Track a critical-materials project in one source-controlled register, but keep four statuses separate: EU Strategic Project recognition, permits, financing, and delivery. Link every status to dated evidence—official decisions, permit filings, grant agreements, drawdowns, construction records and operating data—so recognition is never mistaken for a permit, financial close or completed plant.
Build one controlled project register with four linked logs
A reliable portfolio view starts with a single register that assigns a stable project identifier and links four specialized logs. Store the original document, its publication or signature date, the authority that issued it, the date you last checked it and the next evidence you expect. Keep a change history rather than overwriting old values.

Use controlled values such as not submitted, submitted, under assessment, approved, in appeal, contracted, drawn, under construction, commissioning, operating, paused and closed. A project can be recognised as Strategic while permits are pending or financing is incomplete, so never collapse these fields into one green or red label.

Use the Commission index as the canonical starting point
The European Commission’s Strategic Projects page and catalogue are the primary index for recognised projects. The catalogue supports searches by location and project and links to raw-material factsheets. The second EU list was adopted on 9 October 2026; because lists can change, check the live Commission page whenever you refresh the register and retain a dated snapshot of what you saw.

Capture recognition evidence, not just a name
- Create a permanent project ID that does not change when a promoter rebrands the project or a subsidiary becomes the applicant.
- Copy the project name exactly as shown in the official decision or annex, then add a separate field for the promoter’s current legal name.
- Record the country, site or sites, strategic raw material and activity stage: extraction, processing, recycling or substitution.
- Save the recognition decision, approval date, annex reference and current catalogue status. Note whether the entry covers one site or a cross-border project.
- Record the date of your last catalogue check and schedule the next check. If a listing changes, preserve both the previous and current entries with the reason stated in the official material.
Understand how an application becomes a decision
The Commission’s process includes a completeness check, substantive assessment and discussion with the European Critical Raw Materials Board before a decision. Track each of those gates separately when dates are published. “Application submitted” is not the same event as “complete,” and neither is the same as recognition. If a project is rejected, withdrawn or returned for more information, retain that outcome rather than deleting the project from historical reporting.
Track every permit and the statutory clock
Start with the national single point of contact
Contact the Member State’s designated single point of contact at the beginning of scoping. Ask which environmental, construction, land-use, water, waste and energy authorisations apply, which authority owns each one, what material must accompany the application and how consultations and appeals are handled. Put each authorisation on its own permit-log row even when one application package serves several authorities.
Fields that make a permit auditable

Apply the Strategic Project targets carefully
Under the 2024 EU Critical Raw Materials framework, the maximum permitting timeline is 27 months for extraction projects and 15 months for processing or recycling projects. Store the target beside the relevant permit or coordinated authorisation, not as a promise that every national step will finish on that date. Record statutory pauses, dependencies, consultation periods and appeals explicitly so an elapsed-days figure can be explained rather than used as a misleading countdown.
Calculate elapsed time consistently
- Define the start event used by the authority—for example, a complete application rather than an initial inquiry.
- Count calendar days from that event to the latest status date, using one convention across all projects.
- Subtract only pauses that the applicable procedure formally recognises, and retain the notice or correspondence supporting each pause.
- Show both elapsed days and the remaining target days, with a flag for missing or disputed dates.
- When a decision is appealed, close the original decision phase and open a separate appeal phase; do not reset the project’s history.
A dashboard should show which permit is on the critical path, what information is outstanding and who must act next. A late environmental assessment, grid connection or construction authorisation can delay delivery even when another permit has already been granted.

Follow grants, loans and guarantees from call to payment
Map the available EU and national routes

Keep a funding record that survives staff changes
- Save the exact call identifier, publication date, cut-off date, eligible geography, eligible activity and award method.
- Store the submitted proposal version and a list of later clarifications or amendments.
- Record the requested amount, own contribution, other public support and whether the instrument is a grant, loan, guarantee or blended package.
- For an award, capture the decision date, grant or facility agreement, eligible-cost rules, payment schedule, milestones, reporting duties and clawback conditions.
- For a loan or guarantee, add the lender, facility type, conditions precedent, drawdowns, covenants, fees and advisory work.
- Reconcile each payment or drawdown to a bank record or official payment statement and mark reporting as submitted, accepted, queried or overdue.
Separate confirmed money from policy announcements
InvestEU is generally accessed through the European Investment Bank or another implementing partner. It is a guarantee-backed finance channel rather than one open grant call. The programme has a EUR 26.2 billion EU budget guarantee for 2021–2027 and aims to mobilise more than EUR 372 billion over that programme period. These are programme-level figures, not an allocation to a particular project.
The Commission’s RESourceEU communication says the Innovation Fund 2024 call awarded EUR 376 million to five critical-raw-materials projects. The same communication describes a planned at least EUR 700 million Innovation Fund call in 2026, EIB critical-raw-materials financing and advisory support, and an expectation of around EUR 2 billion in additional critical-raw-materials investment in 2026–2027. Treat the latter envelopes as policy announcements until a live call, signed financing decision or award notice confirms them.
Measure physical and commercial progress with an evidence log
Use milestone definitions that cannot be gamed
- Development: feasibility, environmental baseline, land control, process design and a dated investment decision.
- Construction: notice to proceed, major contracts, site works, equipment delivery, installation and grid or utility connection.
- Commissioning: first energisation, cold and hot commissioning, feedstock tests, safety acceptance and performance testing.
- Operations: first saleable product, sustained production, quality qualification, capacity utilisation and operating cost evidence.
For every milestone, record the planned date, revised date, actual date, evidence type, verifier and next dependency. A press release can establish that an announcement was made; it does not by itself prove that equipment is installed or product is being sold. Prefer permits, signed contracts, regulator filings, audited reports, site records, production certificates and customer offtake documentation where available.

Capture the stated annual production capacity and specify whether it is nameplate, design, ramp-up or achieved output. Keep the raw material, product form and process stage consistent so an extraction figure is not compared with a refined-product figure. For offtake, record buyer identity when publicly disclosed, volume, term, conditions precedent and whether the agreement is a memorandum, binding contract or delivered shipment.

Record environmental and social commitments beside their verification evidence: emissions or water targets, waste handling, rehabilitation, community consultation, local procurement and published jobs or regional benefits. Mark an item “not publicly stated” rather than inferring delivery from a general sustainability claim.
Build a dashboard that distinguishes evidence from risk

Set a verification cadence
Check the Commission catalogue and national permit portals at a fixed monthly or quarterly interval, depending on project activity. Refresh funding records at every call deadline, award notice, amendment, payment and reporting date. Require a dated evidence update for every red or amber item and show the age of the last verification. If a source disappears or a page changes, retain the archived copy and note the replacement source.
Compare projects on the same decision axes
A fair comparison uses the same definitions and cut-off date for every project. Score or describe each axis without turning an unknown into a poor result:

Use “not stated” when a comparable value has not been published. That preserves the distinction between a weak project and a project with limited disclosure.

Common tracking failures and how to correct them
Failure: treating recognition as approval to build
Correction: Keep the recognition, permit and delivery statuses independent. Display the next permit decision and any missing application material next to the recognition entry.
Failure: counting a press release as a grant award
Correction: Require an official award decision or signed agreement before moving money to “awarded.” Keep policy announcements in a separate watchlist until a call or financing decision exists.
Failure: resetting the permit clock after every information request
Correction: Preserve the original start event, log each formal pause and restart, and show both gross elapsed days and the procedure’s recognised elapsed time.

Failure: losing the audit trail during project renaming
Correction: Keep the permanent project ID, former names, promoter changes and site identifiers in the identity log. Never create a new project merely because the legal entity changed.
Failure: using supply-risk indicators as project proof
Correction: Show trade flows, price volatility and supply-chain stress-test results in a context panel. Do not use them to claim that a specific plant is permitted, financed or operating.
A practical implementation sequence
- Define the project ID, controlled status values, evidence naming convention and responsible owner.
- Import the current Commission Strategic Projects catalogue and save the date of the import.
- Populate identity and recognition fields, including the official annex and decision evidence.
- Ask the national single point of contact for the complete permit map and enter every authorisation as a separate row.
- Set the applicable extraction or processing/recycling target and document the clock-start rule.
- Search EU, EIB, national and regional funding channels; record each call or facility even when eligibility is still being checked.
- Move funding through requested, assessed, awarded, contracted and drawn statuses only when the corresponding evidence exists.
- Enter delivery milestones with planned, revised and actual dates and link each to a verification document.
- Publish a dashboard showing the latest evidence date, next evidence due, critical path and unresolved risks.
- At each review, archive superseded records instead of overwriting them, and assign an owner and due date to every open action.
This structure lets a reader answer four different questions without conflating them: Is the project recognised? Can it obtain the required permits? Is money committed and available? Is construction or operation actually progressing?
