You usually cannot prove that a political video or voice message was generated by AI just by watching or hearing it. The dependable approach is to identify the original publisher, check for platform labels and provenance information, verify the underlying claim with a trusted official source, and treat visual oddities or detector scores as clues rather than verdicts.
This matters because two separate questions are often confused: whether a file is synthetic or altered, and whether the political statement in it is true. A genuine recording can be clipped, misdated or taken out of context; a synthetic recording can also repeat a true statement. Check both the media and the claim.
What you can—and cannot—establish from the clip itself
There is no single facial, visual or audio cue that provides a reliable public test for AI generation. Mouth movements that seem slightly delayed, unnatural blinking, odd lighting, robotic prosody, abrupt background changes and inconsistent reflections may justify further checking, but ordinary compression, editing, poor microphones, dubbing and transmission noise can create the same effects.

That guidance is useful beyond that election cycle, but it is not a forecast of future campaigns or a universal legal rule.

Authenticity is also not binary. A file may be:
- an unedited recording of the person shown or heard;
- a genuine recording that has been trimmed, rearranged, translated or given misleading context;
- a real recording with synthetic audio, video or lip movement added;
- fully generated media depicting a person who never made the statement; or
- a parody or political advertisement that is altered but clearly disclosed.
Your goal is therefore not to “spot the one tell.” It is to assemble enough independent evidence to decide whether to trust, investigate, or withhold the claim.
A practical verification workflow
Use the following sequence whenever a political clip asks you to act, vote, donate, distrust an official or share urgently.
- Pause before sharing. Save the post or message, but do not forward it as fact. Note the account name, caption, timestamp and any visible editing or AI disclosure.
- Find the earliest identifiable source. A repost, screen recording or cropped excerpt is not the same as the original upload. Follow links, search distinctive wording and check whether the supposed candidate, campaign, newsroom or public agency published the same material through an authenticated channel.
- Read labels and surrounding context. Look for platform notices that content was made or altered with AI, an advertisement disclaimer, a parody label, or an explanation of editing. A label is evidence about the platform’s assessment or the publisher’s disclosure, not proof that every statement in the clip is false.
- Inspect provenance if the viewer supports it. Content Credentials based on the C2PA standard can record an asset’s origin, editing history and whether AI tools were used. A valid, intact record strengthens the chain of custody; an absent record does not prove that a file is genuine.
- Verify the claim independently. For voting dates, polling locations, ballot rules, emergency orders or official actions, consult the relevant state or local election authority, court, agency or primary transcript. Do not use the clip itself as its own evidence.
- Use automated detection only as a secondary signal. Ask what media, generation methods, compression levels and dates the tool was tested on, and whether published false-positive and false-negative rates exist. Keep the result separate from your final judgment.
- Escalate high-consequence uncertainty. If the message could change voting behavior or trigger immediate action, wait for official confirmation. Preserve the original file and report suspected criminal activity through the appropriate platform or law-enforcement channel.
Identify the source before judging the pixels or waveform
Source verification often provides more useful evidence than a close-up inspection of a face. An account created recently, a handle that imitates a campaign, a caption with no date or location, or a video that appears only as reposts should lower your confidence. Compare the account’s history, verified contact information and links with the political figure’s established public channels, while remembering that a verification badge alone does not establish truth.

Search for the exact spoken phrase in quotation marks, distinctive subtitles or a short sequence of frames. Look for a longer version, a transcript, a complete speech, a campaign statement or contemporaneous reporting. If every copy begins at the same cut point and none identifies an original, you may be looking at an extracted fragment rather than a source recording.
Be wary of “breaking” captions that provide no event, date or location. A real person can be shown at a real rally while the caption assigns the footage to another year or issue. Establish who recorded it, when, where and for what purpose before deciding whether synthetic manipulation is the central problem.

Read labels, disclaimers and context correctly
Platforms and publishers may label media as AI-generated, digitally altered, satire or an advertisement. The meaning and coverage of those labels depend on each platform’s policy and implementation. Some labels are applied by a creator, some by automated systems and some when a service detects provenance metadata.
A visible AI label is a reason to investigate the claim, not a complete explanation of what changed. It might refer to a generated background, voice cleanup, translation, face replacement or an entirely synthetic scene. Read the expanded notice and the caption for the scope of the alteration.

A creator may omit disclosure, a platform may not recognize the file, and a label may be lost when media is downloaded, screen-recorded or reposted.
Check provenance and Content Credentials
Content Credentials, built around the Coalition for Content Provenance and Authenticity (C2PA), are signed records that can describe where an asset came from and what edits occurred. When supported by the camera, editing software, hosting service and viewer, they can show a documented sequence such as capture, trimming, captioning and AI generation.
Use provenance as a chain-of-custody check:
- Confirm that the credential is cryptographically valid rather than merely a text claim in a caption.
- Check which organization or tool signed it and whether that signer is plausibly connected to the event.
- Read the complete action history: “AI generated” may describe one element, while other edits may include cropping, speed changes or audio replacement.
- Compare the credential’s time, file hash and declared source with the version you are viewing.
A valid record establishes documented history, not the truth of the political message. A campaign could publish a fully generated statement with valid credentials, and a real recording could make a false claim. Conversely, a missing credential is not proof of fakery because broad device and platform adoption is still needed for provenance to survive ordinary sharing.

Verify the political claim with primary sources
Separate “Did this file come from the claimed speaker?” from “Did the event or policy described actually happen?” For election logistics, check the official state or local election authority. For a court ruling, read the court or agency release. For a legislative vote, consult the legislature’s record. For a candidate’s position, look for a complete speech, transcript or statement from an authenticated campaign channel.

Match details rather than searching only for a headline:
- Date: Does the claimed announcement fit the election calendar or the official timeline?
- Place: Do the venue, weather, flags, signs and background match the stated location?
- Speaker and role: Was the person in office or a candidate at that time?
- Exact action: Did an authority actually change a rule, close a polling place or issue the order described?
- Full context: Does the uncut recording or transcript support the same meaning?
The FBI/CISA public service announcement puts this principle plainly: “Seek out information from trusted, official sources, such as state and local election officials, and verify reported claims through trusted, official sources before sharing such information.”
Visual and audio clues: useful leads, weak proof
Video clues to investigate
- Look for frame-to-frame changes in teeth, earrings, hair strands, eyeglasses, logos or text. Synthetic systems may redraw small details, but low bitrate video can do the same.
- Check whether lip shapes match the spoken language and whether jaw, cheek and neck movement remain physically consistent. Dubbing, a mismatched original soundtrack or a bad edit can create an apparent lip-sync failure.
- Inspect lighting and reflections across the face, clothing, microphones and background. A mismatch can indicate compositing, although stage lighting and phone-camera auto-exposure also produce inconsistencies.
- Watch hands, fingers and objects near the speaker. Distortions are clues, not a laboratory test, and may disappear in a compressed repost.
- Look for unnatural cuts, a repeated background loop, a frame-rate change or subtitles that do not align with the audio. These can reveal ordinary editing rather than generative AI.
Voice-message clues to investigate
- Notice abrupt changes in room tone, microphone distance, breath, reverberation or background noise between sentences.
- Compare pronunciation, pacing, emphasis and habitual phrases with several authenticated recordings of the claimed speaker.
- Ask whether the voice message contains a request that the person normally would not make, such as an urgent transfer of money or a secret voting instruction.
- Check the file’s sender, forwarding history and timestamp. A familiar voice in an unknown account is not identity proof.
- Request a confirmation through an independently verified channel rather than calling the number or replying in the same thread.
These observations can prioritize what to verify. They cannot establish that a voice or video is synthetic, and they should not be used to accuse a person solely because a recording sounds unusual.
Why AI detectors are not a final answer
Detector scores depend on the material and test conditions. A system trained on one generation method may miss a newer method; a video that was accurate in a laboratory may become difficult after resizing, re-encoding, noise reduction, subtitles or screen recording. A genuine clip can also be flagged because it contains unusual compression or an unfamiliar speaker.

NIST Special Publication 800-63A, a standard for remote identity proofing rather than a consumer political-media checker, says that algorithmic media analysis and automated decisions should be augmented by manual review to address detection errors. Its broader lesson is to validate a system on both forged and genuine material and to document the conditions under which errors occur.
NIST’s Guardians of Forensic Evidence program emphasizes generalization to new fakes and resilience to post-processing. A preprint posted by Guangyu Lin, Li Lin, Christina P. Walker, Daniel S. Schiff and Shu Hu on October 18, 2025, reported that the detectors it evaluated struggled with real political deepfakes and simple manipulations, especially in video. That finding applies to the tested models, benchmark material and conditions; it is not a claim that every detector fails on every clip.
When a tool gives a result, record:
- the exact file tested, including whether it was downloaded, recompressed or screen-recorded;
- the model or service version and its stated media limits;
- the test set or evaluation evidence, including false-positive and false-negative rates;
- whether the tool was tested on current generation methods and post-processing; and
- what human review or source corroboration accompanied the score.
The ITU workshop report on deepfake and generative-AI detection states that detection technologies must be continuously updated and upgraded to improve accuracy. Treat a score as one item in an evidence file, never as a substitute for provenance and source checking.
Compare verification approaches by what they can establish

Video and voice-message checks that prevent common mistakes
Do not confuse a genuine recording with a true claim
A real candidate may have said the words, yet the clip could omit a qualification, reverse the order of remarks or use an old statement to imply a new policy. Find the complete recording or transcript and identify the date before deciding what it proves.

Do not confuse editing with synthetic generation
Cropping, color correction, noise removal, subtitles and translation can alter a file without generating a person or voice. Ask what the suspected alteration is. “Edited” and “AI-generated” are not interchangeable descriptions.

Do not let urgency replace evidence
Claims about polling-place closures, changed deadlines, emergency voting instructions or illegal conduct are especially dangerous when they demand immediate forwarding. Official election authorities are the appropriate check; a viral caption is not.
When and how to escalate
If uncertainty could affect turnout, voter safety, money or a person’s reputation, do not amplify the clip while investigating. Preserve the original URL or file, screenshots of the account and label, download time, and any provenance details. Avoid editing the evidence you submit.
Use the platform’s reporting route for manipulated media and impersonation. For suspected criminal election-related activity, the FBI/CISA public service announcement directs people toward an appropriate local FBI field office. Reporting is not a finding of guilt; describe what you observed and provide the original material so investigators can assess it.
Jurisdiction-specific disclosure and election laws vary. Do not assume that every undisclosed alteration is illegal or that every labeled alteration is permitted. If legal consequences matter, consult the relevant election authority or qualified lawyer in the applicable jurisdiction.
What the available figures do—and do not—show
An FBI Internet Crime Complaint Center announcement dated October 18, 2024, described a U.S. Department of Justice action that seized more than 32 internet domains linked to a Russian government-directed foreign-influence campaign. The same announcement described an indictment alleging that employees of a Russian state-controlled media outlet covertly funded and directed a U.S.-based company that deployed nearly $10 million to disseminate pro-Russian narratives to a U.S. audience.
Those figures describe an enforcement action and an alleged influence operation. They are not measurements of how common political deepfakes are, how much of the spending used AI, or how accurate consumer detectors are. No authoritative prevalence figure or general-purpose consumer-detector accuracy rate is established by the cited materials.
A simple decision rule before you share
- High confidence to share as authentic: An identifiable original publisher, consistent context, credible provenance or complete primary recording, and independent confirmation of the claim all align.
- Share only with a clear warning: The source is identifiable and the claim can be corroborated, but provenance is missing or the file has ordinary edits. Describe what is known without calling it “real” or “fake.”
- Do not share as fact: The source is anonymous or impersonating, the clip is cropped or context-free, official sources contradict it, or a detector is the only support for an accusation.
- Escalate: The message urges immediate voting action, money transfer, threats or other consequential behavior and cannot be confirmed independently.
The safest conclusion is often narrowly worded: “The original source is unverified, the file may be altered, and the claim is not confirmed by the relevant official authority.” That statement is more accurate than declaring a clip genuine or AI-generated on the basis of a visual impression or a single score.
