If several unrelated websites fail on the same device and network, check your internet connection, router, Wi-Fi or Ethernet, and ISP first. If only one website fails, compare it across another device and network before blaming its hosting provider. Error messages can narrow the cause, but a DNS failure or server error alone does not identify which company is responsible.
Start by checking whether one website or several are affected
Open a few unrelated websites on the same device and connection. Google Chrome Help recommends this first split: if multiple websites fail, check the internet connection. Confirm the device is online, inspect its Wi-Fi or Ethernet connection, and check whether the modem or router appears to be working. If the problem persists across several sites, your local network or ISP is a more useful place to investigate than one website’s host.
If other websites load normally, the failure may be specific to the site, but that does not prove its hosting provider is down. DNS, a browser extension, security software, or routing between your network and the site can affect just one destination.

Try the affected website on another device connected to the same network. Then, if practical, try the original device on a different trusted network, such as mobile data. These comparisons are clues, not conclusive tests:

- If the site works on another device on the same network, look for a browser or device-specific cause on the first device.
- If it fails on devices using one network but works on another network, investigate the first network, its DNS resolver, or routing.
- If it fails across different devices and independent networks, a site-side problem becomes more likely, though the comparison cannot identify whether the site owner, host, DNS provider, or another service is responsible.
Google Search Console’s definitions of URL-unreachable errors include network and connection failures, illustrating why an unsuccessful request does not by itself establish that the host is at fault: URL unreachable errors.
Rule out a typo or browser-specific problem
Check the address
Confirm the domain and the full URL are spelled correctly, then retry once. A mistyped domain or subdomain can produce a DNS error even when the intended website is available.

Try Chrome Incognito
If the problem occurs in Chrome, open an Incognito window and try the address there. If it loads, an extension or stored browsing data may be involved. Disable extensions or clear browsing data to isolate the cause. Chrome also recommends checking firewall and antivirus settings when connection or loading errors continue. Understand what the error message does—and does not—tell you
Record the exact message or code rather than treating every failed page as the same kind of outage. DNS errors, HTTP server responses, timeouts, and refused connections point to different stages of a request, but none automatically names the responsible company.

Google Search Console distinguishes errors such as DNS issue, network unreachable, failed connection, no response, truncated response, and connection refused. The exact category is useful evidence, not a final attribution.
DNS failures may outlast a DNS change
DNS problems can arise from missing records, nameservers pointing to the wrong place, or DNSSEC mishandled during a DNS-provider change. A recursive resolver may also retain a cached negative answer. For a newly created record, clearing the cache on your own device will not necessarily clear that upstream answer; Cloudflare says the negative-cache duration is based on the zone’s SOA MINIMUM value. Site owners can query authoritative nameservers directly to check whether the record itself is present, rather than relying only on a recursive resolver. Cloudflare Error 521 is specific, but not a platform-wide diagnosis
Cloudflare Error 521 means the origin server refused Cloudflare’s connections. The origin application may be offline, or the origin may be blocking or rate-limiting Cloudflare requests. The code points to a failed connection between Cloudflare and the origin; it does not necessarily mean Cloudflare or the hosting provider has a platform-wide outage. The site administrator or host should check whether the origin responds, inspect origin logs, and verify that Cloudflare IP addresses are not blocked or rate-limited. If you know which CDN, DNS service, or hosting provider the site uses, check that provider’s official status page for incidents or scheduled maintenance. Cloudflare explains its status updates and notification options in its Cloudflare Status guidance. A status page without a listed incident does not rule out a problem affecting one site, one origin, or one configuration.

Report the problem with useful evidence
If you are a visitor, report the affected site and the exact error to its owner. If you manage the site and contact your host, include the URL, the full error message or code, and when it happened, including the time zone. Add whether the failure reproduced on another device, another network, or both. This gives the person investigating a clearer starting point than a report that the site is simply “down.”
