There is no current, officially documented Bing workflow in the sources available here for testing a “local pack” across locations or “without borders.” Bing has described location-aware search and local results in historical posts, but those posts do not establish how current Bing results vary by location or provide a reproducible testing method. You can still run a disciplined comparison, as long as you label it as your own observation rather than an official Bing test.

Does Bing show different local results depending on where you search?

Location has mattered in Bing’s historical descriptions of search, but that does not prove what Bing does today or how a current local-results unit is assembled.

In a February 10, 2011 post, Bing Search described experiments that tailored results to a searcher’s physical location. Its example said someone searching for “Pizza” in Seattle could receive a link to a popular local pizza place without including “Seattle” in the query. That is evidence of what Bing said it was testing at the time—not confirmation of current behavior. Bing Search Blog, “Making search yours” (February 10, 2011)

A separate Bing Local post from October 28, 2010 explained that local-search usefulness depends on both location and intent. A search for Chinese food, for example, might be better served by nearby restaurants than by recipes or general reference results. The post discussed refinements such as price, neighborhood, atmosphere, payment type, and hotel amenities. These are historical examples, not a current specification of Bing’s filters, interface, or ranking method. Bing Local Blog (October 28, 2010)

What does Bing currently say about local business information?

In a February 10, 2026 post about AI Performance in Bing Webmaster Tools, Microsoft said accurate local business details matter when AI experiences answer location-based queries. It said businesses can register with Bing Places for Business to help keep information such as address, hours, and contact details current and eligible for inclusion in AI-generated responses. This guidance concerns information quality and possible AI-response inclusion; it does not promise local ranking or placement in a search-results block, and it does not describe a location-testing feature. Can you check Bing local rankings outside your country?

The available official material does not establish a current, reproducible way to simulate searches from other countries or compare Bing local results across borders. It also does not establish that a result labeled a “local pack” has a stable, officially documented name or layout. Avoid claiming that a particular setting, tool, or service provides an official borderless test unless current documentation explains its location controls and limitations.

Historical Bing webmaster guidance offers context, not a present-day local-ranking formula. A February 21, 2009 Live Search article listed country-code domains, host-server location, page language, and the locale of linking pages among signals used to infer a site’s intended audience. It cautioned that no one signal was definitive and recommended clear place names and local business details. That article predates Bing and should not be treated as a current specification of local ranking factors. Live Search Webmaster article on geotargeting (February 21, 2009)

How to make a useful location comparison

If you compare results yourself, treat the work as an observational test. The following controls are methodological suggestions, not controls documented by Bing as an official testing workflow.

  1. Define the result you are measuring. Decide whether you are recording an entire search-results page, an individual business listing, a map result, or an AI-generated answer. Do not treat these different result types as interchangeable.
  2. Choose locations and queries. Record each location context and test both the same query without a place name and a version that includes one. This helps distinguish changes associated with the location context from changes caused by query wording.
  3. Keep other conditions as consistent as possible. Note the date and time, device, browser context, exact query, and any location setting or method used. If those conditions differ, report them rather than implying a controlled comparison.
  4. Record observations, not a universal ranking. For each search, save the observed result type and business listings, together with the location context, query wording, collection method, and timestamp. A result seen in one run does not establish a stable rank or prove that every searcher in that location will see the same result.
  5. Describe the method’s limits. State whether you used a consumer search page, an API, or an AI experience. Data returned by one is not automatically equivalent to what appears in another.

What about the Bing Maps Local Search API?

A January 28, 2019 Bing Maps post described a Local Search API for area-based queries by business name, category, or free text. It said the API exposed local-business data from the same dataset powering local search on bing.com, and described Local Search and Local Insights APIs as available in the United States at that time. Those details are historical: they do not establish current availability, geographic coverage, licensing, or equivalence between API output and consumer search results. Verify those points in current first-party documentation before using the API as a cross-location testing method. Bing Maps Blog, “Bing Maps Local Search API Now Available” (January 28, 2019)
