Do not pay or share credentials just because a recovery service promises to restore your files. A legitimate business can still make an unsupported claim about your particular ransomware case. Verify the sender independently, demand a written explanation of the proposed recovery method and fees, check official decryptor resources, and report the incident before deciding whether to hire anyone.
What a legitimate recovery offer can—and cannot—prove
Ransomware recovery is not a single service. A provider might be offering incident response, restoration from backups, forensic analysis, a search for an existing decryptor, or ransom negotiation. Those are different jobs with different evidence and risks.
A company’s legal registration, polished website, testimonials, or years in business only help establish that the company exists. They do not prove that it has a working decryption key for your files, understands the ransomware variant, or can restore data without damaging evidence. Likewise, a person who correctly names your ransomware family may have obtained that information from the ransom note or from public tools; recognition alone is not proof of technical access.

Warning signs that should stop the conversation
One warning sign does not by itself establish that a named company is fraudulent. Several together mean you should pause, preserve evidence, and obtain an independent assessment before continuing.
| Signal | Why it matters | Safer response |
|---|---|---|
| Unsolicited contact promising to recover files | Attackers or lead brokers may target people who are distressed after an incident. | Do not use the contact’s links or phone number. Research the business through independent sources and verify the specific claim. |
| Guaranteed recovery or unusually broad promises | Results depend on the ransomware, available keys, backups, system state, and the scope of compromise. Not every ransomware type has a solution. | Ask for the technical basis in writing and obtain a second assessment. Treat urgency as pressure, not evidence. |
| Upfront payment, escalating fees, or a fee to release recovered data or funds | Recovery scams can use an initial payment to create follow-on demands. | Do not pay an unverified contact. Require a written fee schedule, milestones, and failure terms. |
| Requests for passwords, seed phrases, banking details, identity documents, or broad remote access | Sensitive information can enable additional theft or spread the compromise. | Withhold it until identity, necessity, security controls, and handling procedures are independently verified. |
| Claim of FBI, IC3, police, or other government affiliation | Scammers may falsely imply official authority or endorsement. | End the conversation and contact the claimed agency through contact details found on its official website. |
| Vague technical language or minimal verifiable presence | IC3 identifies vague descriptions and little online presence as warning signs. | Look beyond the company’s own materials. An absence of complaints is not proof of competence. |
The FBI states that law enforcement does not charge victims a fee for investigating crimes. A demand for money while pretending to be an investigator is therefore a decisive reason to stop and verify the identity through an official channel.
Use this verification sequence before replying
- Pause the interaction. Do not click the sender’s link, call the supplied number, pay, or upload files while you are deciding. Preserve the original email, message headers, ransom note, wallet address, file extension, and timestamps.
- Separate the sender from the claim. Record the provider’s legal name, registration jurisdiction, physical address, staff names, and independently published telephone number. Search for those details outside the pitch. A real company can still be wrong about your case, so verify both identity and capability.
- Check any claimed agency relationship independently. If the person says they work for a government agency, police service, or a named law-enforcement program, stop communicating through the supplied contact. Find the agency’s official website yourself and use its published contact route. Do not rely on a badge image, email signature, referral letter, or caller ID.
- Request a written scope before granting access. The document should state whether the work is incident response, forensic collection, backup restoration, decryptor assessment, negotiation, or a combination. It should identify deliverables, assumptions, deadlines, exclusions, data-handling controls, and the person responsible for the technical assessment.
- Demand an evidence-based explanation. Ask which ransomware family or variant the provider believes is involved, how it identified it, whether a public decryptor was checked, and what test would demonstrate that its method works. Do not send a complete set of sensitive files merely to obtain a sales answer; a small, non-sensitive sample may be appropriate only after a verified contract and safe transfer process.
- Clarify the money. Get the total price, currency, taxes, deposit, hourly or contingency charges, expenses, possible additional payments, refund rules, and the exact result that counts as completion. Ask what you owe if no files are recovered. A promise to refund later is not protection if the provider’s identity cannot be verified.
- Check official resources independently. Use the tools described below to identify the ransomware and look for a known solution. A negative result does not prove that a paid provider is a scam; a positive result does not prove that the person selling help is legitimate.
- Report the incident before making a payment decision. Report ransomware to the Internet Crime Complaint Center (IC3) or the FBI, and follow your organization’s incident-response plan if this is a business or public-sector system.
Why decryptor claims must be specific
Working decryption tools are normally tied to a particular ransomware family, variant, key-generation weakness, seized key set, or individual case. There is no universal key that a salesperson can apply to every encrypted computer. A provider that says it can recover “any ransomware” without identifying a technical method is making a claim that needs exceptional proof.
Identify the ransomware family
The ransom note, encrypted-file extension, attacker email or chat address, sample filenames, and a small number of non-sensitive encrypted files can help identify a family. Do not alter the original evidence while collecting these details. If the system is still connected to a network, use your incident plan to contain it without destroying logs or volatile evidence.
Check Crypto Sheriff and the No More Ransom repository
The No More Ransom project provides ransomware information and a repository of keys and applications for some types. Its Crypto Sheriff can help identify the ransomware and check whether a decryption solution is available. The project explicitly cautions: “At the moment, not every type of ransomware has a solution.” See the project’s official reporting and resource page at https://www.nomoreransom.org/report-a-crime.html.

Follow the tool’s instructions carefully and use a copy or a small sample where possible. A family match means only that a tool may exist for that family; it does not prove that every variant, key, or damaged file is recoverable. Conversely, no match may mean that the family is unsupported, the sample is insufficient, or the files are damaged—not that a particular provider is automatically dishonest.
Consult law enforcement about possible decryptors
CISA advises organizations to consult federal law enforcement about decryptors that may be available. This is a route for information and coordination, not a promise that a tool exists for your incident. Official agencies also do not endorse a commercial company merely because an employee says the agency referred the victim.
Recommended Free Tools
Ask a commercial provider questions that expose the real service
Send questions in writing and keep the answers with the incident record. Refusal to answer, evasive wording, or a demand for immediate payment should end the evaluation.
- What exactly are you selling? Request a separate description for containment, forensic analysis, backup restoration, decryptor testing, negotiation, and data recovery. “Recovery” is too vague by itself.
- What evidence supports your assessment? Ask for the suspected family or variant, indicators used, and the reason the proposed method should work on your files.
- What is the test procedure? Ask whether the provider will demonstrate recovery on a representative copy before full-scale work, who verifies the result, and how the original evidence remains protected.
- What can you not recover? The answer should address overwritten data, corrupted files, unavailable keys, offline or damaged backups, and systems that remain compromised.
- What access is required and why? Require least-privilege access, named accounts, multifactor authentication where applicable, session logging, secure transfer, retention limits, and a process for removing access when the engagement ends.
- Who is legally responsible? Confirm the contracting entity, insurance or liability terms, subcontractors, data-processing location, confidentiality obligations, and breach-notification process.
- How are fees calculated? Obtain a fixed estimate or clearly defined rate card, deposit terms, expenses, taxes, possible additional charges, and the payment schedule. Ask whether a failed recovery still incurs the full fee.
- What happens if you fail? The contract should explain whether you receive a report, recovered data, forensic images, documentation, or nothing beyond work performed. It should not promise an automatic refund unless the written terms make that enforceable.
- Can references be checked independently? Contact references using details you find separately, and ask about the same type of ransomware and service—not merely whether the company was pleasant.
These questions are due diligence, not a government certification test. A provider that answers well may still be unable to recover your files; a provider that refuses them has given you a strong reason not to proceed.
Protect accounts, evidence, and clean systems
Do not hand over secrets
Never send passwords, password-manager exports, multifactor recovery codes, cryptocurrency seed phrases, banking credentials, identity documents, or unrestricted administrator access to an unverified contact. If legitimate responders need access, create temporary least-privilege accounts through your normal IT process, record the approval, and disable them when the work is complete.

Preserve the incident record
Keep the ransom note, attacker communications, payment instructions, wallet addresses, encrypted-file extension, affected hostnames, user accounts, backups, security alerts, and a timeline of events. Do not wipe or rebuild systems until your incident-response plan or qualified responders have decided what evidence is needed. Make read-only copies where your procedures support that approach.

For an organization, isolate affected endpoints and accounts according to its response plan, while avoiding actions that destroy evidence. CISA recommends careful recovery from clean, offline, encrypted backups and warns against reinfecting clean systems. Validate that the ransomware is contained, credentials are reset through a trusted process, and backups are known to be clean before reconnecting restored systems.
Report the crime
The FBI advises reporting ransomware to a local FBI field office or IC3 and does not support ransom payment. IC3’s ransomware reporting guidance asks for information such as the known variant, encrypted-file extension, attacker contact details, ransom amount, and whether any payment was made. Submit what you have; do not delay a report while trying to prove the provider’s story.
Official help is different from a commercial promise
| Route | What it may provide | Important limit |
|---|---|---|
| No More Ransom | Ransomware information, Crypto Sheriff identification, and tools or keys for some families. | Some ransomware types have no available solution, and a family match does not guarantee that your files can be decrypted. |
| CISA and federal law enforcement | Response and recovery guidance, possible information about decryptors, evidence-preservation advice, and organizational resources. | Official guidance is not an endorsement of a paid provider or a promise of file recovery. |
| FBI and IC3 | Crime reporting and coordination. IC3’s form captures technical and payment details useful to investigators. | The FBI does not support ransom payment, and reporting does not guarantee decryption or restoration. |
| CISA no-cost organizational services | Services such as cyber-hygiene scanning for eligible organizations. | A scanning or advisory service is not the same as a file decryptor or hands-on commercial recovery engagement. |
Use official resources even if you are considering paid assistance. They can help preserve evidence and identify known options without requiring you to trust an unsolicited salesperson.
How to decide whether to engage after verification
Proceed only when the claim is narrow and testable
A credible proposal might say, for example, that it will identify the variant, test a named public decryptor against a controlled copy, and restore files from a specified clean backup. That is materially different from “we guarantee all files back.” The narrower proposal lets you compare the promised work with an observable result.

Prefer recovery paths that do not depend on a ransom
Clean offline backups, known-good snapshots, and unaffected replicas may restore operations without paying an attacker or giving a broker sensitive information. Validate the backup’s age, completeness, and integrity, and restore into a contained environment first.
Get a second opinion for high-impact cases
For a business, healthcare provider, school, or public agency, ask an independently sourced incident-response or digital-forensics firm to review the proposed method. Give both firms the same limited facts and compare their written scopes, evidence, access requirements, fees, and failure outcomes. Do not let one vendor prevent you from contacting the other.
Record the decision
Document who approved the engagement, what evidence was reviewed, why the proposed method was considered plausible, what data was shared, and what the stop conditions are. This protects the victim if the provider later demands more money or if the incident becomes a regulatory, insurance, or legal matter.

You paid or sent cryptocurrency
Do not send a second payment merely because the provider says a release fee, tax, validation charge, or network fee is required. Preserve transaction IDs, wallet addresses, invoices, and all communications. Notify your financial institution or exchange immediately and include payment details in the FBI or IC3 report. Payment does not guarantee that data will be returned.
The provider has your files
Request a written inventory of what was received, where it is stored, who can access it, how long it will be retained, and how it will be securely deleted or returned. If the provider will not answer, involve your organization’s legal, privacy, and security contacts and consider notifying affected parties as required by applicable law.
A compact decision checklist
- The contact was verified through an independently found identity and telephone or web address.
- No one is pretending to be a government investigator or charging for an official investigation.
- The suspected ransomware family and the proposed recovery mechanism are stated in writing.
- Official decryptor resources were checked, with their limits understood.
- The scope distinguishes backup restoration, forensic work, decryptor testing, and negotiation.
- Access, data handling, subcontractors, retention, and security controls are documented.
- Total fees, additional charges, payment schedule, and failure terms are explicit.
- A clean backup or other recovery path has been assessed before anyone discusses ransom payment.
- The incident evidence is preserved and the event has been reported to IC3 or the FBI.
If several boxes remain unchecked, do not proceed merely because the sender is persistent or says that waiting will destroy your chance of recovery. Urgency is a common pressure tactic and does not create a decryption key.
