhaar-verified documents. The FAQ says the mobile number used for Aadhaar linking must be linked with Aadhaar; otherwise authentication can fail.
- The official DigiLocker website, digilocker.gov.in, or the official mobile app. Do not enter credentials on a page reached through an unsolicited message or an imitation login screen.
- A private device and connection where you can review the recipient and documents before approving a share request.
Aadhaar authentication is voluntary under DigiLocker’s terms, but the signup material says an Aadhaar-verified account is needed to access verified documents. In practice, an account can exist while a requested verified record remains unavailable until the required identity authentication succeeds.
Create or open your DigiLocker account
- Open the official service. Type the address yourself or use the official signup page at https://www.digilocker.gov.in/web/signup. The current page offers mobile-number signup and QR-code login through the DigiLocker mobile app. Treat a different domain or a look-alike page as untrusted.
- Choose the sign-in or signup path. Enter the requested mobile number and complete the OTP check. DigiLocker’s FAQ also describes mobile or Aadhaar authentication followed by creation of a security PIN.
- Set and protect the security PIN. Use a PIN that is not reused on another service. Do not disclose it to a person claiming to be a requester, support agent or delivery service.
- Complete Aadhaar authentication when required. If the account must fetch a verified document, follow the Aadhaar OTP or other authentication prompt. The Aadhaar-linked mobile requirement applies to the number used for that authentication.
- Use QR login carefully. If you select QR-code login, open the DigiLocker mobile app yourself and scan the code shown by the official website. Never scan a QR code sent by an unknown contact.
If you receive an OTP you did not request, stop and review the page or app session. An OTP authorizes an authentication action; it is not a code to forward to someone helping you.

Find and retrieve a government document
Browse participating issuers
- After signing in, open Browse Documents. DigiLocker describes this area as a directory of integrated issuers.
- Choose the department or issuer that should hold the record, then select the document type.
- Enter the identifiers requested by that issuer, such as a document number or personal details. Use the exact information held by the issuing department.
- Review the consent or authorization prompt and approve it only if the issuer and document are correct.
- Return to Issued Documents and confirm that the record appears there. The fetched item is an electronic record from the issuer and has an issuer-generated URI.
An issuer’s participation and possession of your record control whether retrieval works. If a department is not integrated, or has not yet associated a record with your details, DigiLocker cannot manufacture the document. In that situation, an upload may preserve a copy for your own reference but does not turn it into an issuer-issued record.
Understand the two document areas

DigiLocker’s FAQ and an official expert answer recommend Issued Documents for official purposes. Before submitting anything, ask the receiving organization whether it accepts DigiLocker-issued records and whether it requires a particular document type or date.
Choose the right copy for the task
Start by identifying what the recipient actually needs. If the request is for an issuer-authenticated electronic record, use the item in Issued Documents and preserve its URI. If you only need a personal backup, a scan in DigiLocker Drive can be convenient. Do not describe that backup as issuer-issued when sending it to another person.

For a deadline, travel, examination, employment or legal filing, check the recipient’s instructions before the last day. The fact that a file opens in your account does not establish that the receiving authority accepts that file type. Ask whether the organization wants a DigiLocker URI, a downloaded PDF, a particular document date or an additional check.
If the data on an issued record is wrong, incomplete or associated with another person, do not correct it by editing the PDF or replacing it with a scan. Contact the department that issued the record and follow its correction process. DigiLocker can display what the issuer returns; it cannot create a corrected government record on your behalf.
Share documents with consent instead of sending credentials
DigiLocker describes sharing as a consent-based exchange. An organization requesting a document must be registered and must obtain your explicit consent. The technology overview describes sharing Document URIs through channels such as SMS or email, with recipient authentication. The FAQ says sharing and access actions are logged.
Compare the available sharing routes

No route is automatically safest in every situation. The registered consent flow gives you a clear request and approval screen. Direct URI transmission can be useful when the recipient’s system supports it, but an incorrectly addressed message can disclose a record. An uploaded attachment gives the recipient a file, not evidence that an issuer supplied it.
Review a requester’s consent screen
- Identify the organization. Check its name, purpose and contact details. If you did not initiate the request, verify it through a separate official channel before proceeding.
- Inspect the list of documents. A request for one certificate should not automatically receive unrelated records. Decline anything broader than the stated purpose.
- Check the recipient method. Confirm the phone number or email address shown by the service. A typo can send a URI or notification to the wrong person.
- Approve only after reading the consent language. Consent should describe what is being shared and with whom. Use the service’s approval control; do not send a screenshot of an OTP or PIN.
- Keep the activity trail. Because access and sharing actions are logged according to the FAQ, review your account activity if a request looks unfamiliar.
When you transmit a URI yourself
A URI-based message can be convenient when the recipient’s system supports it. Send it only through the channel you verified, such as the recipient’s confirmed email address or phone number. The recipient may need to authenticate before opening the record. A URI is a pointer to an issuer record, not your password; nevertheless, treat it as sensitive because it can reveal a document to an authenticated recipient.

Never give another person your DigiLocker OTP, security PIN or Aadhaar authentication code. A legitimate document request should use the service’s consent and recipient-authentication flow, not ask you to surrender account access.

Verify a record before relying on it
DigiLocker’s FAQ gives a specific check for digital driving licences and registration certificates: validate the issuer’s digital signature on the PDF or scan the QR code with the DigiLocker app. Use that method for those document types as described; it is not evidence that every kind of DigiLocker record can be checked by the same QR or signature process.
- Open the record from Issued Documents, not a similarly named file in your uploads.
- For a driving licence or registration certificate, inspect the PDF’s issuer signature or open the DigiLocker app’s QR-scanning function.
- Compare the displayed identity and document details with the request you intend to satisfy.
- If the signature or QR check fails, stop and contact the issuing department or the receiving authority rather than editing, re-saving or re-uploading the file.
Security controls and their limits
The DigiLocker FAQ lists OTP or biometric authentication combined with PIN validation, encryption for information in transit, timed logout, security audits, redundancy, and consent and activity logging. These are platform-described safeguards. They reduce risk but are not an unconditional promise that an account cannot be compromised.
- Protect the session: sign out on a shared device and do not leave an unlocked phone or browser unattended.
- Protect the authentication factors: keep OTPs, PINs and biometric prompts private; reject prompts you did not initiate.
- Limit disclosure: approve only the document and recipient needed for the stated purpose.
- Check the source: use an issuer-fetched record where possible, and label a personal upload as a copy when sending it.
- Review unexpected activity: use the service’s logged activity information and contact the relevant authority if an unfamiliar share appears.
DigiLocker cannot control a recipient’s subsequent handling of a document. Share the minimum necessary record and verify the organization before consenting. Avoid leaving downloaded PDFs in a public or shared folder, and remove temporary copies from devices you do not control.
Legal status in India
DigiLocker’s Terms of Use state that documents issued or shared through the service are legally equivalent to physical originals under the Information Technology (Preservation and Retention of Information by Intermediaries Providing Digital Locker Facilities) Rules, 2016. The qualification matters: the statement concerns documents issued or shared through DigiLocker under applicable Indian rules. It does not automatically make every uploaded file an original, and a receiving authority may still prescribe a particular format or additional verification.
Read the current terms at https://www.digilocker.gov.in/web/about/tos and confirm the receiving organization’s requirements before relying on a record for a deadline, travel, examination, employment or legal filing.
Troubleshoot common problems
“My OTP or Aadhaar verification fails.”
- Confirm that the phone can receive messages and that you entered the current number.
- If you are using Aadhaar authentication, check that the mobile number used for Aadhaar linking is the one receiving the OTP. The FAQ identifies a mismatch as a possible cause.
- Restart the official app or browser session and request a new OTP rather than reusing an expired one.
- Do not bypass the failure by giving an OTP or PIN to another person.
“The issuer or document type is missing.”
Open Browse Documents and search the integrated-issuer directory. If the department is absent, or the department has no matching record, retrieval is not available through DigiLocker at that time. Contact the issuing department for corrections; uploading a scan does not create an issuer record.

“I can see a file, but the recipient says it is not official.”
Check whether it is under Issued Documents or only under Uploaded Documents. An uploaded file is user-provided. Retrieve the issuer record when available and share it through the consent flow. Also ask the recipient whether it accepts DigiLocker records and which verification method it expects.

Do not approve it, open unfamiliar links or disclose an OTP. Verify the organization independently, then review your logged activity. If you believe an account or document was exposed, change the security PIN through the official service and contact the relevant issuer or DigiLocker support channel shown in the official interface.
“The document appears, but I cannot tell whether it is issuer-issued.”
Look for the Issued Documents area and the issuer-generated URI. A filename, thumbnail or PDF appearance alone is not enough. If the item is in DigiLocker Drive, treat it as your uploaded copy and ask the recipient whether that is acceptable.

Frequently Asked Questions
Is an uploaded PDF the same as an issued DigiLocker document?
No. An uploaded PDF or scan is a file you supplied to DigiLocker Drive. An issuer-issued record is fetched from an integrated department, appears under Issued Documents and has an issuer-generated URI. Use the issued record for official purposes when the receiving organization accepts it.
Why cannot I find my department or certificate?
DigiLocker can retrieve records only from integrated issuers that have a matching record for you. Check Browse Documents. If the department is not listed or has no matching data, contact that department; uploading a scan does not create an issuer record.

Can I send my DigiLocker OTP or PIN to a requester?
No. Keep OTPs, the security PIN and Aadhaar authentication codes private. Legitimate requests should use DigiLocker’s consent and recipient-authentication process rather than asking for account credentials.
How do I verify a digital driving licence or registration certificate?
For those document types, DigiLocker’s FAQ describes checking the issuer’s digital signature on the PDF or scanning the QR code with the DigiLocker app. Do not assume the same check applies to every document category.
Are DigiLocker documents legally equivalent to paper originals?
The Terms of Use state that documents issued or shared through DigiLocker are legally equivalent to physical originals under the Information Technology (Preservation and Retention of Information by Intermediaries Providing Digital Locker Facilities) Rules, 2016. What should I do with an unexpected sharing request?
Do not approve it, open unfamiliar links or provide an OTP. Verify the organization independently, inspect your logged activity and contact the relevant issuer or the support channel shown in the official DigiLocker interface if you suspect exposure.
Is sending a URI safer than attaching a file?
The appropriate route depends on the recipient’s system. A URI can point to the issuer record and may require recipient authentication, while an attachment may be only a user-uploaded copy. Verify the recipient address and send the minimum necessary document either way.
The Bottom Line
For secure DigiLocker use, start at the official site or app, authenticate privately, retrieve records through Browse Documents, and prefer the issuer-linked item in Issued Documents. Distinguish that record from a file in DigiLocker Drive, read every consent request, verify the recipient, protect OTPs and your security PIN, and use the documented signature or QR check for eligible driving-licence and registration-certificate records. Platform safeguards help, but careful account and sharing decisions remain essential.
