A slow or hot Raspberry Pi has three common, easily confused causes: thermal throttling, an undervoltage power supply, and memory pressure. Measure the board while the workload is actually running, then change one variable at a time. Temperature alone does not prove that heat is the problem.
Start by separating heat, power and memory
Raspberry Pi firmware and Linux can reduce performance when the system is too hot, when input voltage falls too low, or when available RAM is exhausted. The symptoms overlap: applications take longer to respond, video or compilation jobs stutter, and command-line tasks appear to “hang.” A Pi can also feel warm during normal operation without any fault.
The useful distinction is whether the slowdown coincides with a current throttle flag, an undervoltage flag, or persistently low available memory and active swap. Collect those readings during the task that causes trouble. An idle reading can look normal after the event has already passed.
1. Record the board, enclosure and workload
Before changing settings or buying hardware, write down the exact board model, operating-system image, enclosure, power arrangement and attached peripherals. A Raspberry Pi 5 in a tight case has different cooling and power needs from an earlier board in an open enclosure. Note whether the workload is a desktop session, browser tabs, a media stream, a build, a server, a container stack or another sustained task.

Reproduce the slowdown and keep the workload consistent for every measurement. Record whether the case is closed, whether air vents are obstructed, and whether USB devices or other peripherals are drawing power. This gives you a baseline for comparing one change at a time.
2. Check temperature and throttle history
Run the two firmware diagnostics
vcgencmd measure_temp
vcgencmd get_throttled
vcgencmd measure_temp reports the SoC temperature. Raspberry Pi documentation describes it as an instantaneous reading obtained by communicating directly with the GPU. Run it while the problematic task is active rather than relying on a value measured at the desktop or shell prompt.
vcgencmd get_throttled returns a hexadecimal bit field. It records both conditions that are active now and conditions that occurred earlier, so a non-zero result is not automatically proof that throttling is happening at this moment.

| Mask | Meaning | How to use it |
|---|---|---|
0x4 |
Thermal throttling is active now | Correlate it with the workload and temperature reading. |
0x40000 |
Thermal throttling has occurred in the past | Shows that a previous event happened, even if the Pi has cooled. |
0x1 |
Undervoltage is active now | Investigate the supply, cable and board requirements immediately. |
0x10000 |
Undervoltage has occurred in the past | Indicates a prior power event that may explain an intermittent slowdown. |
The returned value can contain more than one flag, including frequency-cap and soft-temperature-limit information. Treat the current and historical bits separately: a historical flag remains useful evidence, but it does not tell you that the condition is still present.
Understand the thermal thresholds
Raspberry Pi hardware documentation describes progressive Arm throttling from 80°C to 85°C. At 85°C, further Arm and GPU throttling occurs. The exact behavior can vary with board generation and configuration, so do not apply one model’s thermal expectations to every Pi.

Built-in throttling is a protective mechanism. Raspberry Pi states: “Thanks to built-in throttling, heatsinks are not necessary to prevent overheating damage to the SoC.” A warm case is therefore not, by itself, a failure or a reason to raise thermal limits.
What to do when heat flags appear
- Check that the enclosure’s intake and exhaust openings are not blocked by a surface, dust or a cable bundle.
- Repeat the workload with the lid removed only as a diagnostic comparison; do not treat an open case as a permanent solution if it exposes the board to damage or contamination.
- Confirm that any heatsink or fan is intended for the exact board and fits the enclosure without obstructing connectors.
- For a sustained workload, consider a model-compatible heatsink, fan, Raspberry Pi 5 Active Cooler or official fan case.
Cooling is intended to reduce throttling and preserve performance. It is not a universal requirement to prevent damage, and a cooler cannot correct an undervoltage supply or a memory-starved application.
3. Check power and undervoltage independently
Power problems can throttle a Pi even when the temperature is moderate. Raspberry Pi configuration documentation identifies 4.63 V (±5%) as the level below which the Arm cores and GPU are throttled and a low-voltage message is added to the kernel log.
Use the vcgencmd get_throttled result while the workload runs, then inspect the operating system’s kernel log for undervoltage messages. A historical undervoltage bit is important when the supply has recovered by the time you inspect it.
Verify the complete power path
- Identify the board generation and its stated power requirements.
- Check that the power supply is appropriate for that model and that the cable can deliver the required current without excessive voltage drop.
- Disconnect nonessential USB devices and repeat the workload. If the warning disappears, the combined load or a marginal cable is a likely contributor.
- Check connectors for looseness or damage and avoid powering the board through an arrangement that was not designed for its input.
There is no single replacement supply that is universally correct for every Raspberry Pi, case and peripheral combination. Match the supply and cable to the exact board instead of diagnosing from the temperature reading alone.

4. Check memory pressure with free -h
free -h
Read the Mem and Swap rows, giving particular attention to available. Linux uses otherwise idle RAM for filesystem caches and buffers; that space can be reclaimed when an application needs it. The free column alone can therefore make a healthy system look out of memory.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- available: the practical estimate of RAM that new applications can use without swapping heavily.
- Swap used: storage-backed memory already occupied by pages moved out of RAM.
- Swap total: the amount of configured swap space, not a guarantee of good performance.
If available memory stays low during the workload and swap use rises, storage-backed paging may explain the sluggish response. Swapping can keep tasks running, but a storage-limited system can become noticeably slower.
Find the process consuming RAM
If your OS image includes htop, use it while the workload is active to sort processes by memory use. Otherwise, close applications methodically and repeat free -h after each change. Look for a browser session with many tabs, a build or conversion job, a container, a database, or another service whose memory footprint grows over time.
Reduce the workload before changing kernel settings: close unnecessary applications, lower the job’s concurrency, process smaller batches, or use a command-line setup when a full desktop is not required. These changes reduce demand rather than hiding it with swap.
Why lowering swappiness is not a default fix
Raspberry Pi Official Magazine describes changing vm.swappiness as a temporary example and warns that reducing it can increase out-of-memory errors. A lower value may delay swapping, but it does not create RAM; do not make it your first remedy when available memory is consistently low.

When more RAM is the right answer
The magazine specifically does not recommend a 1GB Raspberry Pi 5 for desktop use and suggests a 2GB-or-more model for that use case. That guidance is scoped to Raspberry Pi 5 desktop workloads, not a universal rule for every Pi, operating system or headless server. If the same workload repeatedly exhausts available memory after unnecessary processes are removed, moving to a board with more RAM is more reliable than forcing aggressive swap behavior.
5. Choose a remedy from the evidence
| Observed evidence during the workload | Most useful next step | Avoid as a first response |
|---|---|---|
Current thermal bit 0x4, temperature approaching the documented 80–85°C throttling range, and an airflow-restricted case |
Improve ventilation or install a model-compatible heatsink, fan or active cooler; repeat the same workload. | Raising the thermal limit or assuming every warm board needs a cooler. |
Current undervoltage bit 0x1, historical bit 0x10000, or a kernel low-voltage message |
Verify the board-specific supply, cable, connectors and peripheral load. | Buying cooling hardware before correcting power delivery. |
Low available memory with growing swap use and a process consuming most RAM |
Reduce that process’s workload, close applications, or move to more RAM when the demand is sustained. | Increasing legacy GPU memory or relying on a lower swappiness value. |
| No relevant flags and healthy available memory | Investigate the application, storage, network or software configuration separately. | Changing firmware limits speculatively. |
6. Cooling options after thermal throttling is confirmed
Choose cooling only after the measurements show a heat-related performance loss. Official guidance supports both heatsinks and fans, but it does not establish universal noise, cost or cooling-performance figures for every accessory.
| Option | Best fit | Compatibility and trade-offs |
|---|---|---|
| Passive heatsink | Moderate, intermittent loads where silence matters. | Must match the SoC and board layout; adds no fan noise or fan power draw, but has limited ability to move heat out of a poorly ventilated case. |
| Small active fan or Raspberry Pi 5 Active Cooler | Sustained CPU workloads that repeatedly reach the throttle range. | Requires model-compatible mounting and a suitable power connection; fan noise and dust are trade-offs. |
| Official fan case | A Pi 5 installation that needs an integrated enclosure and airflow path. | Check that the case fits your exact board revision and attached accessories; it changes the enclosure rather than just adding a heatsink. |
| Improved placement and airflow | A board whose case vents are blocked or surrounded by trapped hot air. | Costs nothing, but may not be sufficient for a sustained high-power workload. |
After installing or repositioning cooling, rerun the same workload and record temperature and throttle flags again. A lower temperature without a performance change may mean that heat was not the limiting factor; check power and memory readings rather than adding more cooling blindly.
7. Memory remedies compared
| Remedy | Use when | Cost and trade-off |
|---|---|---|
| Close applications or reduce concurrency | One or two processes account for most memory and the workload can be scaled down. | No hardware cost; reduces throughput or convenience. |
| Use a lighter command-line setup | A desktop environment is unnecessary for the task. | No board cost; removes graphical tools and may require command-line administration. |
| Allow existing swap to handle short peaks | Memory pressure is occasional and the storage device remains responsive. | No immediate change; sustained swapping can make the system feel slow and increases storage activity. |
| Move to a higher-RAM board | available memory remains low after workload reduction, especially on a Pi 5 used as a desktop. |
Hardware cost and migration effort; solve the capacity limit rather than masking it. |
8. Make one change, then measure again
- Reproduce the slowdown with the same application, files and peripherals.
- Capture
vcgencmd measure_temp,vcgencmd get_throttledandfree -hwhile the task is running. - Change only one factor: improve airflow, correct the power path, close a memory-heavy process, or reduce workload size.
- Repeat the workload for a comparable period and record the same readings.
- Keep the change only if the relevant evidence improves without creating a new problem.
This method prevents a cooler, a new cable and a software tweak from being credited for an improvement when the real cause is unknown.
9. Settings that can make the problem worse
Do not enlarge legacy gpu_mem as a general RAM upgrade
Raspberry Pi’s legacy configuration documentation warns that oversizing gpu_mem can harm performance and can prevent Linux from booting. It is not a safe way to give a memory-starved application more usable system RAM. Raspberry Pi 5 does not allocate GPU memory on behalf of the operating system through this setting, so applying an older tuning recipe to that board is especially misleading.

Do not raise the thermal limit to hide throttling
The configuration documentation describes an 85°C default temp_limit and clamps higher values. Raising a limit does not remove the heat; it can postpone protective behavior while the underlying airflow or workload problem remains.
Do not overclock before identifying the cause
Overclocking increases heat and power demand and can make thermal or undervoltage symptoms harder to interpret. Establish stable temperature, power and memory readings at the board’s normal configuration first.
10. Troubleshooting branches
The Pi is hot and slow, but no current thermal flag appears
Check the historical thermal bit and repeat the reading during the exact peak of the workload. The board may have cooled between samples, or the slowdown may instead be caused by undervoltage or memory pressure. Use the power and memory checks before purchasing a cooler.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteThe Pi is cool, but the current undervoltage bit appears
Temperature is not the relevant clue in this case. Inspect the kernel log, verify the board-specific supply and cable, and remove peripheral load for a controlled retest. A cooler will not correct a voltage drop.
There is plenty of “free” memory, but the system still swaps
Read available and the Swap row rather than relying on the free column. Cache can make free memory look small, while an application may still have pushed pages into swap. Identify the active process and compare readings across a repeatable workload.
Cooling helps only with the case open
The enclosure or placement is restricting airflow. Use a compatible ventilated case, fan case or active cooler for the board, and retest with the enclosure installed as it will be used. If the thermal flag disappears but slowdowns remain, continue with the power and memory branches.
All three checks look normal
When temperature, throttle flags, undervoltage flags and available memory remain healthy, stop changing hardware settings. Investigate application logs, storage latency, network delays, filesystem capacity and software configuration as separate performance causes.
