You can translate a scanned PDF, but no workflow guarantees that every word will be recognized and the original layout preserved perfectly. Scanned pages are often images, so translation depends on OCR to read the text; mistakes in recognition and differences in text length can affect the result. If the PDF came from a Word or PowerPoint file, translating that original document is often a better fallback than translating the scan.
Why scanned PDFs are difficult to translate
A PDF may look like a page of text while containing only a flat image. If you cannot select or copy words from a page, assume the words need to be recognized with optical character recognition (OCR) before a translation tool can process them.
OCR can misread blurry characters, unusual fonts, or text embedded in complex layouts. Even accurate translation may not fit the same boxes, columns, tables, or footnotes: translated phrases can be longer or shorter than the originals. That is why preserving the appearance of a page and translating all its text are separate checks.
Which scanned-PDF translation workflow should you use?

These are documented workflow options, not a ranking of output fidelity. Choose based on whether the text is actually recognized, whether you have the source file, and how much manual layout correction you can do.

How do I translate a scanned PDF without losing formatting?
- Keep an untouched copy. Save a backup of the PDF before using OCR, editing, or translation. Adobe recommends preserving a backup before editing a scanned PDF.
- Check whether the text is selectable. Try selecting and copying a sentence. If the page behaves like one image, use an OCR-capable workflow rather than assuming a standard document translator can read it.
- Improve the scan if needed. Adobe recommends enhancing blurry or low-resolution scans. In Acrobat, its Enhance scanned file or Enhance camera image tools can help prepare an image for recognition.
- Review the OCR text before translation. Compare recognized words with the page, especially names, numbers, dates, and small print. Correct recognition errors before they can become translation errors.
- Choose the route that matches your file. Use a PDF translation feature if you need a translated PDF and can tolerate checking the layout. If you have the source DOCX or PPTX, try translating it when the PDF result is poor.
- Inspect the translated pages visually. Check every page for untranslated source text, missing or duplicated lines, overflow, broken columns, and changes to tables, graphs, images, or footnotes. Adobe advises minimizing edits to tables, graphs, and images when preserving layout.
Why didn’t Google Translate translate the text in my scanned PDF?
Google’s computer document-translation help page says text in scanned PDF pages appears in the output without being translated. The document may therefore retain visible words in the original language even if other content was translated. For that workflow, seeing the page in the output is not proof that its text was recognized or translated. Google lists a limit of 10 MB and 300 PDF pages for document uploads in this computer workflow; those limits do not change the scanned-text limitation. See Google’s document translation instructions.
How to check whether the layout survived
- Text completeness: Confirm that every visible section, including headers, labels, captions, and footnotes, is translated.
- Placement: Look for text that spills outside boxes, overlaps neighboring content, or leaves gaps that obscure the reading order.
- Structure: Compare columns, lists, tables, and page breaks with the source. Pay close attention to diagrams and charts, where text may be part of an image.
- Meaning: Verify numbers, dates, names, and technical terms against the source and the OCR output. A visually neat page can still contain recognition or translation errors.
- Output format: If the tool lets you download an editable file, use that only when you need further corrections; an editable document is not automatically a faithful visual copy.
What to do when the translated PDF looks wrong
If text is missing or remains in the original language
Return to the OCR step and confirm the text was recognized. For Google Translate’s computer upload, scanned-page text is documented as appearing untranslated, so try an OCR-capable route instead of uploading the same scan again and expecting that limitation to disappear.

If the words are wrong
Improve the scan and inspect the OCR output before translating again. Translation cannot reliably repair characters that OCR misread at the start.

If the page layout is broken
When available, translate the original DOCX or PPTX instead of its PDF. If you only have the PDF, expect to adjust the output manually, particularly around tables, images, and text-heavy sections. DeepL says eligible plans can download translated PDFs as DOCX, which may help with editing; plan eligibility can change, so check its current file-translation documentation.

If Acrobat skips the translation
Adobe lists scanned, secured, large, or complex PDFs, and files with unsupported fonts or languages, as cases where translation may be skipped. A scanned file may need OCR first, but Adobe’s documentation does not guarantee that OCR will make every file eligible for its Acrobat-to-Express flow.

DeepL says that scan quality can affect translation quality and that PDF translation relies on OCR, with a potentially higher error rate. Adobe documents OCR tools and warns that some PDFs may be skipped in its translation flow. Google documents that scanned-page text is not translated in its computer document workflow. These sources explain meaningful differences between workflows, but they do not establish that one method produces the best formatting across all scanned PDFs, languages, and page designs.
