High latency across a VPN, zero-trust network access (ZTNA), SASE service, or another secure-access path is a path-localization problem. First make the symptom repeatable, then measure each segment from the user or branch to the access edge, through the provider service, and on to the application. Verify the actual point of presence, policy, forwarding profile, tunnel state, and route shown in telemetry before deciding where the delay starts.

Do not treat a slow application as proof that the secure-access provider is at fault. The same symptom can come from a user’s local network, a congested branch tunnel, a suboptimal service edge, an MTU mismatch, packet loss near the destination, or slow application processing.

Define exactly what “high latency” means

Start with one reproducible incident record. Include the affected user or site, device, destination application and host, test time with timezone, secure-access client or tunnel, selected region or point of presence (PoP) if visible, and the metric that is abnormal.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Metric What it measures What it does not prove
Round-trip latency Time for a probe to travel to a target and return That the application itself is slow
Packet loss Probes or packets that do not arrive or return That every lost probe affects application traffic equally
Throughput How much data can be transferred over a period That interactive requests have high latency
Application response time Time from an application action to its usable result That the network is the bottleneck

Keep these measures separate. A page can be slow because a database query takes too long even when network round-trip time is normal. Conversely, a clean browser page can hide intermittent packet loss that becomes obvious during file transfer or voice traffic. Record median and high-percentile observations when the diagnostic tool provides them, but do not substitute a single “good latency” number for an application-specific baseline. The available documentation does not establish a universal acceptable cross-region latency threshold.

Build a repeatable test case

  1. Choose one affected user or branch and one destination application.
  2. Record the exact action that feels slow, such as sign-in, opening a dashboard, or downloading a report.
  3. Run the test several times in the same window and note whether the behavior is constant, intermittent, or limited to a particular time of day.
  4. Repeat from a second user, site, or device when possible, without changing the destination or application action.
  5. Save timestamps, screenshots, client diagnostics, tunnel identifiers, and application-side request IDs if available.

A clear statement such as “Users at the Singapore branch experience 180 ms round-trip time and a 12-second dashboard load to the Frankfurt application between 09:00 and 10:00 UTC; users at the London branch do not” is far more useful than “the secure connection is slow.”

Map the end-to-end path before changing policy

Draw the path as separate segments. A practical model is:

  1. User device or branch LAN to the local router or tunnel endpoint.
  2. Local access network and internet or private underlay to the secure-access service edge.
  3. Processing inside the security service, including policy inspection and forwarding.
  4. Service edge to the destination network, application front end, or remote-network connector.
  5. Application, database, and return path.

The first segment where latency rises or loss appears is your starting point. A route comparison can localize a fault, but it is not by itself proof that a provider is responsible. The return path may differ from the outbound path, and some routers suppress or rate-limit diagnostic probes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use service-native path diagnostics

Use the diagnostic view supplied by your secure-access service whenever it exposes hop-level data. Useful fields include hop address or name, latency, packet loss, failed probes, test region, and geolocation. Capture the complete result rather than only the final number. A sudden increase between two hops is more actionable than a high value at the destination alone.

If the service provides a cloud-performance or path test, run it against the same destination and from the same client or branch while the application is slow. A failed probe does not always mean production traffic is failing, so correlate the result with application behavior and service logs.

Use independent probes to validate the observation

With authorization, test the same destination from a direct LAN or an approved alternate VPN that does not traverse the affected secure-access path. On Windows, tracert destination.example and pathping destination.example can show route changes and loss over time. On Linux or macOS, traceroute destination.example or an approved mtr run can provide repeated hop measurements. Use the destination’s hostname or IP consistently and retain the test time.

Do not interpret asterisks in traceroute as automatic packet loss. Many intermediate routers do not answer TTL-expired probes while still forwarding application traffic. Focus on loss that continues at later hops or matches an application symptom.

Confirm the actual service edge and traffic handling

Geographic proximity between a user and a data center is not enough to identify the path. The client may be assigned to a different PoP because of availability, policy, licensing, network conditions, or an integration design. Verify what actually handled the connection.

Check point of presence and policy telemetry

For Microsoft Entra Global Secure Access deployments, connection lifecycle events include the PoP region and policy context. Transaction-level traffic records can then be correlated with the same destination and timestamps. Microsoft documents the event and investigation workflow in How to investigate the Global Secure Access remote network connectivity and the operational process in Security operations for network access.

  1. Filter connection events to the affected user, device, or tunnel and the incident window.
  2. Record the reported PoP region, connection state, and policy identifiers.
  3. Find traffic or transaction records for the exact application destination.
  4. Verify that the expected forwarding profile and security policy were applied.
  5. Compare a successful user or site with an affected one to identify differences in PoP, policy, or route.

If the logs show the expected policy and destination but a different PoP than planned, investigate service-selection and routing behavior before rewriting security rules. If no traffic record appears, the request may be bypassing the client, excluded by a forwarding profile, blocked before inspection, or never reaching the service.

Validate integrated secure-access products

Some organizations use more than one security service in the same design. Microsoft’s integration guidance for Global Secure Access and a third-party SASE service describes collecting client traffic diagnostics and validating the resulting traffic in both products’ logs. Follow the equivalent process for your deployment: establish which component received the flow, which component forwarded it, and whether the flow was inspected twice or sent through an unintended loop. The integration reference is Configure Microsoft and Zscaler for a Unified SASE Solution.

The page title contains a vendor name, but the operational lesson is general: use both sides of an integration to prove the handoff. Do not infer the route from the user’s country or from a policy label alone.

Inspect client, tunnel, and branch health

When remote networks connect through tunnels, a healthy service edge cannot compensate for a saturated or unstable branch endpoint. Check the tunnel and the equipment that terminates it at the same time as you collect path measurements.

Client-side checks

  • Confirm the secure-access client is connected and on the expected software version approved by your organization.
  • Check whether the expected forwarding profile is active and whether the destination is included or excluded.
  • Look for reconnects, authentication retries, policy changes, or local endpoint resource exhaustion during the incident window.
  • Repeat the test from a second device on the same network to distinguish endpoint problems from branch-wide problems.

Tunnel and connector checks

  • Verify both tunnel directions are up and that failover has not moved traffic to an unintended or distant endpoint.
  • Review utilization, queue depth, dropped packets, retransmissions, and fragmented packets.
  • Check whether the tunnel is near its configured capacity during the slow period.
  • Compare current values with your organization’s normal baseline; operational examples are not universal performance targets.

Microsoft’s remote-network operations guidance covers tunnel health, near-capacity conditions, MTU-related drops, and monitoring tunnel endpoints. Use that procedure as a checklist in Operate Microsoft Entra Global Secure Access remote networks.

Branch CPE and underlay checks

Inspect CPU and memory on the branch router or firewall, interface errors and discards, link negotiation, duplex, queueing, and the upstream circuit’s utilization. A tunnel can remain “up” while the CPE is dropping or delaying packets. Compare the affected branch with a healthy branch using the same tunnel design. If only one site is affected, local congestion or CPE health is more likely than a global service event.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test for MTU and fragmentation symptoms

Cross-region paths often traverse several encapsulation layers. A packet size that works on a direct route can exceed the effective MTU once a secure tunnel adds headers. Symptoms include slow file transfers, applications that hang after connecting, repeated retransmissions, and small requests that work while larger responses fail.

  1. Check tunnel documentation and device settings for the configured MTU and any TCP MSS adjustment.
  2. From an authorized test host, send progressively larger non-fragmenting probes toward the destination. On Windows, an example starting point is ping destination.example -f -l 1472; reduce the payload if the packet must be fragmented. On Linux, an equivalent form is ping -M do -s 1472 destination.example.
  3. Repeat through the secure-access path and through an approved alternate route.
  4. Correlate failures with tunnel logs showing fragmentation, oversize packets, or drops.
  5. Apply the smallest targeted MTU or MSS change that fits the tunnel design, then retest the original application action.

The payload value in these examples is only a test starting point, not a recommended setting for every network. Do not disable fragmentation controls globally to conceal an MTU problem; that can create a different failure mode and weaken troubleshooting evidence.

Compare the affected route with an approved alternate

A controlled comparison is the fastest way to separate a path problem from an application problem. Keep the destination, application action, client type, and test window as constant as practical. Change only the route.

If the alternate path is faster and the secure path shows a distinct hop, PoP, tunnel, or policy difference, you have evidence for localization. If both paths are slow and the application’s own timing is high, investigate the destination or its dependencies. If only one user is slow while peers on the same path are normal, focus on the endpoint, local Wi-Fi, device security software, or client state.

Never bypass security controls on production traffic without an approved test plan. A direct-LAN or alternate-VPN test should use a permitted account, a non-destructive application action, and a defined rollback point.

Check service incidents before assigning blame

After collecting path evidence, check the service provider’s status and incident information for the relevant service, PoP, or data center. Match the incident’s start and end times to your measurements. An incident notice that overlaps your window is corroborating evidence, not a substitute for the user, tunnel, and destination data.

Also check your own underlay carrier, branch circuit, DNS, identity provider, and application status pages. Cross-region slowness can be caused by a shared transit or cloud-region event that affects both secure and alternate routes.

Monitor recurring cross-region latency

One-off tests explain an incident; continuous measurements reveal recurrence and scope. For branch deployments, Microsoft recommends end-to-end path monitoring with synthetic transactions or ping monitors from branch sites through Global Secure Access tunnels. Its operations guidance names SolarWinds, Paessler PRTG, and ThousandEyes as examples of network-management platforms for tunnel-endpoint and path monitoring. These are optional examples, not prerequisites for an initial diagnosis.

Design useful probes

  • Probe from representative branches and user regions, not only from a central data center.
  • Measure the secure-access edge and the real application, because a healthy edge does not guarantee a healthy destination.
  • Use a safe synthetic transaction that exercises the slow workflow without changing production data.
  • Store latency, loss, response time, selected PoP, tunnel state, and policy context together.
  • Alert on deviation from each site and application’s baseline rather than a universal threshold.

Correlate alerts with tunnel capacity, client reconnects, route changes, and service incidents. A recurring pattern at the same hour may indicate scheduled backup traffic or branch saturation; a pattern that follows a PoP change points to service selection or route handling; a pattern limited to one application may belong to the application path.

A practical decision tree

  1. Is the symptom reproducible? If not, add timestamps and monitoring before changing configuration.
  2. Is the problem latency, loss, throughput, or application response time? Keep separate tests and metrics.
  3. Where does the first abnormal hop or segment appear? Use service-native diagnostics plus an independent probe.
  4. Does the affected flow use the expected PoP, policy, and forwarding profile? Verify telemetry rather than relying on geography.
  5. Are tunnel, CPE, capacity, and MTU indicators abnormal? Correct the local or branch condition if so.
  6. Does an approved alternate route reproduce the problem? If both routes do, inspect the destination or shared underlay.
  7. Does a matching service incident exist? Correlate its timing and scope with your evidence.
  8. Does the problem recur? Deploy synthetic or ping monitoring and retain the segment-level data.

Frequently Asked Questions

What latency is acceptable for cross-region secure access?

There is no universal threshold established by the available operational guidance. Judge latency against the application’s interaction model and the normal baseline for the same user, site, and route.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a high traceroute hop prove that the secure-access provider is causing the delay?

No. A hop may rate-limit diagnostic replies, and the return path may differ. Confirm the pattern with service telemetry, application timing, packet-loss data, and an approved alternate route.

Should we temporarily bypass the secure-access service to test the application?

Only under an approved, non-destructive test plan. Use an authorized account, hold the destination and application action constant, capture both paths, and restore the security policy immediately afterward.

What if the application is slow but ping latency is normal?

Measure application response time and server-side dependencies. Normal network round-trip time does not rule out slow authentication, database queries, APIs, or application processing.
