The safest way to move a reproducible VPS to a newer Ubuntu LTS is usually to deploy a second VPS from the target image, restore the application and data, test it, and switch traffic while keeping the original server for rollback. Use an in-place do-release-upgrade only when the existing machine contains configuration that cannot be recreated reliably. In either case, upgrade only through supported sequential LTS paths, make an independently restorable backup, verify console access, and plan a maintenance window.
Choose redeployment or an in-place upgrade first
The correct method depends less on the Ubuntu version than on whether you can reproduce the server. Treat the choice as a rollback decision: which approach lets you return to a known-good state with the least uncertainty?

Redeploy a new VPS when the system is reproducible
For infrastructure defined by scripts, images, configuration management, containers, or documented deployment steps, create a new VPS using the target LTS image. Install the same application stack, restore or replicate data, test privately, then move traffic to the new address. Leave the old VPS powered on until health checks, scheduled jobs, monitoring, and user traffic are all confirmed.
Canonical cloud guidance recommends new instances for fully automated deployments rather than changing an older instance in place. Redeployment gives you a clean operating system, a straightforward cutover, and a complete old instance that can serve as a rollback target. It does require a migration plan for stateful services, DNS or load-balancer changes, firewall rules, secrets, and persistent volumes.

Use an in-place upgrade for an irreplaceable manual server
An in-place upgrade is appropriate when the VPS has hand-built services, undocumented settings, local data, or dependencies that would be difficult to recreate. It changes packages, libraries, service defaults, and sometimes configuration files on the existing disk. Keep provider console or rescue access available because SSH is not the only way to recover the machine.

Know the supported Ubuntu LTS upgrade path
Canonical supports sequential LTS upgrades. You cannot safely jump directly over an LTS release with the supported server upgrader. If the target is Ubuntu 26.04 and the VPS runs an older LTS or an interim release, the 26.04 release notes may require one or more intermediate upgrades. Plan each hop separately, with its own backup, preflight, reboot, and validation.
The supported server and cloud-image command is sudo do-release-upgrade. Do not use the -d option on production simply to reach an unreleased development path; Canonical does not recommend that for production systems.
Understand the support window
Canonical documents five years of standard security maintenance for packages in the main repository for an Ubuntu LTS release. Ubuntu Pro can provide an additional five-year extended maintenance period after that standard period. These are maintenance periods, not a reason to postpone migration indefinitely: your installed applications, third-party repositories, kernel modules, and provider images still need compatibility planning.
Build an inventory before changing anything
Record the current state so you can compare it after the upgrade or reproduce it on a new VPS. Run commands as an administrator where necessary and save the output outside the machine being upgraded.

- Identify the release and architecture with
lsb_release -a,cat /etc/os-release, anduname -m. - Map storage and mount points with
lsblk -f,findmnt, anddf -hT. Note separate volumes, encrypted devices, and the filesystem containing/var. - List enabled services and failures with
systemctl --type=service --state=runningandsystemctl --failed. - Record listening sockets using
ss -lntup, then document which ports are intended to be public. - Capture firewall rules, for example with
sudo ufw status verboseif UFW is installed, or with the firewall tool your VPS uses. - List enabled APT sources and repositories under
/etc/apt/sources.listand/etc/apt/sources.list.d/. Note what each third-party source provides. - Inventory application configuration, deployment files, systemd units, cron jobs, timers, TLS certificates and keys, environment files, secrets, databases, queues, object-storage mounts, monitoring agents, and backup jobs.
Compare this inventory with the target release notes. Version-specific blockers can include a removed package, a changed default, an unsupported kernel module, a bootloader issue, or an intermediate-release requirement.

Canonical’s server guidance is direct: back up all data before upgrading. A provider snapshot is useful for a fast rollback, but it should not be your only copy, particularly when the snapshot and VPS share the same provider account or failure domain.
- Take a provider snapshot when the platform supports it, and record its timestamp, image identifier, and retention period.
- Copy application data and databases to an independent location. Use a database-native dump or replication method rather than assuming a live filesystem copy is consistent.
- Back up service configuration, deployment files, package or repository records, firewall rules, TLS private keys, certificates, SSH access material, and any secrets required to rebuild the service.
- Export scheduled jobs, systemd unit overrides, mounted-volume definitions, and DNS or load-balancer settings.
- Check that the backup can be read, that its permissions are preserved where required, and that the storage has enough capacity for a restore.
- Write down the restoration sequence and test at least the critical database and application restore steps before the maintenance window.
A backup that has never been restored is an assumption, not a rollback plan. For a redeployment, test the restore on the new VPS before switching production traffic. For an in-place upgrade, make sure the snapshot or image can actually be attached or booted through the provider’s console.
Prepare access so a dropped SSH connection is survivable
Do not start an upgrade from a fragile terminal session. Open a persistent session with tmux or screen, keep a second administrative SSH connection available, and verify the VPS provider’s serial, web, rescue, or virtual console. Store emergency credentials and console instructions where the on-call operator can reach them.
The Ubuntu server upgrader runs inside GNU screen. If the network connection drops, reconnect by SSH and reattach to the upgrader’s screen session rather than starting a second upgrade. A disconnect does not prove that the upgrade stopped; launching another process can corrupt the transaction.

Complete the current release’s package updates
Release upgrades expect the existing LTS to be fully updated. From a persistent session, run:
sudo apt update
sudo apt dist-upgrade -o APT::Get::Always-Include-Phased-Updates=trueRead and resolve every error. If the command installs a new kernel or other component that creates /run/reboot-required, reboot during the planned window and confirm that the machine returns with the expected services, mounts, network address, and firewall behavior before continuing.
Check for packages deliberately held back with apt-mark showhold and inspect the result of apt list --upgradable. Phased updates can temporarily hold a package for a subset of systems; Canonical says this is normally temporary and that security updates are never phased. Do not blindly disable phased updates or force every held package. Determine whether a package is explicitly held, blocked by a dependency, supplied by a third-party repository, or simply waiting for its phased rollout.
Review repositories and free disk space
Third-party repositories are a common source of release-upgrade failures. Disable or remove PPAs and vendor repositories that do not publish packages for the target Ubuntu release, while recording what software each one supplied. Re-enable only a verified, target-release repository after the upgrade and after checking that its packages are compatible.

df -hT
sudo du -xhd1 /var | sort -hFree several gigabytes according to the VPS’s installed software and the upgrader’s estimate. Do not delete unknown files from /var/lib or database directories to make room. Remove only identified caches or obsolete data, and preserve the backups and logs needed for recovery.
Run the supported upgrader carefully
- Open
/etc/update-manager/release-upgradeswithsudoedit. For a normal LTS-to-LTS path, set the prompt toPrompt=ltswhen the release documentation requires that setting. - Confirm that the current release is fully updated, the required reboot has been completed, backups are available, and the maintenance window is still open.
- Start the process with
sudo do-release-upgrade. The command needs network access to an official or local Ubuntu mirror; there is no offline server-upgrade option. - Read each proposed change. Pay particular attention to packages scheduled for removal, replacement services, obsolete configuration files, bootloader changes, and prompts asking whether to keep your version or install the package maintainer’s version.
- When a configuration file differs, compare the files and preserve deliberate local settings. Do not accept a default merely to make the prompt disappear; record the decision so it can be checked after reboot.
- Allow the upgrader to finish its package configuration and cleanup. Do not close the terminal, reboot manually, or run unrelated APT commands while it is working.
- Reboot only when the upgrader requests it or when your documented procedure reaches the reboot stage.
If the command says no new release is available, verify the release-upgrade prompt, confirm that the target LTS is available for your current path, and consult the target release notes. Do not bypass a required intermediate release with an unsupported option.

Validation is a separate phase, not a quick glance at the login banner. Compare the results with the inventory you created before the change.
- Confirm the release and kernel with
lsb_release -a,cat /etc/os-release, anduname -r. - Check package consistency with
sudo dpkg --auditand reviewsudo apt updatefor repository or signature errors. - Review
systemctl --failed, then inspect logs for any failed unit withjournalctl -u service-name -b. - Verify every expected listening port using
ss -lntup, and test the firewall from an external network rather than only from localhost. - Confirm DNS resolution, the VPS hostname, reverse DNS where relevant, TLS certificate paths and expiration, and outbound connectivity.
- Check that all data volumes are mounted with
findmnt, that ownership and permissions are correct, and that databases can open their data directories. - Exercise application health checks, login flows, background workers, queues, uploads, scheduled jobs, and integrations with external services.
- Confirm monitoring, alerting, log shipping, and backups are running on the new release rather than silently failing because a package or path changed.
- Review the boot log and kernel messages for storage, network, driver, or service errors.
Keep the maintenance window open until real application checks and external connectivity tests pass. A successful package transaction does not demonstrate that the workload is healthy.

For a redeployment, rollback is a traffic operation: stop writes or place the application in maintenance mode if necessary, point DNS or the load balancer back to the old VPS, and verify the old instance has the latest consistent data. Keep the old machine available until the new system has passed the agreed observation period.
For an in-place upgrade, stop traffic and restore the tested snapshot or previous image, reattach data volumes, and repeat the documented recovery checks. If the snapshot cannot be restored confidently, do not improvise destructive fixes on the only copy. Use the provider’s rescue environment or rebuild the previous image while preserving the independent backup.

Document what failed, which packages or configuration decisions were involved, and which validation test detected the problem. That record makes the next sequential LTS hop safer.
Troubleshoot common upgrade blockers
APT reports held-back packages
First distinguish phased updates from explicit holds. Use apt-mark showhold, inspect dependency messages, and check whether a third-party source is pinning an older version. Let normal phased updates proceed unless the release documentation gives a specific reason to change policy. Resolve explicit holds deliberately, then rerun the update and confirm a clean package state.
A third-party repository prevents dependency resolution
Disable the source, refresh package metadata, and bring the Ubuntu packages to a consistent state. Record the repository’s purpose and install a target-LTS version only after the vendor supports it. Do not leave a repository for the old codename enabled during the release transaction.
The upgrader reports insufficient space
Identify which filesystem is full with df -hT. Clear only known-safe caches or old artifacts, expand the VPS volume if available, and recheck the available space. Never remove database files, package metadata, or backups without confirming their role.
SSH disconnects during the upgrade
Reconnect through the provider console or SSH and reattach to the existing GNU screen session. Wait for the process to finish and inspect its output. Do not launch a second do-release-upgrade. If networking is unavailable, use the serial, web, or rescue console and follow the provider’s recovery procedure.
A service fails after reboot
Use systemctl --failed and journalctl -b to identify the first failure, then compare the service’s configuration with your pre-upgrade copy. Common causes include a changed package default, a removed directive, a missing mount, a permission change, or a third-party module that was not rebuilt. Fix one dependency at a time and rerun the application health check.
