If a Windows 11 upgrade reports “The configuration registry database is corrupt,” Windows is reporting error 1009, ERROR_BADDB. If reg load also fails for HKLMDRIVERS, that confirms the DRIVERS hive could not be loaded by that test—but it does not prove why Setup failed or guarantee that repairing the hive alone will fix the upgrade. Start by recording the exact errors, then consider Microsoft’s general Windows repair and reinstall options, with a backup before any reinstall.
What the DRIVERS hive error means
Microsoft defines Windows system error 1009 as ERROR_BADDB, with the message “The configuration registry database is corrupt.” The wording identifies the reported error, not the origin or extent of a problem on a particular PC. A failed load test for C:WindowsSystem32configDRIVERS means that file could not be loaded in that test; it does not establish that the hive is the only cause of the upgrade failure. Microsoft’s system error-code reference documents the code and description.
Some upgrade reports also include a separate Windows Update or Setup code. Keep that code alongside the 1009 message: they are distinct pieces of evidence and should not be treated as interchangeable.

A Microsoft Q&A discussion shows participants testing the COMPONENTS and DRIVERS hives separately from an administrator Command Prompt. This is community troubleshooting guidance, not a Microsoft Support repair procedure. If you are comfortable using an elevated command prompt, the example checks are:

reg load HKLMDRIVERS C:WindowsSystem32configDRIVERSRun each test separately and record its full output, including whether it succeeds or returns an error. Do not treat a failure as a diagnosis of the underlying cause. The Q&A discussion does not provide a complete novice-safe sequence for unloading a hive after a successful load, so do not leave a successfully loaded hive mounted; if you are unsure how to proceed safely, stop and get qualified help. Try a Windows Update repair reinstall if available
Windows 11 includes a repair reinstall option on some systems. Microsoft says it reinstalls the same Windows version to repair system files and components while preserving apps, files, and settings. This is a general repair route; Microsoft does not identify it as a guaranteed fix for a DRIVERS-hive upgrade error.

- Keep the PC connected to power and the internet while the process runs.
The option may be absent depending on the Windows version or configuration. Follow Microsoft’s instructions for reinstalling the current version of Windows.

Reinstall Windows from installation media
If the repair reinstall is unavailable or unsuitable, Microsoft documents an in-place reinstall using Windows installation media. Start it from within the running Windows installation—not by booting the PC from the media—and review the keep options before proceeding.

- Connect or open the Windows installation media while signed in to Windows.
- Open the media’s root folder and run
setup.exe. Approve the prompt if asked. - Select Change what to keep and review the available choice: Keep personal files and apps, Keep personal files only, or Keep nothing.
- Choose the option that matches your needs, then select Install.
The available keep choices affect what remains after setup; back up important data before starting. Microsoft explains the process in its guide to reinstalling Windows with installation media. This is a general reinstall route, not a documented DRIVERS-hive-specific cure.
Choose a more disruptive recovery option only when appropriate
Windows recovery also includes System Restore, uninstalling an update, Reset this PC, and reinstalling from recovery or installation media. Their effects vary: a reset or clean reinstall can remove apps, settings, and personal data depending on the route and selections. Review Microsoft’s Windows recovery options before choosing one, and back up data before a reset or reinstall. Prefer a less disruptive option when it fits the problem and is available.

What to record if the upgrade still fails
- The exact message and any Windows Update or Setup error code.
- The full output from each hive load test, including which hive was tested.
- Your Windows version and build, if known.
- Whether a repair reinstall or installation-media reinstall was attempted and the result.
These details help distinguish the observed failure from an assumed cause. The available reports do not establish a universal root cause or a confirmed repair outcome for every PC showing this message.
