When an AI agent cannot open a website or sign in, the cause is usually one of five separate failures: it is using a different browser session, the site or workspace has not approved access, the login method is unsupported, the site blocks automated traffic, or a network policy prevents the page from loading. Diagnose those layers in that order. The agent’s product, browser mode, site origin and exact error determine the correct fix; a remedy for one agent may be invalid for another.
Start with the layer that is failing
Do not treat “the agent cannot access the site” as one problem. A browser can reach a page but lack an authenticated session; an account can be valid while a workspace policy blocks the application; a login can be correct while the site rejects automated browsers. Identify the failing layer before changing settings.

The sequence matters: network access does not prove that a site is approved, and approval does not create an account session. Keep those checks separate throughout troubleshooting.
1. Identify the agent and its browser mode
Record the exact product or integration, version if shown, and how it is browsing. Ask whether it uses a cloud browser, an application-owned browser automation tool, a desktop computer-use tool, a connected app, or your current local browser. The same prompt can produce different behavior in each mode.

Cloud or application-owned browser
A remote browser normally has its own cookies, storage, extensions, tabs and saved credentials. For ChatGPT’s cloud browser, the remote session does not automatically inherit the cookies, saved passwords, extensions, open tabs or sign-ins from your local browser. Being logged in on your laptop therefore does not mean the cloud session is logged in.
Local computer-use session
A desktop computer-use tool may control a browser on a managed computer, but it still depends on the browser profile selected by the application. Confirm that the agent is operating the intended window and profile rather than an empty or temporary profile.
Connected app or API integration
A connected app can use an API or an application-owned browser rather than a normal browser tab. Check the integration’s setup status and the account it is authorized to use. Do not assume that browser cookies or a login completed in another product will be available to the integration.

- Agent or integration name and version, if available
- Browser mode and whether the session is cloud-hosted, local or application-owned
- Full site origin, including the subdomain that shows the error
- Exact error text, HTTP status or screenshot with secrets removed
- Whether manual access works in a normal browser
- Login method attempted: password, one-time code, passkey, QR code or single sign-on
2. Check website approval and administrator policy separately
Some products ask you to approve a website or origin before an agent can interact with it. Approve only the exact origin you recognize, and follow the product’s confirmation UI. A permission prompt that was dismissed, denied or applied to a different subdomain can leave the agent unable to proceed.
Origin approval is distinct from network access. OpenAI’s Agents API documentation describes these as separate controls: an application can have a route to the internet while still lacking approval to interact with a particular origin. Conversely, an origin can be approved while a firewall blocks the connection.
Check workspace restrictions
Business and enterprise deployments may enforce application or website restrictions. Ask the workspace administrator whether the agent, browser tool or destination is blocked. In OpenAI Enterprise guidance, a user approval cannot override an administrator restriction. Repeating the approval prompt will not fix a policy decision made at the workspace level.

Confirm the exact origin
Authentication often crosses several domains. The visible login page, identity provider, consent page and final application may use different origins. Record each one shown during the attempt and ask the administrator to review the complete redirect chain rather than allowing an unrelated broad pattern.
3. Use the agent’s supported sign-in path
Complete authentication inside the browser or integration that is actually trying to reach the site. Never paste a password, one-time code, recovery code or private key into ordinary chat. Use a secure sign-in form presented by the product and remove sensitive values from screenshots and diagnostic logs.
ChatGPT cloud browser
Use the secure sign-in form displayed in the cloud browser and complete any requested two-factor authentication there. A local sign-in does not transfer to the remote session. If the site asks for a human confirmation, follow the product’s supported interaction rather than attempting to copy credentials into a conversation.
OpenAI Agents API integrations
In an Agents API integration, the application—not the model’s ordinary chat—handles the sign-in flow. The documented flow supports email addresses, passwords and verification codes. It does not support passkeys or QR-code sign-in. If the account requires a passkey or QR scan, use an approved alternative such as a supported password or code flow, or have the integration owner implement the provider’s supported authentication method. Do not generalize these capabilities to every OpenAI browser or agent product.
Single sign-on and second factors
When a site redirects to an identity provider, allow every required redirect domain and complete the second factor in the supported UI. A successful password entry followed by a blocked verification page is still an incomplete login. If policy forbids automated access to the identity provider, the workspace administrator or site owner must provide an approved sign-in route; bypassing the identity provider is not a safe workaround.
Recognize an expired session
A browser environment can be recycled after an error, timeout or application restart. Recycling clears cookies and other browser state, so the agent may appear to “forget” a login that worked earlier. Start a fresh supported sign-in after confirming that the current browser instance is the one the agent is controlling.

4. Compare manual and agent access
Open the same origin manually in your normal browser, using the account and network you expect the agent to use. This comparison isolates site restrictions from account or network failures.
- Open the site manually and note whether the home page, login page and target page load.
- Sign in manually only in your own trusted browser; do not assume that session will be shared with the agent.
- Run the agent against the same origin and record the first point of divergence: DNS failure, timeout, blank page, sign-in loop, CAPTCHA, bot warning or authorization error.
- Repeat from an allowed test page if the agent product provides one, without trying to defeat any access control.
Manual works, agent fails
This pattern often indicates a site restriction on automated browser traffic. OpenAI’s Help Center warns that some websites use security measures that restrict access from automated browser agents and states that site owners set those restrictions. The practical options are to use the page directly in your browser, ask the website owner whether an approved integration or allowlist exists, or choose another permitted workflow. Do not advise bypassing CAPTCHA, bot detection, rate limits or terms-of-service restrictions.
Both manual and agent access fail
Check the account status, site outage information, password or second-factor result, and your network. A shared failure is less likely to be caused solely by automation detection, although a workspace or network policy can still affect both paths.
Agent works on simple pages but not the target site
Compare the target’s redirects, embedded resources and authentication domains with a simple page. A restrictive identity provider, an unapproved subdomain or a blocked resource can prevent a complex application from finishing even when its public home page opens.
5. Check network policy and all required domains
For hosted computer-use environments, verify that outbound policy permits the destination and the domains needed to complete redirects and load page resources. Allowing only the first URL can produce a login loop, missing scripts or a page that never finishes loading.
What to ask the network administrator
- Is outbound HTTPS permitted from the agent’s runtime?
- Are the site origin, identity-provider domains and required content or API domains allowed?
- Does a proxy rewrite, remove or block request headers needed by the site or agent provider?
- Are DNS filtering, TLS inspection, geographic rules or egress restrictions returning the error?
- Was the browser container recreated between attempts, clearing cookies and local storage?
Capture the first failing hostname and timestamp. A generic “the site is blocked” message is less useful than the exact destination that timed out or returned an authorization response.

6. When a page tool is missing or unresponsive
If the agent claims that a page tool is unavailable, troubleshoot the tool context before changing credentials. OpenAI’s troubleshooting guidance recommends checking the browser, the current page and the signed-in website session when webpage-provided tools cannot be used.
Verify the active page
- Confirm that the intended browser window is open and the target tab is selected.
- Check that the page finished loading rather than showing an interstitial, consent screen or error document.
- Verify that the account session is still signed in and has not been redirected to a login page.
- Restart the configured browser tool only after recording the current error; a restart can erase useful state.
Application-owned browser tools
Anthropic describes its browser-use tool as operating through the application’s configured browser automation. Confirm that this integration is installed, enabled and connected to the intended browser. If the tool is absent from the application configuration, changing the website password will not make it appear; an integration owner must enable or repair the tool.
7. Choose the recovery route by owner and required human action
Use the matrix below to avoid sending the problem to the wrong team.

These routes are not interchangeable. A website owner cannot repair a password that was never entered in the remote session, and a workspace administrator cannot remove a restriction imposed by the site itself.

“I’m already logged in, but the agent is not”
Check whether the agent uses a remote or application-owned browser. If it does, treat it as a new browser: open the secure sign-in form, complete the supported factors and verify the resulting page before asking it to continue.

“The site asks for a passkey or QR code”
Check the integration’s authentication documentation. OpenAI’s documented Agents API flow supports email, passwords and verification codes but not passkeys or QR-code sign-in. Use a supported account method or an approved integration rather than attempting to transmit the passkey or QR secret through chat.

“The agent gets a CAPTCHA or bot message”
Assume the site is restricting automation when manual browsing works. Do not automate CAPTCHA solving or evade the site’s detection. Use the site directly, an official API or integration, or contact the site owner.
“The home page loads, but the app is blank”
Inspect redirects and page resources. The identity provider, scripts, API calls or embedded domains may be blocked by outbound policy. Ask the network administrator to check the first failed hostname and whether a proxy altered the request.
“It worked yesterday and now asks me to log in again”
Confirm whether the browser environment was recycled. A new container or profile clears cookies and local storage. Re-authenticate in the active session and determine whether the product intentionally uses short-lived sessions.

Check the application configuration, current page and signed-in state. For an application-owned browser integration, the integration owner may need to reconnect or enable the tool; a website permission change alone cannot restore a missing tool.
Security rules while troubleshooting
- Enter passwords and verification codes only into the trusted sign-in form supplied by the site or product.
- Never paste credentials, recovery codes, session cookies or private keys into ordinary agent chat.
- Redact secrets from screenshots, logs and support tickets.
- Approve only origins you recognize, and review whether an approval applies to a subdomain or an entire domain.
- Do not disable multifactor authentication, weaken browser security or bypass CAPTCHA and bot controls to make an agent work.
- Use the least-privileged account and an official API or integration when one is available.
What to include when escalating
Send a concise, reproducible report to the party that controls the failing layer. Include:
- Agent or integration name and version, plus browser mode
- Site origin and every identity-provider or redirect origin observed
- Exact error text, status code and timestamp with time zone
- Whether manual browsing succeeds from the same network
- Login method attempted and whether a second-factor prompt appeared
- Whether an origin-approval prompt appeared, was accepted or was denied
- Whether a workspace, proxy or network administrator controls the environment
- Whether restarting or recycling the browser changed the behavior
Exclude passwords, verification codes, cookies and tokens. If you are the site administrator investigating blocked ChatGPT cloud-browser traffic, OpenAI publishes an allowlisting path that requires proxies to preserve the Signature, Signature-Input and Signature-Agent headers and to use the provider-specific bot name or detection ID. Coordinate that change with the site’s security owner; it is not a client-side bypass.
A compact decision procedure
- Identify the mode: remote cloud browser, local computer-use, application-owned browser or connected app.
- Test the exact origin manually: record whether the page and account work outside the agent.
- Check approval and policy: approve the origin if requested, then ask the workspace administrator about restrictions.
- Authenticate in the active session: use only the integration’s supported methods and complete required two-factor authentication.
- Compare the first divergence: distinguish a login loop, unsupported method, bot block, timeout or missing tool.
- Check network dependencies: allow the destination, redirects and page resources in hosted environments.
- Escalate to the correct owner: user, administrator, integration provider, network team or website owner.
This process prevents the most common mistake: changing credentials when the agent never shared the local browser session, or changing network rules when the site is intentionally refusing automated traffic.
