When an Indian GST rate changes, update more than a percentage in your billing screen. First verify the official notification and its effective date, then determine the correct rate for each transaction under Section 14 of the Central Goods and Services Tax (CGST) Act. Only after that should you change tax masters, item mappings, catalog feeds, invoice templates, and e-invoice settings. Keep already-issued documents traceable, because a tax-master update and a legal correction to a historical invoice are separate tasks.
For the general 2025 GST changes covered by the GST Council FAQ, rates for goods and services other than specified tobacco products took effect on 22 September 2025. That date is not a universal rule for every product: the applicable notification, HSN or SAC classification, conditions, and exceptions control the transaction.
Why a GST rate update is a controlled change
A rate change affects the tax calculation, but also the data that feeds it. A single sale may draw its rate from an item master, service code, customer or place-of-supply rule, an invoice template, an accounting tax ledger, a product catalog, and an e-invoice payload. Changing one screen while leaving another unchanged can produce invoices whose visible tax, accounting entry, catalog price, and e-invoice data disagree.
The legal question comes first. Section 14 of the CGST Act deals specifically with a change in the rate of tax and determines the time of supply by considering whether the supply occurred before or after the change and by examining invoice and payment timing. The statute states that “the time of supply, where there is a change in the rate of tax in respect of goods or services or both, shall be determined in the following manner.” Read the current text on the CBIC CGST Act page before classifying a transaction.

This means an invoice-date shortcut is unsafe. Two invoices issued on the same day can require different treatment if their supply or payment facts differ.
Confirm the official rate and effective date
Use the notification, not an informal rate list
Start with the official rate notification or the government FAQ that identifies it. Confirm all of the following before editing a tax master:
- The affected goods or services and their HSN or SAC classification.
- The old rate and the revised rate, including any split between CGST and SGST or the applicable IGST treatment.
- The exact effective date and time, if stated.
- Conditions, exemptions, composition rules, end-use restrictions, packaging or labeling qualifications, and exceptions.
- Whether the change applies nationally or has a limited scope.
The GST Council FAQ on the 2025 rate changes says that changes for goods and services other than cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco, and beedi were effective on 22 September 2025. It also identifies the official rate notification as the source for the revised rates. A separate Press Information Bureau FAQ provides government communication about the change. Treat both as dated references and verify the notification for the exact item you sell.

Create a change record
Before changing software, make a small controlled record for each affected classification:
| Field | Record |
|---|---|
| Classification | HSN, SAC, or the classification used by your tax determination process |
| Previous treatment | Old rate, exemption, cess, reverse-charge or other applicable condition |
| New treatment | Revised rate and all conditions from the notification |
| Effective date | Date stated in the official notification, with the notification identifier |
| Scope | Products, services, regions, customer types, and transactions affected |
| Owner and timestamp | Person who approved and applied the configuration change |
This record prevents a later administrator from confusing a temporary promotional setting or a product-specific exception with a statutory rate.

Apply Section 14 to transactions near the cutover
Collect the three dates
For every open order, advance, dispatch, service completion, or invoice close to the effective date, capture:
- The date the supply was made, including the relevant completion or removal event for the transaction type.
- The invoice date, and whether the invoice was issued within the period required by law.
- The date payment was received, using the statutory meaning of receipt and the evidence in your books.
Then apply the matching branch of Section 14. The section distinguishes a supply before the rate change from one after it and uses the invoice and payment timing to establish the time of supply. Do not let software choose the rate solely because an invoice was posted after the cutover.

| Case to review | Documents and dates to assemble | Decision discipline |
|---|---|---|
| Supply completed before the effective date; invoice issued later | Proof of supply, invoice issue timestamp, payment receipt record | Use the Section 14 branch for a pre-change supply; do not assume the invoice date alone sets the rate. |
| Supply completed after the effective date; invoice created early | Order, dispatch or completion evidence, invoice timestamp, payment record | Check whether the statutory branch treats the event as a post-change time of supply. |
| Advance received before the change | Bank receipt, advance receipt, contract and later supply date | Include the advance timing in the Section 14 analysis and preserve the receipt evidence. |
| Invoice and payment straddle the change | Both timestamps plus supply evidence | Follow the exact statutory combination; escalate an ambiguous case to your tax adviser. |
| Credit or debit note after the change | Original invoice, reason for note, original tax treatment and note date | Check the legal correction route rather than automatically replacing the original rate. |
For example, an invoice dated 24 September 2025 for goods supplied on 20 September cannot be classified from those two dates alone. You must also examine payment timing and the applicable Section 14 branch. Keep the calculation and supporting documents with the transaction.
Separate legal classification from software configuration
If the facts do not fit a straightforward branch, pause the batch update and obtain professional advice. A billing package can calculate the rate you configure; it cannot, by itself, decide whether a disputed supply occurred before the change or whether an amendment is legally permitted.
Update accounting and billing software safely
Exact menu names differ by product, edition, and deployment model. The sequence below is provider-neutral and works as a control plan for desktop, cloud, or custom billing systems.

- Freeze the scope. Export the affected item and service list, current tax codes, open orders, recurring invoices, advance receipts, and unposted documents. Set a change window so staff do not create transactions while mappings are being edited.
- Back up or version the configuration. Preserve the old tax code and its effective period. If the system supports effective-dated tax records, close the old record on the notification date and create a new record beginning on the revised date. If it does not, export the old mapping and store it with the change record.
- Create or edit the new tax code. Enter the revised rate, CGST/SGST or IGST components, cess where applicable, rounding rule, and ledger accounts. Do not overwrite an old code if doing so would recalculate posted historical transactions.
- Update item and service mappings. Change every affected SKU, bundle, subscription, service code, and variant. Check inactive or duplicate items; a catalog can contain multiple records for what users regard as one product.
- Review customer and place-of-supply logic. Confirm that interstate, intrastate, export, exempt, nil-rated, and reverse-charge rules still select the intended tax treatment. A rate change does not remove these separate decisions.
- Update recurring and automated documents. Inspect recurring invoices, quotations that convert to invoices, sales orders, delivery notes, point-of-sale templates, and import files. Decide whether open documents should retain their original tax determination or be recalculated after a Section 14 review.
- Check accounting output. Verify that tax collected or payable ledgers, receivables, revenue reports, and return-preparation exports use the new code for new transactions without rewriting posted history.
- Publish the change. Record the operator, date, affected records, source notification, and a configuration export or screenshot. Remove the change-window restriction only after testing passes.
Keep old transactions traceable
A tax-master update changes future calculations. It is not permission to rewrite every old invoice. Retain the original invoice number, date, taxable value, tax amount, and tax code. If a transaction needs correction, use the legally appropriate credit note, debit note, amendment, or return procedure for that transaction rather than silently recalculating it.
Update product catalogs and connected commerce systems
Catalogs often feed more than a customer-facing price. They may supply HSN or SAC, tax category, displayed tax-inclusive price, marketplace data, warehouse documents, and the payload sent to an accounting system. Treat the catalog as a dependent system, not as the legal source of the rate.
Catalog checklist
- Filter by HSN or SAC and produce an affected-item report; do not rely only on product names.
- Update the tax category and rate mapping for each SKU, variant, bundle component, and service.
- Decide whether displayed prices are tax-inclusive or tax-exclusive and recalculate only according to your pricing policy.
- Check regional price lists and customer-segment rules that may have copied the old tax value.
- Republish feeds to marketplaces, storefronts, mobile apps, warehouse systems, and the accounting package.
- Clear or expire cached product data so an old rate is not shown after the new mapping is active.
- Place an order in a test environment and confirm that the catalog, checkout, invoice, and accounting entry agree.
Use an effective-dated mapping where possible. If the catalog cannot hold two periods, preserve a dated export of the prior mapping and coordinate the cutover with the accounting system so an order created before the change is not unexpectedly repriced.
Validate invoices, credit notes, and returns
Printed and PDF invoices
Open a representative invoice and check the item description, HSN or SAC, taxable value, rate, CGST and SGST or IGST amounts, invoice total, place of supply, and rounding. Confirm that the template does not contain a hard-coded percentage or a duplicated tax line. Test invoices generated from imports and recurring schedules, not only those entered manually.
Historical documents and amendments
The GSTN Manual GSTR-4 documents amendment fields such as revised invoice number and date, total invoice value, and taxable value. Those fields show what the portal workflow can capture; they do not establish that every rate change permits rewriting a previously issued invoice. First determine the transaction’s legal treatment under Section 14 and the applicable correction rules, then select an amendment, credit note, debit note, or other route.

Return data
Reconcile the invoice register with tax ledgers and the data prepared for returns. Compare counts and totals by tax code before submitting. A rate change can create separate old-rate and new-rate populations in the same reporting period, so aggregate reports should retain the underlying transaction detail.
Update e-invoice workflows
E-invoice systems can expose tax rates through a portal, API, spreadsheet utility, or JSON upload. Your accounting application may have its own tax master and may transform it into the payload, so update and test both ends.
For one documented implementation, IRIS IRP’s prerequisites and release notes report that a 40% rate was added to that portal’s tax-rate master on 21 September 2025. The release made the rate available through its API, web form, Excel utility, and JSON upload workflows. This is evidence about that portal’s implementation, not a guarantee that every accounting package or IRP uses the same menu or release schedule.
E-invoice validation sequence
- Confirm that the IRP or integration provider has published the revised rate and effective date.
- Update the local tax code and the mapping that converts it to the e-invoice payload.
- Submit a non-production or controlled test, where available, for an item before the effective date and one after it.
- Compare the payload’s taxable value, rate, tax amounts, invoice total, HSN or SAC, and document date with the source invoice.
- Check the response for acceptance, IRN or acknowledgment details, and any validation error.
- Repeat through the channel your business actually uses: API, web form, Excel utility, or JSON upload.
Do not treat a successful submission as proof that the legal rate is correct. Acceptance validates the submitted data against portal rules; your business remains responsible for classification and time-of-supply analysis.

| Route | Best use | Strengths | Risks to control |
|---|---|---|---|
| Direct tax-master and item-mapping edit in accounting software | Businesses whose invoices and ledgers are generated in one system | Central calculation and ledger consistency when effective dates and versioning are supported | Overwriting old codes, missed recurring documents, or provider-specific menu limitations |
| Connected catalog or commerce-platform update | Businesses where product data drives checkout and downstream invoices | Updates customer-facing tax display and propagates SKU mappings | Stale caches, duplicate SKUs, and mismatch between checkout and accounting |
| IRP web form or spreadsheet utility | Low-volume or manual e-invoice submission | Visible fields and a review step before submission | Manual transcription and inconsistent treatment across users |
| IRP API or JSON integration | High-volume automated invoicing | Repeatable processing and automated acknowledgments | Mapping, schema, retry, and release-management errors can affect many invoices at once |
The right route depends on your architecture. Whatever route you use, preserve historical mappings, support the effective date, propagate the classification to dependent systems, and retain validation evidence.

Test before and after the effective date
Minimum test set
- One transaction clearly supplied before the change and one clearly supplied after it.
- An invoice issued on the opposite side of the supply date.
- An advance received before the change with supply afterward.
- Intrastate and interstate examples, where both apply to your business.
- A credit note or debit note linked to an older invoice.
- A recurring invoice, imported order, catalog checkout, and manually entered invoice.
- An e-invoice submitted through your production channel.
Compare the results
For each case, record the source dates and compare the selected tax code, taxable value, CGST/SGST or IGST amounts, invoice total, ledger posting, catalog display, and e-invoice response. Investigate any difference before releasing the configuration. Keep screenshots, exports, or test IDs with the change record.
Fix common failures
New invoices still show the old rate
Check whether the item has multiple variants, whether the user is selecting a quotation created before the change, and whether a customer or place-of-supply override is taking precedence. Confirm that the active tax code has the correct effective date and that the application cache or integration queue has been refreshed.
Old invoices changed after the master update
Restore the historical mapping from your backup or versioned export, then reverse and recreate only the affected unposted documents. Do not bulk-edit posted invoices until the legal correction path has been determined. Review audit logs to identify every recalculated record.

Catalog and accounting totals disagree
Compare the SKU-to-tax-code mapping in both systems, including bundles and duplicate records. Check whether one system treats prices as tax-inclusive and the other as tax-exclusive. Republish the catalog feed and run an order through checkout again.
E-invoice submission is rejected
Capture the exact response, then compare the payload with the local invoice. Typical causes include an unmapped rate, invalid HSN or SAC, a tax amount that does not reconcile with the taxable value, or a date combination that your integration has transformed incorrectly. Correct the source mapping, not just the visible PDF, and resubmit according to the provider’s retry rules.
A transaction has no clear time-of-supply result
Stop automated posting for that transaction, assemble supply, invoice, and payment evidence, and obtain advice on the applicable Section 14 branch. Keep the uncertainty documented rather than selecting a rate because it is the newest one.
Maintain an audit trail
Store the official notification and classification analysis with the configuration record. Include the old and new tax mappings, effective date, approval, deployment timestamp, affected item list, test cases, e-invoice acknowledgments, and any post-change corrections. Restrict who can edit tax masters, require a second-person review for statutory changes, and schedule a report that identifies transactions created near the cutover. These controls make it possible to explain why a particular invoice used a particular rate months later.

Key takeaway
Updating GST rates is a legal and systems change, not a percentage edit. Verify the notification, apply Section 14 to each transaction that straddles the effective date, version the tax configuration, update every dependent catalog and e-invoice path, and validate representative documents before release. Preserve historical invoices and correct them only through the route that the transaction’s legal facts support.
