The Federal Election Commission (FEC) is the authoritative starting point for tracking a federal Super PAC. Find the committee, record its identification number, then use that ID to connect receipt filings (money received), disbursements (money paid), independent-expenditure reports, amendments and enforcement records. The filing identifies the contributor as reported; it does not always reveal the person or business that supplied money to an intermediary organization.
This guide shows how to investigate a committee, trace reported donors and transfers, separate ordinary operating costs from candidate-directed advertising, monitor new filings and handle the different rules used by state and local jurisdictions.
What a Super PAC is—and what its filings can prove
The FEC describes Super PACs as “independent expenditure-only political committees that may receive unlimited contributions from individuals, corporations, labor unions and other political action committees for the purpose of financing independent expenditures and other independent political activity.” They may raise unlimited amounts, but they must remain independent of candidates, campaigns and political parties when making those expenditures.

A pass-through organization, another political committee, a corporation or a nonprofit may appear in the receipt record instead.

Three different conclusions to keep separate
- Reported donor: the individual or organization shown on the Super PAC’s filing.
- Intermediary donor: an entity that gave the Super PAC money after receiving funds from other sources.
- Ultimate source: the original person or organization that supplied the money. This may require records outside the Super PAC filing and may remain unknown.
Keeping these categories distinct prevents a filing search from being presented as proof of a donor’s underlying funding source.
Start with the FEC committee record
Use the FEC campaign-finance search to look up the committee by its public name or committee identification number. Confirm that its type is listed as independent expenditure-only political committee (Super PAC). Record the committee ID before opening individual transactions; it is the stable key that ties together receipts, disbursements, reports and amendments.
Record the committee’s identity
- Official committee name and any former names shown in the record.
- FEC committee ID.
- Treasurer.
- Filing address.
- Committee type and designation.
- Coverage dates for the report or election cycle you are examining.
Names can be similar, abbreviated or changed. Matching the ID, rather than relying on a name alone, avoids combining transactions from different committees.

The FEC’s PAC research checklist points investigators to the committee’s documents, summary receipts and disbursements, itemized contributions, independent expenditures, enforcement actions, audits and advisory opinions. Download or save the relevant filing image or transaction record, not only the page showing a current aggregate total. A later amendment can change the aggregate while leaving the original filing visible in the history.
How to find who funds a Super PAC
Open the committee’s receipt filings and inspect itemized contributions. For each transaction, capture the reported name exactly as filed, amount, date, employer and occupation fields where present, memo text, and the transaction type. A spreadsheet with one row per filing transaction makes it easier to reconcile amendments and transfers.
Fields to capture for every receipt

Use the FEC individual-contributor search when investigating a person across multiple committees. Search by name, location, employer or occupation, then compare the resulting entries with the committee’s own filing. A name match is not conclusive identity proof; use the location and employment fields, transaction dates and original filing images to resolve common names.

Read transfers and earmarked receipts as warnings
A Super PAC can accept unlimited contributions from individuals, corporations, labor unions and other political committees. If the receipt is a transfer from another PAC, corporation, LLC or nonprofit, treat that entity as the reported contributor and then investigate upstream records. The FEC entry alone may not identify the original human or business source.

Compare the donor’s outgoing filings with the Super PAC’s receipt date rather than assuming both records will fall in the same reporting period.
A practical upstream tracing process
- Copy the recipient’s receipt exactly, including the donor’s legal name, amount, date and memo text.
- Classify the entry as a direct contribution, transfer or earmarked receipt.
- If the donor is another committee, open that committee’s receipts and identify the transactions that funded its payment.
- If the donor is a corporation, LLC or nonprofit, review its available political filings and any related committee records for matching dates and amounts.
- Compare names, addresses, officers, occupations and filing periods, while marking each connection as documented, probable or unresolved.
- Stop the chain when no public record identifies an upstream source. Label the Super PAC’s filer-reported donor rather than inferring an ultimate donor.
This method can reveal a funding path, but it cannot turn an opaque intermediary into a known ultimate source without supporting records.
How to track what a Super PAC spends
Use two FEC views: the spending or disbursement records for the committee’s ordinary payments, and the independent-expenditure search for outside spending expressly advocating the election or defeat of a clearly identified federal candidate. The FEC defines independent expenditures as spending by individuals, groups, political committees, corporations or unions that is made without coordination with a candidate, campaign or party.
What an independent-expenditure record contains

| Support or oppose status | Did the filing state that the communication supported or opposed the candidate? |
Do not treat every payment to a vendor as a candidate-directed independent expenditure. Keep operating expenses, payroll, legal services, fundraising, transfers and other general disbursements in separate categories. A vendor payment may support political activity without being an independent expenditure against or for a particular candidate.
Verify the underlying filing
- Open the transaction detail from the FEC spending or independent-expenditure search.
- Save the filing image or transaction URL used for your notes.
- Record the report type, coverage period and amendment number.
- Compare the transaction with the committee’s summary disbursement total.
- Recheck the entry after an amendment or correction is filed.
Summary totals are useful for an overview, but the itemized record and filing image provide the context needed to interpret purpose, candidate and support-or-oppose status.

Tracking political advertising online
Online-ad spending is often reported through the same independent-expenditure and disbursement systems as other political communications, but the timing and platform details may differ. A platform’s public archive, when available, can show an ad or purchaser while the FEC filing shows the legally reported spender, amount and purpose. Treat those as complementary records, not interchangeable totals.
The Congressional Record discussed OpenSecrets’ collection of data from Facebook, Instagram, Google and YouTube and reported that hidden sources spent $315 million on online advertising during the 2024 election. That figure is a documented example covering those platforms and sources discussed in the record; it is not a complete measure of every platform or every hidden-spending dollar.
Match an ad to a filing
- Save the ad’s sponsor name, creative, platform, date range and any archive identifier.
- Search the FEC independent-expenditure records for the sponsor and a matching purpose, candidate and period.
- Compare the reported amount with the platform’s displayed spend range, recognizing that platform estimates and FEC accounting periods may differ.
- Check whether the sponsor used a legal name or a committee’s shortened public name.
- Document unmatched ads separately rather than assigning them to a committee without evidence.
Automate recurring monitoring
For a one-time investigation, manual downloads may be sufficient. For a campaign, issue group or journalist following a committee over months, subscribe to new filing notifications where available or use the OpenFEC API. API access is subject to the FEC’s terms and rate limits.

Design a reliable monitoring process
- Store the committee ID, official name and the date you began monitoring.
- Poll for new filings and save report date, coverage period, filing type and amendment number.
- Ingest itemized receipts, disbursements and independent expenditures into separate tables.
- Keep the original transaction identifier and filing image reference with every row.
- Recalculate period and cycle totals whenever an amended report arrives.
- Display the latest accepted version while preserving earlier versions for an audit trail.
- Timestamp each retrieval so readers can see when your data were last refreshed.
The FEC says newly filed summary data may take up to 48 hours to appear. A missing transaction immediately after a filing deadline is therefore not proof that no payment occurred. Set a delayed refresh and check again after the reporting system has processed the filing.
Handle amendments instead of double-counting
An amended report can correct an amount, replace a donor name, change a purpose or add a previously omitted transaction. Do not add the amended amount to the original as if both were new money. Match the committee, report, schedule, transaction and amendment identifiers, then replace or supersede the earlier version according to the filing history.
Federal records do not automatically answer state and local questions
For a state or local race, begin with the jurisdiction’s ethics commission, election board or secretary-of-state filing system. Definitions, donor-identification thresholds, reporting deadlines, committee types and electioneering-communication rules differ by state. A federal Super PAC workflow can be a useful model, but its assumptions cannot simply be transferred to a state database.

FollowTheMoney’s methodology notes that complete independent-spending disclosure requires looking at both independent expenditures and electioneering communications. Its help material also explains that donor-identification thresholds vary by state. Check the jurisdiction’s definitions before deciding that a donor, ad or payment is missing.
State and local checklist
- Identify the filing authority for the specific race and jurisdiction.
- Confirm whether the committee is state, local, party-affiliated or an independent-spending committee.
- Read the jurisdiction’s definitions of independent expenditure and electioneering communication.
- Check donor-disclosure thresholds and aggregation rules.
- Record filing deadlines, late reports and amendment procedures.
- Look for separate city, county or school-board systems when the state database is not comprehensive.
Understand dark-money and incomplete-disclosure limits
Unlimited fundraising does not guarantee complete transparency about ultimate donors. A Super PAC may disclose an intermediary organization that is legally required to report the contribution, while the intermediary’s own public records may not identify its funders.
In a comment filed with the FEC, OpenSecrets reported that 30% of spending—$153.7 million—by Super PACs and Carey Committees during the 2024 cycle came from groups that had, at best, only partially disclosed their donors. This is a qualified figure from that filing, not a claim that 30% of all political spending lacked disclosure.
When writing or publishing findings, use precise language: “The Super PAC reported receiving $X from Organization Y” is supported by the filing. “Organization Y supplied the money” requires additional evidence. “Person Z was the ultimate donor” should be stated only when records establish that conclusion.

The FEC should anchor a federal record because it is the official filing source. OpenSecrets and FollowTheMoney can add curated context, donor roll-ups and cross-jurisdiction analysis, but their methodology and update timing may differ from the underlying filing system.

When two services disagree, compare their update timestamps, amendment treatment, transaction definitions and aggregation rules before deciding that one is wrong.

A repeatable investigation checklist
- Define the question. Decide whether you are tracking a donor, a committee’s total receipts, a candidate’s outside spending or a particular online ad.
- Identify the jurisdiction. Use the FEC for federal activity and the appropriate state or local authority for other races.
- Resolve the committee ID. Confirm committee type, treasurer and filing address.
- Download the record set. Save summary reports, itemized receipts, disbursements, independent expenditures and filing images.
- Normalize without erasing. Keep the original reported name and add a separate research name for your own grouping.
- Trace intermediaries. Follow transfers and earmarked receipts upstream, marking unsupported links as unresolved.
- Classify spending. Separate independent expenditures from operating costs, vendor payments and transfers.
- Check amendments. Reconcile every changed report and avoid counting superseded transactions twice.
- Allow for latency. Recheck newly filed summaries after the FEC’s stated processing window of up to 48 hours.
- State the limit. Say whether your conclusion identifies a reported donor, an intermediary or an established ultimate source.
Common mistakes and how to correct them
Searching only by committee name
Problem: Similar names or renamed committees can merge unrelated records. Correction: Confirm and retain the FEC committee ID.
Treating a transfer recipient as the original donor
Problem: A PAC, LLC or nonprofit may be an intermediary. Correction: inspect the donor’s own receipts and describe the result as an upstream lead unless the source is documented.
Using cycle totals as if they were current
Problem: Later amendments can change previously published totals. Correction: report the retrieval date, filing version and amendment status.

Calling a platform archive a complete spending total
Problem: platform archives and FEC reports use different scopes and accounting periods. Correction: match each ad to a filing where possible and label unmatched observations.
