If RD Web Access stopped rendering in Chrome or Edge after an update or policy change, first check whether the portal shows “Unable to display RD Web Access” and the message “An unexpected error has occurred that is preventing this page from being displayed correctly.” Microsoft’s current documented cause is a browser policy that disables XSLT, the client-side transformation RD Web Access uses to build its interface. Microsoft Support KB 5130994 applies this issue to Windows Server 2016, Windows Server 2019, Windows Server 2022, and Windows Server 2025.
The quickest administrator test is to temporarily enable XSLT for the affected browser, restart that browser, and load the portal again. If the page returns, keep the change under your organization’s policy controls while you choose a longer-term access path. Microsoft describes this as a temporary workaround while it works on a fix; the KB does not specify a delivery date or a particular Chromium version that introduced the change.
First identify what “RD Web Access not working in Edge” actually means
A browser-update outage can occur at several different stages. The XSLT problem is a rendering failure: the RD Web page itself does not build correctly. It is not a universal explanation for login failures, certificate warnings, missing resources, or sessions that fail after a user clicks a published application.
Signs that match the documented XSLT failure
- The portal opens but displays “Unable to display RD Web Access.”
- The page includes Microsoft’s text, “An unexpected error has occurred that is preventing this page from being displayed correctly.”
- The failure began after an Edge or Chrome policy change, or after a browser update that changed policy behavior.
- The same portal may still be reachable through an alternate browser path, such as the HTML5 web client or Edge IE mode.
Signs that point somewhere else
- The sign-in page renders normally but credentials are rejected. Investigate authentication, account status, or the identity provider rather than changing XSLT policy.
- A certificate warning appears before the portal or HTML5 client loads. Verify the certificate and the hostname first.
- Published desktops and applications are listed, but clicking one cannot establish a session. Check RD Gateway and RD Broker certificates and deployment health.
- The portal works but an older “Connect to a remote PC” tab is missing. That is a separate legacy ActiveX compatibility issue, not the newly documented XSLT rendering fault.
Why disabling XSLT breaks the portal
Microsoft Support states that “RD Web Access uses client-side XSLT processing to render the web interface.” XSLT transforms the portal’s data and markup in the browser. If an Edge or Chrome policy disables XSLT, that transformation cannot complete, so the interface can fail before users can select a resource.

Microsoft describes this change in the context of browsers moving away from XSLT for security reasons. The KB does not identify a specific Edge or Chrome version, rollout date, or default policy value. Do not assume that every outage following a browser update has this cause; confirm that the visible symptom matches the rendering error and then test the policy.
Supported server scope in the current KB
KB 5130994, originally published October 6, 2026, covers RD Web Access deployments on:
- Windows Server 2016
- Windows Server 2019
- Windows Server 2022
- Windows Server 2025
The server version alone does not prove that XSLT is the cause. The browser policy and the portal’s exact behavior are the deciding evidence.

Use your organization’s normal change and security process. The documented workaround writes a machine-level policy value under HKLM, so an elevated administrator context is required. Check the policy for the browser that users actually use; enabling XSLT for Edge does not enable it for Chrome, and vice versa.

Edge policy location
The relevant policy value is XSLTEnabled under:
HKLM\SOFTWARE\Policies\Microsoft\EdgeIf that value is disabled or absent while the rendering symptom is present, temporarily setting it to 1 is the Microsoft-documented diagnostic and workaround path.
Chrome policy location
For Chrome, inspect:
HKLM\SOFTWARE\Policies\Google\ChromeThe value name is also XSLTEnabled. Apply the change only to the browser affected by the outage unless your policy design requires both browsers to receive the same setting.
Temporarily re-enable XSLT
Microsoft provides these commands for an elevated Command Prompt. Run the command that matches the affected browser, not both by default:

reg add "HKLMSOFTWAREPoliciesGoogleChrome" /v XSLTEnabled /t REG_DWORD /d 1 /f- Sign in to the RD Web server or an administrative workstation where your organization permits machine-policy changes.
- Open Command Prompt with elevated privileges.
- Run the Edge command if the affected browser is Microsoft Edge, or the Chrome command if the affected browser is Google Chrome.
- Allow policy distribution or configuration management to apply the value if your organization centrally manages browser policy.
- Close every window of the affected browser and start it again. A browser restart is required before retesting.
- Open the same RD Web Access URL and check whether the normal sign-in and resource interface appears.
How to interpret the result
- The portal renders after the restart: the policy-disabled XSLT path is consistent with the documented failure. Keep the setting classified as temporary and decide whether to use the HTML5 client, IE mode, or a centrally governed interim policy.
- The portal still does not render: do not keep changing unrelated browser policies. Recheck that the command targeted the browser users run, that policy was not overwritten by Group Policy, and that the displayed error is actually the XSLT-style rendering error. Then investigate certificates, authentication, or server-side availability as appropriate.
- The page renders but sessions fail: XSLT is no longer the active problem. Move to the RD Gateway, RD Broker, and web-client certificate checks described below.
Choose an alternate access path while the workaround is temporary
Microsoft lists three options. They differ in how quickly they restore access, how much the user workflow changes, and whether they fit your browser-security policy.

Use the HTML5 Remote Desktop web client
If your deployment includes Microsoft’s HTML5 client, users can open the client at a path such as https://rdweb_server_FQDN/RDWeb/webclient/index.html, replacing rdweb_server_FQDN with the fully qualified domain name used by your deployment. The HTML5 client can start the remote session directly in the browser. From its Settings area, a user can also download an RDP file when that workflow is preferred.
When the HTML5 URL shows a security warning
Microsoft’s web-client guidance says to verify both the certificate and the name:
- RD Web Access must use a publicly trusted certificate.
- The server name in the URL must match the name on the certificate.
- Use the RD Web role’s fully qualified domain name rather than an alias that is absent from the certificate.
Fixing that warning is a certificate task, not an XSLT-policy task. Do not treat a browser trust warning as proof that the Chromium update caused the outage.

If users can sign in and see desktops or applications but a connection fails, inspect the RD Gateway’s trusted public certificate and confirm that required updates are installed. For the specific message “an unexpected server authentication certificate was received,” use this sequence:

- Record the certificate thumbprint displayed in the error.
- Compare it with the certificate assigned to the RD Broker role.
- Confirm that the expected certificate is actually assigned to RD Broker.
- Re-import the corresponding
.cercertificate into the web-client deployment. - Retry the connection after the deployment has the corrected certificate.
These checks address trust and role assignment after the portal has rendered; changing XSLTEnabled will not repair a Broker or Gateway certificate mismatch.
Capture evidence from the HTML5 client
For a reproducible HTML5-client failure, open About, choose Capture support information, select Start recording, reproduce the problem, and stop the recording. The client downloads a file named RD Console Logs.txt. In Edge, press F12 to open developer tools and inspect the browser console while reproducing the error.
Use Edge IE mode only for the compatibility case that needs it
IE mode is a separate compatibility route, not a general replacement for modern browser rendering. Configure it for the RD Web URL when the portal or a legacy workflow depends on Internet Explorer behavior:

- Add the RD Web URL to the IE mode pages list.
- Restart Edge if it prompts you to do so.
- Open the portal again and allow ActiveX if Edge asks for permission on the first visit.
Microsoft notes that this ActiveX permission enables the portal to use the signed-in user’s credentials for single sign-on. Apply IE mode narrowly: it is useful for the compatibility scenario, but it does not diagnose certificate failures or repair an RD Gateway connection.

Do not confuse the new XSLT failure with the old ActiveX symptom
Microsoft’s older compatibility guidance describes a legacy RDWEB case in which the “Connect to a remote PC” tab is missing because the application depends on ActiveX, which Edge did not support in that scenario. That symptom is distinct from a portal that suddenly cannot render because XSLT was disabled by policy.
Use IE mode or an Enterprise Mode compatibility configuration for that older application behavior only when you have confirmed that the missing tab or ActiveX dependency is the real requirement. If the current page instead displays “Unable to display RD Web Access” and the unexpected-error text, start with the XSLT policy check.
A practical decision sequence for administrators
- Classify the failure. Determine whether the portal fails to render, authentication fails, a certificate warning appears, or a session fails after resource selection.
- Match the platform. The documented XSLT issue concerns RD Web Access on Windows Server 2016, 2019, 2022, and 2025.
- Match the message. Look for “Unable to display RD Web Access” and Microsoft’s unexpected-error wording.
- Check the affected browser’s policy. Review the Edge or Chrome
XSLTEnabledsetting under the corresponding machine-policy key. - Run the temporary test. Set the value to
1with the appropriate elevated command, restart the browser, and retest. - Select an interim route. If policy cannot remain enabled, direct users to the deployed HTML5 client or configure Edge IE mode for the required URL.
- Change diagnostic tracks when the symptom changes. For a certificate warning, correct trust and hostname matching. For listed resources that cannot connect, inspect Gateway and Broker certificates. For legacy missing-tab behavior, investigate ActiveX compatibility.
- Collect logs before escalating. Use the HTML5 client’s support recording and Edge developer-console output when the failure remains reproducible.
Policy, security, and maintenance considerations
Re-enabling XSLT restores a browser feature that the existing RD Web Access interface requires, but Microsoft labels it temporary. Treat the registry commands as an administrator-controlled exception rather than a permanent browser baseline. Record which browser, server scope, and user population received the setting, and ensure that centrally managed policy does not silently overwrite the value.

Do not downgrade or freeze Edge or Chrome solely on the basis of this KB. Microsoft’s documented choices are the temporary policy setting, the HTML5 client, and Edge IE mode; the cited guidance does not recommend rolling browsers back. Keep monitoring Microsoft’s KB for the promised fix and remove the temporary exception according to your change process when a supported permanent solution is available.
