Windows Fast Startup does not leave your PC literally running after shutdown. It logs off your user session, saves the Windows kernel session and device drivers to the hibernation file, then powers down. The next startup can restore that saved state instead of building a wholly fresh one. If you are troubleshooting a recurring problem, disabling Fast Startup is a reasonable test—not proof that it caused the problem.
What Fast Startup does—and what it does not do
Microsoft describes Fast Startup as a type of shutdown that uses a hibernation file to speed up the next boot. User sessions are signed out, but the kernel session and drivers are saved so Windows can restore them on the next startup. The PC is powered down; it is not simply left running. See Microsoft’s System power states documentation for the technical description.
This saved state offers a plausible reason why a recurring problem might behave differently after a fresh boot: a full restart replaces the saved kernel and driver state. But the mechanism alone cannot establish what caused any particular crash, device issue, or other “strange bug.”
Shut down and Restart are not equivalent
| Action | What happens | When it helps |
|---|---|---|
| Shut down with Fast Startup enabled | Windows signs out user sessions and saves kernel and driver state for a faster startup. | Normal shutdown when you want the faster startup behavior. |
| Restart | Fast Startup does not apply; Windows performs a full boot cycle. | A useful test for a recurring symptom or, in the Windows 10 update case described below, to finish pending updates. |
Shutdown /s /t 0 |
Requests a full shutdown without hybrid behavior. | A one-time command-line comparison when troubleshooting. |
Shutdown /s /hybrid /t 0 |
Requests a hybrid shutdown. | Illustrates the command-line equivalent of the Fast Startup-style shutdown. |
Microsoft documents the command options and explains that Restart is unaffected by Fast Startup in its Fast Startup troubleshooting guidance.

How to disable Fast Startup in Control Panel
Microsoft’s documented route is for Windows client settings; labels and availability can vary by Windows version and device. The source is not a dedicated, current Windows 11 walkthrough, so check the wording on your own system.
- Open Control Panel, then select Power Options.
- Select Choose what the power buttons do.
- Clear Turn on fast startup (recommended).
- Select Save changes.
These steps are documented in Microsoft Learn’s Fast Startup instructions. If the option is unavailable or the labels differ, do not assume the feature has been disabled; consult guidance specific to your Windows version and device.

Use it as a troubleshooting test, not a universal fix
For a recurring issue, compare what happens after a normal Fast Startup shutdown with what happens after Restart. You can also temporarily clear the Fast Startup setting and see whether the symptom changes over several ordinary shutdowns and startups. If the problem persists, that result points away from Fast Startup as the sole explanation; if it changes, it still does not identify the underlying cause by itself.
Microsoft says disabling Fast Startup is not recommended as a general setting. Turning it off gives up the faster startup behavior, so treat it as a diagnostic choice and decide whether any improvement is worth that tradeoff. Its troubleshooting article covers this qualification.

One Windows 10 update exception to know
In its Windows 10-specific guidance, Microsoft says some updates may not finish after a Fast Startup shutdown and advises selecting Restart to complete pending updates. This is a scoped update scenario, not evidence that Fast Startup prevents all updates from installing.
Windows 10 support ended on October 14, 2025. Microsoft says that means free Windows Update software updates, technical assistance, and security fixes are no longer provided. That support status is separate from how Fast Startup works; see Microsoft’s Windows 10 support notice.
