If Copilot is missing or failing in Microsoft Teams, first identify whether the problem affects one meeting or all of Teams, and whether you need Copilot during the meeting or in its recap. A single-meeting problem usually points to meeting settings or organizational policy. A feature missing across Teams calls for an account and license check. Loading and connection errors call for Teams connectivity and client checks.
Work through those branches in that order. Confirm the signed-in work or school account, try Teams on the web, refresh or restart the client, and run Microsoft’s Get Help troubleshooters. Meeting policies and organization-assigned licenses may require a Microsoft 365 administrator; they cannot always be fixed from your own Teams settings.
Start by defining what “not working” means
Copilot symptoms that look alike can have different causes. Before changing settings, write down the exact symptom and its scope:

Microsoft’s meeting guidance also states: “Copilot won’t work in meetings that are hosted outside the participant’s organization.” That qualification matters: a meeting hosted by another organization can behave differently from a meeting your own organization hosts. See Microsoft’s meeting guidance for Copilot in Teams when the meeting host is external.
If Copilot is missing in only one meeting
A meeting-specific absence is most often a meeting configuration or policy question, not proof that the Teams client is broken. The organizer can control how Copilot is used in a meeting, subject to organization policy and related meeting controls.
Open the meeting’s options
- Open the affected meeting in Teams.
- Open the meeting controls or meeting options used by your Teams version.
- Look for the Copilot-related setting and note whether it is enabled, disabled, or unavailable to you.
- If you are not the organizer, ask the organizer to check the same setting. Participants may not have permission to change an organizer-controlled option.
The visible control can be affected by organization policy, a sensitivity label, or a meeting template. If the setting is missing rather than merely turned off, do not assume that reinstalling Teams will create it. Microsoft advises contacting the IT administrator when the expected meeting option is not visible.

Copilot has a host-organization boundary. Microsoft Support says it will not work in meetings hosted outside the participant’s organization. If you joined a customer, partner, or other external organization’s meeting, ask that organization about its meeting configuration rather than changing your own license or client.
Check the organizer’s policy context
For an internally hosted meeting, the organizer’s organization may still restrict Copilot. Sensitivity labels and templates can impose settings that participants cannot override. Record the meeting subject, organizer, date, and the exact option that is absent, then give those details to the Microsoft 365 administrator. This lets the administrator distinguish a policy restriction from an account problem.

Separate live Copilot from post-meeting Recap
Live meeting use and recap access are different paths. Do not conclude that transcription is required for every form of live Copilot use based only on a missing Recap entry.
When live Copilot is available but Recap is not
Microsoft’s meeting guidance says Copilot is not available in a meeting’s Recap tab when transcription or recording was not turned on during the meeting. If you used Copilot while the meeting was happening but cannot find it afterward, first check whether transcription or recording was enabled at the time.
- Open the meeting’s details after it ends.
- Open the Recap tab.
- Check whether the meeting has the transcription or recording material required for the recap experience.
- If those were not enabled during the meeting, the missing Recap Copilot experience is consistent with Microsoft’s documented condition; it is not necessarily a Teams connection failure.
When Copilot is missing during the meeting
A live-use problem belongs in the meeting-settings branch first. Check the organizer’s Copilot setting, the host organization, and applicable policy. Keep this separate from the post-meeting transcription condition so that you do not change a setting that cannot affect the live experience.
If Copilot is missing across Teams or shows a license-validation error
When the feature is absent in multiple meetings, or Teams reports that it cannot validate the Copilot license, verify account identity before treating the application as defective.
Confirm the account you are actually using
- Open your Teams account or profile menu and inspect the signed-in identity.
- Confirm that it is the intended work or school account for the organization whose meetings and license you are trying to use.
- If more than one account is available, sign out of the unintended account and sign back in with the organizational account.
- Retry Copilot in the same location where it failed.
Microsoft’s license-validation guidance warns that an account or license context mismatch can produce validation problems. A personal account and a work or school account are not interchangeable for organization-managed Teams work, so do not use a personal subscription as a workaround for a business-account validation failure.

Ask the administrator to verify the assigned license
If the correct work or school account is signed in and Copilot remains absent, the organization must verify that the appropriate Copilot license has been assigned to that account. This is an administrator-side check; a participant cannot grant the license from Teams meeting options.
Recommended Free Tools
For a continuing business-user validation error, Microsoft Support says: “For business users, if you still receive the validation error after following the steps in this article, please check with your Microsoft 365 Admin to ensure you have Microsoft Copilot.” Give the administrator the exact error text, the account used, and whether the problem occurs in the desktop and web clients. The administrator can then confirm the assignment and escalate to Microsoft support if needed. Microsoft’s license-validation guidance covers this path.
Use the dedicated license troubleshooter
When you believe the organization has licensed you but Copilot is not visible, open the Get Help app and search for Copilot License Troubleshooter. Microsoft’s Copilot troubleshooters page identifies this tool for license-visibility problems. Run it while signed in with the account that is failing; otherwise the diagnostic may inspect the wrong identity.
If Copilot appears but will not load or connect
A loading spinner, connection error, or Teams reconnect message points to the client or network branch. Start with checks that separate an internet problem from a stale desktop session.
Check the network outside Teams
- Open a few unrelated websites in the same network connection.
- If those sites also fail, restore the internet connection before troubleshooting Copilot.
- If other sites work, continue with the Teams client checks below.
This test does not prove that every Microsoft service is healthy, but it quickly distinguishes a general connectivity problem from a Teams-specific one.

Refresh the Teams sign-in session
- Sign out of Teams from the account or profile menu.
- Close the Teams client completely.
- Reopen Teams and sign in with the intended work or school account.
- Open the same meeting or Copilot surface and retry.
A fresh sign-in can clear an expired or inconsistent session without changing meeting policy or license assignment.
Try Teams on the web
Open Teams in a supported web browser and sign in with the same account. If Copilot works on the web but not in the desktop application, the comparison points toward a desktop-client state rather than a missing organization license. Continue using the web client as a short-term workaround while applying the desktop checks, but do not treat that result as proof that every desktop issue has the same cause.
Clear the Teams cache
Microsoft’s reconnect guidance includes clearing the Teams cache as a client-side step. Use the cache-clearing procedure for your operating system from Microsoft’s “I can’t reconnect to Microsoft Teams” support article, then reopen Teams and test again. Cache removal resets locally stored client state; it does not change an organization’s meeting policy or assign a license.
Check for a Microsoft 365 service incident
If Teams and Copilot fail for multiple people at the same time, check your organization’s Microsoft 365 service-health information or ask an administrator whether an incident is known. Microsoft lists checking for known service incidents among its reconnect steps. A service incident requires waiting for or following the administrator’s recovery process rather than repeatedly reinstalling the client.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsRefresh Teams when information is out of sync
Sometimes the account, meeting policy, or license has changed but the open Teams session has not reflected the change. Microsoft’s synchronization guidance recommends using the in-app Refresh link or quitting and reopening Teams.

- Look for a Refresh link or banner in Teams and select it.
- If no refresh control is available, quit Teams rather than merely closing the visible window.
- Reopen Teams and allow the account and meeting list to load.
- Check Copilot again in the original meeting or chat.
A refresh is a reasonable first response to stale information. If the feature remains missing after a fresh session, return to the meeting-policy or account-license branch instead of repeating refreshes indefinitely. Microsoft’s Teams synchronization guidance describes the refresh and reopen steps.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Run the Copilot connectivity troubleshooter
When Copilot cannot connect after the basic client checks, open the Get Help app and search for Copilot connectivity troubleshooter. Microsoft says this diagnostic checks firewall rules and other connection blockers.
- Open the Get Help app on your Windows device.
- Search for Copilot connectivity troubleshooter.
- Run the diagnostic while signed in to the account that experiences the failure.
- Apply any remediation it reports, then restart or refresh Teams and retry.
If the troubleshooter identifies an organization-controlled firewall or network rule, send the result to IT. Do not disable security controls on your own to force Copilot to connect. The full list of Microsoft Copilot diagnostics is in the Get Help troubleshooters article.
A complete troubleshooting sequence
Use this sequence when you need a single checklist rather than a symptom-by-symptom decision.
- Record the symptom. Note whether Copilot is missing, disabled, stuck loading, or showing a validation error.
- Define the scope. Test a second meeting or Teams surface to determine whether the issue is limited to one meeting.
- Identify the timing. Decide whether you need live Copilot or post-meeting Recap.
- Check meeting ownership. For one meeting, confirm the host organization and ask the organizer to inspect meeting options.
- Check recap prerequisites. If only Recap is missing, determine whether transcription or recording was enabled during the meeting.
- Verify identity. Confirm that Teams is signed in with the intended work or school account.
- Refresh the client. Use Teams’ Refresh link or quit and reopen the app.
- Retest the connection. Check internet access, sign out and back in, try Teams on the web, and clear the Teams cache using Microsoft’s procedure.
- Run the matching diagnostic. Use Copilot License Troubleshooter for an expected-but-missing license and Copilot connectivity troubleshooter for connection failures.
- Escalate with evidence. Give IT the exact error, account identity, affected meeting, client used, and troubleshooter result.
This order prevents a client reinstall or cache reset from obscuring a policy or license issue that only an administrator can change.
When to contact your Microsoft 365 administrator
Escalate promptly when the relevant control is organization-managed or the supported user checks have failed.
- The Copilot option is not visible in meeting options.
- The meeting is hosted by another organization and Copilot is expected to work there.
- The correct work or school account is signed in, but Copilot is missing across Teams.
- A business-account license-validation error continues after following Microsoft’s account and client steps.
- The license troubleshooter indicates an assignment or entitlement issue.
- The connectivity troubleshooter points to firewall or another organization-controlled blocker.
- Multiple colleagues report the same failure, suggesting a service incident.
Include the meeting organizer’s organization, whether the failure is live or in Recap, the Teams client (desktop or web), the exact message, and the time the problem occurred. Those details help the administrator separate meeting policy, external-host limitations, license assignment, client state, and service availability.
Quick Recap
Common misdiagnoses to avoid
- Assuming every missing button is a license problem: A single meeting can be governed by organizer settings, policy, a sensitivity label, or a template.
- Assuming live Copilot always requires transcription: The documented transcription or recording condition applies to Copilot in the post-meeting Recap tab.
- Buying a personal plan for a work account: Organization-managed Teams access must be checked by the Microsoft 365 administrator.
- Clearing cache for a policy restriction: Cache steps can correct client state, but they cannot create an administrator-controlled meeting option.
- Testing only the desktop app: The web client is a useful comparison for isolating a desktop-client problem.
- Repeating refreshes without checking scope: If the issue is present only in one externally hosted meeting, client refreshes will not change the host organization’s policy.
