The most useful NBN speed check is a controlled comparison: test a computer connected to your modem by Ethernet, repeat the same test over Wi-Fi, and run both during a busy evening and a quieter period. Record download, upload, latency, jitter and packet loss. This shows whether the weakness is mainly inside your home or persists across the connection, but a speed test cannot by itself separate the NBN access network from your retail provider, equipment or test server.
What an NBN speed test actually measures
A browser speed test measures the end-to-end path between your device and a test server at one moment. That path can include the device, Wi-Fi or Ethernet link, modem/router, the NBN access network, your retail internet provider, upstream networks and the server itself. The result is therefore a snapshot of your internet experience under those conditions, not a direct reading of the wholesale NBN line.
A low result does not automatically prove that the NBN network is faulty. The same service can produce different numbers when another household member is streaming, when the test server or route changes, when the home is using Wi-Fi in a distant room, or when the connection is tested during a busy period. Conversely, a good result on one device does not prove that every room or application will perform equally well.

Use the best device available
Use a laptop or desktop that has an Ethernet port, or an Ethernet adapter known to support your service speed. Keep the same device and test service for comparisons. Phones and older computers can be limited by their wireless hardware, processor, background software or adapter, so their result should not be treated as a line-capability measurement.

Reduce competing traffic
Pause large downloads, cloud backups, game updates and high-resolution streams. Ask other users to avoid heavy activity while you take the comparison readings. Do not permanently disconnect essential devices; the point is to record conditions accurately and keep them similar from one test to the next.
Record the conditions
Write down the date, time, connection type, room, device, test service and every metric displayed. A simple record can look like this:
Date/time: 15 October 2026, 8:30 pm
Connection: Ethernet, modem room
Device: laptop
Download: ___ Mbps
Upload: ___ Mbps
Latency: ___ ms
Jitter: ___ ms
Packet loss: ___ %
Other internet use: none
Notes about firmware updates, a crowded household network or a different room can explain a result that otherwise appears inconsistent.

- Connect the computer directly to a LAN port on the modem or router with an Ethernet cable. A Cat 6 cable is a suitable testing aid for most modern home networks, but the cable does not increase the speed purchased on your NBN plan.
- Turn off the computer’s Wi-Fi so it cannot silently use the wireless connection. Confirm that the operating system reports a wired connection.
- Close bandwidth-heavy applications and stop other household activity that could alter the reading.
- Open a reputable browser-based speed-test service. NBN’s consumer guidance does not require one universal commercial test site, so use the same service for every comparison rather than switching sites between readings.
- Start the test and wait for it to finish. Record download, upload, latency and any jitter, packet-loss or webpage-loading result shown.
- Run a second test after a short pause. A single outlier is less useful than two or three readings taken under the same conditions.
The Ethernet result is your practical household baseline. It removes most Wi-Fi variables, but it still includes the modem, computer, plan, retail network, NBN access network and the chosen test route.
Step-by-step: compare Wi-Fi performance
- Disconnect the Ethernet cable and reconnect the same computer to your normal Wi-Fi network.
- First test in the same room as the modem. Keeping the device and test service unchanged makes the wired-versus-wireless comparison more meaningful.
- Repeat in the rooms where performance matters, such as a home office, bedroom or living room. Keep the device orientation and approximate position consistent.
- Record each result and note whether the device is using the 2.4 GHz or 5 GHz band when your router exposes that information. Do not assume that a faster-looking Wi-Fi link rate equals the internet speed delivered by the plan.
- Repeat the Wi-Fi tests at least once more. A large, repeatable gap between the Ethernet baseline and nearby Wi-Fi points to the home wireless environment as the first area to investigate.
Wi-Fi results can change with distance, walls, furniture, neighbouring networks, microwave or other radio interference, router placement and simultaneous devices. A result that falls sharply in one room is evidence about coverage in that location, not necessarily about the NBN service entering the premises.

Test during busy and quiet periods
Run the same Ethernet and Wi-Fi checks during an evening busy period and at a quieter time. NBN uses 7pm–11pm as an example of a busy period in its consumer guidance; it is a useful comparison window, not a claim that every household or provider reaches its peak at exactly those hours.
| Comparison | What it helps reveal | What it cannot prove |
|---|---|---|
| Ethernet versus Wi-Fi | Whether wireless coverage, interference or local radio conditions are contributing to the slowdown. | That the NBN access network or retail provider is fault-free. |
| Busy period versus off-peak | Whether performance changes with time-of-day demand. | Whether any congestion is inside the home, in the provider network, on the NBN access network or on the test route. |
| Download/upload versus latency, jitter and packet loss | Whether the problem is transfer capacity or responsiveness and stability. | That one metric alone explains every application problem. |
Use comparable conditions: the same device, test service and room, with other internet activity limited. Keep the timestamps because a provider can use them when checking expected busy-period performance.

How to read every number
Download speed (Mbps)
Download measures how quickly data travels from the test server to your device, in megabits per second. It affects receiving files, loading media and much of streaming activity. It is not the same as megabytes per second: eight bits make one byte, so a displayed Mbps figure is numerically larger than the equivalent MB/s file-transfer rate.
Do not judge the plan from download alone when the complaint is frozen video calls, lag or unreliable browsing. A high download result can coexist with latency, jitter or packet-loss problems.
Upload speed (Mbps)
Upload measures data moving from your device to the test server. It matters for sending files, cloud backups, live video, security-camera uploads and the upstream part of a video call. A service can have an acceptable download result but an upload limitation that becomes obvious when several people send video or large files.

- Wide Compatibility: With the RJ45 Connector, network cable can be perfectly compatible with computers, laptops, modems, routers, PS5, X-Box and other networking devices. It can also be fully backward compatible with Cat7, Cat6e, Cat6, Cat5e, Cat5
Latency (ms)
Latency is the round-trip time for a packet to reach the test server and return, measured in milliseconds. Lower latency generally makes interactive applications feel more responsive. The server’s location and the route used by the test affect the reading, so compare tests made with the same service and avoid treating a single value as a universal property of the NBN connection.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteJitter (ms)
Jitter is variation in latency from packet to packet. More variation can make voice, video and other real-time applications inconsistent even when the average download rate looks healthy. Look for a repeatable pattern across tests rather than reacting to one transient spike.
Packet loss (%)
Packet loss is the proportion of sent packets that do not arrive. Higher loss can interrupt conferencing, gaming and other interactive applications. If loss appears repeatedly on Ethernet with other household traffic stopped, include the readings and times in your report to the retail provider.
Webpage-loading time
Webpage-loading time combines several factors. The ACCC’s methodology treats it as influenced by download speed, latency and DNS, so it may correspond more closely to ordinary browsing than a raw transfer rate. A fast download number does not guarantee a fast page if latency or name-resolution delays dominate.
What counts as a meaningful pattern?
- Ethernet is consistently near the plan’s expected performance, but Wi-Fi is much lower: investigate router placement, walls, interference, wireless band selection, firmware and coverage before assuming the external service is at fault.
- Wi-Fi is good beside the modem but poor in one room: the location-specific result points to coverage or interference. Consider moving the router to a more central, elevated position or improving coverage; test again after each change.
- Ethernet and Wi-Fi are both low at the same time: check that the plan, modem and device are appropriate, then contact the retail provider if the result persists.
- Results fall mainly in the evening: retain both busy-period and off-peak logs. Time-of-day variation is useful evidence, but it does not identify where congestion occurs.
- Download is adequate but calls or games are unreliable: examine latency, jitter and packet loss, including whether those metrics worsen when another device uploads or downloads.
- Readings vary widely from one run to the next: repeat with fewer household devices active, the same test server and a wired connection. Variability itself is information, but it is not a diagnosis.
Why your result may differ from the advertised plan
NBN says achieved speeds depend on the access technology and configuration serving the premises, whether use occurs during a busy period, equipment quality, software, the broadband plan, signal reception and the way the retail provider designs its network. Wi-Fi adds location, interference and simultaneous-device effects. These factors mean that a plan label is not a promise that every device, room and application will show the same number at all times.

Your connection also crosses multiple networks and devices. A speed test is therefore useful for troubleshooting and for a conversation with the retailer, but it is not a definitive line-capability or fault diagnosis. NBN describes the customer’s experience as dependent on both network factors and elements outside its control, including equipment, software, signal reception and provider network design.
When and how to contact your retail provider
Contact the company that bills you for internet access when wired results remain unexpectedly low, when both wired and Wi-Fi tests show the same persistent problem, or when repeated packet loss and high latency disrupt normal use. NBN is the wholesaler; retail service questions, plan capability and service limitations are handled through your provider.
Give support a concise evidence package:
- Plan name or speed tier and the service address or account details requested by the provider.
- Dates and times for wired and Wi-Fi tests, including busy-period and off-peak readings.
- Device, modem/router and test-service details.
- Download, upload, latency, jitter and packet-loss results.
- Whether other household traffic was stopped and whether the issue affected every device or only one room.
- Examples of the impact, such as failed video calls, slow uploads or evening-only buffering.
Ask the provider what performance it expects for your plan during the relevant period, whether there is a known outage or congestion issue, and which additional test it needs. Keep the ticket number and retest after any change the provider makes.

Changing several variables at once
Switching device, room, test service and router settings together makes improvement impossible to attribute. Change one factor, retest, and record the result.
Relying on a single run
One reading can be affected by a transient route or server condition. Two or three consistent readings at each comparison point are more useful, especially when supplied with timestamps.
Confusing a test number with an application guarantee
Streaming, browsing, gaming and video calls use the connection differently. Match the metric to the complaint: transfer rates for file movement, latency and jitter for responsiveness, packet loss for interruptions, and webpage-loading time for the combined browsing experience.
Putting the ACCC’s published figure in context
The ACCC’s final Measuring Broadband Australia report, released on 17 June 2026, found that Australian fixed-line NBN households received an average of 99.4 per cent of their plan’s download speed during the peak evening period. This is population-level evidence from the program’s monitored volunteer households and Whitebox devices, not a guarantee for an individual address or plan.
The program ran from early 2018 until June 2026 and has ended. Its historical measurements can provide context for consumer results, but they are not an ongoing monitoring service. Date and scope matter whenever the figure is quoted.
The ACCC’s speed-claims guidance was published on 31 October 2022. The ACCC said consultation on an update began in April 2025 to address transparency around plan capability, customer-premises equipment and in-home setup; the cited guidance does not establish the consultation’s final outcome. Do not use that consultation reference as proof of a current rule.
A compact decision checklist
- Run two or more tests by Ethernet with other heavy activity paused.
- Run the same tests over Wi-Fi beside the modem, then where the problem occurs.
- Repeat at an evening busy period and an off-peak time, keeping conditions comparable.
- Compare download and upload with latency, jitter, packet loss and webpage-loading time.
- If the wired baseline is healthy but remote Wi-Fi is poor, work on placement, interference and coverage.
- If wired results are persistently low or instability appears on both connection types, send the complete log to your retail provider.
This process gives you a defensible picture of what your household is experiencing without claiming that a consumer test can isolate every part of the NBN and retail networks.
