To measure how fast your website feels to Bihar users, the test must originate on a Bihar access network or from a probe, virtual machine, or looking glass in Bihar. A test run from a Mumbai cloud server measures Mumbai-to-server latency, not the path used by a household in Patna. Run repeated HTTPS, ping, and traceroute measurements, then report the median, tail latency (such as p95), packet loss, DNS and connection timings, and the route observed.
What a Bihar latency test actually measures
Latency is the time required for traffic to travel between a measurement point and your website. The measurement point matters more than the tester’s own location. If you are in Delhi but run a test from a probe attached to a Bihar ISP, the result represents that Bihar network. If you are in Bihar but test a virtual machine hosted in Mumbai, the result represents the Mumbai data center’s network path.
There is no single “Bihar latency” number. Fixed broadband, mobile data, enterprise circuits, IPv4, IPv6, and different ISPs can follow different routes. Congestion also changes by hour. Treat every result as a measurement of a specific city, access network, protocol, hostname, and time.

Separate user access from cloud-to-cloud latency
Use two distinct test groups:
- Residential or mobile group: probes, looking glasses, or computers connected through Bihar ISPs. This is the closest representation of real visitors.
- Cloud-region group: test endpoints in candidate Indian regions such as Mumbai, Hyderabad, Delhi, or other available regions. This shows backbone and data-center connectivity, but not the last-mile experience of a Bihar household.
Never merge these groups into one average. A low cloud-to-cloud value can coexist with high residential latency when the access network is congested or takes a different route.

Metrics to collect on every run
A useful comparison records more than a single ping. Capture the following fields for each sample.
| Metric | What it tells you | How to use it |
|---|---|---|
| DNS lookup time | Time to resolve the website hostname. | High or inconsistent values point to resolver or DNS-path problems rather than server processing. |
| TCP connect time | Time to establish the transport connection. | Compare IPv4 and IPv6 and look for route or firewall effects. |
| TLS negotiation time | Time to complete HTTPS encryption setup. | Useful for detecting handshake delays, especially on new connections. |
| Time to first byte (TTFB) | Time until the server sends the first response byte after connection setup. | Helps separate network delay from application or origin-server processing. |
| Total request time | Elapsed time until the response completes. | Use for user-facing page or API comparisons, while noting response size and caching. |
| ICMP round-trip time | Round-trip delay for ping packets when the destination permits ICMP. | Good for path trends; it is not a substitute for HTTPS timing. |
| Packet loss | Percentage of probes that receive no reply. | Report separately from latency. A low median with loss can still produce poor user experience. |
| Traceroute path | The sequence of responding hops and where delay or loss appears. | Record route changes, but remember that some routers suppress or deprioritize traceroute replies. |
| Percentiles | Distribution of samples, commonly p50 (median), p95, and p99. | Use p50 for typical performance and p95 or p99 for the slow tail. |

RIPE Atlas probes
RIPE Atlas is a public network of probes and anchors. The RIPE Network Coordination Centre says the platform has more than 14,000 probes, and users can run custom measurements and retrieve results through an API. Search the map for probes in Bihar and nearby cities, then record the probe identifier, city, network, and whether it is connected through fixed, mobile, or enterprise access.
RIPE Atlas supports ping and traceroute measurements. Create separate measurements for each target hostname and protocol, and select several probes rather than relying on one volunteer device. The platform’s recurring well-known measurements can provide context for major services, but your own website measurement is required for an application-specific answer.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsA VM or looking glass in the target city
A rented virtual machine or carrier looking glass can provide a stable, repeatable vantage point when no suitable volunteer probe exists. Confirm the machine’s announced city and network; a provider may label a service “India” while placing it in a different metropolitan area. Keep the VM results in a cloud or hosting group and do not present them as residential performance.
A controlled Bihar ISP connection
For the most representative result, run the test from a computer or small measurement device connected to the ISP and access technology used by your audience. Repeat on fixed broadband and mobile networks when both are important. Record the ISP, city, access type, IPv4 or IPv6, and timestamp with every sample.

Step-by-step test procedure
1. Define the target precisely
- Choose the production hostname that visitors use, including the correct scheme such as
https://. - Test the real page, API endpoint, or asset host that matters to your application. A generic cloud endpoint cannot reveal your origin server’s DNS, TLS, or application timing.
- Document redirects, authentication requirements, cache behavior, and approximate response size so runs remain comparable.
2. Build a vantage-point list
- Check RIPE Atlas coverage for Bihar and nearby cities.
- Add at least one Bihar ISP vantage point or city-specific looking glass when available.
- Add cloud-region endpoints for each candidate data-center region you are considering.
- Label every source by city, network type, provider, IP version, and measurement group.
3. Measure HTTPS component timings
From each vantage point, run a request that prints the main timing components. Replace the example hostname with your production hostname:
curl -sS -o /dev/null -w 'dns=%{time_namelookup} tcp=%{time_connect} tls=%{time_appconnect} ttfb=%{time_starttransfer} total=%{time_total} http=%{http_code}n' https://site.example/
Run the command repeatedly rather than once. A simple Unix loop is:
for i in $(seq 1 20); do date -Is; curl -sS -o /dev/null -w 'dns=%{time_namelookup} tcp=%{time_connect} tls=%{time_appconnect} ttfb=%{time_starttransfer} total=%{time_total} http=%{http_code}n' https://site.example/; sleep 5; done
Save the raw output. Calculate the median and upper percentiles for each timing field. If the endpoint redirects, decide whether to measure the first response or follow the complete user journey and use the same choice for every location.
4. Add ICMP and traceroute measurements
When the target permits ICMP, run enough packets to expose variation:
ping -c 20 -i 0.2 site.example
For IPv6, use ping -6. Record transmitted packets, received packets, loss percentage, minimum, average, maximum, and any reported standard deviation. ICMP can be blocked or deprioritized, so a missing reply does not prove that HTTPS is unavailable.

Run a route trace to the same hostname:
traceroute -4 -n site.example
Use traceroute -6 -n for IPv6. On Windows, the equivalent command is tracert site.example. Capture the complete output and timestamp. Compare paths between Bihar ISPs and cloud regions; a different upstream carrier or international detour can explain a large difference in latency.
5. Repeat at useful times
Collect samples during both peak and off-peak periods. Keep the schedule consistent across candidate regions and networks. Twenty samples in one short burst can show local variation, but a multi-hour or multi-day schedule is better for detecting congestion, maintenance, and route changes. Store each observation with an ISO timestamp and timezone.
6. Preserve raw and summarized data
Keep the original command output, RIPE Atlas measurement identifier, probe identifier, traceroute text, and any API response. Produce a summary table containing sample count, p50, p95, p99, packet loss, and the observed route or autonomous-system changes. RIPE Atlas publishes region-mesh files that can be used for offline analysis and reproducibility.
Using RIPE Atlas for Bihar measurements
RIPE Atlas is useful when you need geographically distributed observations without deploying hardware in every city.
- Open the RIPE Atlas probe map and filter for Bihar and nearby locations.
- Inspect each candidate probe’s network and connection status. Note whether it is a fixed, mobile, or organizational connection.
- Create a ping measurement to your hostname or IP address and select multiple Bihar-area probes.
- Create a traceroute measurement to the same destination. Use matching IPv4 or IPv6 settings when comparing paths.
- Where application timing is required, create an HTTP measurement or run HTTPS checks from a probe or controlled host that supports them.
- Retrieve results through the RIPE Atlas interface or API, then calculate distributions rather than quoting one observation.
Probe availability changes. A volunteer probe can go offline, change its ISP, or sit behind a home router that treats diagnostic traffic differently from ordinary web traffic. Identify the probe and collection time in your report so another analyst can reproduce the selection.

Testing Indian cloud regions before deployment
AWS reachability endpoints
AWS publishes EC2 reachability endpoints that answer ICMP and TCP checks. AWS describes these as free, AWS-maintained ping targets in each supported Region, allowing regional network checks before you deploy an instance. Run the checks from your Bihar vantage point and from every other access network you care about. These endpoints isolate basic reachability and round-trip behavior; they do not measure your application’s DNS, TLS, origin processing, or content delivery.
When a specific city or carrier matters, AWS recommends using carrier looking-glass tools in addition to its regional endpoints. A looking glass can reveal a route available to that carrier that a generic cloud probe would miss.
Azure directional statistics
Azure’s published network table reports directional P50 (median) round-trip measurements from continuous monitoring. The dataset dated July 30, 2026 lists Central India, Jio India West, and South India. It reports 29 ms from Central India to Jio India West and 20 ms from Central India to South India. Each value is directional, so the reverse direction can differ. These are backbone measurements, not guarantees for Bihar residential users.
| Published path | Statistic | Value | Interpretation |
|---|---|---|---|
| Central India → Jio India West | Directional P50 round trip | 29 ms | Continuous-monitoring backbone result dated July 30, 2026. |
| Central India → South India | Directional P50 round trip | 20 ms | Continuous-monitoring backbone result dated July 30, 2026. |
| Reverse directions | Not interchangeable | Not stated | Use the direction matching the traffic flow of your application. |
Comparing Mumbai, Hyderabad, Delhi, and other regions
No universal ranking exists for Bihar users. The best region depends on the user’s ISP, the route selected at the time, and where your database, origin, and dependent services run. Measure each candidate from the same Bihar vantage points and under the same schedule.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →| Candidate location | What to measure | Published Bihar-specific value |
|---|---|---|
| Mumbai | HTTPS timing, ping, traceroute, loss from each Bihar ISP group. | Not stated; collect your own samples. |
| Hyderabad | HTTPS timing, ping, traceroute, loss from each Bihar ISP group. | Not stated; collect your own samples. |
| Delhi | HTTPS timing, ping, traceroute, loss from each Bihar ISP group. | Not stated; collect your own samples. |
| Other Indian regions | Use the same hostname, protocol, schedule, and percentile calculations. | Not stated; collect your own samples. |
Choose a region only after checking tail latency and route stability. A region with a slightly higher median but a much lower p95, less loss, and fewer route changes can provide a better experience during busy periods.

How to interpret the results
Use distributions, not a single “fastest” number
Report p50 as the typical observation and p95 or p99 as the slow tail. Include the sample count. For example, a statement such as “p50 42 ms, p95 118 ms from a Bihar fixed-line probe, 240 samples” is meaningful because it identifies the vantage point and distribution. “The site is 42 ms from Bihar” is not.
Separate network delay from server delay
If ping is stable but TTFB is high, the origin or application may be processing slowly. If DNS time is high while TCP and TLS are normal, investigate the resolver path. If TCP or TLS dominates, inspect routing, firewall behavior, connection reuse, and protocol differences. Total time can also rise because the response is larger or uncached, so compare like-for-like requests.
Read packet loss and traceroute carefully
Loss at an intermediate traceroute hop is not automatically end-to-end loss; many routers rate-limit diagnostic replies while forwarding traffic normally. Treat loss as significant when it continues at the destination or coincides with failed HTTPS requests. Compare complete paths and later hops before attributing a problem to one router.
Check IPv4 and IPv6 independently
Dual-stack hosts can have different DNS answers and routes. Run separate IPv4 and IPv6 measurements and label the results. If one protocol has a materially worse tail or loss rate, correct that path or temporarily prefer the healthier protocol while investigating.
Common mistakes and fixes
- Testing from the wrong city: A Mumbai VM does not represent Bihar. Use a Bihar ISP, RIPE probe, or Bihar looking glass.
- Using one ping: Repeat measurements and report p50 and tail percentiles.
- Confusing ICMP with web performance: Pair ping with HTTPS timing; ICMP may be blocked or deprioritized.
- Mixing access networks: Keep fixed, mobile, enterprise, volunteer-probe, and cloud results in separate groups.
- Ignoring direction: Azure values are directional. Match the published direction to your traffic flow and do not assume the reverse is equal.
- Comparing unlike protocols: Keep hostname, IPv4 or IPv6, ICMP/TCP/HTTPS method, redirects, and cache state consistent.
- Testing only at noon: Include peak and off-peak periods to reveal congestion.
- Reporting only a cloud backbone number: Add a qualification that cloud-region results do not guarantee performance for every Bihar household.
- Losing the raw evidence: Save command output, timestamps, probe IDs, measurement IDs, and traceroute paths so the comparison can be reproduced.
A practical decision framework for choosing a region
- Define the audience: list the Bihar cities, ISPs, and fixed or mobile connections that matter commercially.
- Set an acceptance rule: choose limits for p50, p95, packet loss, TTFB, and route stability before looking at the results.
- Measure candidates: test Mumbai, Hyderabad, Delhi, and other available regions from the same Bihar vantage set.
- Check application timing: verify DNS, TCP, TLS, TTFB, and total HTTPS time against the real production hostname.
- Inspect the tail: reject a region whose p95 or p99 is poor even if its median is attractive.
- Validate resilience: repeat on multiple days and during busy hours; investigate route changes and loss.
- Document the decision: record city, ISP, protocol, dates, sample counts, percentiles, and limitations. Re-test after a provider changes its network or your deployment architecture.
What a credible latency report should contain
Publish or archive a report with these fields:
- Target hostname and URL path, including whether redirects were followed.
- Measurement city, ISP or provider, access type, and whether the source was a RIPE probe, controlled device, looking glass, or cloud endpoint.
- IPv4 or IPv6 and the protocol used: ICMP, TCP, or HTTPS.
- Collection dates, timezone, peak/off-peak schedule, and sample count.
- DNS, TCP, TLS, TTFB, and total-time distributions for HTTPS tests.
- Median, p95, and p99 latency, plus packet-loss percentage.
- Traceroute outputs or route summaries, including notable changes.
- Raw files or RIPE Atlas measurement identifiers needed for reproduction.
- A limitation statement explaining that a probe or cloud result does not represent every Bihar household.
This format lets a reader distinguish a genuine Bihar access-network observation from a backbone-only comparison and gives your team enough evidence to decide whether to move an origin, add a regional replica, improve routing, or investigate the application itself.
