An AI system is acting autonomously when it can choose and carry out actions toward a stated goal without a person deciding or approving every consequential step. A fluent answer, an “agent” label, or one impressive demonstration is not enough. Judge autonomy for a specific task and environment by tracing what the system decides, what it executes, which tools it can use, and where a human must approve or intervene.
What “autonomous” means in practice
NIST’s autonomous-systems page defines the subject as: “An autonomous system has robotic/automation capabilities and advanced algorithms (including super intelligence) to enable the system to select and execute diverse and discrete actions without the need for human intervention.” Read literally, that definition has two essential parts: selection and execution. A system that only generates text, predicts an outcome, or recommends an action may be useful AI without being autonomous in that task.
NIST’s Agentic AI page describes agentic AI as “artificial intelligence systems that function as autonomous agents capable of independently making decisions, learning from interactions, and adapting to changing environments.” Those characteristics are useful clues, but the word agentic is a description, not proof that a particular product operates independently after deployment.
NIST’s artificial-intelligence glossary also uses broad language that includes systems making predictions, recommendations, or decisions. Those activities should not be treated as equivalent to independently changing a real or virtual environment. For example, drafting an email is different from choosing recipients, attaching a file, and sending it.

Start by defining the boundary of the claim
“Is this AI autonomous?” has no useful yes-or-no answer until you specify the job being judged. Write down the following before running a test:
- Objective: What outcome is the system supposed to achieve?
- Task: Which steps are included, and which remain outside the test?
- Environment: Is it operating in a sandbox, a local application, a cloud service, a robot, or a live business system?
- Tools and data: Can it browse, call APIs, run code, edit files, control devices, or access private records?
- Permissions: Which actions can it perform, and which require a person’s approval?
- Success and harm criteria: What counts as a completed task, and what errors or side effects matter?
A narrow claim such as “the system can autonomously triage support tickets in a test queue” is testable. “The system is autonomous” is too broad because the same software may select and execute actions in one workflow while merely suggesting them in another.
Example: an email workflow
Consider three configurations of the same assistant:
- It proposes a reply, but a person chooses the recipient and clicks Send. The system is generating content and recommending an action.
- It selects a recipient and prepares the message, while a person reviews and approves each send. The system is making more decisions, but approval remains a required control point.
- It monitors an inbox, selects recipients, sends messages, and handles replies under pre-set permissions. It is executing a goal-directed workflow with no approval for each message; that is a materially stronger autonomy claim.
The third configuration still has limits: the account permissions, rules, available tools, and task definition determine what “autonomous” means. It does not establish independence in unrelated environments.

Trace every decision and action
Do not infer autonomy from the interface. Draw the system’s actual control flow from input to outcome and label each stage:
- Perception or retrieval: What information does the system read, and can it obtain new information while working?
- Planning or selection: Does it choose the next step, or does fixed software select the step after receiving an AI output?
- Execution: Does the system itself invoke a tool or change the environment, or does a person copy its recommendation into another application?
- Feedback: Can the result of an action change its later decisions during the same task?
- Termination: What decides that the goal is complete, and can the system stop, retry, or revise its plan?
Record the exact action, the authority used to perform it, and the resulting change. A model that returns a JSON instruction to a separate, deterministic workflow may not be selecting the final action. Conversely, a system that chooses among tools and calls them directly is exercising more operational control, even if a person created the original goal.
Identify where the human remains in control
The 2026 second edition of the EU–U.S. Terminology and Taxonomy for Artificial Intelligence describes autonomy as “a system’s level of independence from human involvement and ability to operate without human intervention.” It also distinguishes three operating patterns. Use the labels to describe the control flow, not as a shortcut for judging safety or capability.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →| Operating pattern | When the person participates | Approval before an action | What to document |
|---|---|---|---|
| Human-in-the-loop | A person is part of the action cycle. | Required for the consequential action or decision being tested. | Which actions are blocked until approval and how approval is recorded. |
| Human-on-the-loop | A person supervises while the system operates. | Not required for every action. | Monitoring frequency, alerts, intervention authority, and stop controls. |
| Human-out-of-the-loop | No person is involved in the operating loop during the task. | Not required during execution. | Pre-set limits, fail-safe behavior, audit records, and how the system can be stopped. |
A nominal “human-on-the-loop” arrangement may still be practically dependent on a person if alerts arrive too late or the operator cannot interrupt an action. Conversely, an out-of-the-loop run may be tightly constrained by permissions and deterministic rules. Measure what the person can actually see, approve, pause, undo, or revoke.

Test behavior outside the demonstration script
A scripted success shows that one path worked. It does not show that the system can handle situations that were not pre-programmed or anticipated. The EU–U.S. taxonomy discusses learning, adaptive, and analytical capabilities in this context. Test those capabilities within a safe, bounded environment rather than inferring them from marketing language.
Introduce controlled variation
- Change the order, wording, or format of inputs while preserving the goal.
- Remove an expected resource, make a tool return an error, or provide incomplete information.
- Add an ambiguous instruction and check whether the system asks for clarification rather than guessing.
- Present a conflicting constraint and record which instruction it follows.
- Repeat the task with a different but authorized data set.
For every run, capture the proposed plan, tool calls, final actions, errors, retries, human interventions, and side effects. A system that adapts by selecting a safe alternative demonstrates more operational independence than one that simply fails over to a person, but adaptation can also create new risks if its changes are not bounded.
Vary task and environmental difficulty
NIST’s ALFUS Framework Volume I: Terminology Version 2.0 was developed for unmanned systems, not as a universal scale for today’s software agents. Its useful lesson is contextual: mission or task complexity, environmental difficulty, and human interaction all affect an autonomy claim. A system that completes a predictable batch job says little about its behavior in a changing, adversarial, or high-consequence environment.
Keep the objective constant while changing one condition at a time. Then report the boundary: for example, “completed the defined file-sorting task with simulated tool failures in a sandbox,” rather than “works autonomously.”

Build an autonomy profile instead of a single score
No universal autonomy percentage or pass/fail number is established by the frameworks cited here. A practical profile gives readers and evaluators more information than a label:
| Profile field | Questions to answer |
|---|---|
| Goal and scope | What exact objective and task were tested? |
| Selected actions | Which decisions did the system make rather than receive as fixed instructions? |
| Executed actions | Which tools did it invoke, and what changed in the environment? |
| Access and consequences | What data, credentials, devices, or external services were available? |
| Adaptation | How did it respond to unexpected inputs, failures, or changed conditions? |
| Human control | Where was approval required, where was monitoring concurrent, and what intervention or stop mechanism existed? |
| Limits | Which tasks, environments, permissions, and conditions were not tested? |
| Outcomes | What was completed, what failed, and what negative impacts occurred? |
This profile is an editorial synthesis of contextual and human-involvement dimensions in the NIST material; it is not an official NIST rating scale.
A step-by-step autonomy assessment
- Write the claim narrowly. State the task, goal, environment, available tools, permissions, and consequence level. Separate “can suggest” from “can execute.”
- Map the control flow. Mark every point at which the system selects a plan, chooses a tool, changes data, communicates externally, or decides to stop.
- Specify human checkpoints. Record whether approval is required before each consequential action, whether a person only monitors, and how an operator can intervene or revoke access.
- Create a safe test environment. Use synthetic or disposable data, least-privilege credentials, reversible actions, and clear stop conditions. Do not test unbounded autonomy against live systems merely to produce a more dramatic demonstration.
- Run a baseline case. Use a representative task and record all inputs, outputs, tool calls, timing, interventions, and environmental changes.
- Vary conditions. Test ambiguous inputs, missing information, tool failures, changed formats, conflicting constraints, and unexpected but authorized situations.
- Repeat the runs. A single successful trajectory cannot establish consistent behavior. Keep the task and conditions fixed when comparing systems, and document meaningful variation across runs.
- Measure outcomes and impacts. Count completed objectives, incorrect actions, unsafe actions, unnecessary escalations, recovery behavior, and data or financial consequences. Report the denominator and test conditions instead of inventing an autonomy score.
- Publish the boundary. State exactly what the evidence supports, what remains untested, and which permissions or human controls were present.
How to compare two AI systems fairly
Comparison is meaningful only when the task, tools, permissions, and environmental conditions are held constant. Use these axes, which synthesize the contextual dimensions in the ALFUS and NIST evaluation material:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches| Comparison axis | What to hold or measure |
|---|---|
| Task scope and complexity | Use the same objective, number of steps, branching, and consequence level. |
| Environmental variability | Expose both systems to the same changes, failures, ambiguity, and input formats. |
| Decisions and actions | Count which decisions each system selects and which actions it executes directly. |
| Tool access and consequences | Give equivalent tools and permissions; record every external or irreversible effect. |
| Human approval and intervention | Use the same approval points, monitoring conditions, response time, and stop mechanisms. |
| Success and negative impact | Measure goal completion together with errors, unsafe actions, recoveries, and side effects. |
A system may appear more autonomous simply because it has broader permissions. Report capability and authority separately: the first concerns what the system can decide or do, while the second concerns what the environment allows it to affect.

Evidence that does not prove autonomy
- A conversational interface: Natural language can hide a workflow in which every action is still manually initiated.
- A long chain of generated steps: Planning text is not execution unless the system actually invokes the tools and changes the environment.
- One uninterrupted demo: A rehearsed path does not establish adaptation, reliability, or safe recovery.
- The word “agent”: Product terminology does not reveal permissions, approval gates, or real-world performance.
- Learning during development: A model trained or fine-tuned beforehand may not learn from interactions during the evaluated task.
- Automation around an AI model: Fixed rules may execute actions after an AI classification; identify which component made each decision.
- High task-completion rate alone: Completion without accounting for harmful side effects, unauthorized actions, or human rescues can overstate independence.
What current NIST evaluation guidance can and cannot tell you
NIST’s TEVV-Athlon Framework for Evaluating AI Systems describes a customizable approach to test, evaluation, verification, and validation that can include agentic systems. It is useful for designing an assessment suited to an application; it does not provide a universal pass/fail test for whether any AI is autonomous.
The public draft’s comment period ended October 6, 2026. Treat the page as draft guidance when describing its status, and do not imply that a product has passed an assessment merely because the framework exists. The evidence still has to come from a task-specific test with documented conditions, outcomes, and impacts.
How to report a defensible conclusion
Use a sentence that preserves the scope of the evidence:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- “In the defined ticket-triage sandbox, the system selected categories and created records without per-ticket approval, but a person retained authority to stop the workflow.”
- “The assistant generated and ranked replies; a person selected recipients and sent every message, so the tested configuration did not independently execute the communication task.”
- “The system adapted to simulated tool failures within the tested workflow. Its behavior with live credentials, novel data sources, or higher-consequence actions was not established.”
These formulations identify the actions selected and executed, the environment, the human control point, and the untested boundary. That is more informative than calling the system simply autonomous or non-autonomous.
The bottom line
To tell whether an AI system is actually acting autonomously, follow the action rather than the label: define the task and environment, identify what the system selects, verify what it executes, test it under changing conditions, and document every human approval or intervention. Autonomy is a degree that can change with the task, permissions, environmental difficulty, and human-control arrangement. A careful autonomy profile is therefore more trustworthy than a universal score or a single successful demonstration.
