A convincing robot demo shows that a robot can complete one task under one set of conditions. A deployment decision requires more: evidence that the robot remains safe, understandable, usable, and effective when people, surroundings, and interruptions change.
Build a repeatable test protocol around representative users, task variants, and operating environments. Record the robot and software configuration, hold procedures constant where you need a fair comparison, measure both task results and interaction behavior, and inspect failures rather than relying on one average success rate. Use simulation to broaden coverage, then validate important findings with supervised tests in representative physical settings.
What you are actually testing
“Behavior” is broader than whether a robot reaches a goal. A mobile robot might deliver an item successfully yet approach a person too closely, fail to explain a delay, or behave unpredictably when the hallway is crowded. A collaborative arm might finish an assembly cycle but create unsafe motion, require constant operator intervention, or confuse a novice user.
Separate at least four questions:
- Capability: Can the robot perform the physical or computational task?
- Interaction: Can people understand, control, and coordinate with it?
- Safety: Does it avoid hazardous contact, motion, decisions, and surprises?
- Robustness: Do those properties hold for the intended users and environments, including foreseeable variation?
NIST’s human-robot-interaction program frames evaluation around interfaces, trust and safety, situation awareness, human-aware behavior, and collaborative performance. That framing is useful even when your robot is outside manufacturing: evaluate the intended interaction, not an isolated laboratory capability.

Define the system and the claim before recruiting participants
Write one testable claim for one robot configuration. A claim such as “the robot works reliably” is too broad to evaluate. A useful version identifies the task, users, environment, and operating limits—for example, “the navigation policy completes library deliveries with novice staff in a shared indoor workspace during normal pedestrian traffic.” Do not combine different tasks or software versions into one result.
Configuration record
Freeze and record the information that could change behavior:
- Robot model, physical dimensions, payload, battery state range, and safety hardware.
- Sensor models, mounting positions, calibration date, and any degraded or occluded sensor condition being tested.
- Software, controller, planning policy, perception models, firmware, and interface versions.
- Network, compute, map, localization, and teleoperation settings.
- Task definition, success criteria, allowed assistance, and operating constraints.
- Intended user roles, expected experience, accessibility requirements, and languages.
- Environment boundaries, lighting, noise, floor or terrain conditions, traffic assumptions, and exclusion zones.
Give every configuration a unique identifier. If you update a policy, recalibrate a sensor, or change the interface, treat it as a new condition unless you have explicitly designed a paired comparison.
Build a test matrix that changes people and context deliberately
Choose levels that could plausibly affect behavior in the intended deployment. You do not need every possible combination, but you should be able to explain why each group and condition is included. NIST specifically identifies user experience, preferences, attention, and actions as relevant to human-aware collaboration. Public-space benchmarking has also examined cleaning and assistance use cases across indoor and outdoor contexts.
| Dimension | Example levels | What to control or record |
|---|---|---|
| Users | Novice, experienced, occasional visitor, operator, supervisor | Training, prior exposure, role, age range, accessibility needs, relevant physical or sensory constraints |
| Task | Nominal task, variation in order or object, interruption, recovery, cancellation | Initial state, goal, allowed assistance, time limit, completion and error rules |
| Environment | Open and constrained layout; quiet and busy period; indoor and outdoor area | Map version, dimensions, lighting, noise, surface, weather, obstacles, pedestrian density |
| Human behavior | Predictable approach, hesitation, crossing path, simultaneous requests | Prompt wording, position, timing, number of people, whether behavior is scripted or spontaneous |
| System condition | Nominal battery, lower battery, network delay, sensor occlusion | Thresholds, injected condition, start and end time, recovery procedure |
| Assistance | No intervention, verbal help, button request, supervised teleoperation | Who may intervene, intervention trigger, duration, and whether the trial remains valid |
Use a balanced subset when a full factorial design is impractical. Keep the same task and scoring rules while changing one major factor at a time for causal comparisons; then run selected combined conditions to reveal interactions, such as a novice user in a noisy, crowded space.
Choose measures that capture outcomes and behavior
Select measures before trials begin and define how each is scored. A task-success percentage alone can hide unsafe shortcuts, confusing communication, or a subgroup that consistently struggles.
| Measure family | Examples | Useful interpretation |
|---|---|---|
| Task fulfillment | Completion, partial completion, error count, completion time, missed objective | Whether the intended job was done and at what cost |
| Recovery and autonomy | Recovery time, retries, human interventions, teleoperator minutes, aborts | How gracefully the robot handles deviations and how much support deployment requires |
| Safety | Contact, near-contact, protective stop, unsafe approach, boundary violation, near miss | Severity, frequency, detectability, and whether the response was appropriate |
| Interaction quality | Predictability, legibility of intent, communication success, coordination, trust, workload, usability | Whether people can understand and work with the robot |
| Context-sensitive behavior | Social distance, yielding, politeness, responsiveness to traffic, handling of interruptions | Whether behavior fits the setting rather than merely satisfying a planner |
| Deployment practicality | Setup time, operator burden, maintenance interruptions, throughput, economic feasibility | Whether the tested behavior can be sustained in the real operation |
For social navigation, published guidance commonly discusses comfort, legibility, politeness, social competency, understanding, proactivity, and responsiveness to context. These dimensions apply most directly to robots moving around people; adapt them for manipulation, dialogue, logistics, or other tasks.

Define event severity and validity
Create an event taxonomy before collecting data. For example, distinguish a harmless planner hesitation from a protective stop, an unplanned contact, and an operator intervention that prevents likely harm. State whether a trial with an intervention is counted as a task failure, a successful assisted trial, or both in separate measures. Record the reason, timing, initiator, and outcome for every event.
Use a repeatable trial procedure
Repeatability means another team can recreate the important conditions and understand why results differ. Independent assessment is valuable: the person operating the robot should not silently rewrite the protocol when a participant behaves unexpectedly.
- Prepare the site. Mark the test area, verify emergency stops and protective equipment, measure relevant environmental conditions, and photograph or diagram the layout.
- Verify the configuration. Check the recorded hardware, software, map, calibration, battery range, network, and safety limits against the trial identifier.
- Brief the participant consistently. Explain the task, permitted interaction, stop command, privacy information, and what to do if the robot appears unsafe. Do not coach participants toward the expected behavior.
- Run a standardized start. Place people and objects at defined positions, reset the robot, clear previous state, and start synchronized video, robot logs, and environmental recording.
- Randomize where appropriate. Counterbalance condition order to reduce learning, fatigue, and expectation effects. Keep scripted prompts and timing identical for comparable trials.
- Observe without steering. Log verbal instructions, physical intervention, pauses, operator actions, unexpected people, and environmental changes with timestamps.
- Apply stop criteria. Stop for imminent risk, loss of required monitoring, equipment fault, participant distress, or a condition outside the approved envelope. Preserve the partial data and label the reason.
- Reset and audit. Return the environment to its defined state, check for damage or changed calibration, save logs under the trial identifier, and document any deviation before the next run.
Use synchronized clocks and a common event schema so video, robot telemetry, interface actions, and observer notes can be aligned. A short deviation log is often more useful than a vague statement that a trial was “abnormal.”
Recruit and compare users thoughtfully
Recruit people who resemble the intended population, not only robotics specialists. Include the experience levels, roles, languages, and accessibility needs that could change how people perceive or control the system. Jean C. Scholtz’s NIST-hosted work makes the practical point that systems should be usable by domain experts who are not robotics experts.

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallDecide whether users will experience multiple conditions or only one. Within-participant designs expose personal differences but can introduce learning and fatigue; between-participant designs reduce carryover but usually require more participants to separate user variation from condition effects. Whichever design you choose, report training, exclusion rules, order, attrition, and the number of valid trials per participant.
Measure human response as well as robot output. Ask what the robot was trying to do, whether its status was clear, and what action the participant expected next. Pair those answers with observed distance, timing, workload, and intervention data; a person may report confidence while still stepping aside repeatedly or relying on an operator.
Test environments from controlled to realistic
Controlled conditions
Begin with a controlled setup to isolate causes. Use repeatable positions, lighting, obstacle placement, traffic scripts, and network conditions. Controlled trials are where you establish whether a change in policy, sensor, or interface produces a measurable difference.

Representative physical settings
Move to the places where the robot will operate: the actual hallway, shop floor, park, home, or public facility, subject to permission and risk controls. Preserve the environmental variables that matter, such as reflective surfaces, narrow passages, background noise, weather, uneven ground, or unplanned pedestrian movement. Record what changed from the controlled setup instead of treating “field testing” as a single condition.

Simulation and digital environments
Simulation can exercise many layouts, traffic patterns, failures, and edge cases at lower risk and cost. It is a coverage aid, not proof that real users will experience the same behavior. Differences in perception, friction, compliance, latency, body motion, and unexpected human decisions can invalidate a simulated result.
E²CARE describes a workflow that evaluates simulated household scenarios and then validates the system through user studies in real environments. Treat that as an example of combining methods, not evidence that simulation alone predicts deployment performance. Carry the most consequential simulated cases into supervised physical tests and compare the failure modes, not merely the average score.
Make safety and human response first-class outcomes
Define a risk envelope before exposing people to the system. Specify maximum speed or force where applicable, separation rules, emergency-stop access, trained supervision, exclusion zones, medical or accessibility accommodations, data handling, and escalation contacts. Check the standards and regulatory requirements applicable to the robot class and location; no single safety standard covers every robot.
Include ordinary human reactions in the test. People may hesitate, turn away, approach from behind, misunderstand a signal, or become frustrated after repeated delays. A 2026 HRI assembly study with 24 participants reported that risky robot behavior produced the most frustration under its experimental conditions, and that user involvement changed frustration differently depending on the behavior condition. That result is specific to that study, but it illustrates why frustration, trust, and willingness to continue should be measured alongside physical safety.

Inspect:
- Worst-case and high-percentile completion time, not only the mean.
- Failure and intervention rates by user group and setting.
- Whether a safety or communication problem clusters in one environment.
- Learning, fatigue, or order effects across repeated trials.
- Interactions, such as a policy that works for experienced operators but confuses novices.
- Differences between simulation predictions and physical outcomes.
Do not invent a universal pass threshold from one study. Acceptability depends on task risk, user expectations, operating constraints, and applicable requirements. State what your data supports—for example, “the policy reduced interventions in the tested library layout”—and what it does not establish, such as performance in other buildings or with other populations.
Compare robots or policies on the same basis
When comparing systems, hold the task, test matrix, participant instructions, environment, and safety envelope constant. Record any capability difference that makes a perfectly identical comparison impossible.
| Comparison axis | Questions to answer |
|---|---|
| Task fulfillment | Which system completes the defined objective, with what error and recovery profile? |
| Safety and appropriateness | How often do unsafe approaches, contacts, stops, or surprising actions occur, and how severe are they? |
| Interaction quality | Can users understand status and intent, communicate goals, and coordinate without excessive workload? |
| Consistency | Does performance remain stable across user experience, accessibility needs, layouts, traffic, lighting, noise, and interruptions? |
| Deployment practicality | What operator time, setup, maintenance, throughput, and economic feasibility does each system require? |
A three-year public-space benchmarking program from 2023 through 2025 illustrates the value of repeated, multi-site evaluation: it included seven benchmarking events, one consensus workshop, and six on-site evaluations covering outdoor park cleaning, pedestrian-underpass cleaning, and interactive library assistance, with two on-site evaluations for each use case. Those figures describe that program, not a required schedule for every project.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Report enough detail for replication
A publishable report or internal deployment record should let an independent team reconstruct the test and distinguish robot failure from a changed context. Include:
- Claim, intended use, exclusions, and decision criteria.
- Robot hardware, software and policy versions, sensors, maps, calibration, and safety settings.
- Participant recruitment, demographics relevant to the task, training, order, and sample size.
- Every task instruction, prompt, timing rule, randomization method, and allowed intervention.
- Environment diagrams, photographs or descriptions, traffic and disturbance conditions, and weather where relevant.
- Metric definitions, event-severity rules, missing-data treatment, and analysis method.
- Raw or suitably de-identified logs, timestamps, video-handling rules, and data-retention decisions.
- Failures, near misses, protocol deviations, exclusions, and limitations.
NIST reporting recommendations emphasize replicability and reproducibility. Treat the test record as part of the result, not administrative paperwork. If another team cannot tell which map, policy, prompt, or environmental condition produced a result, the number is difficult to compare or trust.

Users are treated as interchangeable
Problem: Novices, experts, children, older adults, or people with accessibility needs may interact differently.
Correction: Define user groups linked to the deployment claim and analyze them separately before aggregating.
Field conditions are uncontrolled and undocumented
Problem: A changed layout, network, crowd, or weather condition is mistaken for a policy effect.
Correction: Record conditions, use a deviation log, and separate planned variation from accidental variation.
Simulation is treated as validation
Problem: Simulated success is assumed to transfer directly to people and hardware in the world.
Correction: Use simulation for breadth, then test representative physical cases with supervision and compare sim-to-real failures.
Intervention data is discarded
Problem: An operator quietly rescues the robot, inflating success.
Correction: Log every intervention, classify assisted and autonomous outcomes separately, and report prevented hazards.
A practical example: library assistance
Suppose a robot must escort visitors to a service desk and carry returns to a cart. Define separate claims for escorting and carrying rather than one “library performance” score.
- Recruit novice visitors, library staff, and experienced robot operators, while accommodating mobility and sensory needs relevant to the building.
- Test a quiet open corridor, a normal busy period, a narrow aisle, and an interruption caused by a simultaneous request.
- Keep the map, policy version, speed limits, prompts, and stop rules fixed within a comparison.
- Measure destination completion, time, wrong turns, pauses, intervention, separation distance, communication success, perceived workload, and whether users understood the robot’s next action.
- Repeat each condition enough to expose variation, then compare user groups and environments rather than only the combined average.
- Review video and logs for near misses, blocked paths, confusing signals, and recovery quality. Carry serious or unexpected cases into supervised tests in the actual library before deployment decisions.
This structure produces a defensible statement about the tested building, users, tasks, and robot version. It does not certify behavior in another facility or justify removing supervision without additional evidence.
