To track construction near a retail property, search the local planning department’s development-application map, then check the building department’s permit records. Search the property address and inspect nearby parcels on the map; a project may be filed under a different address or have multiple related records. Save the search or enable alerts if the local portal offers them, and verify the latest project status with the responsible agency before making an operational decision.
Start with the right local records
The municipality or county responsible for the site is the starting point. Planning records can reveal proposed developments and applications under review; building-permit records help show whether approved work has advanced toward construction. Some places combine these records, while others publish them in separate tools.
- Identify the city or county planning and building departments with jurisdiction over the retail property.
- Search the exact property address in the official development or permit map.
- Inspect the map around the property and open records for nearby parcels, including sites with different addresses.
- Search both planning applications and building permits, whether in one portal or separate systems.
- Open each relevant project record and note its description, location, stage, related permit numbers, and available plans or documents.
- Save or favorite the search or property, and set up notifications if the system allows it.
Official examples illustrate the range of available tools. Seattle’s project and permit lookup supports address or map searches and links to records and many documents; some approved construction plans are available only by request. Read project status carefully
A nearby project can move through several stages, and a record at one stage does not prove it has reached the next. An application under review is not an approved project. Approval or entitlement does not, by itself, establish that a building permit has been issued. A permit is a meaningful milestone, but check the current record before concluding that construction is actively underway.

The City of Santa Clara’s published definitions distinguish “Pending Review” (not yet entitled), “Approved” (entitlements granted), “Under Construction” (building permits received and construction underway), and “Complete” (construction completed and occupancy permits received). Treat these as that city’s definitions, not universal labels: local agencies may use different terms or status rules. City of Santa Clara: Development Activity.
Use maps as leads, then inspect records
A map marker may stand for a parcel or multiple affected parcels rather than a project’s exact footprint. San Francisco Planning says its map dots are placed at the center of affected parcels and separates planning and building application layers. Open the underlying record and supporting documents to understand the scope and status; do not infer project boundaries or activity from a dot alone. Coverage also differs by jurisdiction and project type. Toronto’s Development Pipeline combines planning and building-permit data for larger developments requiring Planning Act approvals, but excludes some as-of-right development below the Site Plan Control threshold. Set up alerts and keep a change log
Where available, alerts reduce the need to repeat manual searches, but the features and update schedules are local. Brisbane’s Development.i supports saved searches, property favorites, and daily or weekly notifications for new nearby applications and application updates. It also warns that information may be incomplete, inaccurate, or delayed. Brisbane City Council: Development.i. Keep a simple log for each relevant site so that new updates can be compared with prior records. Useful fields include:
- Property or parcel location and project name, if listed
- Agency record link, application number, and related permit numbers
- Project description and the date you checked the record
- Current status and any newly posted documents or status changes
- Potential operational questions to investigate, such as access, visibility, or nearby demand
Before relying on a record for a time-sensitive decision, re-open it and confirm its latest status. If timing, scope, or construction activity remains unclear, contact the responsible agency. A map, dashboard, or notification is a monitoring lead—not a guarantee of complete, real-time coverage.

Compare local tools before relying on them
When a property sits near a jurisdiction boundary or you monitor several sites, compare the public portals on the criteria that affect coverage and follow-up. A citywide dashboard may offer a useful overview but omit some project types; a portal with alerts may still have delays or incomplete information.
