Test this capability with a facilitated tabletop that mixes genuine and manipulated media, incomplete provenance, misleading tool results, and conflicting operational evidence. Give the team a fictional incident, release evidence in stages, and evaluate whether responders preserve originals, separate what is known from what is inferred, seek independent corroboration, recognize detector limits, escalate unresolved cases, and communicate confidence accurately. The exercise should test both whether a file was manipulated and whether the incident claim attached to it is true; those are related but different questions.

No published NIST or CISA benchmark establishes a universal pass rate for this exact exercise. Use the methods below as a practical, locally tailored test plan, then set your own baseline and improvement targets.

Define the capability before you test it

A responder may be asked, “Is this video real?” That question contains two separate investigations:

Media authenticity

Media authenticity asks whether the file, image, audio recording or video has been altered, synthetically generated or presented in a form different from the original. Relevant evidence can include the original file, available metadata, upload history, provenance signals, copies from other sources and the results of media-analysis tools.

Incident truth

Incident truth asks whether the event described by the media actually happened, when it happened, where it happened and what impact it had. Authentic media can be miscaptioned, taken out of context or reused from an earlier event. Manipulated media can accompany a real event. A team that correctly spots manipulation but fails to check the underlying event has not completed verification.

Write test objectives in observable terms

Before the exercise, write objectives that can be observed in the decision log rather than objectives such as “spot the deepfake.” Useful objectives include:

  • Preserve the original artifact and record its source, receipt time and handling history.
  • Separate facts, inferences and unresolved questions at every decision point.
  • Check provenance and source context without assuming that metadata exists or proves the claim.
  • Seek independent operational, eyewitness or documentary corroboration.
  • Use automated analysis as evidence to assess, not as a final answer.
  • Escalate when the case is consequential or remains unresolved.
  • Communicate what is known, what is probable and what is not verified.

These objectives let you test a process even when the team cannot reach a definitive authenticity determination.

Build the exercise around a controlled fictional incident

Choose a consequential but plausible scenario

Use an incident that matters to the participants’ normal work: a suspected intrusion shown in a screen recording, a safety event captured by a phone, an executive voice message authorizing an urgent action, or a photograph purporting to show damage at a facility. Avoid using real victims or live operational systems. Define the organization, decision authority, communications channels and legal or regulatory constraints in the facilitator guide.

Prepare two evidence sets

Participants receive only the information that would have been available at each point in the real incident. Facilitators keep a separate ground-truth file containing the origin of every artifact, which items are genuine, which are manipulated, the actual event timeline and the intended learning points. Do not reveal the ground truth during play.

  • Participant set: the initial alert, the media item, source details known at receipt and any normal operating records that would be available.
  • Facilitator set: original files, known manipulated copies, provenance records, contradictory evidence, tool outputs, timing notes and the expected decision consequences.

Hash or otherwise identify the supplied files according to your organization’s evidence policy. If the exercise uses simulated files, label them in the facilitator materials, not in a way that gives participants the answer.

Round Inject Capability under pressure
1 An incident claim and a media item arrive through a known internal contact. Initial triage, preservation and ownership.
2 An original upload or higher-quality copy appears, with incomplete metadata. Source checking and chain-of-handling records.
3 An eyewitness, sensor feed or operational record conflicts with part of the claim. Independent corroboration and treatment of contradictions.
4 Altered copies circulate on another channel, or an authentic file is given a false caption. Separation of media authenticity from incident truth.
5 A provenance signal is present but does not establish what happened. Understanding the limits of provenance.
6 A detector returns an uncertain, incorrect or internally inconsistent result. Human review, error handling and escalation.
7 Leadership or the public requests a statement before verification is complete. Confidence-aware communication and decision authority.

The sequence can be shortened for a one-hour discussion or expanded for a multi-team simulation. Keep at least one genuine item and one manipulated item; otherwise participants learn to treat every case as synthetic.

Assign roles and decision authority

Verification fails when everyone assumes someone else owns the evidence. Name the roles before the exercise and record who has authority to make each decision.

  • Incident lead: sets priorities, accepts risk and decides when to escalate.
  • Evidence custodian: preserves originals, records receipt and handling, and controls working copies.
  • Source and provenance analyst: checks where the item came from, how it moved and what provenance information is available.
  • Technical analyst: runs approved media-analysis tools and documents their versions, inputs and outputs.
  • Operations or subject-matter lead: tests the claim against systems, sensors, logs, eyewitnesses or other independent evidence.
  • Communications lead: drafts internal, executive or public messages that state uncertainty accurately.
  • Legal, privacy or regulatory adviser: identifies handling, disclosure and jurisdictional constraints where relevant.

If your organization combines these roles, say so explicitly. The exercise should expose missing ownership rather than silently filling the gap with facilitator knowledge.

Preserve the artifact and its context first

Capture the original as received

Ask participants to preserve the file in its received form before downloading, re-encoding, cropping, annotating or forwarding it. Record the account or system that supplied it, the receipt time, the original URL or message location, and any surrounding text. Keep a working copy for analysis and restrict changes to the preserved original.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record handling and available metadata

The decision log should show who accessed the item, when it was copied, which tools were used and what transformations occurred. Record metadata when it exists, but do not treat missing metadata as proof of manipulation. Screenshots, social-platform downloads and messaging-app exports may omit or rewrite metadata; that limitation belongs in the assessment.

Preserve context, not just bytes

Save the claim as it was presented, including the caption, sender’s wording, channel, audience and any stated time or location. A genuine video with a false caption can create the same operational harm as a synthetic video, so context is part of the evidence package.

Compare verification approaches rather than relying on one signal

NIST describes provenance, labeling, detection, testing, auditing and maintenance as distinct approaches to synthetic-content risk in Reducing Risks Posed by Synthetic Content: An Overview of Technical Approaches to Digital Content (2024). In the exercise, compare methods by the quality of evidence they produce, how they handle errors, how quickly they support a defensible decision, how well they fit operations and how clearly they express uncertainty.

Approach What it can establish Limits to test Evidence to record
Independent source and context checks Whether the source, timeline, location and surrounding claim are consistent with other information. Sources may be unavailable, compromised or repeating one another; consistency does not prove authenticity. Sources contacted, timestamps, corroborating or contradictory facts and unresolved gaps.
Provenance or authenticity signals Whether a file carries a documented origin or transformation history. Signals may be absent, incomplete or limited to the file’s history; they do not by themselves prove that the depicted event is true. Signal type, validation result, missing fields and what the signal does not cover.
Passive or automated media analysis Indicators associated with manipulation or synthetic generation. False positives and false negatives vary by content, tool and attack type. A result is evidence to assess, not a definitive answer. Tool and version, input hash, settings, output, confidence information and analyst interpretation.
Human review Contextual judgment, comparison of copies and recognition of inconsistencies that a tool may miss. Reviewers can be influenced by expectations, low-quality media or a compelling narrative. Reviewer identity, materials examined, reasoning, disagreements and decision changes after review.
Specialist escalation Deeper forensic, platform, legal or operational analysis when stakes or uncertainty warrant it. Specialists may need time, additional originals or authority that is not available during a fast-moving event. Trigger for escalation, handoff details, requested analysis and interim controls.

Do not make visual inspection alone the answer key. The exercise should reward a disciplined combination of preservation, context, independent evidence and appropriately bounded analysis.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Validate any detector before judging responders with it

If the exercise includes an image, audio or video detector, test the tool separately from the responder exercise. NIST SP 800-63A says automated image-analysis algorithms should be tested against forged or manipulated artifacts and genuine media to establish a baseline and determine expected false-positive and false-negative rates. It also calls for documenting the artifacts tested and augmenting automated analysis with manual review. See NIST SP 800-63A; its identity-proofing requirements should be treated as relevant testing guidance, not as a universal incident-response mandate.

Construct a balanced validation set

  • Include known genuine examples and known manipulated examples.
  • Represent the attack artifacts and media conditions that matter to your organization.
  • Document the source, ground truth, format, quality and any transformations for every sample.
  • Run the same documented procedure for each sample and retain the outputs.
  • Record false positives, false negatives, inconclusive results and cases in which manual review changes the tool-supported decision.

Do not turn the resulting rates into a universal claim about the detector. They describe its behavior on your tested artifacts, settings and operating conditions. Re-test after a tool update, a major change in media sources or the appearance of a new manipulation technique.

Teach responders to interpret outputs

Require the analyst to write what the tool measured, what it did not measure and what additional evidence is needed. An “authentic” or “synthetic” label should never replace source checking or corroboration. If the output is uncertain, the expected action is to preserve, document, seek other evidence and escalate according to policy—not to choose the more convenient label.

Run the tabletop in controlled stages

  1. Brief participants. Explain the fictional setting, time pressure, available roles, evidence-handling rules and the fact that the exercise tests process rather than personal technical expertise.
  2. Deliver the initial claim. Provide one media item and the minimum context a responder would realistically have. Start the clock and require the team to state its first known facts, assumptions and open questions.
  3. Require preservation. Before releasing more information, ask who owns the original, how it will be stored, what metadata and context will be captured and who can access it.
  4. Release the next inject. Introduce an original upload, contradictory operational evidence, a provenance signal or an altered copy. Do not explain which item is authoritative.
  5. Pause for a decision statement. At each round, have the incident lead state the current assessment, confidence, action threshold, escalation decision and message to stakeholders.
  6. Test analysis tools. If a detector is available, provide its output with the documented tool details. Ask the team to identify error possibilities and decide whether manual review or specialist help is required.
  7. Apply communication pressure. Ask for a leadership brief or public holding statement while evidence remains incomplete. Require wording that distinguishes a confirmed event, an unverified claim and a suspected manipulation.
  8. Close with ground truth. Reveal the facilitator’s evidence, compare it with the team’s decision log and identify where an earlier assumption, missing record or delayed escalation changed the outcome.
  9. Conduct a hotwash. Ask what evidence was preserved, what was overlooked, which handoffs failed, how confidence changed and what procedural change would prevent recurrence.

Use a facilitator who can inject information consistently and a scribe who records the evidence available at each decision point. If the exercise is remote, provide a controlled evidence repository and prohibit untracked downloads or edits.

Score the process and reasoning

There is no published performance benchmark for responder success in this exact capability. Use an internal rubric to make observations consistent, and label it as a local exercise instrument rather than a validated scorecard.

Criterion Strong observable behavior Warning sign Evidence to retain
Preservation Original file and context are captured before analysis; working copies are identified. Only a screenshot or forwarded copy survives. File identifier, storage location, receipt record and access history.
Chain of handling Receipt time, source, transfers, tool actions and custodians are recorded. Analysts cannot explain where a copy came from or what changed. Decision log and handoff records.
Source and provenance Participants check origin and provenance, note missing or limited signals and avoid overclaiming. A provenance badge or familiar sender is treated as proof of truth. Queries, returned records and stated limitations.
Independent corroboration Team seeks unrelated operational, eyewitness, sensor or documentary evidence. Everyone repeats the same media item or social post. Sources checked, contradictions and resolution status.
Tool literacy Detector output is documented, challenged and combined with human review. A single label ends the investigation. Tool version, output, error discussion and review notes.
Escalation Team uses a defined trigger for specialist, legal, privacy or executive review. Escalation is delayed until certainty is impossible or consequences occur. Trigger, time, recipient and interim controls.
Uncertainty communication Messages state confidence, evidence, unknowns and next update point. Language says “confirmed” when only a detector or unverified source supports it. Drafts, approvals and stakeholder feedback.
Decision rationale Each action is tied to evidence available at that time. Participants justify an earlier decision with facts learned later. Time-stamped decision log.

You may assign a simple internal rating such as not demonstrated, partly demonstrated or consistently demonstrated. Keep the observations and examples; a single aggregate number can hide a critical failure in preservation or communication.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Test communications before verification is complete

Use a holding statement that does not amplify the claim

Ask the communications lead to prepare language that identifies the report without repeating sensational details as fact. For example: “We are assessing a report and associated media received at [time]. The material has not been independently verified. We are preserving the original, checking the source and comparing it with operational evidence. We will provide an update when those checks establish what can be confirmed.” The variable appears only as a template field; replace it with the actual time in use.

Set escalation thresholds in advance

Define when an unverified item requires executive notification, safety action, law-enforcement contact, regulatory reporting or public communication. Thresholds should reflect your sector, contracts and jurisdiction. The exercise should test whether responders can take protective action while describing the evidence as unresolved, rather than waiting for a perfect authenticity verdict.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check consistency across audiences

Compare the incident log, executive brief, employee notice and public statement. They should not assign different confidence levels to the same evidence. Record who approved each message and what new evidence would trigger a correction.

Use established exercise guidance without overstating its scope

NIST SP 800-171 describes incident-response testing through checklists, walkthroughs or tabletop exercises and simulations, with training appropriate to staff roles. Apply that structure to synthetic-media verification, but do not represent it as a deepfake-specific curriculum.

CISA’s emergency communications resource collection identifies a methodology for planning, conducting and evaluating communications-focused tabletop exercises. CISA’s cybersecurity scenarios page provides tabletop packages for threat vectors such as ransomware, insider threats and phishing, plus sector-specific situation manuals. These are useful precedents for packaging and facilitation, not evidence of a standardized AI-media verification test.

The joint NSA, FBI and CISA publication Contextualizing Deepfake Threats to Organizations was issued September 12, 2023. CISA marks the alert as archived, so check current agency material before adopting its preparation, identification, defense or response practices.

NIST’s Guardians of Forensic Evidence project describes evaluation tasks including authenticity detection, identity verification, manipulation localization, source verification and provenance reconstruction. Its Deepfake Challenge Kit is described as an educational package for systematic tool validation with sample media, scoring resources and a technical framework. The project page was updated September 25, 2026; verify the current page and any package terms when planning your exercise.

Turn findings into operational improvements

Write findings as control changes

For every weakness, name the failed behavior, the control owner, the required change and a due date. Examples include adding an evidence-custodian role to the incident plan, pre-authorizing a specialist escalation path, requiring a source-and-context form, or adding a communications approval step for unresolved media claims.

Retest the changed process

Run a shorter follow-up with a different scenario and different media types. Keep at least one genuine item, one manipulated item, incomplete provenance and an inconclusive tool result. Compare the new decision logs with the prior exercise, focusing on whether the targeted behavior occurred under pressure.

Maintain the test set and tools

Document tested artifacts, tool versions, settings, known limitations and results. Review the set when sources, platforms, codecs or organizational procedures change. Maintenance matters because a detector’s behavior and a responder’s assumptions can change without an obvious policy revision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Know what this exercise can and cannot prove

  • It can show whether your team follows preservation, source-checking, corroboration, escalation and communication procedures in a controlled scenario.
  • It can reveal how a detector behaves on your selected genuine and manipulated examples, including observed false positives and false negatives.
  • It cannot establish a universal detector accuracy rate or prove that responders will perform identically during a real crisis.
  • It cannot make missing provenance conclusive, and it cannot turn a media-authenticity result into proof that the depicted incident occurred.
  • It cannot replace forensic, legal, privacy, safety or regulatory advice required by your organization and jurisdiction.

Use the results to improve decisions under uncertainty. The strongest outcome is not a team that guesses every sample correctly; it is a team that preserves evidence, tests competing explanations, knows when its tools are unreliable and communicates responsibly while the facts are still developing.
