Check AT&T’s outage information before changing phone settings. If AT&T lists a disruption, the problem may be storm damage, commercial-power loss, or congestion somewhere in the network rather than a fault in your handset. If no outage is reported, work through the device checks below, then use AT&T’s diagnostics and support channels. A missing outage notice does not prove that your phone is the cause.
First, determine whether the storm affected AT&T’s network
Storm-related service problems can occur far from your house. Damage to a cell site, a switch station, backhaul equipment, or commercial power can interrupt calling, messaging, and mobile data for an entire area. Restoration crews may be working at a facility several miles away even when your phone, SIM, and home power are functioning normally.
AT&T’s disaster guidance puts outage checking first. Look at the carrier’s current outage information for your location. If AT&T identifies a local problem, follow the status information shown there and avoid repeated changes to phone settings that cannot repair damaged infrastructure. If the outage tool shows nothing, AT&T advises trying its diagnostics and troubleshooting tools; continue with the handset checks in this guide.

Outage information can lag behind events or may not identify every affected customer. Treat the result as a useful signal, not a definitive test. A storm can produce intermittent coverage, overloaded capacity, or a damaged site that has not yet appeared in an online status notice.

How to interpret what you see
| What you observe | Most likely explanation | What to do next |
|---|---|---|
| Calls, texts, and data fail for several people nearby | Area outage, storm damage, power loss, or congestion | Check AT&T’s outage information, conserve battery, and wait for carrier updates. |
| Your phone alone shows an error while another AT&T phone works nearby | Device setting, software, SIM, account, or handset fault | Run the device checks below and use AT&T diagnostics. |
| Calls fail but texts sometimes arrive | Voice congestion or a partial network problem | Limit non-emergency calls and try text messages. |
| Data is slow while calls and texts work | Heavy traffic, a weak signal, or a damaged data path | Move to a better-signal location, connect to Wi‑Fi when available, and retest. |
| The phone says “Emergency Call Only” or “Insert SIM” | Loss of network registration or a SIM issue | Confirm airplane mode is off; inspect the physical SIM only if your phone uses one and the warning appears. |
When calls will not connect
Run the basic handset checks
Do these in order when AT&T has not reported an outage. Stop when service returns; there is no benefit in changing additional settings after the original problem is resolved.
- Check the signal indicator and service status. Move outdoors or to a location with a clearer view of the sky if it is safe. Note whether the phone shows bars, “No Service,” or “Emergency Call Only.” A weak or absent signal points toward coverage or network availability rather than a dialer setting.
- Turn off airplane mode. Open your phone’s quick settings or Settings app and verify that Airplane mode is disabled. If it was already off, switch it on briefly, wait a few seconds, and switch it off to force a fresh network search.
- Restart the phone. Power it down completely, wait several seconds, and turn it back on. This refreshes registration with the network and clears a temporary radio or software state.
- Retry the call. Dial again after the restart. If the call fails immediately, note the exact message; “No Service,” “Call ended,” and “Emergency Call Only” indicate different failure conditions.
- Install pending device software updates. Use the phone’s normal Software Update screen while connected to power or Wi‑Fi if possible. Do not begin a large update if battery is critically low and you have no reliable way to recharge.
- Review call forwarding. In the Phone app’s call settings, confirm that calls are not being forwarded to an unintended number. Turn forwarding off if you enabled it temporarily and no longer need it.
- Check blocked numbers and call restrictions. Make sure the number you are trying to reach is not blocked and that a parental-control, business, or other call restriction has not been enabled.
- Check the physical SIM only when the phone shows a relevant warning. If your handset uses a removable SIM and displays “Insert SIM” or “Emergency Call Only,” power the phone off, remove and reseat the SIM according to the manufacturer’s instructions, then restart. Do not open a sealed device or remove an embedded eSIM.
These checks can correct a handset-level problem, but AT&T’s guidance does not establish a success rate for any individual step, and none can restore a storm-damaged site or a failed power feed.
What different call symptoms mean
- No bars or “No Service” everywhere: check the outage status and test in a safe outdoor location. If nearby AT&T customers have the same result, treat it as a network issue.
- Calls fail only in one building: walls, location, or a local site problem may be reducing signal. Try another safe location before changing account settings.
- Outgoing calls work but incoming calls do not: check call forwarding, blocked callers, and whether the issue affects one caller or everyone.
- Calls connect and then drop: congestion, unstable signal, or a damaged site can interrupt the radio connection. Record the location and time for support rather than repeatedly redialing.
When text messages are delayed or fail
Texting can behave differently from voice calling. During high traffic, AT&T says texts often go through faster than calls, but this is qualified guidance rather than a guarantee. A text may still be delayed when the phone has no registration, the network is completely unavailable, or the recipient’s service is affected.

- Confirm that airplane mode is off and that the phone shows some service.
- Send a short text to one recipient who is likely to respond. Avoid repeatedly sending the same message, which can create duplicates when the network catches up.
- Wait for a delivery indication or reply. If messages remain pending, test from a safe location with a stronger signal.
- If voice calls are congested but texts work, use text for non-urgent coordination and keep calls brief. AT&T specifically recommends limiting non-emergency calls during high call volumes.
Do not assume that a text marked “sent” was read. Delivery indicators vary by phone and messaging service, and a storm can delay delivery after your handset has handed the message to the network.

If only one conversation is affected
Check that the contact’s number is correct and not blocked. A problem limited to one recipient is less consistent with a broad outage than failures affecting every contact. If all conversations fail and the signal indicator is absent, return to the outage check and call troubleshooting steps rather than deleting message threads.
When mobile data is slow or unavailable
Storm response can produce unusually high traffic. AT&T says network traffic or outages may slow wireless speeds and affect calls and messages. Data can also suffer when a site is running on backup power, when a backhaul connection is damaged, or when many customers are sharing the remaining capacity.
Separate congestion from a handset setting
- Check the signal and move safely. Test in another location nearby, preferably outdoors only when conditions are safe. A single bar or fluctuating service can make data appear to stop.
- Confirm cellular data is enabled. In the phone’s network settings, make sure Mobile Data or Cellular Data is on. Check that a data limit, Data Saver mode, or an application-specific restriction is not preventing the app you need from connecting.
- Refresh the connection. Toggle airplane mode on and off once, then retry the page or app. Restart the phone if the connection does not return.
- Try Wi‑Fi when power and a trusted network are available. AT&T says Wi‑Fi may help data speeds when cellular traffic is heavy. Use a network you trust, and remember that Wi‑Fi can provide internet access without restoring cellular calling or texting.
- Test more than one service. Open a small webpage and send a message. If one app fails while others work, the problem may be the app or its server rather than AT&T’s radio network.
A speed test is optional and can consume scarce data or battery. If you do run one, record the time and location; a single result during storm recovery is not a general measure of AT&T performance.
Why Wi‑Fi is helpful but not a complete substitute
Wi‑Fi can offload internet traffic when the cellular network is congested, but it depends on a working internet connection and electricity at the access point. It cannot repair a damaged AT&T facility. Keep the phone connected to a charger or power bank while using Wi‑Fi because extended searching for a cellular signal can drain the battery quickly.

Conserve battery and reduce network load
Power management matters when commercial electricity is unavailable or restoration is uncertain. Keep the handset charged whenever power is available. AT&T’s severe-weather preparation guidance recommends a portable phone charger; its storm guidance also names car chargers, battery packs, and multi-port chargers as backup options.
- Use a portable phone charger or power bank to supply electricity to the handset.
- Charge the power bank from a wall outlet, vehicle, or other safe source before it is needed.
- Reduce screen brightness and close apps that are continually refreshing.
- Disable unnecessary radios or background synchronization if you need the battery to last, while leaving the connection method you rely on enabled.
- Make essential calls or send concise texts instead of repeatedly redialing.
A charger is a preparedness accessory, not a network repair. It cannot create coverage, replace a damaged cell site, or make a failed backhaul connection work.
Use the symptom, not guesswork, to choose your next step
| Situation | Priority action | Avoid |
|---|---|---|
| AT&T reports an outage in your area | Follow the outage status and preserve battery while waiting for official updates. | Factory-resetting the phone or repeatedly removing the SIM. |
| No outage is listed, but your phone has no service | Restart, verify airplane mode, check signal, install updates, and run AT&T diagnostics. | Assuming the absence of an outage notice proves the network is healthy. |
| Calls are congested but texts work | Limit non-emergency calls and use concise texts for coordination. | Repeatedly redialing every few seconds. |
| Data is slow and Wi‑Fi is available | Use a trusted Wi‑Fi connection for necessary internet tasks. | Assuming Wi‑Fi restores cellular voice or SMS service. |
| The phone shows “Insert SIM” | For a physical-SIM phone, power off and reseat the SIM; then restart. | Opening a sealed phone or changing eSIM settings without instructions. |
Escalate through AT&T’s official channels
If the outage tool identifies a disruption, use the status information there and check AT&T’s current support options. AT&T’s storm guidance lists its website, the myAT&T app, and customer support by phone for affected customers. Channel availability and regional telephone numbers can change, so use the current contact details shown in AT&T’s own support pages rather than relying on an old number copied elsewhere.
When contacting support, provide the service address or nearest safe location, the time the problem began, whether calls, texts, and data are all affected, the exact message on the phone, and whether other AT&T customers nearby have the same issue. This information helps distinguish an area incident from a single-device problem.

Do not rely on a generic restoration estimate. AT&T’s broad storm guidance does not establish a universal repair time; any estimate must come from the carrier for the specific affected location and event.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What recent AT&T storm reports do—and do not—tell you
Storm effects are regional and time-specific. In an October 2026 Hurricane Isaias recovery update, AT&T said some customers, primarily in parts of Florida and Alabama, experienced wireless disruptions after landfall. The same update described home-phone and internet interruptions associated with storm damage and commercial power outages. Those observations describe the areas and conditions in that report; they are not a statement that every AT&T customer is currently offline.
In a September 2, 2026 update about Tropical Storm Edouard, AT&T reported that its wireless network was operating at more than 99% of normal in Texas and Louisiana at that time. “More than 99% of normal” was AT&T’s company-reported figure for those locations and that date, not a service guarantee for another storm, region, or customer.
These examples illustrate why location and date matter. A network can be operating normally in one state while customers elsewhere are dealing with damaged infrastructure or commercial-power interruptions.

Common mistakes after a storm
Factory-resetting too soon
A factory reset erases personal data and settings but cannot repair a network outage. Keep it out of the first-line process. Use outage information, basic connection checks, and AT&T diagnostics first.
Buying equipment as a substitute for coverage
A power bank can extend operating time, but it does not increase signal or bypass a damaged site. Avoid treating a charging accessory as a fix for missing service.
Calling repeatedly during congestion
Repeated non-emergency calls consume battery and compete for limited capacity. AT&T advises limiting such calls and trying text messages, which often pass faster during congestion.
