Start by checking scope: open two unrelated websites, try another browser or device, and then test the same site over a separate network such as mobile data. If several sites fail on several devices on your home network, investigate Wi‑Fi, the router or modem, and your internet provider. If one site alone fails while everything else works, the site, its address, your browser, or a route-specific problem is more likely. These comparisons narrow the cause; none proves a worldwide outage by itself.
Use this decision sequence first
Work through the checks in order. Each one changes the set of plausible causes, so you do not waste time changing settings or replacing equipment before you know which part of the path is failing.
- Verify the address. Check the spelling of the URL, including the domain ending, and reload once. A mistyped address or a temporary loading failure can look like an outage.
- Open two or more unrelated, familiar sites. If they load, your device has at least some working internet path and the original site or app may be the exception. If several unrelated sites fail, continue with connection checks.
- Try another browser on the same device. A working second browser points toward an extension, cookie, browser setting, security product, or browser-specific problem rather than a general outage.
- Try another device on the same network. If only one device fails, focus on that device. If phones, computers, televisions, or other connected devices fail in the same way, examine the shared network equipment or provider connection.
- Use another network. Open the site on a phone with Wi‑Fi turned off, or use another independent connection. A site that works there makes your home network, provider path, or DNS resolver more plausible. A site that fails on more than one network makes a site-side or regional problem more plausible, but it still is not conclusive.
- Check official status information. Use the affected service’s status channel and your internet provider’s status page or app over a connection that works. Status pages can lag behind an incident and may describe only a region or product, so treat them as one piece of evidence.
Google Chrome Help summarizes the core test this way: “Tip: Check if the issue only affects one website or multiple websites. If the issue affects multiple websites, check your internet connection.” The wording is useful because it begins with scope rather than assuming that a single error message identifies the cause.

Internet access is a chain: the device connects to Wi‑Fi or Ethernet, the router reaches the modem or upstream service, a DNS resolver translates a name such as example.com into an address, and the remote service accepts the connection. A failure at any link can produce a page that does not load. “Connected to Wi‑Fi” confirms only the local wireless association; it does not prove that the router can reach the wider internet.

| Observation | More likely explanations | What it does not prove |
|---|---|---|
| One website or app fails; unrelated sites work | The service itself, its exact URL, a browser or app issue, a network rule, or a name-resolution path specific to that service | That the service is down for everyone |
| Several unrelated sites fail on one device | That device’s Wi‑Fi state, airplane mode, VPN, firewall, antivirus, browser configuration, or local network settings | That the ISP is down |
| Several devices fail on the same home network | Router or modem trouble, the upstream connection, DNS supplied by the network, or an ISP incident | That every customer in the area is affected |
| Wi‑Fi fails but Ethernet works | The wireless segment: signal, radio, access-point configuration, or Wi‑Fi security/settings | That the website or ISP is healthy everywhere |
| Both Wi‑Fi and Ethernet fail | The router/modem, upstream link, provider, or a broader configuration problem | Which one of those layers is responsible without further checks |
| The site fails on your home connection but works on mobile data | Your home network, provider route, or DNS resolver | A universal website outage |
| The site fails on two independent networks | A site-side, regional, or shared dependency problem becomes more plausible | A global outage; networks can share dependencies and failures can be location-specific |
These are likelihoods, not verdicts. A content-delivery service can fail in one region while working in another, and two apparently separate networks can share a provider or resolver. Record what you tested and where before drawing a conclusion.
Step-by-step diagnosis
1. Check the URL and retry once
Read the address carefully. Look for a missing character, an extra space, a wrong top-level domain, or a link that points to an obsolete subdomain. If you reached the page through an app or bookmark, enter the site’s main address manually. Reload one time after checking it. Repeatedly refreshing a busy service rarely supplies useful information and can make rate limits or temporary congestion worse.
If the address is correct and the page still fails, note the exact wording and any error code before closing the tab. “The page cannot be reached,” a blank page, and an account-specific error can have different next steps.
2. Compare unrelated websites
Choose sites that are unrelated to the failing service and that you normally trust to be available. Two or more successful loads show that your device can reach at least some internet destinations. They do not guarantee that every route, DNS record, or service is healthy.
If several unrelated sites fail, do not immediately conclude that your provider is down. First determine whether the failure is limited to one browser or device. A browser extension, security filter, or local configuration can block many sites while the network itself remains usable.
3. Compare browsers and apps
Open the same address in another installed browser. If the second browser succeeds, investigate the first browser’s extensions, cookies, cached site data, proxy or VPN settings, and security software. Temporarily disabling a suspected extension for a single test can isolate it; restore protection and settings after the test.

If every browser fails but a dedicated app works, or the reverse, the fault may be specific to that client. Check whether the app has its own account, parental-control, filtering, or update requirements. Do not treat a browser-only failure as evidence that the entire website is unavailable.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →4. Compare devices on the same network
Try another device that uses the same home Wi‑Fi. A second device that loads the site shifts attention toward the original device’s wireless state, airplane mode, VPN, firewall, antivirus, or network configuration. Forgetting and rejoining Wi‑Fi may help reveal an authentication or address-assignment problem, but it will not repair an ISP outage.
If multiple devices show the same symptoms, the common components are more important than any one browser. Check the router and modem, then look for a provider incident. Ask whether wired and wireless devices behave differently before changing equipment.
5. Compare Wi‑Fi with Ethernet
If you have a compatible device and cable, connect it directly to the router and repeat the same site and unrelated-site tests. Microsoft Support recommends Ethernet as a way to determine whether the problem is specific to Wi‑Fi.
- Ethernet works and Wi‑Fi does not: investigate wireless signal, access-point settings, interference, Wi‑Fi authentication, and the device’s wireless adapter.
- Neither works: continue upstream, checking the router or modem and the provider connection.
- Ethernet is unavailable: use a second device or mobile data as the independent comparison; buying a cable is optional, not a prerequisite.
This test separates local wireless access from the internet path. It cannot tell you whether a particular website is down, and it will not fix a provider outage.
6. Test a genuinely separate network
On a phone, turn off Wi‑Fi so the test uses cellular data, then open the exact same address. Alternatively, use a trusted separate connection. Do not call a second access point on the same home broadband service “independent”; it may share the same provider path.

If the site loads over mobile data but not at home, investigate the home router, ISP route, or DNS resolver. If it fails on both, check the service’s official status information and consider a regional or partial failure. A second-network result is evidence, not proof: a site can have different behavior by country, carrier, or region, and networks can share upstream dependencies.
7. Check router, modem, and provider evidence
Confirm that the router and modem have power and that cables are firmly seated. Observe indicator lights, but do not treat a normal-looking light as proof that service is healthy. Mozilla Support notes that an ISP problem can exist even when modem or router indicators show no obvious error.
Use mobile data or another working connection to open your provider’s official status page or app. Look for incidents covering your location and the type of service you use. If several devices and several unrelated sites fail, and no incident is listed, contact provider support. Give the agent:
- the approximate start time and whether the failure is continuous or intermittent;
- the affected devices and whether they use Wi‑Fi, Ethernet, or both;
- the exact browser or app error;
- the unrelated sites you tested;
- whether the site worked over mobile data or another network; and
- any status-page result and the equipment indicator behavior.
That record is more useful than saying only “the internet is down.” It lets support distinguish a local wireless issue from a line, modem, or area incident.
Reading common browser errors without overdiagnosing
Chrome documents several messages that are helpful clues. None of them, by itself, establishes that a website is unavailable for everyone.
ERR_NAME_NOT_RESOLVED
Chrome uses this message when the hostname does not exist or has a different IP address. It points toward name resolution or an incorrect address, but it does not identify which DNS layer failed. The problem could involve the typed domain, a DNS resolver, a local cache, a network filter, or a change at the service. Check the spelling, compare another browser and device, and test another network before changing DNS settings.

ERR_INTERNET_DISCONNECTED
This indicates that Chrome considers the device disconnected from the internet. Verify that Wi‑Fi or Ethernet is actually connected, that airplane mode is off, and that another site loads. A device can remain associated with a Wi‑Fi network while the router has lost its upstream connection.

ERR_CONNECTION_TIMED_OUT
A timeout means the connection took too long. Chrome notes that the connection may be slow or the page may be busy. Test unrelated sites and another network; do not interpret the timeout as a confirmed website-wide outage.
ERR_CONNECTION_RESET
A reset means something interrupted the connection. Chrome lists an unstable connection, VPN, outdated browser, or security software among possible causes. Compare browsers, disable a suspected VPN or filter for one controlled test, and check whether other devices see the same reset.
Mozilla Support explains that DNS translates human-readable web addresses into IP addresses. A DNS-server problem can therefore stop names from loading even when other parts of the connection are functioning. Mozilla also advises that if neither Firefox nor another browser can load websites, the issue is external to Firefox; an ISP problem remains possible even when the modem or router looks normal.

Confirm the exact service and account
Check whether the failure affects the site’s main web address, a particular subdomain, an API, or only your signed-in account. An account or application error can coexist with a functioning public homepage. Try a private browsing window only as a comparison; it can reveal a cookie or session problem but is not a general outage detector.

Use the service’s official status channel
Look for an official status page, incident feed, or verified service announcement. Read the scope and components carefully: a status may cover payments, logins, uploads, or one region rather than every page. If the status page is hosted on the same failing infrastructure, it may also be unreachable, so an independent network check remains valuable.

Allow for partial and regional failures
A site may load its homepage while sign-in, media, search, or checkout fails. It may also work for one ISP or country and fail for another. Record the exact feature and location affected. This explains why reports from friends or public monitoring pages can disagree without anyone being mistaken.
Device and home-network pitfalls
- Wi‑Fi icon confusion: the icon usually describes the device-to-router link, not the router-to-internet link.
- VPN or proxy: a tunnel can introduce a route, authentication, or name-resolution failure that affects only one device.
- Security software: firewalls, antivirus web shields, and filtering profiles can reset or block connections. Test changes briefly and restore protection.
- Airplane mode or disabled radios: a device may show a remembered network while its active connection is unavailable.
- Outdated browser or app: compatibility problems can look like a network reset. Compare a current alternative before assuming an outage.
- DNS changes as a reflex: Mozilla’s explanation of DNS is diagnostic guidance, not a recommendation to replace resolvers for every failure. First establish whether the issue is limited to one device, network, or service.
- Replacing hardware too soon: a failed webpage alone does not justify buying a new router or modem. Establish whether multiple devices and connection types fail, and consult the provider’s diagnostics first.
When to contact the website versus the ISP
Contact the website or service
Use the service’s support channel when one service or feature fails while unrelated sites work, the problem reproduces in another browser or device, and it also fails over an independent network. Include the URL or feature, your region, the time it began, the exact error, and whether the public status page reports an incident.
Contact the ISP
Contact the provider when several unrelated sites fail across several devices on the same connection, Ethernet and Wi‑Fi both fail, or the provider’s own status information suggests an incident. Explain the comparison results and ask whether there is a known outage, line problem, modem issue, or account-level restriction.
Recommended Free Tools
Keep monitoring during a suspected incident
Save the time and symptoms of each check. A service can recover while you are testing, or a provider can resolve one component while another remains impaired. Repeating the same test without recording the network and device gives little new information.
A compact decision tree
- Does one unrelated site load? If no, test another device and browser before blaming the ISP. If yes, continue.
- Does the original site work in another browser or on another device? If yes, troubleshoot the failing client. If no, continue.
- Does the original site work over mobile data or another independent network? If yes, investigate the home network, provider path, or DNS. If no, check the service’s status and regional scope.
- Do several devices and unrelated sites fail at home? Check modem/router connections and the provider status channel, then contact the ISP with your test record if no incident explains it.
Stop once the evidence is sufficient to choose the next owner. You do not need to prove a global outage before reporting a reproducible service failure or an affected home connection.
What these checks cannot establish
Local comparisons cannot reveal every upstream dependency. A remote service can have a partial outage, a route can fail between particular providers, and a DNS resolver can return different results from another location. Official status pages are not live guarantees, and a normal modem light is not a health certificate. The defensible conclusion is therefore specific: describe which sites, devices, browsers, and networks failed, rather than making a broader claim than your tests support.
The guidance above reflects troubleshooting information from Google Chrome Help, Microsoft Support, and Mozilla Support, checked October 13, 2026. Their pages provide general diagnosis rather than live outage information for a particular website or provider; consult the relevant official status channels at the time of the incident.
