A mini PC can become a capable home media center in three different ways: a playback client connected directly to your TV, a media server that sends your library to other devices, or a combined client-and-server. The right setup depends less on the computer’s size than on whether your files can play directly, how many simultaneous streams you need, and where the library will live.
This guide takes you from that decision through hardware checks, software installation, TV connection, storage selection, and playback testing. It also explains why a mini PC that is excellent for local 4K playback may still be underpowered for several simultaneous Plex transcodes.
1. Decide what job the mini PC will do
Start by defining the mini PC’s role. A box used only beside one television has a different workload from a server feeding phones, tablets, televisions, and remote users. Combining both roles is possible, but you must size the hardware for the more demanding task: serving streams that require conversion.
| Role | What the mini PC does | Typical software | Main hardware concern |
|---|---|---|---|
| Playback client | Runs the media app and sends video and audio to one directly connected TV | Kodi or Plex HTPC | Reliable decoding of your files and a display/audio path that matches the TV system |
| Media server | Maintains a library and streams it to other devices | Plex Media Server | Number of simultaneous streams and whether files must be transcoded |
| Combined system | Plays locally while also serving other devices | Kodi or Plex HTPC plus Plex Media Server | Playback and server workloads compete for the same CPU, graphics hardware, storage, and network connection |
Use the playback-client model for one TV
If your main goal is to watch files on the television beside the mini PC, treat the computer as a TV-connected client. Kodi is a PC media-center option. Plex HTPC is Plex’s TV-oriented application for a computer connected directly to a television; Plex describes this arrangement as commonly controlled with a third-party remote.

In this model, the mini PC does not need to convert every file for another device. It needs to decode the files you actually watch and deliver the required picture and sound to the TV or an attached audio system.
Use the server model for multiple devices
Install Plex Media Server when the mini PC must maintain a library and stream it to other televisions, computers, mobile devices, or streaming clients. A server may need to convert a file when the receiving device or connection cannot accept the original format. Plex says the requirements depend on the number of users, simultaneous streams, and transcoding workload.
Combine the roles only after checking the heavy case
A combined system is convenient: one computer sits by the television, stores or indexes the library, and serves other devices. It is also the easiest arrangement to overload. Local playback can be smooth while a second device starts a demanding transcode and causes buffering. Plan for the server workload, not just the files you can play locally.

2. Check the hardware against your real media
Do not choose a mini PC from a generic “media center” label. Check the exact processor, graphics capabilities, memory, storage, operating system, and outputs against the files and devices you intend to use.
Memory: treat Kodi’s figures as guidance, not a buying target
Kodi’s supported-hardware guidance recommends at least 1 GB of RAM in a dedicated, appliance-like HTPC computer and at least 2 GB in a multipurpose computer. Those are Kodi’s stated recommendations, not a universal minimum for every operating system, modern codec, 4K workload, or server configuration. A mini PC used for a server, desktop applications, or both should be evaluated as a multipurpose computer rather than as a dedicated Kodi appliance.
Decoding matters for local playback
Kodi notes that hardware video decoding may be important on lower-performance CPUs, especially for 1080p content. Its Linux guidance names VAAPI and VDPAU as examples of hardware-decoding paths. Confirm that the operating system and drivers expose the decoder your processor provides; a codec listed in a processor specification is not, by itself, proof that the chosen application will use it.

Transcoding is a separate performance problem
Direct play sends a compatible file without converting its video or audio. Transcoding requires the server to decode and re-encode, which can consume substantially more processing capacity. Plex gives a rough example of 17,000 PassMark for one 4K HDR file encoded at 50 Mbps with 10-bit HEVC when it is transcoded to 10 Mbps 1080p. Plex also says to account for concurrent transcodes, so that figure must not be read as a universal “Plex mini PC minimum.”

A direct-play stream, a lower-resolution conversion, and several simultaneous 4K conversions are different jobs. Before buying, list the maximum number of streams you expect and identify which clients may force conversion.
Hardware acceleration can change the server calculation
Plex documents hardware-accelerated streaming using Intel Quick Sync Video on compatible processors. Eligibility depends on the processor generation, operating-system support, software conditions, drivers, and Plex’s hardware-acceleration requirements. Check the exact mini PC rather than assuming every Intel-based model qualifies. Also verify that the feature is available to the operating system and application version you will run.
Check the complete display and audio chain
For a TV-connected setup, verify all of these parts together:
- The mini PC’s available display output and the television’s input.
- The resolution and refresh rate you intend to use.
- Whether your files use the codecs and bitrates the mini PC can decode.
- Whether HDR is supported by the computer, operating system, application, cable, receiver, and TV as a complete path.
- Whether audio goes directly to the TV or through an AV receiver or soundbar, and whether the application and hardware support the desired audio handling.
There is no universal mini-PC compatibility promise for every 4K HDR format, refresh rate, audio mode, or copy-protected streaming service. Confirm the exact model and software combination before treating any feature as guaranteed.

3. Choose the software that matches the role
| Software | Purpose | Availability or requirement established by the vendor | Choose it when |
|---|---|---|---|
| Kodi | Local media-center playback and library interface | Kodi provides PC installation and hardware guidance; its normal use can read local or network files | The mini PC is primarily a TV-connected player and you want a media-center interface for your own files |
| Plex HTPC | TV-oriented playback client | Windows 10 or later, macOS 10.13 or later, and Linux distributions through Snapcraft or Flathub; Plex recommends a current Ubuntu LTS release for Linux | You want Plex’s TV interface on a computer physically connected to the television |
| Plex Media Server | Library management and streaming to other devices | Separate from Plex HTPC; server capacity depends on users, simultaneous streams, and transcoding | The mini PC must serve a library beyond the TV directly attached to it |
Understand the Plex names
Plex HTPC and Plex Media Server are not interchangeable. HTPC is the playback application that runs on the computer beside the television. Media Server is the component that catalogs and serves the library. You may install both, but each has a separate purpose and separate performance considerations.

Pick Kodi for a straightforward local-player setup
Kodi is a sensible starting point when the mini PC’s primary job is to browse and play files on one TV. Its hardware documentation explicitly addresses PC media-center use, including hardware decoding and access to local or network storage. It does not turn the computer into a general-purpose streaming server by itself; add a server application if other devices must connect to the library.
Pick Plex HTPC for a Plex-based TV interface
Plex HTPC is designed for the computer-to-TV arrangement. On Windows, Plex lists Windows 10 or later; on macOS, it lists macOS 10.13 or later; on Linux, it lists distributions available through Snapcraft or Flathub and recommends a current Ubuntu LTS release. Confirm the current installer and distribution package for your operating system before installation.
4. Choose where the media library will live
Your library can be on storage attached to the mini PC or on another computer or storage device on the network. Kodi’s FAQ states that normal use can access content from a local hard disk or network storage through a file-sharing protocol such as SMB.
Local storage
Use local storage when you want the simplest path between the application and the files, or when the mini PC will be used in a location without dependable network access. An external drive is optional: it makes sense when the mini PC lacks enough capacity, but it is unnecessary if your library already lives on accessible network storage.
- Attach the drive to the mini PC and make sure the operating system can read it.
- Keep the drive connected whenever the media application or server must scan or play the library.
- Leave enough free space for the operating system, application databases, artwork, and future additions rather than filling the device completely.
Network storage over SMB
Network storage keeps the media files away from the mini PC and can make the same library available to more than one device. The mini PC must be able to reach the storage over the network, and the account used by the application must have permission to read the folders. Network performance and availability become part of playback reliability.
- Give the storage device a stable network location so the library path does not change unexpectedly.
- Confirm the share and credentials from the mini PC before adding it to the media application.
- Test a representative file over the network rather than assuming that a successful folder connection proves every bitrate will play smoothly.
Choose one library location for the first setup
For troubleshooting, begin with either a known local folder or one verified network share. Adding several locations at once makes it harder to determine whether a failure comes from the application, permissions, the network, or a particular file. Once one source plays reliably, add the remaining folders.

5. Install and configure the mini PC
- Install the operating system. Use an operating system supported by the playback or server software you selected. For Plex HTPC, check the listed Windows, macOS, or Linux requirement; if you choose Linux, Plex recommends a current Ubuntu LTS release.
- Apply operating-system and driver updates. Display output, hardware decoding, and hardware acceleration depend on the operating system and driver path, so complete updates before judging playback performance.
- Install the playback application. Install Kodi for a Kodi-centered player or Plex HTPC for Plex’s TV interface. Keep the application’s role clear: Plex HTPC is the client on the TV-connected computer.
- Install Plex Media Server only if the mini PC will serve other devices. Configure the server separately from the TV client. A server that is not required for your local-player goal adds another component to maintain and another possible source of transcoding load.
- Add the media source. Point the application or server to the verified local folder or SMB network share. If the share is protected, use an account with read access to the media folders.
- Allow the library to scan. Let the application identify the files before testing several playback scenarios. A successful scan confirms that the path is readable; it does not confirm that every codec, HDR mode, or audio route will play.
- Set the display and audio output. Select the TV-connected output and configure the operating system and application for the resolution, refresh rate, and audio destination supported by the complete equipment chain.
- Connect the mini PC to the television. Use a display connection supported by both devices. The required cable and output depend on the mini PC, TV, receiver, resolution, refresh rate, and HDR requirements; do not assume a particular cable version without checking those specifications.
- Install or pair a remote if desired. Plex describes a third-party remote as typical for a computer connected directly to a TV, but it is optional. A keyboard and mouse are practical for initial configuration. Check that a remote works with the selected operating system and application.
6. Test the entire playback path
Test with files that represent what you will actually watch, not just a small sample that happens to play. Include the highest bitrate, the most demanding resolution, and the audio arrangement you expect to use. If the mini PC is also a server, test a local playback session while another device requests a stream.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Test direct playback first
Start with a file that the target device and application should accept without conversion. In a Plex setup, observe whether the stream is playing directly or being transcoded. Direct play generally places less conversion work on the server; a transcode means the server is changing the media for the receiving device or connection.
Test a known transcoding case
If you intend to serve devices that cannot accept the original files, request a stream that causes conversion and watch for buffering, dropped frames, or a rising server workload. Compare one stream with the maximum number of simultaneous streams you expect. The Plex 17,000-PassMark example applies specifically to one 4K HDR, 50 Mbps, 10-bit HEVC file converted to 10 Mbps 1080p, so do not use it as a promise that every other transcode will work.
Test HDR, refresh rate, and audio separately
A file can have correct video playback while HDR or audio fails. Test:
- A file that uses your intended resolution and refresh rate.
- An HDR file if HDR is part of your goal.
- The audio route through the TV, receiver, or soundbar you will actually use.
- A network-stored file if the library is not local.
- Playback while another device uses the Plex server, if you selected the combined role.
Because compatibility varies by exact hardware, operating system, application, TV, receiver, codec, and file, treat these tests as acceptance checks for your own setup rather than as evidence that another mini PC will behave identically.

The video buffers even though the file plays locally
First determine whether the remote stream is being transcoded. If it is, check the number of simultaneous conversions and whether the receiving device can use direct play. Then verify the server’s processor and any supported hardware-acceleration path. A mini PC that decodes one file locally may not have enough capacity for multiple conversions.

The picture plays but HDR is missing
Check the complete display path: mini PC output, operating-system display mode, application settings, cable, receiver if present, and TV input. The absence of HDR does not by itself prove that the mini PC lacks the necessary decoder; the operating system or an intermediate device may not be passing the mode through.
Video works but sound does not
Test the same file with the mini PC connected directly to the TV, then through the intended receiver or soundbar if your setup uses one. Confirm that the application’s audio output matches the destination. Audio support is path-dependent, so avoid assuming that a video codec result proves the audio track will pass correctly.
The network library disappears
Confirm that the mini PC can still reach the SMB host, that the share name and path have not changed, and that the account used by the application still has permission. A network share that is temporarily unavailable can look like an application-library problem.
The remote is unreliable
Use the keyboard and mouse to complete setup and isolate whether the problem is in the remote, its pairing, the operating system, or the media application. Remote support depends on the selected operating system and application, so verify compatibility for the specific accessory rather than assuming that any PC remote will control the interface.
8. A practical decision checklist
- One TV, mostly local files: choose a playback client such as Kodi or Plex HTPC, connect the mini PC directly to the TV, and start with local or verified SMB storage.
- Several household devices: add Plex Media Server and estimate simultaneous streams before choosing the processor.
- Mostly direct play: prioritize support for the codecs, resolution, HDR mode, refresh rate, and audio path used by your files and clients.
- Frequent conversions: use Plex’s workload guidance, including the 17,000-PassMark example for one specified 4K HDR transcode, and account for concurrent transcodes rather than relying on a generic mini-PC label.
- Linux client: verify the Plex HTPC distribution method; Plex recommends a current Ubuntu LTS release.
- Limited local capacity: use an external drive or a network share. An external drive is not needed when the library is already available on suitable network storage.
- Couch control: add a compatible third-party remote after the video and audio path works; use a keyboard and mouse during setup.
Final setup decision
The most dependable path is to decide the role first, then test the exact mini PC with representative files and the actual TV and audio equipment. For a single television, install Kodi or Plex HTPC and focus on decoding and display compatibility. For a shared library, install Plex Media Server and size the computer for simultaneous streams and transcoding. If you combine both, validate the server workload while local playback is running. Storage can be local or network-based through SMB, and a remote is optional rather than a prerequisite.
