Market data becomes commercially useful only when it drives a consistent sequence of decisions: define the device and buying motion, select evidence that fits that motion, verify provider and facility records, rank accounts, assign ownership, execute in a CRM, and learn from results. The method below is US-oriented and must be adapted to the device category, care setting, buyer, geography, reimbursement model, and data stack.

Start with the commercial decision, not the dataset

A sales team can collect thousands of provider, facility, procedure, and payment records without becoming more precise. Begin by writing the decision the data must support. Examples include choosing launch territories, finding facilities likely to evaluate a capital device, identifying clinicians who order a procedure-linked supply, or deciding which existing accounts deserve an expansion plan.

Specify the product and use context

  • Device category: A capital imaging system, a disposable used during a procedure, durable medical equipment, and a software-enabled device generate different demand signals.
  • Care setting: Separate acute-care hospitals, ambulatory surgery centers, office practices, post-acute facilities, home care, and other settings where the device can legally and operationally be used.
  • Buyer and user: The economic buyer may be a supply-chain executive, service-line leader, finance team, or group purchasing organization, while the clinical user may be a physician, nurse, technician, or patient.
  • Geography: Define countries, states, metropolitan areas, postal codes, or drive-time territories before calculating opportunity. A national utilization signal is not automatically a local sales territory.
  • Decision horizon: A quarterly pipeline plan needs fresher evidence than a two-year market-sizing exercise.

Write these assumptions in the project brief. They determine which records qualify, how a score is interpreted, and whether a signal represents addressable demand or merely historical activity.

Define the unit of analysis

Choose whether the account is a parent health system, individual facility, department, clinician, ordering organization, or patient-support channel. A single health system can own many hospitals with different budgets and clinical protocols. Conversely, several clinicians may practice at one facility and share a purchasing process. Decide which level receives an owner and a next action, then retain links to the other levels rather than flattening them into one record.

Build a fit-for-purpose data stack

No single source answers market size, current intent, clinical fit, reimbursement, and contactability at the same time. Combine sources only after documenting what each one can and cannot prove.

Source What it can show Appropriate use Important limitation
CMS provider and utilization datasets Medicare-oriented provider eligibility, services, procedures, plans, and geographic utilization; provider records can include NPI and legal name. Build a baseline of eligible providers, procedure activity, and geographic coverage. Medicare activity may not represent the device’s full commercial market, and utilization is not the same as purchase intent.
CMS DME utilization by referring provider Usage, payments, submitted charges, and beneficiary demographic or health characteristics organized by referring-provider NPI. Retrospectively identify referring-provider patterns for products that fit the dataset’s DME scope. The CMS page lists annual updates and 2023 as the latest available year, so it can lag a fast-changing territory.
CMS Open Payments Publicly reported financial relationships involving applicable manufacturers or group purchasing organizations and covered physicians or teaching hospitals. Add relationship context to account research and compliance review. It is a disclosure source, not a clinical-preference measure or an opportunity score.
FDA real-world-data resources Potential sources include electronic health records, registries, administrative claims, device-generated data, patient-generated data, and billing or chargemaster data. Assess whether a product question could be informed by routinely collected real-world evidence and whether device identity is reliable. FDA’s evidence resources concern evidence generation and regulatory decision-making; they do not imply that every source is commercially available or suitable for targeting.
Licensed commercial intelligence Depending on the service, facility or physician claims, affiliations, and territory-level estimates. Fill identity, coverage, or timeliness gaps left by public data and support target-account analysis. Evaluate the vendor’s methodology, refresh rate, licensing terms, and validation rather than treating a marketing claim as comparative proof.
Internal CRM, ERP, service, and order data Existing relationships, opportunities, contracts, installed base, service events, quotes, orders, and prior outcomes. Connect external market signals to known accounts and determine next actions. Internal records may contain duplicate accounts, stale contacts, inconsistent product names, and restricted fields.

Use the narrowest source that answers the question. For example, a DME referring-provider file may be relevant to a provider-ordered supply but not to a hospital capital purchase. A claims count can indicate that a procedure occurred; it does not establish that the facility is replacing equipment, has budget available, or will accept a new supplier.

Record provenance before scoring anything

Create a data dictionary and require every material field to carry its context. At minimum, store:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • source name and dataset version or release;
  • population represented, such as Medicare beneficiaries or a commercial claims panel;
  • geography and care setting;
  • observation period and the date the record was refreshed;
  • definition of the metric, including whether it is a claim, payment, submitted charge, count, estimate, or modeled value;
  • transformations, joins, exclusions, and confidence or quality flags;
  • permitted business use, retention rule, and the person responsible for stewardship.

Put this metadata beside the account or signal in the warehouse and expose a shortened version in the CRM. A salesperson should be able to tell whether a number describes last year’s Medicare utilization, a current internal order, or an estimate derived from a licensed panel. Without that distinction, an old proxy tends to be mistaken for live intent.

Separate facts from inferences

Label fields as observed, derived, or interpreted. An observed field might be a provider NPI or a reported procedure count. A derived field might be procedures per facility or a territory percentile. An interpreted field might be a hypothesis that the account is preparing for expansion. Keep the hypothesis editable and require a human confirmation before it becomes a sales priority.

Resolve provider, facility, and device identities

Identity resolution is the bridge between a market record and an executable account. Keep the original identifiers and source values even after creating a mastered record.

Use the right identifier for the question

CMS provider datasets use the National Provider Identifier, or NPI, to identify providers. FDA describes the Unique Device Identifier, or UDI, as a potentially rich and uniform device identifier for real-world data. They are not interchangeable: NPI answers who the provider is, while UDI answers which device is involved. A facility record may also require a separate organization identifier, location key, or parent-system relationship.

Preserve affiliations and locations

Store a clinician’s practice locations, facility affiliations, specialties, and effective dates rather than choosing one address and discarding the rest. Mark whether an affiliation is current, historical, or unverified. Keep separate records when a hospital campus, outpatient department, and parent system have different purchasing authority.

Run duplicate and staleness checks

  1. Normalize legal names, doing-business-as names, addresses, telephone numbers, and postal codes without overwriting the source values.
  2. Match on stable identifiers first, then use a documented combination of name, location, specialty, and affiliation for records without a stable key.
  3. Route ambiguous matches to a review queue; do not force a low-confidence merge merely to improve a dashboard.
  4. Check for closed facilities, relocated clinicians, acquired organizations, and providers who changed practice settings.
  5. Write the surviving account ID back to every source row so the match can be audited and reversed.

Measure match rate, duplicate rate, unmatched high-value records, and the age of the last verification. A clean-looking account list that silently drops unmatched records can bias the territory toward easier-to-identify organizations.

Segment accounts before assigning a score

Segmentation explains why an account belongs in a group; scoring orders accounts within or across groups. Do not use one score to hide fundamentally different buying motions.

Create segments tied to the sales motion

  • Capital equipment: Segment by service-line capacity, facility complexity, replacement cycle, budget authority, implementation resources, and procurement path.
  • Procedure-linked supplies: Segment by relevant procedure volume, clinician adoption, stocking model, formulary or committee requirements, and distributor relationships.
  • DME or home-use products: Segment by referring-provider activity, beneficiary or patient pathway, payer mix, fulfillment capability, and geographic service coverage.
  • Existing-account expansion: Segment by installed base, contract status, service utilization, unresolved support issues, and adjacent departments.

These are planning categories, not a universal formula. Sales leadership, clinical experts, market-access staff, and operations should approve the criteria before data is ranked.

  1. Fit: Does the account have the care setting, clinical service, device compatibility, and buyer role required?
  2. Activity: Is there relevant procedure, referral, order, service, or utilization activity in the defined period?
  3. Access: Can the team identify the decision group, contracting path, and reachable contacts?
  4. Readiness: Are there observable events such as expansion, replacement, a new service line, or an open evaluation?
  5. Economics: Is the potential value meaningful after price, reimbursement, implementation cost, and sales-cycle length?
  6. Confidence: How recent, complete, and well-matched are the underlying records?

Normalize each component to a common scale, document missing-data treatment, and show the reason codes behind the final rank. If leadership chooses weights, version them and record who approved the change. A score that cannot be explained in a call-preparation meeting will not produce consistent behavior in the field.

Use tiers and a review queue

Convert the score into a small number of operating tiers, such as named strategic accounts, focused growth accounts, and nurture or monitor accounts. Set a maximum number of named accounts per representative based on travel, clinical support, implementation work, and sales-cycle complexity. Place high-value but low-confidence records in a verification queue instead of treating uncertainty as priority.

Translate priority into territories and ownership

Territory design is more than drawing geographic polygons. Balance opportunity with capacity, travel, language, clinical expertise, account relationships, and contracting boundaries.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Choose the ownership unit: parent system, facility, department, clinician, or a coordinated account team.
  2. Assign a primary owner and named specialists for clinical, reimbursement, service, or implementation work.
  3. Define rules for national systems, shared referral networks, cross-border patients, and house accounts.
  4. Check that the expected workload fits available call time, travel, case coverage, and onboarding resources.
  5. Publish an effective date, exception process, and reassignment rule for mergers, closures, and organizational changes.

Calculate potential by territory using the same definitions used in the score. Show both the total opportunity estimate and the number of accounts requiring active coverage; a territory with many low-value records should not appear equivalent to one with a few complex capital opportunities.

Make the CRM the execution layer

A prioritized spreadsheet is not a workflow. Every target needs a next action, owner, timing, and evidence link or source note inside the system where work is managed.

Design the account record

Expose the fields a representative needs before a call: account hierarchy, locations, relevant service lines, buyer and user roles, source signal, observation period, confidence, current products, contract status, open opportunities, reimbursement notes, and the reason the account was prioritized. Keep sensitive or restricted information subject to the organization’s access controls.

Standardize pre-call planning

  1. Open the account’s current hierarchy and confirm the facility and decision unit.
  2. Review the market signal, its date, and its provenance; note what it does not establish.
  3. Check internal history for prior conversations, quotes, cases, service issues, and contract commitments.
  4. Form a specific hypothesis, such as a service-line expansion or a gap in the current workflow.
  5. Choose the appropriate stakeholder and a compliant reason for contact.
  6. Record the intended outcome and the next step before beginning outreach.

Capture field and case activity consistently

Use required fields for visit purpose, participants, clinical or operational issue, product discussed, evidence requested, commitments, follow-up date, and outcome. For procedure-linked products, connect a case or evaluation to the facility, clinicians, device identifier where available, and support team. For capital opportunities, record decision stage, budget status, committee path, implementation dependencies, and expected timing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Integrate systems deliberately

CRM, ERP, service, inventory, contract, and device data should share stable keys and clear ownership. Synchronize only the fields needed for a decision or action, define conflict-resolution rules, and log failed updates. A vendor’s description of integration capability is not evidence that a deployment will improve revenue or productivity; validate the workflow in your own environment.

Account for authorization, coverage, and payment separately

FDA authorization does not decide whether a payer or provider will cover, pay for, use, or recommend a device. FDA notes that the evidence submitted for authorization may not fully overlap with evidence needed for coverage. Account priority therefore cannot remove a reimbursement barrier.

For each segment, add a market-access checkpoint: relevant benefit category, coding and payment assumptions, payer policy variation, site-of-care rules, required clinical or economic evidence, and the person responsible for verification. FDA’s voluntary Early Payor Feedback Program gives manufacturers an opportunity to obtain payer input on clinical trial design or other evidence plans. That kind of feedback can inform evidence strategy, but it should not be represented as a coverage decision.

Leading measures

  • percentage of target accounts with a verified owner and current next action;
  • record-match and contact-verification rates;
  • time from new signal to CRM availability;
  • completion of pre-call research and follow-up tasks;
  • progression from first conversation to evaluation, committee review, quote, or other defined stage.

Lagging measures

  • opportunity progression and cycle time by segment;
  • wins, losses, no-decisions, and disqualified accounts with reason codes;
  • revenue, units, utilization, or contract expansion where the metric is appropriate;
  • implementation, service, and renewal outcomes;
  • territory coverage and capacity variance.

Run a structured win/loss review

For every material outcome, ask whether the account met the stated criteria, whether the source was fresh and relevant, whether ownership and capacity were appropriate, whether the buyer and reimbursement path were understood, and whether the next action occurred on time. Distinguish a bad target from a good target that lacked access, evidence, budget, or execution. Change one criterion or process at a time and version the model so the effect can be observed.

Common failure modes and fixes

Failure Why it happens Fix
Using utilization as current intent Historical claims are easy to count and look precise. Display the observation period, add a readiness or access signal, and require human confirmation.
Applying Medicare activity to the whole market Public CMS data is convenient and geographically detailed. Compare the Medicare population with the device’s actual payer and care-setting mix before extrapolating.
Merging every affiliated location Parent-system names simplify reporting. Maintain facility-level purchasing and clinical relationships under a governed hierarchy.
Scoring without confidence Missing or stale fields are silently treated as zero or high opportunity. Include data quality in the score and create a verification queue.
Ignoring reimbursement until late stage Commercial teams assume authorization implies payment. Add coverage, coding, evidence, and payer checkpoints at qualification.
Measuring activity without outcomes Calls and visits are easier to report than decisions. Connect activity to stage progression, wins, losses, and documented reasons.
Overloading representatives Every possible account is exported to a territory. Set a capacity-based named-account limit and separate nurture from active coverage.

A practical rollout sequence

  1. Week 1: Write the decision brief. Specify device, setting, buyer, geography, horizon, account level, and success measures.
  2. Weeks 1–2: Inventory sources. Document CMS, internal, licensed, and evidence sources with population, cadence, permissions, and known gaps.
  3. Weeks 2–4: Master identities. Establish account, provider, facility, and device keys; preserve affiliations and route ambiguous matches to review.
  4. Weeks 3–5: Approve criteria. Have sales, clinical, market-access, finance, and operations agree on segments, score components, tiers, and disqualifiers.
  5. Weeks 5–6: Pilot one territory or segment. Load a bounded target list into the CRM with owners, next actions, provenance, and reason codes.
  6. Weeks 6–10: Observe execution. Review pre-call use, follow-up completion, data corrections, and capacity issues in weekly operating meetings.
  7. After the first defined review period: Recalibrate. Compare progression and outcomes with target assumptions, revise the model by version, and set the refresh schedule.

A pilot should test whether representatives can find, trust, and act on the signal—not merely whether a dashboard can display it. Keep a control or comparison territory when practical, but do not claim an uplift unless the design and data support one.

How to choose a data or workflow tool

When comparing platforms or building an internal stack, use the same questions for every option:

  • Coverage: Which populations, settings, specialties, facilities, and geographies are represented?
  • Provenance: Can users see source definitions, observation dates, transformations, and refresh cadence?
  • Identity resolution: Are NPI, organization, location, affiliation, and device identifiers handled separately and auditable?
  • Product relevance: Can the data represent the specific device’s pathway rather than a loosely related procedure?
  • Integration: Are CRM, ERP, service, contract, and field workflows supported through governed keys and usable interfaces?
  • Field usability: Can a representative prepare, document a visit, capture a case, and schedule follow-up without leaving the workflow?
  • Governance: Are lawful-use restrictions, access controls, retention, audit logs, and correction processes clear?
  • Validation: Can your team test match quality, freshness, false positives, and business-rule performance before broad deployment?

There is no neutral head-to-head benchmark in the available evidence, so treat demonstrations and capability statements as hypotheses to validate with your own records and operating constraints.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What a finished workflow looks like

For each account, the final system should answer five questions without a separate spreadsheet:

  1. Why is this account in the target segment?
  2. Which source and period support the signal?
  3. Who owns the next action, and what exactly is it?
  4. What clinical, operational, contracting, or reimbursement dependency could stop progress?
  5. How will the eventual outcome feed back into the criteria and territory plan?

If those answers are visible, dated, and reviewable, market data has become an operating process rather than a static report. If any answer is missing, fix the decision rule or data handoff before adding more records.
