You can usually move cryptocurrency from one wallet to another even when peer-to-peer (P2P) markets are restricted, but the transfer must use a route that is legal where both parties are located and allowed by the provider. A wallet-to-wallet transaction does not make a prohibited sale, sanctions evasion, or unregistered money-service business lawful.
Confirm the asset and blockchain network, verify the destination address and wallet ownership, provide any recipient and Travel Rule information, screen the address and counterparty for sanctions risk, send a small test when practical, then send the balance and save the transaction hash and supporting records.
Start with a lawful route, not a workaround
Before opening a withdrawal screen, identify what you are actually doing. A transfer between wallets that you control is different from selling crypto to another person. A transfer that is part of a sale, remittance, brokerage service, or exchange activity can still be regulated even if the coins move directly between blockchain addresses.
Check the rules in both the sender’s and recipient’s locations, plus the terms and licensing status of the provider you plan to use. Binance’s published P2P guidance says users must follow local anti-money-laundering, foreign-exchange, and counter-terrorist-financing rules. It also says that users in a jurisdiction that prohibits digital-asset transactions or is listed as sanctioned should stop using the P2P platform. A provider may freeze an account or notify authorities when it suspects illegal activity.

In the United Kingdom, the Financial Conduct Authority (FCA) says P2P trading carried out by way of business requires registration. Personal P2P transactions do not require FCA registration under the FCA’s 2026 statement, but operating an unregistered trading business is illegal. The FCA’s enforcement director described unregistered UK P2P traders as a financial-crime risk, and the agency’s 2026 operation targeted eight premises. These rules do not turn a private wallet transfer into an unregulated safe harbor.
Questions to answer before sending
- Are digital-asset transfers, sales, and the intended purpose legal in both locations?
- Is the provider authorized to serve your jurisdiction and allowed to process this asset and network?
- Are you transferring your own funds, or are you acting for another person or business?
- Could the transaction involve a sanctioned person, jurisdiction, address, mixer, tumbler, or other high-risk service?
- Will the provider require recipient identity, wallet-type, or ownership information under its compliance and Travel Rule process?
If any answer is uncertain, pause and ask the provider’s compliance team or a qualified local adviser. Do not create a false account, borrow another person’s identity or payment account, or route funds through a mixer to conceal their origin.
Choose the destination: hosted exchange or self-custody wallet
OFAC defines a wallet as a mechanism that holds addresses and the private keys used to transfer digital currency. In practical terms, the key question is who controls those keys.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →| Decision factor | Hosted provider | Self-custody wallet |
|---|---|---|
| Private-key control | The provider manages wallet infrastructure and signing for you. | You hold and use the private keys or seed phrase. |
| Network support | You may send only on networks the provider has enabled for that asset and destination. | The wallet software may support multiple networks, but you remain responsible for selecting the one the recipient can use. |
| Identity and Travel Rule data | Recipient wallet type, exchange name, full name, country of residence, or related data may be required. | The sending provider can still require identity or ownership evidence before allowing a withdrawal to your wallet. |
| Screening controls | The provider may screen addresses, sanctions exposure, and transaction patterns and can hold or reject a withdrawal. | You control signing, but you must perform your own counterparty and address checks; the receiving wallet does not make a risky source safe. |
| Limits and holds | Withdrawal limits, reviews, cooling-off periods, and account freezes can apply. | There is no exchange withdrawal queue, but the blockchain and any destination service can still impose limits or compliance checks. |
| Recovery | Support may be able to investigate a transfer, but a completed on-chain transaction is not generally reversible. | There is no central support desk that can restore a lost seed phrase or reverse a mistaken transfer. |
| Backup responsibility | You depend on the provider’s account security and continuity. | You must protect the seed phrase, signing device, and recovery process yourself. |
Choose self-custody only if you can secure the seed phrase and device. Never type a seed phrase into a website or send it to a person claiming to provide support.
How to choose between the two
A hosted exchange is usually simpler when you need customer support, formal identity checks, or a destination that must credit an account under a named beneficiary. It can also impose withdrawal limits, delayed reviews, or a legal hold that you cannot remove yourself. A self-custody wallet gives you direct signing authority and avoids dependence on an exchange for every transaction, but there is no forgotten-password process for a lost seed phrase. Decide who should bear the operational risk before moving a large balance.
For either destination, verify that the provider supports the exact token contract and network, not merely the ticker symbol. A wallet application may display an address format that looks valid while the receiving service does not monitor that chain. Ask the destination provider how it handles unsupported deposits and whether a memo or tag is mandatory.
Use this seven-step transfer workflow
1. Identify the exact asset and network
Write down the coin or token and the network on which it currently exists. The same ticker can exist on several incompatible networks. Select the identical asset and network in the receiving wallet; do not assume that two addresses with similar formats are interchangeable.
Open the receiving wallet’s deposit screen and check its supported network list. If it displays a warning about unsupported networks, stop. A provider may credit only the network it specifies, and recovery of an asset sent on another network is uncertain or impossible.

2. Obtain and verify the destination address
Copy the address with a trusted method such as the wallet’s copy button or a verified address-book entry. Malware can replace copied cryptocurrency addresses, so compare the first and last characters with the address shown on the receiving device or signing screen. For a high-value transfer, compare the complete address in an independent channel rather than relying on a message that could have been altered.
Check whether the asset requires a memo, tag, destination tag, payment ID, or other destination field. Some services use one shared deposit address and identify customers by that extra field. Omitting it can delay crediting even when the network and address are correct.
3. Confirm ownership and recipient details
For a transfer to your own self-custody wallet, the provider may ask you to link the wallet, sign an ownership message, or complete a small-deposit test sometimes called a “Satoshi” test. Coinbase’s EU help guidance says such a test can expire after 48 hours and that network fees apply. Start the test only from the genuine provider website or application; a request to sign an unrelated message or disclose your seed phrase is a warning sign.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteFor a hosted destination, the sender may need the recipient wallet type, exchange name, full name, and country of residence. Enter these details exactly as the recipient’s provider supplies them. A mismatch can cause a review, return, or hold.
4. Complete the provider’s compliance and Travel Rule form
Providers may collect information about the originator, beneficiary, purpose, wallet type, and relationship between the parties. Give truthful information and retain a copy of what you submitted. A direct transfer to an unhosted wallet does not automatically remove these obligations; the sending provider may still require evidence that you control the destination.
Prepare the information before starting the withdrawal: legal names, country of residence, the exchange’s legal name, the wallet type, and the reason for the transfer. If the provider asks whether the destination is hosted or unhosted, answer based on who controls the private keys, not on where the application was downloaded. Keep copies of uploaded documents in a secure location and submit them only through the provider’s authenticated channel.
5. Screen the address and counterparty
Do not rely on a wallet address alone as proof that a transaction is safe. Consider the person’s identity, the purpose of the transfer, the destination’s transaction history, the provider’s due-diligence quality, and any connection to sanctioned jurisdictions or high-risk services.
FCA sanctions guidance treats cryptoassets as subject to financial-sanctions rules. It highlights sanctioned jurisdictions, high-risk addresses, weak-due-diligence providers, mixers, and tumblers as red flags. If you know or have reasonable cause to suspect that funds belong to a designated person, UK guidance says to freeze them, avoid dealing with or making them available, and report as required. Other countries have their own sanctions authorities and reporting rules.

6. Send a small test transaction
When the network and provider permit it, send a small amount first. The test should be large enough to cover any minimum deposit requirement but small enough that a mistake is tolerable. Wait for the expected confirmation, then check the receiving wallet’s balance and the transaction hash in a reputable block explorer. Do not treat a “sent” status in the sending app as proof that the destination credited the funds.
Record the test hash separately from the final hash. If the destination requires a particular number of confirmations, wait for that condition rather than relying on an elapsed number of minutes. Network congestion, fee settings, provider batching, and internal crediting rules can all change the interval, so no universal confirmation time should be assumed.
7. Send the remainder and preserve evidence
Recheck the asset, network, address, memo or tag, amount, and fee immediately before signing the full transfer. After broadcast, save the transaction hash, timestamp, amount, fee, screenshots or exported records of the address and network, and the provider’s confirmation. Keep these records with your tax and accounting documents and with any evidence of the transfer’s purpose.

The most expensive mistakes are usually operational rather than technical. A copied address can be replaced by clipboard malware; a token can be sent on a chain the destination does not monitor; or a required memo can be omitted. A test transaction reduces, but does not eliminate, these risks because it may not reveal a wrong memo or an unsupported asset until the destination attempts to credit it.
Do not approve a transaction solely because a browser extension or mobile app displays a familiar logo. Inspect the signing screen, verify the destination characters, and reject unexpected contract permissions or messages. Support staff should never need your seed phrase, private key, or one-time authentication code. Use a hardware wallet or a clean device for substantial transfers, keep the operating system and wallet software current, and protect backups from cloud sharing or casual photographs.
Another failure mode is assuming that an exchange’s internal transfer and an on-chain withdrawal are the same. An internal transfer may be instant and have different rules, while an on-chain withdrawal creates a blockchain record and may trigger Travel Rule or sanctions checks. Confirm which type you are initiating and whether the recipient can accept it.
Why a restricted P2P market changes the risk assessment
P2P trading means buying or selling directly between individuals. A market can be restricted because the activity is prohibited, because operating it requires registration, because a provider has stopped serving a jurisdiction, or because sanctions and anti-money-laundering controls block a particular counterparty. Those are different situations and require different responses.

A wallet transfer can move assets between addresses, but it does not erase the underlying activity. If the transfer is payment for an unlawful sale, an unregistered money-service operation, or an attempt to evade sanctions, changing wallets does not change its legal character. Do not use a series of personal wallets, another person’s account, false identity documents, or a mixer to disguise what happened.

FATF identifies direct P2P transfers through unhosted wallets as an anti-money-laundering and counter-terrorist-financing vulnerability. Its recommendations include proportionate controls, appropriate allow-listing or deny-listing, and stronger blockchain analytics. This explains why a provider may request more information even when you are sending to a wallet you own.
Stablecoins and heightened compliance attention
The scale of stablecoins affects how providers assess transfers. FATF reported that more than 250 stablecoins were in circulation by mid-2025, with total market capitalization exceeding USD 300 billion. FATF also cited Chainalysis’ estimate that stablecoins represented 84% of illicit virtual-asset transaction volume in 2025. That is an attributed figure, not an independently reproduced Chainalysis table here, but it helps explain why stablecoin addresses and counterparties may receive enhanced scrutiny.
These figures do not mean that a particular stablecoin transfer is illicit. They do mean that you should expect accurate source-of-funds information, address screening, and questions about the purpose of a transfer, especially when the destination is a hosted provider.

What to do when an account is restricted or closed
Read the provider’s notice carefully and use its official compliance or appeals channel. Some restricted or closed accounts may still be permitted to send remaining crypto to an unconnected wallet. Coinbase’s EU guidance notes that this can be possible in some cases, while funds may be frozen when a court order or sanctions program requires it.
- Confirm whether the restriction is a temporary review, a closure, a withdrawal hold, or a legal freeze.
- Ask which permitted withdrawal routes and networks remain available.
- Provide the requested identity, source-of-funds, recipient, or wallet-ownership evidence through the provider’s official interface.
- If withdrawal to a self-custody wallet is allowed, complete the ownership test and use the seven-step workflow above.
- Do not open replacement accounts, use another person’s payment account, falsify location data, or send funds through a mixer.
- Save all notices, case numbers, hashes, and correspondence in case you need to explain the transfer to a regulator, tax authority, or dispute process.
Fees, confirmations, and recovery: what cannot be promised
There is no universal transfer fee, confirmation time, success rate, or recovery rate. The result depends on the asset, network congestion, transaction size, provider policy, destination service, and jurisdiction. A provider may add a withdrawal fee to the network fee, and a wallet may show an estimated fee that changes before signing.
Blockchain transfers are generally difficult or impossible to reverse after broadcast. If you send the wrong network, wrong address, or wrong memo, contact the receiving provider immediately, but do not assume it can recover the funds. The available evidence does not establish a universal recovery procedure or percentage.
A final pre-signing checklist
- The transfer route is legal in both locations and permitted by the provider’s terms.
- The asset name, contract or token where relevant, and network exactly match the destination.
- The address was copied through a trusted method and independently checked character by character where practical.
- A required memo, tag, destination field, or payment ID is present and correct.
- The recipient’s name, country, wallet type, exchange name, and Travel Rule details are truthful and complete.
- The destination wallet is yours or the recipient is verified, and any ownership test is being completed on the genuine provider site.
- The counterparty and address have been screened for sanctions, mixers, tumblers, and other high-risk indicators.
- A small test has arrived and the hash and balance have been checked, when a test is practical.
- The final amount, fee, timestamp, screenshots, and transaction hash will be retained.
If a provider or regulator blocks the route, stop. The safe response is to resolve the compliance issue or use another lawful, supported route—not to conceal the transaction by moving it through more wallets.

Frequently Asked Questions
Can I move crypto to my own wallet if P2P trading is blocked?
Often, yes, if the withdrawal is legal in both locations and the provider permits it. You may still need to identify the wallet as self-custody, complete an ownership or small-deposit test, and provide Travel Rule information. A personal wallet transfer does not authorize a prohibited sale or sanctions evasion.

What information can an exchange require for a wallet transfer?
Depending on the provider and destination, it may request the wallet type, exchange name, recipient’s full name, country of residence, purpose of transfer, and evidence that you control a self-custody wallet. Submit truthful information through the authenticated provider site.
What happens if I choose the wrong network?
The receiving service may not detect or credit the deposit, and recovery can be uncertain or impossible. Stop further transfers, save the hash, and contact the receiving provider immediately. Do not assume customer support can reverse an on-chain transaction.
Is a test transfer always required?
No. Send one when the provider and network allow it, especially for a new address or substantial amount. The test should meet any minimum deposit requirement. Verify the hash, confirmations, and credited balance before sending the remainder.
How long will a transfer take and what will it cost?
There is no universal time or fee. Network congestion, asset, transaction size, fee settings, provider withdrawal charges, confirmation requirements, and destination policies all affect the result. Check the current estimate on the signing screen and retain the final fee record.
What should I do if the provider freezes my account?
Read whether the action is a review, withdrawal hold, closure, or legal freeze. Use the official compliance or appeals channel, provide requested identity or source-of-funds evidence, and ask which lawful withdrawal routes remain. Do not create false accounts, use another person’s account, or use a mixer.
How do I check whether an address is sanctioned?
Use the relevant sanctions authority’s current lists and consider the address history, counterparty, jurisdiction, provider due diligence, and exposure to mixers or tumblers. If you know or reasonably suspect a designated person’s funds are involved, stop dealing with them and follow the reporting and freezing rules that apply where you are located.
Can a wallet transfer hide an unlawful P2P sale?
No. Moving coins through additional wallets does not change the purpose or legal character of a transaction. A transfer used for an unlawful sale, unregistered money-service activity, or sanctions evasion remains risky and may increase compliance scrutiny.
The Bottom Line
Use a lawful, provider-supported route; match the asset and network; verify the address, memo, recipient and wallet ownership; complete required Travel Rule checks; screen sanctions risk; test-send when practical; and preserve the hash and records. If a route is blocked, resolve the compliance issue rather than trying to disguise the transfer.
