If a UPI payment at a shop shows pending, failed, or debited, do not immediately pay a second time. First open the transaction in your UPI app, note its live status and reference number, and ask the shop to check its own merchant app or bank records. A debit on your phone is not, by itself, proof that the shop received the money.
The correct next step depends on whether this was a merchant payment or an ordinary UPI transfer, whether the shop has a matching credit, and whether the app says failed, declined, or pending. The procedures below help you settle the purchase without creating a duplicate payment and show which bank or payment provider must resolve an unresolved debit.
Start with a two-sided status check
Keep the payment screen open while you and the cashier verify the transaction. Record the amount, payee name or merchant identifier, date and time, transaction reference number, and the exact status shown by your UPI app. Then ask the shop to look in its receiving channel rather than relying on a notification or a screenshot.

Save a screenshot for your records, but treat it as evidence of what your app displays, not proof that the merchant’s account was credited.
- The shop’s side: Have the cashier or owner check the merchant UPI application, linked bank account statement, settlement or transaction view, and any receipt generated by the payment system. A merchant’s own transaction record is the relevant confirmation that money arrived.
- Match the details: Compare amount, time, reference number and payee. A different amount, an old transaction, or a payment sent to another QR code does not settle the current purchase.
If the shop cannot access its records, ask for the manager or another authorized person to check later. The National Payments Corporation of India (NPCI) says a merchant can check a UPI transaction or raise a grievance with its acquiring bank; the acquiring bank is the bank that provides the merchant’s UPI acceptance service.

What each UPI status means
| Status shown | What it tells you | What to do at the counter |
|---|---|---|
| Successful, completed, or paid | Your app has received a completion response. The merchant still needs to confirm that its own receiving record contains the payment. | Give the shop the reference number and ask it to search its merchant or bank transaction view. Do not make another payment until the result is reconciled. |
| Pending | The transaction has not reached a final state in the app. It may be waiting for a response, beneficiary credit, or reconciliation. | Wait for the app’s status update and follow its support instructions. Treat the payment as unresolved, not as proof of payment or proof of failure. |
| Failed or declined | The attempted payment was not completed. A decline can be caused by technical or network problems, or by a business rule such as an invalid PIN, incorrect beneficiary details, or a transaction limit. | Use the app’s issue-reporting route. If the shop has no credit and you need to complete the purchase, make a new payment only after recording the first transaction and confirming that it is not pending. |
| Reversed or refunded | The debit has been returned or is being returned to the payer. | Check the account statement for the reversal entry before trying again. |
Labels differ among UPI apps and banks. NPCI’s glossary uses technical decline for technical or network-related problems and business decline for rules such as an invalid PIN, wrong beneficiary details or a limit. These are broad categories; only your bank or app provider can interpret a provider-specific error code.
Follow this procedure at the shop
- Open transaction history. In your UPI app, go to the payments or transaction-history screen and select the exact shop payment. Write down the reference number, status, amount, payee and timestamp.
- Check the account ledger. Confirm whether your linked bank account shows a debit, a pending hold, or no debit. An app notification and the bank ledger can update at different times.
- Ask for a merchant-side search. Request that the shop search by amount, time and reference number in its merchant app or bank transaction view. Ask for a receipt or settlement record if the system provides one.
- Classify the result. If both sides show a matching credit, the payment is settled. If your app says successful but the shop has no matching record, the payment needs investigation. If your app says pending, do not call it either complete or failed. If it says failed or declined and there is no merchant credit, use support and decide whether a separate payment is necessary.
- Preserve evidence. Keep the transaction screen, bank debit entry, error message and any merchant receipt. Do not delete the transaction or alter the screenshot.
- Agree on the immediate purchase. If the shop cannot confirm receipt and you must leave, ask whether it can hold the order while the first transaction is resolved. If you pay again, record the second reference number separately and retain both records.
Identify which RBI timeline applies
The Reserve Bank of India’s 20 September 2019 framework separates a normal UPI fund transfer from a payment made to a merchant. Its timelines are outer limits for resolution of failed transactions, not a guarantee that every status will update immediately.
| Transaction type | Problem | Auto-reversal limit in the cited RBI framework | Who should handle the issue |
|---|---|---|---|
| UPI fund transfer | Payer’s account is debited but the beneficiary is not credited. | T+1 day: the beneficiary bank must auto-reverse if it cannot credit the beneficiary. | The customer raises the issue through the UPI app or participating bank. |
| UPI merchant payment | Payer is debited but confirmation is not received at the merchant location. | T+5 days: auto-reversal within the stated limit when merchant confirmation has not arrived. | The customer uses the app or bank; the merchant checks status or raises a grievance with its acquiring bank. |
Here, T means the transaction date used by the bank’s framework. If the applicable limit is exceeded, the RBI framework specifies compensation of ₹100 per day for the delay beyond that limit. Because the cited framework is from 2019, ask your bank or UPI provider whether a later rule or transaction classification applies to your case.

If the app says failed or declined
A failed or declined status means the attempted transaction did not complete, but it does not explain every underlying cause. Check whether your account was actually debited and whether the merchant has a credit.

No debit and no merchant credit
The payment did not leave your account. Retry once after checking the QR code, recipient name, network connection and transaction limit. Enter the UPI PIN only in the authorized payment screen. If the same error repeats, use another permitted payment method and report the error to your bank or app provider.
Debit appears, but the app says failed
Do not assume the shop received the money. Save the reference number and bank debit entry, then use the transaction’s support or issue-reporting option. BHIM, for example, describes a Report Issue route from the transaction page for declined payments; other apps use different labels. The bank or app can trace the debit and apply the applicable reversal process.
The shop says it did not receive a failed payment
Ask the shop to search its own records once, then stop treating a screenshot as settlement evidence. If there is no merchant credit, follow the app’s support path and, if needed, complete the purchase with a new transaction only after you have documented the first one.

If the app says pending
Pending is an intermediate state. It can represent a delayed response, a beneficiary-bank credit delay, or reconciliation between payment participants. Do not label it a success merely because your account was debited, and do not label it a final failure merely because the cashier has not received a notification.

An NPCI FAQ describes a pending transfer in a beneficiary-credit-delay situation as potentially taking up to 48 hours. That statement is an example from the FAQ, not an assurance for every pending state and not a replacement for the RBI outer limits. Check the live transaction status in your current app and ask your bank what category it has assigned.
What to do while it is pending
- Do not press pay repeatedly or create several new transactions.
- Record the reference number and the time the pending status first appeared.
- Ask the shop to check its merchant records, including delayed or unsettled transactions.
- Use the app’s help or report-issue function if the status does not change as instructed.
- Watch the linked bank account for either a merchant credit or a reversal, and keep both the original and any later entries.
If you were debited but the shop still says “not received”
First determine whether the payment was a merchant transaction or an ordinary transfer to a person’s UPI ID. A shop may display a personal QR code, a merchant QR code, or a payment address routed through a third-party acceptance service; the transaction details in your app identify the payee and help your bank classify it.
For a merchant payment with no confirmation at the shop, the RBI framework’s cited outer limit is T+5 days. For a regular UPI fund transfer where the beneficiary was not credited, the cited limit is T+1 day. The app or bank should tell you which rule is being applied. If the money has not been reversed after the relevant limit, request a formal complaint number and ask about the ₹100-per-day delay compensation specified by the RBI framework.
The customer should raise the transaction issue with the UPI app or participating bank. The merchant should ask its acquiring bank to check the transaction and merchant-side status. These are separate support paths: the shop’s acquiring bank cannot generally investigate a customer’s account without the transaction details, and the customer’s app cannot manufacture a merchant receipt that the acquiring bank has not recorded.

Should you pay again?
Use this decision rule:
- Do not pay again immediately when the first payment is pending or otherwise uncertain. Resolve the live status and ask the shop to check its records first.
- A second payment may be reasonable when the first status is clearly failed or declined, there is no debit or merchant credit, and the shop needs payment to release the goods. Keep the first reference number so a later debit can be identified as a duplicate.
- If the first payment shows successful and the shop has no matching record, do not create a duplicate by assumption. Escalate the original transaction and agree with the shop how the purchase will be held or reconciled.
- If you do pay twice, document both transactions. Give the shop both reference numbers and ask it to refund or reconcile the duplicate only after its own records confirm the outcome.
No universal rule can make a second payment safe while the first transaction is pending. The current status, merchant records and bank instructions matter more than a screenshot or a cashier’s verbal guess.
How to report the problem as a customer
- Open the exact transaction in the UPI app.
- Choose the help, support, dispute or Report Issue option shown for that transaction.
- Select the closest reason, such as payment failed, account debited but merchant not credited, or payment pending.
- Submit the reference number, amount, date, time, payee and a description of what the shop’s records show.
- Save the complaint or ticket number and the expected response channel.
- If the app cannot resolve the issue, contact the participating bank linked to your UPI account and quote the same reference and ticket number.
NPCI’s complaint mechanism handles transactions routed through member institutions. For a suspected fraud, an unidentified debit or an unauthorized transaction, contact your bank promptly rather than treating it as an ordinary failed-payment dispute.
How the shop should investigate
The cashier or owner should search the merchant UPI application and bank statement using the amount, timestamp and transaction reference. A delayed notification does not necessarily mean that the transaction is absent, so the bank or acquiring platform’s transaction view is more reliable than a sound alert or printed screenshot.

Technical versus business declines
NPCI’s ecosystem glossary distinguishes two broad decline families:
Best Value

The material is high-end plastic material, which highlights the high-end of your brand. The design of large NFC coil and QR code allows users to enter your shop page more smoothly to follow you.
- 【Win More Followers】More followers means higher SEO and more sales while attracting new customers. Our eye-catching stands are perfect for local businesses, shops, restaurants, offices or any type of business that is looking to improve their online presence.
- 【No Monthly Fees】Our products are purchased once and used forever. No subscription or monthly payments are required. Products can be tapped and scanned by customers an unlimited number of times.
- 【No App, Easy Setup】You don't need to download any App, you can easily set up the sign on our website, and it can be set up in a few minutes. And our backend provides the service of changing the settings at any time.
- 【Data Statistics】You can view the data of a single stand or multiple stands through your backend. If you have multiple stores, you can also view the data of a single store or multiple stores. This makes it easier for you to analyze data and formulate business strategies.
- Technical decline: a network, communication, timeout or other system problem prevents completion. Rechecking connectivity and waiting for the app’s final status can help, but repeated attempts may create confusion.
- Business decline: a rule prevents the payment, such as an invalid UPI PIN, incorrect beneficiary details or a transaction limit. Correct the input or ask the bank about the limit rather than repeatedly submitting the same request.
The RBI defines a failed transaction as one not completed for reasons not attributable to the customer, including communication-link disruption, timeout or failure to credit a beneficiary. The exact error code and remedy remain provider-specific, so quote the code when contacting support.
Evidence checklist for a complaint
- UPI transaction reference or ID
- Exact amount and currency
- Date and time, including the time zone shown by the app
- Payee or merchant name and UPI ID, if displayed
- Status history: pending, failed, successful, reversed or refunded
- Bank statement entry showing debit, reversal or no debit
- Merchant receipt, terminal reference or written confirmation that its records show no credit
- App support ticket number and the name of the bank or provider contacted
Redact your UPI PIN, one-time passwords, full card numbers and other authentication secrets. Banks do not need your PIN to investigate a transaction.
Common situations and the right response
| Situation | Immediate response | Escalation |
|---|---|---|
| App says failed; no debit; shop has no credit | Retry once after checking details, or use another method. | Report a repeated error to the app or bank. |
| App says failed; debit appears; shop has no credit | Save the debit and reference; do not rely on a screenshot. | Raise an issue in the app and with the participating bank if needed. |
| App says pending; shop has no credit | Do not make repeated payments; monitor status and ask the shop to search delayed entries. | Follow app or bank instructions; use the applicable RBI timeline. |
| App says successful; shop has no matching record | Ask for a merchant-side search by reference, amount and time. | Customer contacts the app or bank; merchant contacts its acquiring bank. |
| Two payments completed | Give the shop both references and request reconciliation. | Dispute the duplicate through the app or bank if the merchant cannot resolve it. |
| Unrecognized or unauthorized debit | Contact your bank immediately and secure the account. | Use the bank’s fraud process, not only a routine failed-payment form. |
Preventing payment confusion at busy checkouts
- Before entering your PIN, check the payee name and amount displayed by the UPI app.
- Wait for the app’s result screen; do not close it while it is processing.
- Keep the reference number until the shop confirms receipt.
- For large purchases, ask for a printed or digital merchant receipt.
- Use the same QR or UPI ID only after verifying that it belongs to the intended shop.
- Avoid sending a screenshot containing more personal information than the shop needs.
- If the network is unstable, wait for a final status instead of scanning repeatedly.
When the bank does not resolve it within the limit
Ask for a complaint number, the transaction category, the expected reversal date and the reason for any delay. Quote the relevant T+1 or T+5 limit from the RBI framework and ask how the bank will apply the ₹100-per-day compensation rule when the applicable limit has passed. Keep a dated log of each contact. If the bank says the merchant received the money, request the transaction evidence and provide it to the shop for reconciliation; if the bank says the transaction failed, ask when the reversal will post.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe RBI circular describes these time limits as the outer limit for resolving failed transactions. A bank may complete a reversal sooner, and a pending status may change before the outer limit, but neither the shop nor the customer should treat an unresolved debit as settled without a matching record.
Bottom line for a payment at the counter
Check the UPI app and the shop’s own records before paying again. A failed status with no debit is different from a pending status, and both differ from a debit with no merchant confirmation. Use the app or your bank for the customer’s transaction, the acquiring bank for the shop’s merchant-side problem, and the RBI timelines—T+1 for a non-credited fund transfer and T+5 for a merchant payment without confirmation—as the outer limits in the cited framework. Report suspected fraud or unauthorized activity to your bank immediately.
