For a U.S. home built before 1978, the safest approach is to assume lead-based paint may be present and either use lead-safe practices or hire an EPA- or state-certified lead inspector. An inspector identifies lead paint and its locations; a certified risk assessor also tests whether paint, household dust, or soil creates hazards and specifies controls. Only testing can confirm whether lead hazards exist.

What each type of lead test can—and cannot—tell you

Lead testing is not one universal procedure. Paint testing answers whether lead-based paint is present and where it is. Dust and soil testing measure potential exposure pathways. A result suitable for renovation clearance may require a different method and laboratory than a homeowner’s preliminary screening.

Method Detects Typical operator Strengths Important limits
Visual inspection Paint condition and locations of deterioration Inspector or risk assessor Finds peeling, chalking, friction and impact areas Cannot confirm lead content by itself
X-ray fluorescence (XRF) Lead in painted surfaces without removing paint Qualified professional Rapid, on-site survey of many surfaces Equipment and operator qualification are required; it does not test dust or soil
Paint-chip laboratory analysis Measured lead concentration in a paint sample Sampler and EPA-recognized NLLAP laboratory Laboratory result with a documented concentration Sampling can disturb paint and must follow laboratory packaging and chain-of-custody instructions
Recognized chemical kit Lead paint on specified substrates Trained or certified user Can provide a field answer for recognized uses Surface-specific recognition; not a dust or soil test and not a substitute for a risk assessment
Dust wipe Lead dust loading on floors, sills and troughs Risk assessor or trained sampler; laboratory analysis Measures an exposure pathway after sampling Correct locations, area measurement and laboratory handling are essential
Soil sample Lead concentration in outdoor soil Homeowner following laboratory instructions or professional Identifies contaminated areas and gardening or play risks Different areas must be sampled separately; laboratory methods and reporting units vary

When a professional inspection is the right choice

Choose a certified lead-based-paint inspector for a paint inventory

A certified inspector determines whether lead-based paint is present and identifies the surfaces or components that contain it. This is the best general answer when you are buying an older home, planning work, documenting conditions for a property, or need a map of painted components.

Choose a certified risk assessor when exposure is the question

A risk assessor goes beyond locating paint. The assessment evaluates deteriorated paint, household dust and soil, then recommends controls such as repairs, cleaning, soil management or abatement. Request a risk assessment when a child has an elevated blood-lead result, dust or soil may be contaminated, renovation will disturb several components, or you need a written hazard-control plan.

EPA states that “The only way to know for certain whether a building has lead-based paint or lead hazards is to have it tested.” Certification requirements are administered through EPA or an authorized state, territory or tribal program, so verify the credential and the scope of work before hiring.

Why the home’s age matters

Federal lead-paint restrictions make homes built before 1978 the key screening group in the United States. Age is not proof that a particular surface contains lead, but it changes the prudent default: do not sand, scrape, drill or heat suspect paint until it has been evaluated or the work is performed under lead-safe requirements.

EPA reports that 87% of homes built before 1940 have some lead-based paint, compared with 24% of homes built between 1960 and 1978. These are national estimates for homes in those construction periods, not a prediction for an individual house.

Professional paint testing methods

X-ray fluorescence (XRF)

An XRF analyzer measures lead through painted layers without requiring a chip from every surface. A qualified operator can survey walls, trim, doors, windows, cabinets and other components and record which locations contain lead. EPA lists XRF as a professional paint-testing option; the operator must meet applicable federal or state requirements and use the instrument according to its protocol.

XRF is efficient for a whole-house inventory, but it does not tell you whether settled dust or garden soil is hazardous. Ask for a written report that identifies each tested component, the result, inaccessible areas and any surfaces that were not tested.

Paint-chip sampling and laboratory analysis

With this method, a trained sampler removes a defined paint sample and sends it to an EPA-recognized National Lead Laboratory Accreditation Program (NLLAP) laboratory. Contact the laboratory before collecting anything. It will specify the sample area, container, labeling, packaging, shipping and chain-of-custody steps. Cutting through every paint layer matters because a thin topcoat over an older lead layer can produce a misleading sample if the collection is incomplete.

Laboratory results are measured concentrations, but the meaning depends on the test purpose and the applicable standard. A chip result does not assess dust on a floor or soil beside the foundation.

EPA-recognized chemical test kits

EPA recognizes specific kits for trained or certified professionals and only for stated surface types. D-Lead and LeadCheck are recognized for the wood, ferrous-metal, drywall and plaster uses specified by EPA. The Massachusetts kit is recognized for drywall and plaster only. Recognition is tied to regulatory performance criteria and does not turn a kit into a general household hazard survey.

A negative result can establish absence of regulated lead paint for the recognized use and conditions. It does not clear untested layers, other components, settled dust or soil. Read the current EPA recognition details and the kit’s instructions before relying on a result.

Why an unrecognized retail color-change kit is not definitive

Many consumer kits change color when their reagent contacts lead, but an unrecognized kit can miss lead or react differently on an unsuitable substrate. EPA directs homeowners toward certified professionals and limits its recognition to trained users and specified purposes. Treat a retail kit as a preliminary indication at most, never as proof that a pre-1978 home is lead-safe.

How to arrange a paint test step by step

  1. Document the property. Note the construction year, additions, painted components, recent repairs, peeling areas and planned renovation.
  2. Define the question. Decide whether you need a paint inventory, a hazard assessment, renovation planning, or post-work clearance.
  3. Verify credentials. Confirm that the inspector or risk assessor is certified for your state or program and ask which methods will be used.
  4. Request the sampling plan. It should identify components, inaccessible areas, proposed XRF readings or chip locations, and whether dust or soil will be included.
  5. Prevent disturbance. Keep people away from sampling areas and do not clean, sand or repaint before the professional documents existing conditions.
  6. Obtain the written report. Check that each result is tied to a room and component, with test method, limitations and recommended controls.

How lead-dust testing works

Where samples are collected

Dust testing uses wipe samples from surfaces where dust accumulates and where people can contact it: floors, window sills and window troughs. A risk assessor or laboratory will specify the sample area and technique. Sampling a random tabletop or vacuum bag does not produce the same regulatory information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Who should analyze the wipes

Arrange instructions with a certified risk assessor or an EPA-recognized NLLAP laboratory before wiping. In jurisdictions covered by the federal program, regulated risk assessments and post-abatement testing require NLLAP laboratory analysis. State, territorial and tribal programs can impose stricter requirements, so local rules control if they differ.

Understand the 2024 terminology and levels

EPA’s October 2024 rule uses the terms dust-lead reportable level and dust-lead action level. Any reportable laboratory result is treated as a dust-lead hazard level. For post-abatement clearance, the action levels are:

Surface EPA dust-lead action level Unit
Floors 5 micrograms per square foot (µg/ft²)
Window sills 40 µg/ft²
Window troughs 100 µg/ft²

These action levels apply to the post-abatement clearance context. They are not permission to ignore a lower result in a home with a child or a known exposure. Follow the risk assessor’s written plan and your state’s rules.

What to do with a reportable result below an action level

EPA recommends controls when dust is reportable but below an action level, including a vacuum equipped with a high-efficiency particulate air (HEPA) filter and regular damp cleaning. A professional should specify which rooms, surfaces, cleaning sequence and re-testing schedule apply. Dry sweeping and ordinary dusting can redistribute fine particles.

How to test yard and garden soil

Use a qualified laboratory

EPA says the best soil method is to send samples to a laboratory qualified to determine lead concentrations, including an EPA-recognized NLLAP laboratory. State university agricultural departments, cooperative extension offices and some local health departments may also offer soil testing. These programs can differ in accepted sample types, reporting units and turnaround times.

Check a mail-in kit before purchasing

Mail-in kits generally have the homeowner collect soil and ship it to a laboratory. Before ordering, verify:

  • The laboratory’s legal identity and accreditation.
  • The analytical method used for lead.
  • Whether results are reported in units you can interpret, such as milligrams per kilogram (mg/kg) or parts per million.
  • The detection limit and how results below it are reported.
  • Whether the laboratory accepts samples from your state or locality.
  • Exact collection depth, tools, mixing, labeling, packaging and shipping requirements.

Do not collect first and ask questions later; a laboratory may reject a sample that was taken with the wrong container or depth.

Separate areas with different exposure patterns

Collect separate samples from areas that people use differently, following the laboratory’s instructions. Common categories include the drip line below painted siding, bare play areas, vegetable beds, pet runs and soil beside an old painted outbuilding or porch. Combining them into one jar can hide a highly contaminated hotspot.

Soil lead can enter the house on shoes, clothing, pets and objects. People can ingest soil directly or transfer it from hands to the mouth; produce grown in contaminated soil is another pathway. A soil result therefore needs an exposure plan, not just a number.

Safe practices while you wait for results

  • Keep children away from bare soil and deteriorating paint; use clean ground cover where practical.
  • Wash hands after outdoor play, gardening and contact with dusty surfaces.
  • Remove shoes at the door and clean pet paws if they have been in bare soil.
  • Prevent soil from being tracked indoors; use washable mats and clean floors with damp methods.
  • Do not sand, scrape, dry-sand, power-wash or heat suspect paint.
  • Keep food, toys and gardening tools away from peeling paint and bare contaminated soil.

If renovation will disturb paint in a pre-1978 home, hire an EPA-certified lead-safe renovator or follow the applicable Renovation, Repair and Painting (RRP) requirements. A firm may choose to assume lead is present instead of testing, but it must then use the required lead-safe work practices.

Choosing between screening and a legally usable result

Your goal Most suitable path Why
Know which painted components contain lead Certified inspection with XRF or properly collected chips Creates a component-by-component paint inventory
Understand risks to occupants Certified risk assessment with paint, dust and soil sampling as needed Connects measurements to exposure pathways and controls
Plan renovation Certified lead professional or lead-safe renovator following RRP rules Addresses disturbance, containment and cleanup requirements
Document post-abatement clearance Required state/federal procedure using qualified sampling and NLLAP analysis Uses the regulatory action levels and documentation required for clearance
Get an initial soil answer Qualified laboratory or verified extension program Provides a measured concentration when collection and method are appropriate

Compare providers on four points: what the method detects, who is qualified to perform it, whether the laboratory is NLLAP-recognized when required, and whether the report is accepted for your intended purpose. XRF and inspections are rapid on-site approaches; paint-chip, dust-wipe and soil analyses provide concentrations but depend on correct sampling and laboratory handling.

Common mistakes and how to avoid them

Testing only the peeling spot

Lead paint may be intact on windows, doors, stairs or friction surfaces that generate dust. A risk-based inspection samples components and conditions throughout the areas people use.

Using a home vacuum or ordinary wipe for regulatory testing

Regulated dust results require defined wipe sampling, measured areas and qualified laboratory analysis. Household cleaning tests cannot be substituted for clearance documentation.

Mixing soil from the entire yard

A composite can dilute a hotspot near a drip line or play area. Keep exposure zones separate and follow the laboratory’s sampling plan.

Starting renovation before results arrive

Disturbing paint can create dust before you know its lead content. Delay the work or use a certified lead-safe renovator who can set up containment and cleaning under the applicable rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Costs, timing and local variation

EPA’s national guidance does not provide a universal consumer price or turnaround time for XRF inspections, NLLAP paint-chip analysis, dust wipes or soil testing. Fees and schedules depend on the number of components, samples, travel, laboratory workload and state requirements. Obtain a written quote that separates inspection, sampling, laboratory analysis, report preparation and any follow-up clearance.

Ask the laboratory or extension program whether it accepts homeowner-collected samples, which shipping services are allowed, and how quickly results are normally issued. A low advertised price may cover only a single sample and not the professional interpretation needed for renovation or a child-exposure concern.

What the federal lead-paint threshold means

EPA’s RRP test-kit performance criteria use regulated lead-paint thresholds of 1.0 milligram per square centimeter (mg/cm²) or 0.5% by weight. Those figures describe the regulatory definition used for the specified test-kit and renovation context; they are not a safe indoor dust or soil concentration and should not be used to interpret a garden sample.

When to involve a health professional

Environmental testing does not diagnose lead poisoning. If a child or pregnant person may have been exposed, contact a healthcare professional or local health department about blood-lead testing and medical guidance. Share the environmental report, the rooms involved and the dates of possible exposure so health and housing professionals can coordinate next steps.
